Spirit of giving connects all Americans
during holidays, says President Obama
WASHINGTON - "Remember troops serving
far from home and embrace the spirit of the
season and give back, said President Barack
Obama in his annual Christmas message to
Americans.
"Our extraordinary men and women in uniform
are serving so that the rest of us can enjoy the
blessings we cherish during the holidays," the
president said in a pre-recorded message with
first lady Michelle Obama by his side. "But that
means many of our troops are far from home
and far from family."
The president urged people to celebrate the
season with service by volunteering at a soup
kitchen, buying gifts for kids in need or
organizing food and clothing drives.
"For families like ours, that service is a chance
to celebrate the birth of Christ and live out
what He taught us - to love our neighbors as
we would ourselves; to feed the hungry and
look after the sick; to be our brother's keeper
and our sister's keeper," he said.
In his weekly radio and Internet address,
WASHINGTON -- Mailing a letter is about to
get a little more expensive.
Regulators on Tuesday approved a temporary
price hike of 3 cents for a first-class stamp,
bringing the charge to 49 cents a letter in an
effort to help the Postal Service recover from
severe mail decreases brought on by the 2008
economic downturn.
Many consumers won't feel the price increase

first-class postage whatever the future rate,

Pak-Afghan unity against terrorism vital for regional peace

A recent conference organised by SAFMA
assembled over 300 parliamentarians, experts
and editors from Pakistan and Afghanistan.
The political parties called upon the two
countries to forge unity and jointly fight against
the threat to their security. The conference
warned against possible instability and void
that may be created with the drawdown of
US-led ISAF troops from Afghanistan by the
end of 2014. The future scenarios depend on
military, political and economic transition in
Afghanistan and Pakistan's efforts to clean up
its areas where extremists operate against
both countries.
The delegates from both sides called on both
the countries to fight against terrorism and not
let their territory be used to destabilise the
other state since the security of each country
was dependent on the stability of the other.
Special focus of deliberations was on Af-Pak
region where north-western parts of Pakistan
ands south-east of Afghanistan, dominated by
Pakhtun tribes, remain unstable and may fall
into the hands of extremists who can
destabilize or dismember both countries. The
conference also called upon the two
neighbours not to work against each other's
national security interests and appealed to
other countries of the region to work in
cohesion with Afghanistan and Pakistan to not
let this troubled region get destabilised and
avoid grinding their own axe. Special note was
taken of a misguided extremist narrative that is
confusing the people of the two countries in
their war against terrorism.
The two sides agreed on strategic cooperation
at all levels to face the threat of terrorism
together, including better and effective border
management, intelligence sharing, military to
military and people to people cooperation.
Welcoming the approval of Loya Jirga of
mutually agreed "Security and Defence
Cooperation Agreement" between the United
States and Afghanistan, the speakers called
for its ratification at the earliest to set
confusion and uncertainty to rest. The
participants warned against taking an
isolationist and rejectionist course that will play
into the hands of extremists who are at war
with the whole world and above all our own
people. The prominent members of the two
parliaments underlined the need not to
compromise on the rights of the people and
the constitutional framework of two countries
while pursuing a negotiated settlement of the
conflict on both sides.
Following is the abridged text of Islamabad
Declaration-ii:
The participants agreed to:
i. Further deepening the fraternal and mutually
beneficial relationship between the peoples
and the governments of Afghanistan and
Pakistan while adhering to the principles of
good neighbourly relations, respecting each
other's sovereignty and territorial integrity,
promoting an equitable all-sided cooperation in
all fields;
ii. Close strategic cooperation at intelligence,
military levels and various arms of the state
and the governments level in the best interests
of our two peoples and sovereign nations to
jointly fight the menace of terrorism and
religious extremism and the urgent need to
operationalize bilateral Border Standing
Procedures, intelligence sharing and an earlier
"Strategic Partnership Agreement", creation
and activation of existing bilateral mechanisms
to fight terrorism and not to allow any terrorist
sanctuary or provide asylum to extremists or
secessionists on either side of the border;
iii. Not doing anything that is antagonistic to
each other and against the national security of
each country;
iv. Strengthening each other's constitutional
frameworks, democratic institutions,
democratic values, rule of law and
constitutional frameworks while respecting
universally recognised fundamental human
and civil rights, women and minorities; rights in
particular;
v. The need to resolve the differences over the
demarcation of Afghanistan-Pakistan border
through negotiations and peaceful means and,
in the meanwhile without prejudice to each
other's position, monitor and manage the
border for the security of the two countries and
cooperate in fighting terrorists, smuggles and
criminals.
vi. Promoting people to people contact,
friendship and cooperation in all fields,
including, economic, commercial, political,
strategic, military, social and physical
infrastructures;
vii. Abiding by international covenants,
bilateral contracts and fulfilling regional and
international responsibilities to promote peace
and cooperation which is in the interest of our
two peoples;
viii. Rejecting violence and authoritarian
practices and respecting pluralism, democracy
and tolerance.
And they resolved to pursue and support the
following agenda:
1. Given the drawdown of US-led ISAF troops
from Afghanistan, Pakistan and Afghanistan
must forget their differences and join their

