Forced To Resign For Making Her Stand

An aspiring young candidate who has made her intentions known about standing in next years elections as an independent candidate has been forced to resign from her job. Fiji Womens Rights Movement (FWRM) advocacy officer, Roshika Deo is no longer employed with the civil society organisation. The manner of her departure has sparked controversy amongst womens rights advocates. When contacted, Ms Deo said she will comment on the issue on a later date. Fiji Womens Rights Movement When asked to clarify about Ms Deos plight and whether she was forced to resign because of her intentions to stand for elections next year, FWRM executive director, Virisila Buadromo gave the reply below. This same reply appeared in the Pacific Womens Information Network (PACWIN) discussion group hosted by the Secretariat of the Pacific Community. However it was posted by the movements progamme director, Tara Chetty. It says: At the Fiji Womens Rights Movement, we are very excited for Roshika and her Be the Change campaign and wish her the very best for the coming elections. As a womens rights organisation we are looking forward to seeing as many women candidates as possible in the 2014 Fiji national elections, and particularly hope to see young women candidates and those supporting human rights values. As a feminist and human rights organisation supporting womens political participation in this way, we support the participation of ALL women. This means that it is important for us NOT to be partisan or biased in supporting just one candidate or any particular party. For those of us who work at FWRM, this means clearly separating our work from any political party or candidature. So, when one of us declares an shared her concerns in the PACWIN forum. My experience in the region strongly suggests that, in order to promote womens political participation politically, we should be encouraging governments (and private and community sector organisations) to develop policies for candidates which require women (and men) to take as little time off from their jobs without pay as possible. In that regard, I have done some quick research, and most governments do appear to use the issue of writs as the point at which employees need to leave their jobs as obviously this is the point at which they will campaign most actively and openly. Example Ms Rodrigues gave the example of the Australian Public Service Code of Conduct (in line with the Constitution) which requires candidates not to be members of the public service, but specifically allows public servants to be active members of political parties, as long as their activism doesnt directly conflict with the issues they personally work on. Where there may be a conflict of interest, the code says they should be discussed with management and options such as leave without pay (LWOP) are open, but also rearranging duties or moving an employee to different duties. Ms Rodrigues said: I understand also that the new Fiji Womens Rights Movement policy doesnt focus on the legal issue of election writs or the official legal nomination of candidates as the point at which staff or board members should go on leave without pay or resign, but uses a more subjective test of when a candidate announces their intention to run. Noting that other bodies may use the policy as a model, I would caution that such a broadly drafted provision could be abused by more unscrupulous employers, and at its worst could even be used to target women candidates.

FOOD security is one of the biggest challenges for any country and it is one of the key mandates of government to ensure people have access to good quality and nutritious food. Speaking at the opening of the new FNU aquaponics farm in Legalega, Nadi, Minister for Agriculture Colonel Inia Seruiratu said Fiji needed to be more efficient in production of food. "We also need to constantly explore new agricultural methods, introduce new technology, new seed varieties, new crops and new farming techniques," he said. He praised the initiatives implemented by FNU in finding new and innovative ways for agriculture and said the new aquaponics farm would be instrumental in reducing agricultural import bills. "This centre will not only produce high-end products such as vegetables and herbs to meet local demand but also teach students on how crops can be grown. "We hope the availability of this knowledge will not only generate new interest amongst our farmers but also get people to invest more in agriculture." The farm includes horticulture nursery, turf farm, cut flower garden, native plants and vegetable garden beds. "The site is expected to contain an ecocentre for nature education, an ecotrail, an eco-medication space, a herbal garden containing typical Fijian herbs, children's centre where they will learn the value of the environment while playing. "The aquaponics site also nurtures fish and plants together in one integrated system." The system of aquaponics came into effect in early May and all the material for the system has been received from New Zealand. Col. Seruiratu said the system was good for off-season crops and the first trial was conducted in September for lettuce, beans, chillies and tomatoes. "It will now venture also into other high value crops like basil and parsley - this has a higher demand in the market." Meanwhile, the first crop of 80 aquaponics students are expected to graduate next month.

