The third debater rom both teams shall not introduce any ne# arguments. Their role is mainly to rebut. The competition is open to all students rom 7orm 1 to + rom all go"ernment8aided secondary schools under the pur"ie# o the 9inistry o Education/ 9alaysia e:cept residential schools. A school is allo#ed to send only o'e team to participate in the competition. Each team should comprise o 2according to Article 1+!/ The speaking member o the team. student population consists o demographic in that school. at least one ;umiputera student 9alaysian Constitution3 #ho is a E:ceptions should be made i the a particular ethnic group as the

The inal debate at the national le"el #ill be ad6udicated by a panel o + ad6udicators/ appointed by the Di"ision o Co8curriculum and Arts/ 9inistry o Education. E./er#e'-e* ad6udicators should be appointed and brie ed on the rules o ad6udication at least a' 0o,r be ore the debate. Ad6udicators should not ad6udicate the team rom their o#n schools districts - states unless there are no ad6udicators a"ailable. 1oints #ill be allocated according to the scoresheet. The (peaker #ill read out the rules o the debate and then proceed to introduce the timekeeper/ ad6udicators and debaters. +.2.* The (peaker m,( re rain rom making any comments concerning the debate or debaters during the debate. +.2.+ The (peaker must ensure that the ad6udicators be gi"en enough time to ill in their marks and #ait or the signal rom the Chie Ad6udicator be ore the ne:t debater is called. +.! The Role o the Timekeeper +.!.1 The Timekeeper must ensure that each debater is gi"en ) minutes to deli"er his or her speech. +.!.2 The Timekeeper #ill ring the bell once a ter the 1 st minute and at the end o the .th minute to signal the time allocated or 1oints o 4n ormation. At the end o the ) th minute/ the bell #ill be rung t#ice. 21lacards may be used by the timekeeper to indicate the remaining time le t/ at inter"als o one minute.3 +.!.! A ma:imum time o ! minutes #ill be gi"en to both teams to prepare or the Reply (peech. +.!.* During the Reply (peech/ the Timekeeper #ill ring the bell once at the !rd minute to signal that the debater has 1 minute le t. A 1oint o 4n ormation may be o ered by a member o the opposing team rom the 2nd minute to the .th minute o the time allocated to the debater. 1oints o 4n ormation are not allo#ed during the 1 st and inal minutes o the speech. A bell #ill be rung to signal the beginning and the end o the time allocated or 1oints o 4n ormation. A time limit o 1+ seconds is allo#ed or each 1oint o 4n ormation. There ore/ the 1oints o 4n ormation put orth must be concise. %o heckling or harassment or barracking is allo#ed at any time during the debate. $i"ing and taking 1oints o 4n ormation should be done politely. A debater is re<uired to raise his or her hand and to stand #hen putting orth a 1oint o 4n ormation. Rude/ abusi"e or aggressi"e beha"iour in both instances #ill lead to a re*,- #o' o marks rom the STYLE section. A debater may either accept the 1oint o 4n ormation or decline it. 4 accepted/ the opponent may make a short point or ask a <uestion that deals #ith some issues o the debate 2pre erably one 6ust made by the debater3. The Eti<uette o presenting 1oints o 4n ormation 21&43 ,.=.1 A 1oint o 4n ormation is o ered by standing and saying B1oint o 4n ormationC or something similar. The debater on the loor is not obliged to accept e"ery point. De or she may ,.=.1.1 ,.=.1.2 ,.=.1.! REFERENCE FOR THE SCORESHEET 1.? 9arks are a#arded to each debater according to' SUBSTANCE STRATEGY LANGUAGE STYLE 1.1 SUBSTANCE 1.1.1 (ubstance co"ers the arguments that are used and are di"orced rom the speaking style. 4t is as i you are seeing the arguments #ritten do#n rather than spoken. Aou must assess the #eight o the arguments #ithout being in luenced by the magni icence o the orator #ho presented them. 1.1.2 (ubstance also includes an assessment o the #eight o the rebuttal or clash. This assessment must be done rom the standpoint o the a"erage reasonable person. 1.1.! The ad6udicator5s 6ob is to assess the strength o an argument regardless o #hether the other team is able to knock it do#n. 4 a team introduces #eak arguments/ it #ill not score highly in substance/ e"en i the other team does not re ute. T#o conse<uences lo# rom these. 1.1.* F#r( 5 i a ma6or argument is plainly #eak/ an opposing team #hich does not re ute may #ell ha"e committed greater sin than the team #hich introduced it. 4n e ect/ the team has led the other team to get a#ay #ith a #eak argument. This is not an automatic rule but it is true in many cases. & course/ it must be a ma6or argument/ not a minor e:ample #hich the opposing team correctly chooses to ignore in a"our o attacking more signi icant points. 1.1.+ Se-o'*/ ad6udicators ha"e to be care ul not to be in luenced by their o#n belie s or their o#n speciali>ed kno#ledge. 7or e:ample/ i you are a la#yer and you kno# that a team5s argument #as debunked by the 4nternational Court o Eustice 24CE3 last #eek/ you should probably not take into account this special kno#ledge unless the 4CE5s decision #as a matter o e:treme public notoriety. 1.2 STRATEGY 1.2.1 (trategy re<uires some attention. 4t co"ers t#o concepts' 1.2.1.1 the structure and timing o the speech and

#hether the debater understood the issues o the debate.

