NATIONAL QUALIFICATIONS FRAMEWORK FORMED
BRUNEI has formed the National Qualifications Framework to classify and streamline all academic qualifications offered in the sultanate. In a press statement issued by the Ministry of Education yesterday, the framework will be used as a tool to develop guidelines that categorise qualifications based on criteria agreed at the national level. It will also explain the levels of learning, achieved learning outcomes of study areas, and a credit system based on student academic load. The BDQF criteria will apply to all the qualifications recognised in Brunei, thereby integrating and linking all qualifications offered and recognised within the nation. By linking systematic qualifications, the framework would provide education pathways and enable individuals to progress to higher education, the statement read. There are eight levels of qualifications under the framework, which are divided into three education sectors schools, technical and vocational, and higher education. Each level of qualification in the framework is consistent with descriptors in each level which contains five major domains: knowledge and understanding; applied knowledge and understanding; generic cognitive skills, communication, ICT and numeracy skills; as well as autonomy, accountability and teamwork. Within the school sector, qualifications such as the GCE and IGCSE O level fall within Levels Two and Three in the framework. Meanwhile, GCE A level, International Baccalaureate Diploma, Sijil Tinggi Pelajaran Ugama, as well as a National Diploma, will all be considered as Level Four qualifications. A doctoral degree (PhD), under the higher education sector, will be considered a Level Eight qualification the highest level within the framework. Go to page 7

BRUNEI TO ADOPT HAGUE IP SYSTEM BY DECEMBER 24


BRUNEI is set to adopt a standard that aims to protect intellectual property (IP) and is studying other similar international pacts, the assistant solicitor general said yesterday. In a presentation at a seminar on copyright awareness building organised by the World Intellectual Property Organization (WIPO), Hjh Nor Hashimah Hj Md Taib, assistant solicitor general, said that the sultanate will be implementing the Hague Agreement concerning the international deposit of industrial designs (the Hague system) by December 24. The Hague System allows firms to register up to 100 designs in more than 60 territories through a single international application, according to the WIPO website. During her presentation, the assistant solicitor general noted recent developments in the country that helped improve copyright protection. Among others, she said that the country has introduced collective management organisations like the Brunei Authors and Composers Association Berhad and BruCorp, which represents rights holders of sound recordings. She also noted that Brunei has been participating in international competitions, including the ASEAN Broadcasting Union and the World Championship of Performing Arts, during which three local performers took home a few medals. With the assisstance of police, customs and licensing boards, the sale and production of pirated goods have also been reduced, she added. She also said that Brunei has held roadshows and talks to create public awareness on issues related to copyright protection. The establishment of national policy forum and the introduction and amendments of IP legislations such as the Trademarks Act, Industrial Designs Order, Layout Designs Order and Patent order have also promoted and protected copyright and related rights of Brunei, she added. Apart from the assistant solicitor general, experts from WIPO discussed strategies for development and implementation of copyright awareness. Speaking on the practice and experience of copyright protection in other countries of the region, Gao Hang, director of Copyright Development Division for WIPO in Geneva, said the IP/CR (intellectual property/ copyright) system encourages innovation and creativity, and facilitates distribution and commercialisation of works. These, which, in turn, contribute to social, cultural and economic development. Gao said that in order to implement an active national copyright system, ASEAN countries require National IP/CR policies and strategies, updated national legislation, membership in international treaties, studies on copyright-based industries and National IP/CR offices and collective management organisations. Australia, Japan and Philippines were cited during the seminar for having adopted best practices of CR policies and strategies. Go to page 6

The meetings took place on evening of 26 November 2013, 7 Dec 2013, 11 Dec 2013, 12 Dec 2013. Matters discussed were on proposed CLAIMS, and the Young Promising Librarian Award.

STUDY VISIT TO THE NURSING TRAINING AND DEVELOPMENT CENTRE


Pn Nellie, Dyg Hjh Pusparaini and Dyg Hjh Rosnani visited the Centre on 23 Dec 2013, with the aim of learning about their training programme. They were welcomed by Hj Rahim Damit, Head of the Centre. The Centre with 8 teaching staff equips graduates who are on a 12 month full time programme, with qualifications namely the Nursing Assistant Certificate Course and the Advanced Diploma in Health Service Management. Each intake is about 15 students who have more than 14 working experience. The programme structure is based on discovery, problem and team learning. Students have to submit an evidence-based thesis before the end of the course and are taught how to access on-line medical information resources. Other courses are being planned. The training centre ensures the continuous education of the trainees to produce a quality workforce of nurses who are not only proficient in their tasks but who strictly adhere to professional codes of conduct and who hold this highest ethics in nursing and midwifery. The courses are recognized worldwide. The Centre is located in a rented premises and is equipped with lecture halls, a computer lab with 26 pc, a skills lab and a library. DISCUSSIONS ON e-LEARNING
On 5 December 2013, a brief discussion was held between Pn. Nellie and Dyg.Hjh Pusparaini of BLA and Pg Sarimah and Pg Emran of BAG Networks. It is the leading IT Consulting and outsourcing services provider in Brunei Darussalam.

A brief discussion as held on 3 December at iCentre between Pn Nellie, Dyg.Hjh Pusparaini and Dyg. Hjh Rosnani of BLA and Dyg Hjh Salmah Managing Director of Crescent Sdn Bhd. incorporated as a limited company on 11 April 2009. Crescent Sdn Bhd won the top APICTA Award under the e-learning category awarded at the APICTA Award 2011 in Thailand after competing with 13 other countries. It has placed Brunei on the international ICT map after 12 years of competing with foreign talents in the ICT arena. Their product, "Islamic Brunei Educators", a professional diploma in Islamic banking and finance and the first of its kind in the world, will be Brunei's first elearning software commercial product to be released in the market. Crescent`s Professional Diploma in Islamic Banking and Finance offers the first completely Online Professional Diploma in Islamic Banking and Finance went live on 26 Aug 2011.

Kuala Lumpur in the same year. During a visit to the Philippines Prime Minister Fukuda unveiled the historic Fukuda Doctrine. Thus the heart-to-heart diplomacy became the anchor of the ASEAN-Japan partnership. Grants from Japan include the ASEAN Cultural Fund in 1978, Japan-ASEAN Exchange projects in 1988, Japan-ASEAN Solidarity Fund in 1999, Japan-ASEAN General Exchange Fund in 2000, Japan-ASEAN Integration Fund in 2006. It was also hoped that the understanding and confidence of various parties students, parents, employers, government and non-government agencies, education providers, quality assurance agencies on the qualification awarding system be enhanced, the statement added. The framework will be considered a living document that would be continuously reviewed and updated in accordance with the latest education developments and changes, noted the statement issued. Brunei now joins four other ASEAN countries (Malaysia, Thailand, the Philippines and Indonesia) in having a national qualifications framework, according to the statement. Source: The Brunei Times. It was with sadness that we learnt of the sudden demise of Prof. Dr Mohd Shariff Saad of UiTM, CONSAL Executive Member and President of Malaysian Librarians Association on 9 December 2013. He was no stranger to many Bruneian librarians and had visited Brunei Darussalam on many occasions. His untimely passing is a great loss to the library and information community.
