TECHNICAL SPECIFICATION OF UNIVERSAL TYPE COMBINED THREE PHASE & SINGLE PHASE PORTABLE ELECTRONIC REFERENCE STANDARD METER

CAPABLE OF TESTING OF ALL TYPE OF HT AND LT METERS


1.0 Scope: This specification covers the general requirement of design, manufacturing, testing before dispatch, supply and delivery of Universal Combine Three phase & Single phase Portable Electronic Reference standard Meter of accuracy of class 0.1S in direct mode, 0.2S in 100A clamp on CT mode and 0.2S in 1000A Clamp on CT mode. 2.0 Application: The Portable Reference Standard shall be suitable to perform installation checks, detect Installation errors, load/Harmonic analysis, Accuracy measurement, Dial Test and transformer tests on HT, LT, Direct current installation. The functionality of the Portable Electronic Reference Standard Meter shall be suitable to measure the system parameters and verify the accuracy of three phase and single-phase energy meters in the laboratory and at site without disconnecting consumers supply when used with the clamp-on CT. The Portable Electronic Reference Standard Meter shall be extensively used in field & laboratory for verification of the accuracy of all types of three phase LT whole current, LT-CT operated, HT-CT operated and single-phase electromechanical and electronic energy meters. The portable electronic reference standard meter shall have provision to perform transformer tests at the running load of the consumer. It should be possible to perform: Burden Test of the installed CT /PT Ratio Test of the installed CT/PT Phase Angle Test of the installed CT/PT

The test equipment shall have provision to measure high voltage up to 40KV (phase-Phase) using additional High voltage measurement probe (Optional). The test equipment shall have provision to measure high current up to 2000A at high voltage (40KV) using additional high voltage current measurement probe (Optional). The portable Reference standard shall be capable to store all information: Customer information, Test information into its internal non-volatile memory.

Service (Climatic) conditions: The equipment to be supplied against this specification should be capable of performing and maintaining the required accuracy for satisfactory operation under all tropical conditions mentioned below: a) Maximum ambient temperature: 50 Deg. C b) Minimum ambient temperature: -5 Deg. C c) Average daily ambient temperature: 40 Deg C d) Minimum relative humidity: 25% e) Maximum relative humidity: 90% f) Annual average ambient temperature: 40 Deg. C

Standard applicable: APPLICABLE STANDARDS - IEC 60253, IEC-61036, IS-11426, IS14697, IEC-60736, IEC0801/02/03/04, IS-12346 & CBIP Tech Report No:88 - specification with latest version. Equipment shall meet the above standards specified and as per the scope specified above as per the type of ERS offered.

6.0

General Requirements: a. All the materials, electronic and power components and ICs used in the manufacturing of the meter shall be of highest quality and reputed make to ensure higher reliability, longer life and sustained accuracy. b. The electronic components shall be mounted on the PCB using latest surface mount technology (SMT). c. The Electronic Reference Standard Meter shall be of rugged construction, lightweight and shall be portable and handy. It shall have ergonomic design.

d. Clamp-on CT along with a suitable connecting cable and a set of voltage leads with suitable crocodile clips which enable the testing without isolating or interrupting the supply of the consumer shall be supplied along Signature of Tenderer Companys Round Seal Date: Place: Page 2 of 17

with the Electronic Reference Standard Meter. Two sets of CT shall be provided along with equipment: 100A CT clamps and 1000A CT clamps. An error calculator shall be incorporated in the Electronic Reference Standard Meter, which shall have facility to calculate error in percentage of meter under test by feeding the meter constant and number of revolutions/pulses for which meter was tested with Electronic Reference Standard Meter, through the inbuilt key board. The keyboard of the equipment shall be organized in form of alphanumeric matrix. The Portable reference standard shall have TFT LCD graphic display of 4 size (minimum specified as far as size is concerned). The graphic display should be able to display voltage/current waveforms along with network analysis features, Harmonic and distortion analysis in graphic form. The scope of ERS meter is not limited to following type of meters but it should be capable of testing electronic meters/electro mechanical energy meters of any latest version. (I) Ferraris (Induction) Meters with rotating disc. (II) Static Meters with flashing pulse output of LCD/LED. (III) Single Phase Active, Apparent and Reactive energy Meters. (IV) Three Phase Active, Apparent and Reactive energy Meters (V) Maximum Demand Meters. (VI) Electricity Meters with pulse out puts. (VII) Verification of meter circuit connections using vectorial display (VIII) Harmonic Analysis up to 40th harmonics i.e. the frequency and time domain with % distortion of each frequency and angle between them for each frequency.

