Cross-Network Visibility
LTE is not an island. As many other networks play an important role, interoperability carries great significance. Setup alone for an LTE session requires at least 10 hops and hand-downs to 3G only extend the required visibility.

GUTIs provide the key to associating activity with a particular subscriber IMSI. In LTE environments, this temporary ID changes less often than in 3G due to inherent security measures and may remain unchanged for more than 24 hours.

Failure to capture, decrypt and correlate the IMSI to the GUTI when it occurs compromises data integrity and visibility to the subscriber.