Inter Island Airways Fiji is a subsidiary of US-based Aviana Airways Corporation based in Las Vegas in the US. The airline plans to operate an initial fleet of four 18-seat Dornier 228 aircraft and one 30-seat Dornier 328 turbo-prop from its initial operating base in Nadi and support base in Suva. Members of the public will be able to inspect the National Register of Voters at display centers across Fiji from the 19th until the 24th of December. The Acting Permanent Secretary Responsible for Elections, Mohammed Saneem, said that Fijians who have registered to vote are encouraged to visit one of these centers to check their voter details. We want to make sure the Register contains the correct and most up-todate information so that we can assign individuals to the appropriate polling station, he said. The Permanent Secretary also said
that any eligible Fijians who have not yet registered to vote would be able to register at any one of these display centers. The Permanent Secretary added that after this period the National Register would be available in permanent locations across Fiji. He said that soon the Elections Office would be taking the Register on a tour around Fijis rural and maritime communities. The locations and opening hours of the display centers will be advertised in the Fiji Sun and on the Elections Office Website.
Longer Open Hours At No Cost

BUSINESSES in the Capital City will not have to apply for permits to extend opening hours in the city. Suva City Council special administrator Chandu Umaria has extended opening hours to 10pm daily until January 1 next year. "SCC is waiving the application processes. Sometimes this little requirement takes up time," said Mr Umaria. "This also means there is no need to pay fees as well. "This is the festive season and we want businesses to make the most of the shopping frenzy. "Furthermore, SCC services such as garbage collection will continue as normal, even on public holidays." Mr Umaria said nightclubs, bars and restaurants would have to follow the regulated hours as per the law. This move has been welcomed by the Suva Retailers Association. Association president Himmat Lodhia said it was an extremely good gesture on the part of SCC. "A lot of businesses in Suva would like to open for longer hours. MHCC, TappooCity and Damodar City are opening longer," said Mr Lodhia. Some of these businesses, headed, had security concerns. "Some will not open due to their location while some may extend hours slightly." According to Mr Lodhia, the consumers were the ones benefitting the most. He said other municipalities should also follow suit.

FIJIANS living illegally overseas can also register to vote in next year's elections. This was confirmed by Attorney- General and Minister Responsible for Elections Aiyaz Sayed-Khaiyum this week. Mr Sayed-Khaiyum said the registering team would focus on registering Fijians living in Australia because many Fijians lived there. He said they hoped to start registering Fijians living overseas from next year. "Someone asked me if we would register over-stayers, yes, of course as far as we are concerned, they are Fijian citizens," Mr Sayed-Khaiyum said. "Whatever their immigration status is in the country where they are living in at the moment that's not our issue, as long as they are Fijian citizens we will register them. "So Australia is the big one and we have obviously learnt from the experience in
New Zealand. "There may be an opportunity to go back to New Zealand to register some people who may have missed out." He said people living overseas would have to first showed their interest by using the website set up by the elections line ministry. The A-G said when Fijians, including over-stayers, show their interest in the website, it would help the elections office in terms of planning. "You have to ensure that the registration process is completely creditable, otherwise you may have somebody sitting in Sydney and registering 100 people who don't exist, so that's equally important," he said. "And as you know some people do get to those kinds of activities if given the opportunity." The voter roll is accessible to members of the public.