i. Self diagnostic feature LCD/LED test is required to be provided on meter's display to indicate the healthiness of all segments of LCD/LED display. j. The ERS meter shall derive its power from mains voltage supply only & shall not need any battery back up for its operation or data storage. However, the ERS shall be made functional on giving supply of 63.5 Volts A.C or 240 Volt A.C between phase to neutral for down loading the data to PC etc.

k. The meter shall have suitable provision to prevent stopping of meter by using external magnets .i.e. shall not be adversely affected by influence of external magnetic field. l. The Clamp on CTs should not saturate up to 150% of the highest rated current i.e. if 150% of highest rated current is applied for 30 minutes. The static portable reference energy meter should not get damaged & after restoration of the normal conditions, it should continue to measure correctly within respective accuracy class. m. The meter shall have two outputs A test output in the form of blinking LED for its own calibration. A potential free contact output for driving a relay in the energy dosage mode when it is used as a reference meter in a test bench. n. It should be possible to input external CT and PT ratios, i.e. measured parameters will be then shown as Primary values. o. Auto range of Current and Voltage inputs shall be provided. p. All the cords / connectors / accessories supplied along with the instrument must conform to IEC-1010 and the international standards of safety. Adequate built-in features to protect the instrument itself from overvoltage shall be provided. NOTE : Only the original manufacture of the testing equipment i.e. ERS meters shall quote against this tender. 7.0 Standard Rated Current and Maximum Current: The portable reference standard current range shall be a wide one with following specifications: Direct Mode: 1mA 12A 100A CT mode: 10mA 100A 1000A CT mode: 100mA 1000A Measurement Mode The offered equipment should have following measurement modes to test (accuracy test and Dial/register test) HT/LT CT operated Meters and direct connected type meters.

8.0

Direct Mode: To test HT/LT-CT meters, direct mode for 1A and 5A rating shall be provided on the equipment. Clamp on CT mode: Two types of clamp on type current transformer (CT) shall be provided along with equipment to test direct connected meters without disconnecting them from circuit. One set for currents up to 100A (internal Diameter of 11mm) and another set for currents up to 1000A Signature of Tenderer Companys Round Seal Date: Place: Page 4 of 17

(internal Diameter of 55 mm). The hardware of clamp on CT shall be preferably designed in such way that any set of clamp on CTs can be used with any equipment. The measuring mode shall be selectable using keyboard of the equipment. In addition to Accuracy and Dial tests of meter under test, portable test equipment shall be equipped to perform transformer tests on installed CTs and PTs at site, under running load conditions of the consumer, without disconnecting supply to the consumer. The equipment shall perform: o Burden Test on installed CT and PT of the consumer (Accuracy better than 1%) o Ratio and Phase Angle Error Test on the installed CT (Accuracy better than 1%) o Load Analysis of the customer load: monitoring of voltage, current, power factor, Frequency, (Active, Reactive, Apparent) power & energy o Power Quality Analysis: monitoring of Voltage, current and Power (Active, Reactive and Apparent) harmonics. It should be possible to record and save results of all the tests: Accuracy/Dial Test, Load Analysis, Power Quality Analysis, and Transformer test, in its internal memory. 9.0 Accuracy Requirement: The class of accuracy of the offered calibrator shall be: 0.1S in Direct Mode 0.2S in 100A CT mode 0.2S in 1000A CT mode The portable reference standard shall carry out accuracy test using built in error calculator with Scanning head suitable for testing Electronic as well as electromechanical meters. Scanning head should be able to pick LED/LCD output in wavelength range 500 960 nm. The scanner should be fast enough to pick up pulses of frequency as high as 500Hz. The reference standard shall also be able to perform Dial/Register test to verify the energy registered by the meter under test.

10.0 Display: The display of the reference standard shall be of TFT GRAPHIC monochrome type with backlit facility and with resolution of 320x240 pixels. The display shall have size of 4 minimum to enable display of voltage/current waveforms in real time mode. The display should also have provision to render network analysis features viz. The parameters to be displayed should be selectable through front panel switch. The ERS shall display the following parameters Instantaneous per phase voltage for 4 wire and line voltage for 3 wire. Instantaneous per phase line current Instantaneous per phase active current Instantaneous per phase reactive current Total Active ( Fundamental + Harmonics ) Power / Reactive and Apparent power ( i.e. derived from vectorial summation of total active power and lagging reactive power). Instantaneous per phase power factor in lag/lead derived from division of Total active power and apparent power Instantaneous total Three Phase power factor lag / lead derived from division of Total active power and apparent power Instantaneous Frequency Phase sequence of voltage Phase sequence of current Total Active ( Fundamental + Harmonics ) / Reactive ( for both lag and lead ) and Apparent three phase energies. Continuous update of total active / reactive (lag / lead ) and apparent energies on display while testing with scanning head Time Date The ERS meter shall have memory to record the test date. The error data up to at least 500 tests, shall be stored in meter memory in FIFO manner (and not block method) and should display memory used and memory free. The ERS shall have capacity to store minimum 300 test results of normal test (results of active energy and reactive energy), a minimum of 10 demand tests. 12.0 Automatic Checking of connection: The equipment TFT graphic display shall be capable of indicating display for the following conditions: Missing potential Missing current Reverse current if any current is reverse Phase sequence Forward or Reverse Wrong Phase Association -Using graphic Vector display on its TFT screen.

