Instructions implementing Decision
Number 48/2009/QD-TTg of the Prime Minister

- Provinces and Cities directly under Central Government management

Pursuant to the Decision 48/2009/QD-TTg on March 31, 2009 issued by Prime Minister
approving the plan for applying information technology in state agencies for the period of
2009-2010, Ministry of Information and Communications guides the implementation of some
related articles as following:

I. Priorities in promotion of applications information technology to the operation


of government organs in the period of 2009-2010:
1. All Government Ministry, Ministry level Organs, Government Entities, provinces and
cities directly managed by Central Government take responsibility to put priority to the
following contents:
a) Improve working process, procedures and profession standardization; apply the quality
management system according to TCVN ISO 9001:2000 to the operations.
b) Upgrade, accomplish the information infrastructure in order to apply information
technology to government organs.
c) Develop, accomplish and strengthen the application effectiveness of email system.
d) Develop, accomplish and strengthen the application effectiveness of document
management and execution system.
e) Digitalize information
f) Develop and accomplish information portals; promote public service at level 2 and level
3.
g) Develop and apply information technology to professional operations in accordance with
each entity attaching to basic activities including accounting, human resources
management, asset management and internal data base construction.
h) Train and develop human resources for information technology
i) Ensure the information security and safety
2. For those Government Ministries, Ministry level Organs and Government Entities
assigned to carry out projects mentioned at Appendix I of the Decision 48/2009/WD-TTg
have to implement those projects meeting the rate of progress and demand.
3. Apart from those priorities mentioned at the first point, provinces and cities directly
under Central Government management have to develop the model of information
technology application for districts to disseminate.
II. Guideline to plan budget for application information technology in 2009:
1. For investment and development budget:
- According to the Appendix I of Decision 48/2009/QD-TTg, Government Ministries and
Ministry level Organs select investors corresponding with the target of applying
information technology for all departments and instruct investors to submit planned
budget for projects to Ministry of Information and Communications. The budget plan
should include:
+ Secure budget for preparation in 2009 ensuring the implementation of projects from
2010 onwards (Require having Decision approving budget expense for investment)
+ Secure budget for those projects that finish the investment preparation within 2008 and
start carrying out in 2009 (Require having Decision approving the investment before 31
October 2008). In case the investment preparation was completed the previous year but
the project has not been implemented yet, budget for project implementation in 2009
includes budget expense for investment preparation in the previous year.
+ Secure budget for those projects carried out from 2008 has not completed and continue
in 2009.
- Those projects using budget on applying information technology need:
+ For projects in the period of investment preparation: planned budget for preparation
approved by responsible organs.
+ For projects in implementation progress: Decision by responsible entities approving
investment projects
2. For expenditures from subsidies of State budget:
In 2009, the State budget ensure expenditures for Ministries, Ministry level Organs
and Government Entities on implementation of usual duties mentioned at Appendix I of
Decision 48/2009/QD-TTg. Provinces are considered to be supported from State budget
in applying information technology mentioned at Appendix II of Decision 48/2009/QD-
TTg with priorities in section I of this correspondence.
Each entities should develop and approve their planned budgets for applying
information technology in 2009 and submit to Ministry of Information and
Communications.
3. Time due to submit budget plan of information technology application in 2009:
Pursuant to point 1 and point 2 above, Ministries and Central Agencies are assigned
to carry out projects in Appendix I and provinces mentioned in Appendix II of Decision
48/2009/QD-TTg have to submit budget demand for applying information technology for
the year 2009 to Ministry of Information and Communications before 15 July 2009 to be
verified and submitted to organs responsible.
III. Guideline to plan budget for application information technology in 2010:
1. Basing on targets in section I of this correspondence, Ministries, Central Agencies and
provinces plan general budget on applying information technology in their planned
budget expenditures to submit to Ministry of Information and Communications to
combine, to Ministry of Planning and Investment (for investment budget expense), and to
Ministry of Finance (for regular budget expense) as well. Ministry of Information and
Communications bases on planned expenditure of other Ministries and Central Branches
to combine and initially balance budget to send to Ministry of Planning and Investment
and Ministry of Finance to transfer to general planned budget expenditures and get
approval of Prime Minister and National Assembly according to the Law on State budget.
2. Procedures: Pursuant to current regulations on management and usage of State budget
(including investment and development expenses and regular expenses)
IV. Principles to allocate budget for information technology application from State
budget according to Decision 48/2009/QD-TTg
1. Estimated budget for the year 2009:
Since estimated State budget in 2009 was allocated to Ministries, Government
Branches and provinces, in order to have fund for application of information technology
in 2009 according to Decision 48/2009/QD-TTg, Ministry of Information and
Communications in combination with Ministry of Planning and Investment and Ministry
of Finance are to report to Prime Minister to provide sources to help achieve targeted
progress.
2. Estimated budget for the year 2010:
Basing on budget planned by Ministries, Government Branches and provinces,
Ministry of Information and Communications, Ministry of Planning and Investment (for
investment and development capital) and Ministry of Finance (for regular budget
expense) are to report to Prime Minister to get approval of allocation planned budget for
2010 to Ministries, Government Branches and provinces according to the Law on State
budget.
The above guidelines from Ministry of Information and Communications are to help
other Ministries, Ministry level Organs, Government Bodies and provinces practice
Decision 48/2009/QD-TTg issued by Prime Minister approving the plan for applying
information technology in state agencies for the period of 2009-2010. In case of any
