Chapter I

INTRODUCTION

1 In 1995, IMO adopted, by resolution MEPC.65(37), amendments to Annex V of

the International Convention for the Prevention of Pollution from Ships, 1973 as modified by the Protocol of 1978 relating thereto (MARPOL 73/78). This regulation requires that every ship of 400 tons gross tonnage and above and every ship certified to carry 15 persons or more, shall carry a garbage management plan and shall be provided with a Garbage Record Book. In addition, every ship of 12 metres or more in length overall shall display placards to notify the crew and passengers of the ship's disposal requirements. The new regulation 9 to Annex V of MARPOL 73/78 enters into force effective 1 July 1997 for new ships and 1 July 1998 for ships built (delivered) before 1 July 1997.

This plan is prepared to cover all requirements of Annex V considering that Administrations have further Enhanced PSC inspections.

3 The guidelines contained in resolution MEPC.70(38) provide direction on complying with the mandatory requirements for the development of a ship's garbage management plan,and are intended to assist the shipowner/operator in the implementation of regulation 9(2) of Annex V of MARPOL 73/78. It is assumed that the writer of the garbage management plan is familiar with the requirements of Annex V of MARPOL 73/78 and the IMO Guidelines for the implementation of Annex V of MARPOL 73/78. The operators/owners can complete the plan without expert knowledge about of the conventions. 4. According to the requirements of the Annex V, the plan shall be written in the working language of the crew, and, for ships engaged in international voyages, in English or French. Therefore, this plan is written in both English and Korean. 5 This garbage management plan contains a list of the particular ship's equipment and arrangements for the handling of garbage, as well as extracts from, and/or references to existing company instructions. If any is available, a manual on the equipment shall be attached hereto. 6. The plan may be included in the Company's quality system documents.

Chapter II

REGULATORY REQUIREMENTS

Regulation 9 of Annex V of MARPOL 73/78 reads as follows:

(1) (a) Every ship of 12 metric or more in length overall shall display placards which notify the crew and passengers of the disposal requirements of regulations 3 and 5 of this Annex, as applicable. (b) The placards shall be written in the working language of the ship's personnel and for ships engaged in voyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention, shall also be in English, French or Spanish.. (2) Every ship of 400 tons gross tonnage and above, and every ship which is certified to carry 15 persons or more, shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for collecting, storing, processing and disposing of garbage, including the use of the equipment on board. It shall also designate the person in charge of carrying out the plan. Such a plan shall be in accordance with the guidelines developed by the Organization and written in the working language of the crew. (3) Every ship of 400 tons gross tonnage and above and every ship which is certified to carry 15 persons or more engaged in voyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention and every fixed and floating platform engaged in exploration and exploitation of the sea-bed, shall be provided with a garbage record book. The garbage record book, whether as a part of the ship's official logbook or otherwise, shall be in the form specified in the Appendix to this Annex. (a) each discharge operation, or completed incineration, shall be recorded in the garbage record book and signed for on the date of the incineration or discharge by the officer in charge. Each completed page of the garbage record book shall be signed by the master of the ship. The entries in the garbage record book shall be at least in English, French or Spanish. Where the entries are also made in an official language of the State whose flag the ship is entitled to fly are

(b) the entry for each incineration or discharge shall include date and time, position of the ship, description of the garbage and the estimated amount incinerated or discharged; (c) the garbage record book shall be kept on board the ship and in such a b place as to be available for inspection in a reasonable time. This document shall be preserved for a period of two years after the last entry is made on the record; (d) in the event of discharge, escape or accidental loss referred to in regulation 6 of this Annex an entry shall be made in the garbage record book of the circumstances of, and the reasons for, the loss. (4) The Administration may waive the requirements for garbage record books for: (a) any ship engaged on voyages of 1 hour or less in duration which is certified to carry 15 persons or more; or (b) fixed or floating platforms while engaged in exploration and exploitation of the sea-bed. (5) The competent authority of the Government of a Party to the Convention may inspect the garbage record book on board any ship to which this regulation applies while the ship is in its ports or offshore terminals and may make a copy of any entry in that book, and may require the master of the ship to certify that the copy is a true copy of such an entry. Any copy so made, which has been certified by the master of the ship as a true copy of an entry in the ship's garbage record book, shall be admissible in any judicial proceedings as evidence of the facts stated in the entry. The inspection of a garbage record book and the taking of a certified copy by the competent authority under this paragraph shall be performed as expeditiously as possible without causing the ship to be unduly delayed.