13.0 Memory: The memory of the portable reference standard shall be organized to store: Installation Error Analysis, Load Analysis parameters i.e. voltage/phase, current/phase, power factor/phase, power (active, Reactive, Apparent)/per phase & total, Power Quality analysis parameters {Voltage/Current/Power (Active, Reactive and Apparent) Harmonics}, Accuracy Results, Dial Test Results in its memory along with Date and Time stamp. It should be possible to store customer information (name, number, address, telephone), Meter information (Serial Number, Rating, make, meter constant), Transformer Information (CT/PT make, Serial Number, VA rating, Error). The non-volatile memory of the unit shall be sufficient to store all the above results for 500 customers. Reference Meter shall be designed to include memory management function: to include deletion, insertion and viewing of saved Data without the use of external PC. The manufacturer shall supply suitable WINDOWS based application software to download results from internal memory of the reference standard meter. The software should have functionality to download data from the reference meter and present the data in a neat format. It should be possible to transport the downloaded data into any standard software Like: MS-EXCEL. The software shall have functionality to archive, store the downloaded data into the PC. 14.0 Interface: The reference meter should have interface provisions. High resolution electrical Pulse output to allow testing of portable reference standard meter against reference standard meter of higher accuracy. Scanning head input to allow counting of pulses from scanning head Electrical RS232-C, 9-PIN serial port to allow uploads / download of information from/to portable reference standard. A test output in the form of blinking LED for its own calibration. A potential free contact output for driving a relay in the energy dosage mode when it is used as a reference meter in a test bench

15.0 Safety Requirements: The Electronic Reference Standard Meter shall be designed and constructed (preferably it should be CE certified) in such a way as to avoid introducing any danger in normal use and under normal working conditions, so as to ensure especially; a) Personal safety against electric shock preferable as per IEC61010-1: 2002 b) Personal safety against effect of excessive temperature c) Safety against spread of fire. All parts, which are subject to corrosion, shall be suitably protected and any protective coating shall not be liable to damage by normal handling. The degree of protection against dust and water shall preferably be as per IP40. Electromagnetic Compatibility : The ERS is required to work accurately in the field where stray Electro magnetic disturbances or Electro static discharges are present and hence the same must not influence the ERS adversely. Similarly, the field generated by the ERS may influence the meter under test. The composition of the ERS should, therefore, be such that its functioning is immune to these forces of Signature of Tenderer Companys Round Seal Date: Place: Page 8 of 17

external origin and it does not create electromagnetic field, which affects the working or the meteorological functioning of meter under test. The equipment shall be fully protected against electromagnetic interference, introduced through the connection cable, through capacitive or inductive coupling or by radiated electromagnetic interference. The meter shall comply all EMC conditions and requirements within the limits specified in IEC-687 OR IS-14697. The ERS may be subjected to Influence quantity Tests in this regard according to relevant clauses of IS:14697 or IEC 687. The ERS may be subjected to Electro magnetic field of the external origin up to the limit specified in CBIP technical report 88 (0.2 tesla). It should be immune to its influence conforming to IEC 802-3. The ERS may be subjected to Electro static discharges up to 10 Nos and voltage up to 10 KV level. It should not affect the working or the meteorological function of the ERS conforming IEC 801-2. Fast transient Burst Test may be applied to ERS. It should not show a; change in the register of more than values shown in the relevant test specification IEC 801-4. Magnetic field produced by ERS. The ERS should not produce any Electro magnetic field which may affect working of meter under test conforming to the IEC and IS. Radio Interference Measurement. It should not produce any conducted or radiated noise, which can interfere with other equipment and meter under test.

16.0 Case: The Electronic Reference Standard Meter along with all the accessories should be housed in a suitable rugged plastic / aluminum case and any nonpermanent deformation of the case shall not affect the satisfactory performance of the equipment.

