This part of the CAR lays down the procedure for issue of Aircraft maintenance Engineers
Basic Licence. Reference may be made to CAR Sec-2, Series ‘L’ Part I for detailed syllabus of
Paper I, II and relevant Paper III, experience and other details of examination.
2. Definition
Basic Licence:- Licence issued to a person who has demonstrated a level of knowledge
relevant to the categories of the Aircraft Maintenance Engineer's Basic licence to be granted.
3. Purpose
The Aircraft Maintenance Engineers Basic Licence is issued to a person who meets the
requirements of this CAR. The Basic Licence establishes the fact that he has acquired a level
of knowledge relevant to the category of AME Basic Licence to be granted by passing the
written examinations conducted by DGCA, and has the requisite aeronautical engineering
experience.
4. Privileges
Note: Holder of the Basic Licence can subsequently acquire rated licence by passing specific
Paper IV and oral cum practical examination or approvals by passing oral examination after
they acquire requisite practical experience.
5. Validity
7.2 He must have passed 10+2 with Physics, Chemistry and Mathematics or any other equivalent
qualification acceptable to D.G.C.A.
7.3 He must have at least three years practical aeronautical engineering experience in the field
allied to the category of Basic Licence the applicant wishes to acquire.
7.4 He shall have passed Papers I. II, and relevant Paper III of AME Licence examination.
7.5 He shall produce medical certificate on form CA 2003 from a doctor holding at least an MBBS
Degree that he does not have any physical disability and color blindness. (form CA 2003 is
given in Appendix B).
7.6 Candidates meeting the above requirements shall apply to Regional/Sub Regional Offices on
form CA 2002 for issue of Basic Licence(s) along with the attested photocopies of documents
mentioned in para 7.6.1 to 7.6.4. (Form CA 2002 is given in Appendix A.) Regional/Sub
Regional Offices shall forward these applications after scrutiny to Hdqrs for issue of Basic
Licence.
7.6.1 Proof of Age- Xth standard certificate from a recognized board or its equivalent or the
Birth certificate issued by municipal corporation /committee shall be the documents
acceptable as proof of age.
7.6.2 Educational qualification –XIIth Standard Certificate from a recognized board or a
Diploma certificate recognized by AICTE or any certificate acceptable to DGCA as
equivalent qualification.

7.6.3 Result sheets – The result cards of Paper I, II and Relevant Paper III issued by CEO and
duly attested by DGCA officer.
7.7 Categories (i), (ii), (iii) (iv) and (v) i.e. LA, HA, RA, PE, and JE as mentioned in Para 6 are
termed as Mechanical Stream whereas the categories (v), (vi) and (vii), i.e. ES, IS and RN
will be termed as Avionics Stream. Initially a candidate will be allowed to appear for one
category of basic examination after acquiring three years’ experience. For additional category
in the same stream an additional six months` experience will be required. However, to
change over from Mechanical to Avionics Stream a person will have to again acquire an
additional 18 months' experience in the particular field before he is allowed to appear in the
Basic Licence in the Avionics Stream and to change from Avionics Stream to Mechanical
Stream a similar experience of 18 months will be required.
All the exemptions admissible to the candidates for the AME examination as mentioned in Rule 61
will also be admissible to the persons holding similar qualification and experience for appearing
in the examination for the issue of Basic Licence
