The Badung Regency Transportation, Communication and Information Agency (Dishubkominfo) has plans in 2014 to install Area Traffic Control Systems (ATCS) on a number of traffic lights operating at South Bali's busiest intersections. The automated control systems that change traffic light intervals depending on actual traffic flows are predicted to help reduce or eliminate congested conditions in a number of areas in Bali. The Badung Dishubkominfo has allocated Rp. 4.4 billion (US$367,000) to purchase ATCS in areas surround Kuta. The installation of an undisclosed number of ATCSs in South Bali will take place in phases.
As a preliminary step to the ATCS installation, a fiber optic network is also being installed that will allow the system to interconnect and exchange traffic information.

The governor's comments were made at the end of the December monthly town hall m e e t i n g h e l d o n S a t u r d a y, December 28, 2013. Pastika said a legal conflict exists, as the current framework of the law does not allow the province to impose additional taxes. A tax is not allowed. But if it is is not stipulated, explained Pastika. Because of the limitations on new taxes, the governor's office is undertaking corrections in the proposed heritage contribution so it does not create legal complications. The intention of the governor is to use the amount donated to protect cultural objects and also provide insurance coverage for tourist visitors who fall sick, have an accident or die while on a Bali holiday. This means that not all the money collected will go to the government, while another portion goes to people who have accidents, are sick or die. When tourists dies we now have that coverage sometimes does not extend beyond the borders of their home country. When illness and accidents take place the money collected from the proposed donations would be use to assist international visitors. Governor Pastika defended his idea of a heritage donation, saying such schemes are already in operation in other countries. Melbourne Renegades clinch their first win of the BBL season with a thumping of Brisbane Heat
AN impromptu Major League Baseball tryout from Ben Rohrer revived the Melbourne Renegades' season at Etihad Stadium on Monday night.
It was going to take something special to upstage the earlier batting heroics of Aaron Finch (81 off 51 balls) and Jos Buttler (61 off 36) as the home team batted first and posted an equal Big Bash League record 3-210. But Rohrer, who played an equally dazzling innings in the club's first home game last season, obliterated 36 runs off just 11 balls to set up a dominant 57-run victory over the strangely lacklustre Brisbane Heat. The win couldn't avenge the Gades' semi-final loss to the same opponent last season, but was critical after the team lost its opening two matches of BBL03. Rohrer took singles off his first two balls in the 18th over, providing no hint of the fireworks ahead for the Renegades' non-derby record crowd of 19,832. He took a hip-high fulltoss off Alister McDermott over the square-leg fence for six on his third ball, then took an even higher delivery into the second deck in the same direction. McDermott was replaced because of the "intimidatory bowling" rule, but the only people in danger were those in the cheap seats. Amazingly, replacement Ben Cutting then served up three more full-tosses in a row, two of which went for doubles and the final one another "home run". A boundary midway through the final over was the precursor to another full-toss six on the second last delivery to smash the ground record score and doubtless whet the appetite of any baseball scouts on hand. I n r e p l y, t h e H e a t stumbled out of the blocks and never got going, eventually all out for 153 two balls into the 20th over. James Pattinson (3-36) impressed early and looked fluent in his return from stress fractures of his back, but was clobbered in a late Ben Cutting onslaught. T h e A u s t r a l i a n Te s t paceman edged into the low 140km/h range, bowled some nice out-swingers and took the key wicket of English opener Craig Kieswetter. But Cutting twice smashed him into the city side crowd as two of his five sixes in a 19-ball, 40-run cameo that gave the Heat's score some respectability. Renegades' Test call-up Alex Doolan earlier made a runa-ball 13 before a soft dismissal playing a half-baked hook shot. But he had a strange reprieve on just one when he was run out but remained because nobody appealed. T h e Tasmanian looked well home after a comfortable single, but his bat dug in short of the crease and his feet were in the air when the return hit the stumps with his score on one.