17.0 Power consumption: The active power consumption of the Electronic Reference Standard Meter at reference voltage, frequency, temperature and rated current shall not be more that 10VA per phase mode or 25VA in 3-phase mode in voltage circuit excluding the leads. 18.0 Carrying Case: Each Electronic Reference Standard Meter shall be supplied in a plastic/Aluminum carrying case suitable for easy portability, rugged used and to prevent damaged during transit. should be immune to vibrations and shocks in normal transportation and handling. 19.0 Software: Each Electronic Reference Standard Meter shall be supplied along with PC software. The software shall be suitable for downloading the test results into IBM compatible PC using RS 232 port. The software shall have facility to generate the test report for individual testing and summary report of all test reports. The offered software shall have facility to transport all stored test results in another file format like MS-EXCEL. The offered software shall be user friendly and menu driven. The supplier shall impart necessary training regarding installation and used of the above software. 20.0 Accessories: Every Electronic Reference Standard Meter shall be supplied along with following accessories: i) Common optical sensor with 3 mtrs flexible cable for automatic testing, which can be used to sense disc revolutions in electromechanical meters as well as indicating LED and LCD pulses in static meters. ii) Mounting arrangement (clamp) for the optical sensor. iii) Two sets of Clamp on CT for on-line testing (100A & 1000A) iv) A set of voltage leads of 3 mtrs length with insulated crocodile clips v) Current leads of 3 mtrs length to connect Electronic Reference Standard Meter in direct mode. vi) Serial communication cord with RS232 connector to retrieve stored data from the Electronic Reference Standard Meter and download the same to a PC. vii) Snap switch along with cable. viii) Base Computer Software (BCS). ix) Operating Manual and Calibration Report

All the cords / connectors / accessories supplied along with the instrument must conform to IEC-1010 and the international standards of safety. Adequate built-in features to protect the instrument itself from over-voltage shall be provided. 21.0 Guarantee: The guarantee for equipment shall be for 5 years from the date of dispatch for free replacement/rectification/repair in case of any damage/defect observed in the ERS Meters supplied. 22.0 After sales support and training: Signature of Tenderer Companys Round Seal Date: Place: Page 10 of 17

The supplier shall arrange to provide free training at places as desired by the purchaser for use of Electronic Reference Standard Meter and Base Computer Software. The supplier shall provide competent and timely after sales services support. 23.0 Tests: TYPE TEST REPORT : The bidder shall have to submit type-test report carried out as per relevant standard as specified above i.e. for Combined Universal ERS meters, the standard applicable shall be IS-14697/IEC-60687 /IEC-60736 and CBIP Tech report No:88 ( latest amendment) specification. Also, the type test certificate shall be from Govt. approved Laboratory viz; CPRI, NPL, ERDA, ERTL, ETDC or any foreign Govt. approved testing laboratory of the eligible country from where the equipment is to be supplied. The offer without type test report shall be ignored. Also the type test shall not be older than 5 years from the date of advertisement of the tender. Routine Tests: All routine tests as stipulated in the relevant standards shall be carried out and routine test-certificates / reports shall be submitted to the Purchaser for approval Routine test report, Calibration Certificate & operation manual is to be provided along with each meter. The hard copy routine test certificate of the equipment shall be provided along with each equipment and it should also be submitted in form of CD (Compact Disc).

24.0 Inspection: The purchases representative before dispatch may carry out the inspection. The manufacturer shall grant free access to the purchasers representative, at a reasonable time, when the work is in progress. All acceptance tests and inspection shall be done at the place of the manufacturer unless otherwise specially agreed upon by the Bidder and Purchaser at the time of purchase. The bidder shall provide the inspectors representing the purchaser all reasonable facilities without charge, to satisfy himself that the equipment is being furnished in accordance with this specification during stage inspection, if any and final inspection. The Bidder shall have to submit list of Order executed. The order copies of the order executed mentioned in the list of order should be invariably enclosed along with the offer. Only, those orders mentioned in the list shall be considered, whose order copies shall be enclosed with the offer to qualify, as per qualification criteria in the bid. A list of machinery / equipment and testing facility available at their Factory should also be furnished along with the offer. The bidder shall have minimum five years of experience in the field of manufacturing of meter testing equipments. 25.0 Packing and Forwarding: The equipment shall be packed suitably for transport to withstand handling during transport. Each consignment shall be accompanied with a detailed packing list containing the following information. i) ii) iii) iv) v) Name of the consignee Details of consignment. After sales support and training

The supplier shall arrange to provide free training at places as desired by the purchaser for use of Electronic Reference Standard Meter and Base Computer Software. The supplier shall provide competent and timely after sales services support. Routine test report, Calibration Certificate & operation manual are to be provided along with each meter. The routine test results of the lot supplied shall be provided to the company with inspection call in the form of CD (Compact Disc).