A man who fatally stabbed Auckland teenager Christie Marceau has been denied parole. Akshay Anand Chand, 21, was jailed last year on charges of kidnap, assault and threatening to kill, but was found not guilty of murder by reasons of insanity. He has been diagnosed with paranoid schizophrenia, and the Parole Board ruled it was "clear cannot be considered for release" as he remains an "undue risk to the safety of the community". In a decision released, the board said an updated psychiatric report stated Chand now has a "well-established diagnosis of paranoid schizophrenia which is currently stable due to medication". "He is seen as compliant and attending all unit groups but is seen to have a lack of motivation to do anything beyond what is asked of him or to work to identify his treatment needs," the board said. "He has been encouraged by staff to explore things relating to his risk to society, his status as an insanity acquittee as well as a prisoner and the psychological factors that may have contributed to his offending. He will continue to work with a psychologist on these things in the future." The board also noted that while Chand

is seen to have made a "significant recovery in terms of the positive symptoms of his illness", it was concerned that he was not symptom free, and that he was in the very early stages of "understanding the nexus between his illness, personality, and offending". However, the board did give its "cautious support" for escorted ground leaves for Chand to begin, as long as they stayed within the psychiatric hospital's perimeter. It comes a day after Miss Marceau's parents welcomed a decision by the coroner to hold an inquest into their daughter's death. It will take place next
year, but a date has not yet been set. In November 2011, Chand, then 18, stabbed Miss Marceau repeatedly in her North Shore home. She died in her mother's arms. Chand was on bail at the time and was facing charges of kidnapping, threatening and assaulting the 18-yearold university student two months earlier. He was on a 24-hour curfew and had been ordered not to associate with, attempt to contact, or go anywhere near Miss Marceau or her home. But just 32 days after his release on bail, Chand walked to her house armed with a hammer and kitchen knife, and killed her.

Pita Driti Jailing A Backward Step For Fiji, Says Mara
Ratu Tevita Mara taking refuge in Tonga

A five years jail sentence given to Pita Driti, a former Brigadier-General of the Royal Fijian Military Force, by the Fiji High Court's Mr Justice Madigan on Wednesday December 11 contradicts an earlier jury decision, says Ratu Tevita Mara. It is a reminder that Fiji is back under the law of the jungle, Mara said in Tonga last Friday. Mara a former Lieutenant Colonel of the RFMF, who has been self-exiled in Tonga since 2011, told Matangi Tonga Online on December 13 that Justice Madigan's decision crushed an earlier decision by a jury who found that Pita Driti was not guilty of seditious charges brought by the regime of Commodore Bainimarama. But I would rather leave it at that, said Ratu Tevita Mara, who did not want to elaborate but was clearly unhappy with Justice Madigan's decision to jail Driti. Frustration According to a Fiji Times report on the sedition case, it was alleged that during August and October 2011, Pita Driti the Brigadier-General of the RFMF had seduced Manasa Ralawa Tagicakibau by expressing his dislike and frustration over the Attorney-General Aiyaz Sayed-Khaiyum's alleged control over decisions made by the Prime Minister Commodore Voreqe Bainimarama. Lt. Col. Tevita Mara was one of the four Fijian senior military officers who with Commodore Bainimarama overthrew the democratically elected Government of Fiji on December 5, 2006. But Tevita has since confessed that what they did was in his opinion illegal, and that he wanted a democratic government back in Fiji. Ratu Tevita Mara reiterated that a High Court decision in 2009 had announced that Commodore Bainimarama's government was an illegal regime. In 2011 Ratu Tevita Mara was charged with inciting sedition, but while on bail he fled aboard a Tongan navy patrol boat to take refuge in Tonga in May 2011. Commodore Bainimarama has declared Ratu Tevita Mara to be a fugitive, and wants him extradited back to Fiji to stand trial for sedition, and for jumping bail.