forces to fill the security void and jointly take
the responsibility of maintaining security and
stability of the two countries that is mutually
interdependent and intrinsically interwoven.
They should help a smooth transition and
promote reconciliation and peace process to
the mutual benefit of both sides and not at
each other's cost.
2. Afghanistan and Pakistan should enter into
strategic partnership at all levels to jointly fight
the menace of terrorism and religious
extremism and operationalize bilateral Border
Standing Procedures, intelligence sharing and
sign a "Strategic Partnership Agreement"
immediately, create and activate existing
bilateral mechanisms to fight terrorism and not
to allow any terrorist sanctuary or provide
asylum to the extremists or secessionists on
both sides.
3. Both countries must follow the principles of
peaceful co-existence and should respect
each other's sovereignty and integrity and not
to interfere in the internal matters of the other
side and pay due regard to each other's
national sensitivities and interests.
4. The intelligentsia, academia, media and civil
society should ideologically, culturally and
politically counter extremist narratives that
justify violence, hate speech, intolerance,
religious and sectarian extremism while
defending Universal Declaration of Human
rights, women and minorities; rights and
covenants of civil rights, freedom of
expression, right to know, right to life. There is
no dearth of apologists in both countries who
cover up or divert attention from the principal
existential threat to our societies from
terrorism; they should be persuaded not to
lend a supporting hand to those who want to
spread anarchy and violence to achieve their
nefarious designs.
5. The two neighbours must respect each
other's national sensitivities and interests,
economic and security interests in particular,
and not let any country use their soil for any
aggressive, subversive and negative activities
against the other country.
6. The two countries must agree on a
comprehensive strategy to counter terrorism
and take strong measures against terrorist
outfits and their hideouts and engage those
defiant elements who are prepared to give up
their arms and integrate with the mainstream
of political life and accept the constitutional
frameworks.
7. The security agencies of the two countries
must develop greater level of coordination and
cooperation instead of shifting their burden on
each other or engage in blame game.
8. The quality of police efficiency and response
to terrorism needs a lot of improvement. Police
force in both countries requires training of a
higher order to successfully meet the
challenge of terrorism. There has to be a
greater synergy between the police and the
security forces to achieve better performance
in counter terrorism.
9. There is a need to bring more women into
formal power structures (including local
governments) and into the police and security
forces in both countries, given their ability to
wield influence over their families and
communities; to understand the larger picture
and the nature, extent, and consequences of
violence and intimidation, human trafficking,
drug use; and to inspire a culture of inclusion
for the next generation.
10. The necessity of developing a regional
consensus among the neighbouring states of
Afghanistan and Pakistan, including ran,
ndia, Russia, China
and the Central Asian states, for peace and
stability of the region. They must join forces
with Pakistan and Afghanistan to bring peace
and stability.
11. Military operations alone cannot bring
political settlement to the conflict; they must be
preceded by diplomatic efforts and help reach
peaceful settlement of the conflict while
avoiding collateral damage.
12. Cultivation, processing and trafficking of
narcotics is a major source of funding for the
militants. Efforts must be made to tackle this
menace by providing substantial alternative to
the farmers.
13. The contact group under the auspices of
UN should make long term commitments to
sustain Afghanistan's security forces and help
improve Pakistan's military/intelligence
capabilities to fight terrorism while recognising
its legitimate national security interests.
14. The two countries must aim for a Bilateral
Free Trade Area agreement by taking
necessary steps to develop a customs, tariff,
fiscal and monetary union to overcome
inefficiency, delays, waste, smuggling,
dumping and double taxation. Ways could be
found to address trade deficit of Afghanistan
through investment and services. Reciprocal
treatment of truckers of both countries should
be ensured.