UFC fighter Anderson Silva breaks leg in UFC 168 Las Vegas clash with Chris Wiedman
THE UFC has ended 2013 with a shocking finish after Anderson Silva's leg snapped in an injury that has been described as one of the most horrific in an already brutal sport.
Silva's injury in the main event at UFC 168 cast a pall over arguably the UFC's biggest fight card of the year, reminding every fan of the rapidly growing sport of the brutality frequently at its core. T h e Brazilian's leg snapped when he attempted a low leg kick on middleweight champion Chris Weidman. Although the injury happened too quickly to be seen by most naked eyes at the MGM Grand Garden in Las Vegas, thousands of fans cringed audibly when the replay was shown once on the arena's big screens. Weidman quietly celebrated his victory while doctors tended to the injured Brazilian, whose left shin was bent grotesquely after the failed kick. As Silva was stretchered from the Octagon with a brace on his leg Weidman paid tribute to the exchampion, calling him the greatest fighter in the sport's history. The 38-year-old Silva was rushed to a local hospital for emergency surgery. A statement from the UFC released today said an orthopedic surgeon went to work on Silva last night and successfully stabilised his leg. "Following Sunday's UFC 168 main event, former champion Anderson Silva was taken to a local Las Vegas hospital where he underwent surgery to repair a broken left leg," the statement sai. "The division ended nearly six months ago when Weidman stopped the champion with a left hook at UFC 162. Thousands of Brazilian fans - including retired soccer star Ronaldo - chanted, sang and waved flags for Silva and several B r a z i l i a n undercard fighters, creating a semblance of the huge homecage advantage enjoyed by their fighters back home. In the comain event Ronda Rousey retained her bantamweight t i t l e b y submitting longtime rival Miesha Tate with a third-round arm bar. Rousey was booed while talking to UFC commentator Joe Rogan because she walked away from Tate's offer of a postfight handshake. Sydney New Year's Eve hotel stays record $200 jump, Gold Coast hotels high, Hobart New Year's Eve suddenly popular
SYDNEY is the third most expensive world city to spend New Year's Eve, with London and Paris more affordable options to ring in 2014.
And it's dearer to spend the night on the Gold Coast than in Tokyo or Rome. But maybe the biggest surprise is Hobart's sudden popularity as the place to be this New Year's Eve recording startling price increases for the night to become more costly than Melbourne, Brisbane or Adelaide. Visitors to the Harbour City are shelling out an average of almost $600 a night to see in 2014 $200 more than last New Year's Eve - and up 164 per cent on average prices for the month of December. Gold Coast sits behind London ($543) and Paris ($434) on the list. A hotel stay in the Ta s s i e c a p i t a l o n December 31 averages $248 a night - up from $202 last year and 35 per cent more than the average December price. But in other parts of Australia, the cost of New Year's accommodation has dropped this year, with Melbourne down 8 per cent from last year to $230, Brisbane down 17 per cent to $189 and Adelaide down 18 per cent to $158. "He Ain't Heavy... He's My Brother" is a popular music ballad written by Bobby Scott and Bob Russell. Originally recorded by Kelly Gordon in 1969, the song became a worldwide hit for The Hollies later that year and again for Neil Diamond in 1970. It has been covered by many artists in subsequent years. The Hollies version of the song has also been featured in the film Zoolander. Scott and Russell had been introduced to each other by Johnny Mercer, at a California nightclub. Although Russell was dying of lymphoma and the pair met in person only three times, they managed to collaborate on the song. The publishing rights to the song were the subject of a legal battle following Russell's death. In 1884, James Wells, Moderator of the United Free Church of Scotland, in his book "The Parables of Jesus" tells the story of a little girl carrying a big baby boy. Seeing her struggling, someone asked if she wasn't tired. With surprise she replied, No, he's not heavy; he's my brother. In an 1918 publication by Ralph Waldo Trine titled "The Higher Powers of Mind and Spirit", he relates the following anecdote: "Do you know that incident in connection with the little Scottish girl? She was trudging along, carrying as best she could a boy younger, but it seemed almost as big as she herself, when one remarked to her how heavy he must be for her to carry, when instantly came the reply: 'He's na heavy. He's mi brither.'" The first editor of Kiwanis magazine, Roe Fulkerson, published a column in September 1924 carrying the title "He Ain't Heavy, He's My Brother", the first use of the phrase exactly as it is rendered in the song title. The phrase is also associated with Father Edward J. Flanagan, the founder of Boys Town. Flanagan came across a line drawing of a young boy carrying his brother in the Christmas 1941 edition of the Louis Allis Messenger. The caption read "He ain't heavy Misterhe's m' brother!" It was created by Mr. Van B. Hooper who later became the editor of Ideals. The drawing was reprinted in the first issue of Ideals in December 1944. Flanagan felt that the drawing illustrated the work done at Boys Town and received permission from the company in August 1943 to recreate the drawing in color with the caption "He ain't heavy, Father . . . he's m' brother." The phrase became the motto of Boys Town. The statement is a use of paraprosdokian, a figure of speech in which the second half of the statement causes the hearer to reinterpret the first part. Often used for comedic effect, this is a
rare use of the form as pathos. The Hollies' recording, which featured Elton John on piano, was released in the UK on 1 September 1969 and on 1 December 1969 in the US. "He Ain't Heavy" reached #3 in the UK and #7 in the US. The song, paired with "Carrie", was rereleased in late 1988 in the UK following its use in a television advertisement for Miller Lite beer. It reached the #1 spot in the UK chart for two weeks in September 1988. In Ireland, the Hollies' version of the song entered the charts twice, on its first entry in October 1969 it peaked at #3 and spent 10 weeks in the charts, and on its second entry in September 1988, as a result of its Miller Lite advertisement usage, it peaked at #2. In addition model planes can only be operated in daylight within line of sight, not higher than 400ft above ground level and well clear of airports and any other planes. It is good practice not to let your model aircraft get too far away from you, CASA said. Operators must never fly their remotely controlled aircraft towards people, particularly during take-off and landing, CASA said. Take-off and landing areas must be clear of people and obstacles and a watch should be kept for curious children. The regulator also warned that if model planes are flown over other people's homes or backyards it is recommended permission be obtained. It is recommended model aircraft not be used above areas with lots of people such as beaches, sporting events and crowded parks, CASA said. Care should be taken to stay away from power lines, trees, buildings and other structures that could lead to a mid-air collision which will damage a model plane. CASA also warned that if a collision with power lines occurs there should be no attempt to rescue an aircraft.

A British woman who won $275 million in a lottery has left her husband and started a new relationship with the car salesman who sold her a luxury fleet of Audis.
Gillian Bayford, who won the Euromillions jackpot with her husband Adrian last year, has blamed the stresses of the lottery win for the breakdown of their nine-year marriage. And Alan Warnock has reportedly quit his job with the car dealership and moved in with the multi-millionairess. When mother of two Mrs Bayford, 41, announced her separation there was speculation about a relationship with married gardener Chris Tovey, 40, who worked on the couple's 80ha East Anglia estate.