A good speech has a clear beginning/ middle and end. Along the #ay/ there are signposts to help us see #here the debater is going. The se<uence o arguments is logical and lo#s naturally rom point to point. This is true o the irst debater outlining the $o"ernment5s case as it is o the third debater rebutting the $o"ernment5s case. $ood speech structure/ there ore/ is one component o the strategy. 1.2.! T#m#'$ is also important/ but it must not be taken to e:tremes. There are t#o aspects o timing' 1.2.!.1 1.2.!.2 speaking #ithin the allo#ed time limit and gi"ing an appropriate amount o time to the issues in the speech

1.2.* A debater ought to gi"e priority to important issues and lea"e unimportant ones to later. 4t is generally a good idea to rebut or begin #ith an attack on the other side by subse<uent debaters be ore going on to the debater5s o#n case. This is because it is more logical to get rid o the opposing arguments irst be ore trying to put something in its place. 1.2.+ (o/ the ad6udicator must #eigh not only the strength o the arguments in the (@;(TA%CE category/ but also the proper time and priority gi"en in the (TRATE$A category. 1.2.4 U'*er( a'*#'$ 0e I((,e( Closely related to the last point is that the debater should understand #hat the important issues #ere in the debate. 4t is a #aste o time or a rebuttal speaker to deal #ith points i crucial arguments are le t unans#ered. (uch a speaker #ould not understand the important issues o the debate and should not score #ell in (trategy. ;y contrast/ a speaker #ho understood #hat the issues #ere and dealt #ith them thoroughly should score #ell in (trategy. 1.2.. 4t is "ery important that ad6udicators understand the di erence bet#een (trategy and (ubstance. 4magine a debate #here a debater ans#ers critical issues #ith some #eak rebuttal. This debater should get poor marks or (ubstance because the rebuttal #as #eak but the debater should get reasonable marks or (trategy because the right arguments #ere being addressed.

LANGUAGE 1.!.1 Language re ers to using appropriate e:pressions containing correct sentence structures and grammar. 1.!.2 4t also co"ers pronunciation/ luency/ rhythm/ intonation and clarity o speech. & course/ English being a oreign language here/ ad6udicators should not be looking or Fueen5s English in our debaters/ but any e:pression #hich is mumbled or not clearly understood should not merit high marks in the Language section. 1.!.! &n the other hand/ any good language e:pression/ including the use o igures o speech/ idioms/ etc. appropriate and apt to the occasion/ may merit positi"e marks or Language.

STYLE 1.*.1 The term is rather misleading. Ad6udicators are not looking or debaters #ho are stylish. 1.*.2 (tyle co"ers the #ay the debaters5 speak. This can be noted in many #ays/ in unny accents/ body language 2mo"ement/ poise/ meaning ul gestures and eye contact3 and #ith the use o speci ic terminology. ;e tolerant o di erent #ays o presenting arguments. 1.*.! @se o palm cards and notes are allo#ed and should not be penalised/ unless a debater is reading rom them hea"ily. 1.*.* ;e tolerant o speaking styles and speed o deli"ery. 1enalise only #hen a debater5s style has gone beyond #hat e"eryone #ould e:pect.

REBUTTAL The use o general cases has conse<uences or rebuttal or clash. The &pposition team cannot concentrate on attacking the e:amples used by the $o"ernment. The e:amples might be #eak but the central case might still be sound. 4nstead/ the team #ill ha"e to concentrate on that case because that is #here the debate actually is. There is another conse<uence or rebuttal. 4t may be that a team has used a number o e:amples to illustrate the same point. 4 they can all be disposed o by the same piece o rebuttal/ the rebutting team does not ha"e to attack each o the e:amples indi"idually as #ell.

THE REPLY SPEECH The thematic approach to argument outlined abo"e becomes critical in the Reply (peeches. These ha"e been described as an 0ad6udication rom our side5 and really amount to an o"er"ie# o the ma6or issues in the debate. A Reply speaker does not ha"e time to deal #ith small arguments or indi"idual e:amples. The debater must deal #ith the t#o or three ma6or issues in the debate in global terms/ sho#ing ho# they a"our the debater5s team and #ork against the opposing team. As a general rule/ a Reply speaker #ho descends to the le"el o dealing #ith indi"idual e:amples probably does not understand either the issues o the debate or the principles o good arguments.

POINTS OF INFORMATION A 01oint o 4n ormation5 is o ered in the course o speech by a member o the opposing team. The debater may either accept or decline. 4 accepted/ the opponent may make a short point or ask a <uestion that deals #ith some issues in the debate 2pre erably one 6ust made by the debater3. 4t is a ormal inter6ection. 1oints o 4n ormation bring about a ma6or change in the role o the debaters in a debate. 4n this style/ each debater must take part rom beginning to end/ not 6ust during their o#n speech. The debaters play this role by o ering 1oints o 4n ormation. E"en i the points are not accepted/ they must still demonstrate that they are in"ol"ed in the debate by at least o ering. A debater #ho takes no part in the debate other than by making a speech #ould be marked do#n or (ubstance and (trategy.