The storm that has broken over the absent
head of Preeti-n-der Singh (Preet) Bharara,
the India-born New York attorney, takes me
back to several encounters with British Indians
who were then engaged only in lowly jobs at
London's Heathrow airport.
The righteously ega-l-itarian tone of the closing
words of Mr Bharara's long statement indicting
Devyani Khobra-gade was esp-e-cially telling.
His emp-hasis that his "sole motivation in this
case, as in all cases, is to uphold the rule of
law, protect victims, and hold accountable
anyone who breaks the law - no matter what
their societal status and no matter how
powerful, rich or connected they are" sounded
distinctly familiar.
An Australian diplomat friend who was with me
at Heathrow, as I was trying to collect the VAT
refund on a suit I had bought in London,
wou-ld have pounced on "societal status" and
"powerful, rich or connected" as keys to the
controversy.
For the elderly ethnic Indian woman behind
Heath-row's refund counter lashed out at me in
fury for not displaying the suit which I had
packed in my check-in suitcase. "Don't give
me that!" she snarled, flipping through the
stamp-covered pages of my passport. "You've
travelled the world. You know the rules
perfectly well. Next time I won't allow you any
refund."
My friend was delighted at my discomfiture. He
had stayed with us in Singapore and Kolkata,
spent time with Australian high commission
colleagues in Delhi and Colombo, and himself
done a posting in Dhaka. So he knew Asia,
especially South Asia, fairly well. "She's getting
her own back for generations of oppression,"
he chuckled infuriatingly at my discomfiture.
"India's poor have to come West for justice!"
Mercifully, he wasn't there the next time we
were at Heathrow. My son and I were waiting
for immigration clearance and being of a
practical bent, Deep had dumped our heavy
hand baggage right at the head of the queue
so that we - or, rather, he, sin-ce he had
relieved me of the burden - didn't have to lug
them all al-o-ng the zigzag line.
Sud-d-e-nly, I heard the loud ra-u-cous voice
of a plump br-own woman in a navy-blue
two-piece suit whom I had noticed earlier
eyeing us. I thought then she was just curious
about fellow India-ns, as I was too. Perhaps
she was, but she was also out to flaunt her
authority. "I don't care who these bags belong
to," she yelled, "but I am going to confiscate
and destroy them unless they are removed at
once. This very minute!"
The belligerence of voice and expression
indicated that not only would she incinerate
our bags but would also derive a great deal of
pleasure from the act of destruction. Deep
robb-ed her of the joy (of revenge, my
Australian friend would have said) by rushing
forward to grab the bags and drag them out of
her reach. She watched him in baleful silence.
One mustn't generalise. Nor jump to
conclusions. Mr Bharara probably acted only in
the interest of justice. But it's worth
remem-bering that Wendy Sherman, the US
under-secretary of state for political affairs,
called up the foreign secretary, Sujatha Singh,
to expl-a-in that the Obama adm-i-nistration
doesn't share Mr Bharara's views on Ms
Khob-ragade. Ms Sherman's offer of a
consular dialogue to resolve problems of
immunity of domestic staff indicates
Washington would like a sensible way around
sticky lawyers.
The top priority Mr Bharara gives to fighting
terrorism may have contributed to an
anti-Asian reputation. His tenure as attorney
has certainly been mark-ed by the relentless
pros-e-cution of a number of no-torious Arab
terrori-s-ts, who were sentenced to long jail
terms.