(6) In the case of ships built before 1 July 1997, this regulation shall apply as from 1 July 1998.

Chapter III

PREVENTION OF POLLUTION FROM GARBAGE

1 To achieve cost-effective and environmentally sound results, many garbage management planners use a combination of three complementary techniques to manage garbage: 1.1 source reduction 1.2 recycling, and 1.3 disposal. 2 When requisitioning stores and provisions, shipping companies should encourage their suppliers to apply the substitutionary principle in order to reduce, to the greatest possible extent and at an early stage, the generation of garbage on board ships. 3 The ship's garbage is made up of distinct components, some of which are addressed in MARPOL 73/78, whilst others may be addressed locally, nationally or regionally, e.g., domestic, operational, cargo-associated, food and maintenance wastes. The garbage is to be grouped into categories specified below in paragraph 4.1 for the purpose of the requirements of Regulation 9 of Annex V. 4 Garbage record book and garbage record-keeping 4.1 In accordance with the Appendix to Annex V, the garbage record book, whether as a part of ship's official logbook or otherwise, shall be as follows: RECORD OF GARBAGE DISCHARGE

(Notes) The discharge of any garbage other than food waste is prohibited in special areas.

Only garbage discharged into the sea must be categorized. Garbage other than category 1 discharged to reception facilities need only be listed as a total estimated amount.

4.2 Receipts The master should obtain from the operator of port reception facilities, or from the master of the ship receiving the garbage, a receipt or certificate specifying the estimated amount of garbage transferred. The receipts or certificates must be kept on board the ship with the garbage record book for two years. 4.3 Amount of garbage The amount of garbage onboard should be estimated in m3, if possible separately according to category. The garbage record book contains many references to estimated amounts of garbage. It is recognized that the accuracy of estimating amounts of garbage is left to interpretation. Volume estimated will differ before and after processing. Some

processing procedures may not allow for a usable estimate of volume, e.g., the continuous processing of food waste. Such factors should be taken into consideration when making and interpreting entries in a record.

Chapter IV

MATTERS TO BE ADDRESSED IN THE GARBAGE MANAGEMENT PLAN

1 Designated person in charge of carrying out the plan is as follows:


Position : Chief officer Name : 1.1 In accordance with the regulation, a person shall be designated in the garbage management plan to be responsible for implementing the procedures within the plan. 1.2 This person should be assisted by departmental staff to ensure that the collection, separation and processing of garbage is sufficient in all areas of the ship, and that the procedures aboard are carried out in accordance with the garbage management plan. 1.3 The duties of the designated person will include: - ensuring placards are displayed in accordance with the Regulations specified in Chapter II, - the crew complies with the ship's waste management strategy, - incineration of wastes in accordance with the equipment manufacturer's instructions, - liaison with shore authorities for port reception facilities, - signing the garbage record book as required by the regulations.

2 Procedures for collecting garbage


2.1 Identify suitable receptacles for collection and separation All receptacles for collection and separation of garbage shall be appropriately identified. Suitable receptacles shall be provided on proper spaces, such as accommodation and public spaces for collection and separation of the garbage.