A lawyer convicted of perverting the course of justice in Fiji has failed in his bid to practice law again in Queensland. Abhay Kumar Singh, 56, was convicted in October 2006 after he approached a witness in a 2003 corruption case, requesting he change his evidence. Although Mr Singh initially pleaded guilty to the offence, he subsequently appealed, unsuccessfully, in the Fiji Court of Appeal and the Fiji Supreme Court. He served six months in home detention and the Fiji Law Society cancelled his practising certificate. A Queensland Civil and Administrative Tribunal ruling in April removed Mr Singh from the local roll of legal practitioners, which led to his Supreme Court appeal against the ruling. The Supreme Court this week dismissed that appeal. In the written judgment, Justice Margaret McMurdo said Mr Singh had demonstrated "11th hour" remorse, inferring he had received "strong and prudent legal advice" to that effect. "It is true that the offending at the root of this appeal occurred 10 years ago, but on any view it was gravely reprehensible conduct, the more so when committed by a legal practitioner," she said. "Whilst an officer of the court, he sought to interfere with the proper administration of justice by attempting to bribe a witness in a criminal trial and then encouraged the witness to bring a spurious action against the police. "...It undermined public confidence both in the criminal justice system and in the legal profession. "It plainly demonstrated he is not a fit and proper person to be a legal practitioner." Antibacterial Soaps Under Scrutiny

The Consumer Council of Fiji is calling on the key stakeholders in the health sector to re-look at the antibacterial soaps and body washes which comes with a claim that people using them will stay away from falling sick. Many consumers are buying antibacterial soaps and body washes, which are readily available in the Fijian market these days, some are even locally produced, therefore, it is crucial to know if these products are indeed worth the claim of fighting germs. We have locally produced antibacterial soaps, medicated soaps and hand washes carrying labels such as: antibacterial hand wash ensures 99 per cent germ removal, after use, no other medicated soap is needed while another one reads: this soap eliminates common bacteria on the skin creating a protective barrier. Weather these products truly kill 99 per cent germs or act as protective barriers is indeed a matter to be tested and the Council would like to see the evidence. The Councils call comes in light of a
recent statement by the U.S. Food and Drug Administration (FDA) wanting the makers of antibacterial hand soaps and body washes to prove their products are safe for long-term daily use and more effective than regular soaps in preventing illness and the spread of certain infections. The U.S. FDA stated that unless companies can do that, they would have to reformulate or re-label these products if they want to keep them on the market. FDA has not been provided with data that shows these products are any more effective at preventing people from getting sick than washing with plain soap and water. Welcoming such a move, the Council is also urging the relevant authorities here to scrutinize these products which are flocking our markets and is calling for a system to be put in place whereby the local manufacturers and importers must provide evidence. Otherwise, the products should not be carrying labels with antibacterial claims and should be relabeled.

And while the company was still exploring its options to set up shop in Nadi and Lautoka, Gloria Jean's Coffees (Fiji) master franchisee Ariel de Asa said this would possibly bring employment opportunities for 10-15 people. "In terms of expansion, we are branching out to the West hopefully next year and most likely looking at Nadi and Lautoka. We are looking at potential sites but we haven't confirmed anything," he said. "If we take this on, employment opportunities would depend on the size of the outlet. Abdul Khan Off To India To Draw $15M From EXIM Loan

Fiji Sugar Corporation executive chairman, Abdul Khan, left the country for India to receive part of the balance from the EXIM Bank of India loan facility for mill upgrading. Mr Khan said he will receive US$2.75 million in one block and US$5.3 million in another bringing the total sum to US$8.05 million (FJ$15.12 million). Basically, this money will be used for maintenance of mill equipment and buying of new mill equipment to further improve our sugar extraction, he said. So what we have to do is sign the contract and get the equipment here in the maintenance season to have it all finished. They have now approved that balance and what we are doing at the moment is we have got contracts in place for utilising that money. Mr Khan is expected to sign the deal in the next couple of days. I just need to check the technicalities are all good and we need to ensure the timeline is ok for us so that we can have the maintenance done for the next season, he said. The Fiji Sugar Corporation usually has six months to carry out maintenance work before the sugarcane crushing season begins. Two separate sums Mr Khan said the reason for two separate sums is because one block is from the balance of the facility and the other is the principle amount which had been repaid. The US$2.75 million is the balance of the EXIM Bank of Indias facility of US$50 million and the US$5.3m is the principle which we had already paid back, he said. Mr Khan said the repaid amount was a result of the fact that although the mills were not working up to the standard after the initial upgrade, the corporation never defaulted in terms of repayment of the loan facility. Benefits of the upgrade Mr Khan said Government initiative for the restructure of the sugarcane industry means the Fiji Sugar Corporation has to embark on the continuous improvement programme. As the years go past, we are continuously improving our mills in terms of reliability, the ability to expect maximum sugar and to avoid waste, he said. Some of the work which was done during the initial mill upgrade was not up to the required standard so we have to look at that, he said. What we are looking for is saying we need to continuously improve our mills. Mr Khan said he would not be able to