Mr Bharara says "the long arm of the law has
to get even longer. We can't wait until bombs
are going off". His role in bringing down Rajat
Gupta, the former Goldman Sachs director
convicted of in-s-i-der trading, must also be
remembered. "Rajat Gupta once stood at the
apex of the international business community",
Mr Bharara declared sanctimoniously.
"Tod-ay, he stands convicted of securities
fraud. He achieved remarkable success and
stature, but he threw it all away. Having fallen
from respected insider to con-v-icted inside
trader, Mr Gupta has now exch-anged the lofty
board room for the prospect of a lowly jail cell".
The smugness of that comment recalls the
obituary in London's Times newspaper for V.P.
Menon, who integrated the princely states.
Quoting from memory - Menon died in 1965 -
the paper said that while it was necessary to
unite ndia, a former forty-rupee clerk from
Madras must have felt a peculiarly personal
satisfaction in bringing low one by one the
proudest dynasties of an ancient land.
Having been born of Punjabi parents in
Ferozepur, Mr Bharara must know that the
"Yankee go home, but take me with you"
slogan of the Vietnam war also reflects ndian
aspirations. He must have loved making it
possible for a mere servant to trump ndia's
elite and land up in the US, and with her entire
family too.
My son says things have changed. British
NRs are confident folk nowadays. Even the
hu-m-blest doesn't need to th-row his/her
weight ar-o-und or make the sneeri-ng
comments about ndia you still someti-mes
hear from insecure ndian Singaporeans.
Landing at Heathrow, Deep doesn't feel it
necessary to avoid ethnic ndian immigration
officers.
They have fulfilled Macaulay's dream of being
"ndian in blood and colour, but English in
tastes, in opinions, in morals and in intellect".
Suffering no hang-ups about their origins, they
can be scrupulously fair.
Things may be different in the US. With large
numbers of blacks, Chicanos, Chinese and
Japanese, American society is probably less
integrated. cannot but wonder whether
unassimilated ndians there feel compelled to
make a point.

The forgotten maid

The arrest of a senior Indian diplomat, Devyani
Khobragade in New York has soured the
India-US relations, arousing a huge uproar in
India. The incident has led to protests in New
Delhi and in New York and Indian government
has threatened to retaliate by revoking
privileges to US diplomats posted in India.
Devyani Khobragade belongs to 1999 batch of
Indian Foreign Service, and was posted in
New York as Deputy Consul General. On
December 12, she was arrested on charges of
falsifying her maid's visa application and
violating US labour laws. Divyani was
handcuffed, strip searched and locked up with
common criminals ( a standard procedure for
anyone arrested in US), though was later
released on a bail.
Indian government has accused the
authorities in US of violating the principle
diplomatic immunity and mistreatment of an
Indian diplomat. In fact, what lies at the heart
of this diplomatic row - biggest in recent years
- is a strained relationship between two Indian
citizens, Divyani Khobragade a mistress and
her maid and housekeeper Sangeeta Richard,
who with the assistance of an NGO, filed a
complaint with US authorities, alleging that her
mistress made her work for long hours, and
paying far less than the minimum wage
mandated by US laws.
Though Divyani Khobragade's lawyer has
rejected these allegations, but the most
surprising part of this entire episode is the
response of Indian government, political
parties, media and civil society. All have
protested over the mistreatment of their
diplomat, but no one has talked about the
maid, and none seems interested in inquiring
the veracity of her claims.
The case of Divyani Khobragade may appear
extraordinary because of its setting, however
in essence, it's a typical case of mistreatment
of a domestic worker at the hands of her
employer, a practice very much prevalent in
South Asia and elsewhere in the world.
According to ILO, there are at least 53 million
domestic workers worldwide. In addition to it,
there are some 11.5 million children under the
age of 18, who are employed in domestic
sector. In the words of Human Rights Watch,
"Tens of millions of women and girls around
the world are employed as domestic workers
in private households... Despite their important
role, they are among the most exploited and
abused workers in the world."
Thirty percent of these domestic workers are
migrants, who have moved from their native
poorer countries to more affluent Middle East,
Asia Pacific and North America. Visa
restrictions, communication problems, and
economic pressure make migrant domestic
workers prone to exploitation. According to
Human Rights Watch many of them report, "a
barrage of verbal and psychological abuse as
well as physical violence from their employers
ranging from slaps to severe burnings and
beatings using hot irons shoes, belts, sticks,
electrical cords and other household items. In
some cases, domestic workers are trapped in
situations of forced labour, trafficking, and
slavery.
The situation becomes even more appalling
when prominent figures such as diplomats are
reported of being involved in such cases. US
Government accountability office reported in
2008 that during the past eight years, 42 cases
of domestic worker abuse were identified in
which diplomats were involved, though the
actual figures could be much higher.
Many diplomats escape from the legal action
but in this regard, two cases made a notable
exception. Recently, in two separate instances,
a Taiwanese envoy and the ambassador of
Mauritius were made to pay damages to their
domestic workers by the American courts.
To protect local and migrant domestic workers,
the ILO has adopted the Convention
Concerning Decent Work for Domestic
Workers or C189, establishing global
standards for domestic workers. By far only
nine countries have ratified this convention.
According to some Indian media reports, there
have been incidents before in which domestic
workers made complaints against Indian
diplomats but government of India made no
mechanism to address this problem. Had there
been a mechanism in place, the current crisis
would have been averted. When Sangeeta
Richard came forward with her allegations,
instead of just badgering US authorities, Indian
government should have conducted an
independent and transparent inquiry into the
matter and making its findings public. Such a
measure would have improved it's
international standing.
On the contrary, to shield from American due
process, Indian government moved its
diplomat to UNSC, where diplomats enjoy full
immunity and is pressurizing authorities in
United States to drop the charges. By doing
this, Indian government has favored a
privileged citizen over a less privileged one,
making the dictum of George Orwell true that
"all animals are born equal but some are more
equal than others", mocking its own boast of
being the biggest democracy where everyone
enjoys equal political rights.