The receptacles shall be identified properly for recyclables, general wastes, plastics, etc. 2.2 Identify locations of receptacles, collection, and separation stations Locations and stations of all receptacle for collection and separation shall be identified as specified in Appendix. 2.3 The garbage is transported from the source of generation to the collection and separation stations as follows: 2.3.1 Plastic wastes, including vinyl bags, are generated from galley, dining room, saloon and spare parts and are collected and separated by each responsible person, 2.3.2 Can and bottle wastes are generated in galley, dining room, saloon and private rooms and collected and separated by each responsible person and individuals. 2.3.3 Food wastes are generated in the galley and dining rooms, i.e., any spoiled or unspoiled victual substances such as fruits, vegetables, dairy products, poultry, meat products, food scraps, food particles, and all other materials contaminated by such wastes and are collected and separated by the person responsible for cooking. 2.3.4 Cargo-associated wastes are all materials which have become wastes as a result of use on board a ship for cargo stowage and handling. The cargo-associated wastes include, but are not limited to, dunnage, shoring, pallets, lining and packing materials, plywood, paper, cardboard, wire and steel strapping. These waste should be collected and separated by responsible person for the deck area. 2.3.5 Paper and rag wastes are generated from maintenance on deck and in the engine room and from the accommodation area. 2.3.6 Maintenance wastes are materials collected by the engine department and the deck department while maintaining and operating the vessel, such as soot, machinery deposit, scrapped paint, deck sweepings, wiping wastes, and rags, etc., and are to be collected and separated by the responsible persons in the engine and deck departments. 2.3.7 Incineration ashes are generated from shipboard incinerators and are to be collected and separated by the engine crew.

2.4 The garbage is handled between primary collection and separation stations and other handling methods as follows: - Suitably identified receptacles shall be provided on primary collection and separation stations; - The wastes are separated automatically when they are properly put into appropriate receptacles; - Day workers shall collect all wastes into separation stations from the primary collection stations; and - Collected and separated wastes shall be gathered up in suitable separation receptacles located on poop deck. 2.4.1 Garbages which cannot be disposed of on board the ship shall be collected in suitably identified receptacles for discharge to reception facilities, taking into account possible local recycling arrangements 2.4.2 Garbages which can be disposed of on board shall be collected in appropriately identified receptacles. 2.4.3 Garbages which require long storage prior to disposal shall be collected in appropriately identified receptacles. 2.4.4 Garbages which can be discharged into the sea shall be collected in appropriately identified receptacles. 2.5 Ship's training or education programmes to facilitate collection of garbage are as follows: 2.5.1 Training and education instructions from the Company; 2.5.2 The responsible person shall carry out the training and education for collection and separation of garbage. 2.5.3 Others:

3 Procedures for processing garbage

3.4 The categories of garbage that will be processed by each of the available processing devices are as follows: - Incinerator(s) : - Disposer(s) : - Comminuter(s) : - Compactor(s) : 3.5 Garbage is handled between primary processing stations and the storage or disposal stations as follows: 3.5.1 Comminuted or ground garbage must be able to pass through a screen with mesh size no greater than 25 mm for disposal into the sea. Such comminuted or ground garbage shall be stored in suitable receptacles

for subsequent discharge into the sea. This requirement generally applies to food wastes and the comminuter or disposer is installed in the galley area. Such comminuted or ground garbage shall not be discharged into a ship's sewage treatment system unless it is approved for treating such garbage. It is recommended that the discharge from shipboard comminuters be directed into a garbage holding tank when the vessel is operating within an area where discharge is prohibited. 3.5.2 Any garbage which is not comminuted or ground shall be collected in garbage holding tank(s) for subsequent discharge into the sea within an area where discharge is allowed as specified in para. 5.1. 3.5.3 Plastic garbage shall be collected in identified receptacles for subsequent discharge to reception facilities. 3.5.4 Recyclables such as cans shall be discharged into reception facilities and may be compacted by a compactor or other devices to reduce their volume for suitable storage. 3.5.5 Recylable glass bottles shall be stored in identified receptacle to prevent their breakage for subsequent discharge into reception facilities. 3.5.6 Paper and cardboard waste may be incinerated, or compacted or comminuted for temporary storage for subsequent discharge into the sea within an area where the discharge is allowed. If grinding machines are used prior to compaction, the compaction ratio can be increased and the storage space decreased. 3.5.7 If the discharge of garbage into the sea is permitted, such garbage shall be stored by category. Such garbage includes crockery, glass, metal and floating dunnage, lining and packing materials and may also be compacted to decrease storage area. 3.6 Processing procedures used commensurate with the following:

3.6.1 Procedures for processing garbage for subsequent discharge into receptio facilities, taking into account possible local recycling arrangements, are as follows: - Plastic and vinyl waste can be compacted or ground by a comminuter or compactor and shall then be stored in bags or boxes; - If a compactor or comminuter is not provided on board, such waste shall be stored in bags or boxes without compaction or grinding; - When the vessel arrives at a port where a reception facility is available, such garbage shall be discharged to the reception facility and the master shall obtain receipts or certificates from the operator of the reception facility. 3.6.2 Procedure for processing garbage for storage on board; - Recyclables shall be stored temporarily on board until the vessel arrives at a port where such garbage can be received; - Cans, etc., can be compacted for separate storage and bottles, etc., shall be stored carefully to prevent breakage. 3.6.3 Procedure for processing garbage for subsequent disposal at sea; Any garbage which can be discharged into the sea shall be stored separately, and it may be compacted or ground for increasing storage ratio. 3.7 Training or education programmes to facilitate the processing of garbage; Designated person in charge of the plan shall carry out periodical training and education for facilitating the processing of garbage on board. The programmes shall include instructions or manual on the processing devices and discharging requirements. 3.8 Available operating and maintenance procedures (this may be done by reference to documents available on board) Operating and maintenance procedures for each equipment are same as attached hereto.(Copy of manuals and instructions for operating and maintenance of all equipment may be attached.)

If shipboard quality system documents include manuals and instructions for operating and maintenance of equipment, the document identification may be referred.

4 Procedures for storing garbage


4.1 Location, the intended use, and the capacity of available storage stations for each category of garbage are as follows: 4.1.1 Location of storage of Category 1 garbage such as plastics: Location : on poop deck Purpose : storage for discharge to reception facilities or for incineration;

4.2.1 Garbage to be discharged to reception facilities should be stored in separate clearly marked containers. As such garbage is expected to be stored for a long time on board, efforts shall be made to reduce weight and volume of the garbage. Attention shall be paid to prevention of fire accident. 4.2.2 Garbage to be disposed at sea facilities should be stored in separate marked containers. Such garbage is expected to store for short term on board. Attention shall be paid to prevention of fire accident. 4.2.3 Garbage to be incinerated should be handled so as to prevent getting its wet and attention shall be paid to prevention of fire accident. 4.3 Training or education programmes to facilitate the storage of garbage; The designated person in charge of the plan shall carry out periodical training and education for facilitating the storing of garbage on board. The programs shall emphasize problems in implementing this plan and the programe outcome shall be reported to the head office for reference to development of training and education programs.

5 Procedures for disposal of garbage

5.2 Incineration of garbage 5.2.1 Garbage should be incinerated by a type-approved incinerator on board a ship. Any incineration of garbage by using only a simple frame incinerator installed n deck shall be strictly prohibited. 5.2.1 It should be noted that special rules on incineration may be established by authorities in some ports and may exist in some other special areas. Incineration of the following items requires special precaution due to the potential environmental and health effects of by-products produced from combustion ; - hazardous materials, e.g., scraped paint, impregnated wood, - certain types of plastics, e.g., PVC-based plastics. 5.2.2 Plastic garbage must be retained aboard ship for discharge at port reception facilities or reduced to ash by incineration using an IMO type incinerator. Such ashes should be retained on board and discharged at port reception facilities. 5.3 Food wastes Some Governments have regulations for controlling human, plant and animal diseases that may be carried by foreign food wastes and materials that have been associated with them. These regulations may require incinerating, sterilizing, or other special treatment of garbage to destroy possible pest and disease organisms. Such garbage should be kept separate from other garbage and preferably retained for disposal in port in accordance with the laws of the receiving country. Precautions must be taken to ensure that plastics associated with food wastes (e.g., plastic food wrappers) are not discharged at sea with the food wastes. 5.4 Recyclable wastes It is recommended that the crew should deposit recyclables such as glass, metal, plastic, paper wastes, etc., into receptacles provided.

5.5 Synthetic fishing net and line scraps generated by the repair or operation of fishing gear may not be discarded at sea and should be collected in a manner that prevents loss overboard. Such material may be incinerated, compacted, or stored along with other plastic wastes. 5.6 Oily rags and contaminated rags must be kept on board for discharge to a port reception facility or be incinerated.
