Township
council
reflects
on 2013
By NICK COHEN
The Sun
The calendar may have
changed to a new year, but at the
Delran Township Council reor-
ganization meeting, things stayed
largely the same.
Gary Catrambone and Tom
Morrow will again serve as presi-
dent and vice president of coun-
cil, respectively, in 2014.
Both Catrambone and Morrow
thanked the council for its sup-
port and said they were excited
for what 2014 will bring to the
township.
Each member of council used
the meeting as a time to look back
on 2013.
This year has been a whirl-
wind for me. Im so happy that
Ive been led here to continue Del-
rans tradition of being a prosper-
ous town and a great place to
live, Councilwoman Lona Pan-
gia said.

one, Mike Schwartz, used a song
from the stop motion classic
Santa Claus is Coming to Town
to sum up 2013.
Im reminded of the song, Put
One Foot in Front of the Other. It
really is step by step. At times, I
get frustrated with how long it
takes to get things done, but Im
proud of the work weve done this
year, Schwartz said. Im looking
forward to working with this
council in 2014.
Patty Kolodi, councilwoman
from ward three, took time to rec-
ognize Delrans public works de-
partment for its snow removal ef-
forts.
I received calls on the great ef-
forts of the public works depart-
ment saying that the roads in Del-
ran were better than those of any
neighboring towns, Kolodi said.
Mayor Ken Paris echoed Kolo-
dis sentiment about the public
works department but reminded
residents that they should re-
move their cars from the street
before a forecasted snowfall to
allow for even better plowing, and
that blowing or shoveling snow
into the street is illegal.
Our public works did a great
job, but that is an ordinance we
have that we may have to start en-
forcing more, Paris said. Ive
talked with our administrator
Jeffrey Hatcher about what we
can do to prevent residents from
blowing the snow into the street.
Paris also recognized the town-
ships employees for working
hard under less than ideal condi-
tions.
All the people in this building
are working very hard and doing
a fantastic job on a small budget.
That is true of the public works,
fire and police departments as
well, Paris said. Were going to
have a tight budget again this
year, but were going to work hard
this year as well.
In other news:
Philip Norcross of the law
firm Parker McCay P.A. will
again serve as the townships
bond attorney. Kathleen Bonczyk
of Long, Marmero and Associ-
ates, LLP will serve as the town-
ships labor attorney, and Bren-
dan Kavanagh of Kavanagh and
Kavanagh will serve as the tax at-
torney.
Paris, Catrambone and Mor-
row, along with Jeffrey Williams
and Paul Hejnas, will serve on the
townships planning board.
Joseph Jesuele and Lynn Jeney
were both appointed to the zoning
board.
The councils next meeting
will be held Tuesday, Jan. 28 at 7
p.m. in the municipal complex.

INTERIMPUBLISHER
As the mayor of Delran Township, one of
the areas that I take a great deal of pride in
is the operation of the Public Works De-
partment. Due to budgetary constraints
over the last several years, the Public
Works Department has shrunk by nearly
20 percent in terms of manpower. Yet dur-
ing this recent snow storm, I received a
number of complimentary e-mails from
residents and non-residents alike who took
the time to reach out to my office and ex-
press their satisfaction with the work that
the road crew accomplished.
This being said, resi-
dents could help us to
continue this positive
trend in a number of
ways. First, please let
the Public Works De-
partment finish its job
before beginning to
shovel out in order to
ensure that driveways
will not be plowed
back in as the town-
ship completes the
clearing of streets. Second, please adhere
to the regulations concerning parking cars
on roads that are designated no parking
during snow emergencies. Third, we ask
that the residents not park their cars at the
edge of their driveways, as this is both dan-
gerous and violates township ordinances.
Finally, snow blowers should not direct
snow into the streets as this is also a viola-
tion and creates a dangerous situation.
I would like to thank residents for their
cooperation, and I appreciate anything you
do to help make our roads safe.
O
verall, New Jerseys schools
are excellent. Thats not in
question. A recent study
ranked New Jersey second in the na-
tion in student achievement and
chance for success.
Thats impressive.
The Garden State ranked second on
The Quality Counts report, which the
publisher of Education Week con-
ducts. Only Massachusetts ranked
higher than New Jersey in the Chance
for Success Index, which measures the
role of education in an individuals
life.
The states B+ grade was much high-
er than the national average of C+, and
also bested the grade for nearby states
Maryland (B), Pennsylvania (B),
Delaware (B-) and New York (B-).
Yay for us.
With every positive seems to come a
negative, though, or, in this case, an
area in need of improvement.
The same Quality Counts report
ranked New Jersey below average in
the categories of standards, assess-
ments and accountability (C 44th
overall) and teaching profession (D+ -
38th).
It has been widely reported, both
here and elsewhere, that our school
districts are actively working to im-
prove their accountability and assess-
ments, so lets leave that one alone for
now. The concerning aspect of this
study is, without a doubt, the teaching
profession.
According to the report, New Jersey
has no incentives for teachers or prin-
cipals working in hard-to-staff disci-
plines or schools, no salary parity with
other occupations, and no financial in-
centives for teachers to earn national
certifications.
This needs to change.
As we wrote some time ago, our stu-
dents and, therefore, our schools are
only as good as the teachers and ad-
ministrators we hire; ergo, we need to
ensure that our teachers and adminis-
trators are not only well qualified at
the time of hiring but are also incen-
tivized to grow professionally within
our system as well.
Our schools are great now, but lets
make sure they continue to be great.
Lets find a way to incentivize our
teachers and administrators to work in
difficult subjects, in difficult schools
and earn bigger and better certifica-
tions.
Our students are the ones who will
benefit the most.
in our opinion
Lets do more for our teachers
Our schools are good, theres no doubt, but lets make them even better
Your thoughts
What are your thoughts on the state of
our schools? Do you believe incentivizing
teachers and administrators to grow as
professionals is worth the return on
investment? Let your thoughts be heard
through a letter to the editor.