Why is Goodluck feeling unlucky?

Nigerian President Goodluck Jonathan has
replied to the "controversial" letter recently
written to him by former President Olusegun
Obasanjo, where he raised salient issues
related to national security. It is almost a book.
Haven't these national leaders heard of
e-mails? Can't they talk to each other? You'd
think at this level they wouldn't be writing such
lengthy diatribes to each other. Here, take a
look at the defense offered the accusations
that Obansajo has made these past few
months.
Regarding the over 1,000 people you say are
on a political watch list, I urge you to kindly tell
Nigerians who they are and what agencies of
government are "watching" them. Your
allegation that I am using security operatives
to harass people is also baseless. Nigerians
are waiting for your evidence of proof. That
was an accusation made against previous
administrations, including yours, but it is
certainly not my style and will never be. Again,
if you insist on the spurious claim that some of
your relatives and friends are being harassed,
I urge you to name them and tell Nigerians
what agencies of my administration are
harassing them.
I also find it difficult to believe that you will
accuse me of assisting murderers, or
assigning a presidential delegation to welcome
a murderer. This is a most unconscionable
and untrue allegation. It is incumbent on me to
remind you that I am fully conscious of the
dictates of my responsibilities to God and our
dear nation. It is my hope that devious
elements will not take advantage of your
baseless allegation to engage in brazen and
wanton assassination of high-profile politicians
as before, hiding under the alibi your "open
letter" has provided for them.
Nevertheless, I have directed the security
agencies and requested the National Human
Rights Commission to carry out a thorough
investigation of these criminal allegations and
make their findings public.
That corruption is an issue in Nigeria is
indisputable. It has been with us for many
years. You will recall that your kinsman, the
renowned afro-beat maestro, Fela
Anikulapo-Kuti famously sang about it during
your first stint as head of state. Sonny Okosun
also sang about corruption. And as you may
recall, a number of army generals were to be
retired because of corruption before the Dimka
coup. Also, the late Gen. Murtala Mohammed
himself wanted to retire some top people in his
Cabinet on corruption-related issues before he
was assassinated. Even in this Fourth
Republic, the Siemens and Halliburton
scandals are well known.
The seed of corruption in this country was
planted a long time ago, but we are doing all
that we can to drastically reduce its debilitating
effects on national development and progress.
I have been strengthening the institutions
established to fight corruption. I will not shield
any government official or private individual
involved in corruption, but I must follow due
process in all that I do. And whenever clear
cases of corruption or fraud have been
established, my administration has always
taken prompt action in keeping with the
dictates of extant laws and procedures. You
cannot claim to be unaware of the fact that
several highly placed persons in our country,
including sons of some of our party leaders are
currently facing trial for their involvement in the
celebrated subsidy scam affair. I can hardly be
blamed if the wheels of justice still grind very
slowly in our country, but we are doing our
best to support and encourage the judiciary to
quicken the pace of adjudication in cases of
corruption.
On the other hand, with things as rocky as
they are in South Sudan perhaps some frontal
honesty is the way to go and this president
should be congratulated or at least supported
for having come out in the open and
addressed these prickly issues, many of them
common to African dictatorships and fighting
warlords. Perhaps it is time for the mailman to
deliver an answer from the deposed leader.

