The archipelago, though no stranger to weather-related disasters, has been experiencing massive floods, powerful storms, landslides and droughts in increasing intensity and frequency over the past few years. These events cause widespread destruction, disrupting the countrys economic development and threatening the lives of its citizens. ith much of its rural population still dependent on agriculture and fishing for their livelihoods, as well as having many of its urban areas vulnerable to climate-related disaster events, it is vital for the Philippines to adapt to the adverse effects of a changing climate. !t is important to integrate adaptation into development planning to achieve a climate-resilient, sustainable development path. To address this need, the Philippine "overnment has passed #epublic $ct %&'% or the ()limate )hange $ct of '**%+ that creates the )limate )hange )ommission and the ,ational -ramewor. /trategy on )limate )hange. The )ommission is mandated to ensure the mainstreaming of climate change, in synergy with disaster ris. reduction, into national, sectoral and local development plans and programs. The ,ational -ramewor. /trategy )limate )hange on the other hand outlines how the national government plans to build a climate ris.-resilient Philippines by building the adaptive capacity of communities. #ecognizing that 0"1s are the front-liners for climate change adaptation, the )limate )hange $ct also mandates local governments to create their own 0ocal )limate )hange $ction Plans. The #oc.efeller -oundation launched the $)))#, program in '**2 to focus on the impact of climate change on the urban poor in $sia. !t helps cities to develop plans for sustainable development, poverty alleviation and climate resilience. The $)))#, approach has been developed in ten cities in $sia, including 3andar 0ampung and /emarang in !ndonesia. $)))#, in con4unction with !)05! is now offering to wor. with Philippine cities, building on the experiences gained in the first four years of the program. *ision The ultimate ision of this program is to "uil$ resilience to climate change across all ur"an s#stems an$ groups( in particular the poorest an$ most marginali+e$ . !)05! will wor. with cities and city networ.s to assist cities to prepare for climate action 6 to plan a climate resilience strategy and become (investable+. Through this experience cities will build their capacities to plan for future stressors and to build broad resilience. %rocess 5ach city will be supported to wor. through the following phases over a period of 7' to 72 months and will be expected to reach at least the end of Phase 8 9)limate #esilience /trategy: during the period of the agreement; Political support, governance structure, internal resources, initial scoping

Plan sta.eholder engagement )limate scoping exercise -& Climate research an$ impacts assessment $nalyze critical urban systems which may be impacted by climate change #eview climate change data, scenarios and priority impacts )onfirm climate change scenarios, priority impacts and assessment of city capacity to respond to priority climate impacts !dentify the fragile urban systems of the city and carry out a ris. assessment for these systems <evelop )limate #esilience /trategy which responds to pro4ected climate ris.s as they affect critical urban systems ith the help of sta.eholders develop intervention proposals, and prioritize the interventions "ain political support for resilience strategies and interventions !dentify the funding options and allocate responsibilities and resources for #esilience /trategy initiatives 9within )ity and external actors: !mplement the initiatives 5stablish performance indicators and reporting system, monitor and report against these indicators !nitiate review phase, repeating some of the steps from =)limate #esearch and !mpacts $ssessment to determine changed context and priorities

> allocate a wor.ing space to ensure effective communication with .ey staff and access to local information > agree on the coordination and communication structure for the effective execution of the pro4ect > cooperate and provide accurate and updated information for the timely implementation and execution of the pro4ect > organize and host wor.shops and meetings (the LG2 is expecte$ to arrange an$ co er the cost of enue an$ meals) relevant to the pro4ect and actively participate in all pro4ect events
'ime 3rame The pro4ect will wor. with @ Philippine cities initially, beginning early '*7@. Two more groups of cities will then be selected, one group commencing later in '*7@ and another group commencing in '*78. The total funded life of this pro4ect is until end '*7A.