t has been many years since Congress
enacted major immigration legislation. Since
then, our economy has grown, our society has
diversified, and our political system has
become dysfunctional, or so the pundits say.
But has it?
Before answering the question, you would be
well advised to read The Federalist Papers
published in 1787 and 1788 by founding
fathers Alexander Hamilton, James Madison,
and John Jay. t is available by visiting

online or by visiting your local library.
The key to understanding how the current
political system in Washington is functioning is
to analyze the sources of political power and
then to understand how they are operating,
regardless of the spin put on events by the
media. Who benefits from maintaining the
status quo? Who benefits from changing the
status quo? What is the relationship between
the national and regional factions within each
major political party? What are the
relationships among the various political
interests groups who lobby Congress and what
do they want to achieve this year and next?
n the Presidential election in 2012, Hispanic
and other ethnic groups overwhelmingly
rejected the anti-immigrant candidate and
platform of the Republican Party. n response
to this bombshell, the Senate and the House
of Representatives began in early 2013 to
draft legislation to improve a complicated,
outdated, and restrictive immigration system,
and to address the presence of an estimated
11 million undocumented immigrants in the
U.S.A, whose relatives and friends are quickly
learning how to project political power based
upon their growing demographic base.
On June 27, 2013 the Senate passed S. 744,
the "Border Security, Economic Opportunity,
and mmigration Modernization Act." ts
proponents came from within the political
leadership of the Senate: Senators Charles
Schumer (D-NY), John McCain (R-AZ),
Richard Durbin (D-L), Lindsey Graham
(R-SC), Robert Menendez (D-NJ), Marco
Rubio (R-FL), Michael Bennet (D-CO), and Jeff
Flake (R-AZ), labeled the "Gang of Eight" by
the media.
As suggested by the title, the bill requires
improving border security and border
enforcement before any other immigration
reform steps can be taken. Once security is
increased, the government may begin
implementing registered provisional immigrant
status for qualified unauthorized immigrants
("RP") Applicants must meet 5 basic
requirements concerning physical presence,
continuous presence, taxes, criminal record,
and previous immigrant status. f approved,
RP recipients must renew their status after 6
years, and can apply for a green card after 10
years, and citizenship 3 years after that. S. 744
makes significant changes to family- and
employment-based immigration, eliminating
some family-based preference categories and
increasing the caps for some work-based
ones.
After passing S. 744, the Senate sent it to the
House of Representatives where it was
promptly declared dead on arrival. Reacting to
the pressure from the economic and political
power bases within the House, the House
passed 4 bills - H.R. 1773, the Agricultural
Guestworker Act, H.R. 2278, the Strengthen
and Fortify Enforcement (SAFE) Act, H.R.
1772, the Legal Workforce Act (mandatory
E-Verify), and H.R. 2131, the Supplying
Knowledge Based mmigrants and Lifting
Levels of STEM Visas (SKLLS) Act. None of
these bill deals with regularizing the status of
the estimated 11 million undocumented people
living in the shadows and working in the
ever-growing underground economy. Ask
yourself why. Which political and economic
power base benefits from perpetuating the
present situation? And how do they influence
"our" (their) elected representatives?
n the House, the media spun another label
("Gang of Seven") for those carrying the water
for the outside interest groups lobbying the
House on these issues: Sam Johnson (R-TX)
and John Carter (R-TX), Ral R. Labrador
(R-D), Mario Diaz-Balart (R-FL), Xavier
Becerra (D-CA), Zoe Lofgren (D-CA), Luis V.
Gutierrez (D-L), and John Yarmuth (D-KY).
The group dissolved before it could propose a
comprehensive and bipartisan bill. Some
representatives have also introduced H.R. 15,
Border Security, Economic Opportunity, and
mmigration Modernization Act of 2013, which
shares some of the requirements of the
Senate's S. 744 bill, including the 10- to
13-year wait for a green card or citizenship, but
this bill has not yet been passed or rejected. t
is unlikely that the House will pass a
comprehensive immigration reform bill by the
end of 2013, but the Senate bill remains viable
for another year, and that is a very important
fact to remember.
Behind the scenes, many groups ("factions")
are fiercely lobbing "our" (their) elected

S.744 were adopted by the House. Lobbyists
from states with high populations of
immigrants such as California, Florida, New
York, New Jersey, and Texas are also
petitioning their Senators and Representatives.

electorate and "lead" (follow) them. During the
"Lame Duck" session of Congress between
November 2014 and January 2015,
comprehensive immigration legislation may
finally be passed by these "leaders," but only if
you, and all your fellow citizens, express your
views loudly and decisively between now and
the Congressional elections in November