give any figures for next year at this stage. What will be the figures next year I do not know but as we get closer to the harvesting season and see how the crops are like, then I can say something, he said. The full loan from the EXIM Bank of India is expected to be paid back in 10 years after the moratorium period has expired. Mr Khan had earlier confirmed the interest rate on the original loan was just under two per cent per annum.

One woman is left permanently disabled every day in Fiji as a result of violence from her husband or partner, new research has found. A report by the Fiji Women's Crisis Centre has also revealed that more than 70 women lose consciousness every day and about 40 others are injured. Women's rights groups in Fiji are appealing for more to be done to combat violence against women in the country. The coordinator of the Fiji Women's Crisis Centre Shamima Ali says the findings are worrying but attitudes are slowly changing. "It is taken a lot more seriously but there are still huge areas where improvement needs to occur," she said. "There is increased information, increased knowledge and increased concern around this issue over the years. "And more people are coming on board so that is a positive thing." The report says the rate of violence against women in Fiji is among the highest in the world. More than 60 per cent of women who've been in an intimate relationship have experienced physical or sexual violence from their partner.

Ms Ali says there's a lack of understanding around such violence. "Everyone's not on the same page about it," she says. "Traditional, patriarchal attitudes and thinking still exist." The data shows assaults are particularly prevalent in rural areas. "There is a lot more of the kind of violence we're talking about, physical, sexual and emotional violence," Ms Ali says. "There are many reasons for this and one of them definitely is lack of access to services." Despite the alarming figures, Ms Ali remains optimistic. "If we all get onto the same page and we really are committed to this and there is political will, we can bring these numbers down," she said. "We want to present it [the report] to government and create a lot more inter-agency cooperation both with non-governmental organisations and government entities." The research also shows 15 per cent of women have been beaten during pregnancy. And it reveals a high number of victims never seek help.

In an effort to share this unique experience with the rest of the world, South Pacific Elixirs Pty Limited's Zane Yoshida has unveiled a Fijianmade kava supplement that "may help calm everyday stress" and generalised anxiety disorders. With an investment of about $500,000 for operations this year and seven years of research, patience, sacrifice and hard work, Mr Yoshida said the naturallycalming Taki Mai product developed in four flavours would be launched in Levuka soon. "We are refurbishing our factory location in Levuka Robbies Lane and we've just laid the remainder of the outside area slabs," he told the media. "The factory renovation should be complete at the end of this month and we've started clearing a site for our three nurseries. "We have three nurseries that are coming into Fiji as well for propagation of standardised kava cultivar material that we use for processing at the factory in Levuka for the extraction of kava lactone using a cold water extraction process." Mr Yoshida said the business venture would provide direct employment for about 10 people and were working with various stakeholders to develop a contract farming relationship with kava farmers on Ovalau. "We are looking at different retail opportunities in Fiji depending on where we sell. We are looking at a recommended retail price for the tourist sector for about $10," he said. "We are doing a promotional launch in Fiji, and we will have the product available at MHCC carts and Joe's Farm in Suva. We are also finalising an agreement with a large spa network in Fiji, and also with cruise companies locally. "It's just the beginning for us. We are targeting the US market predominantly but we've had a lot of interest in Australia for distribution through natural and organic retail stores." And with the first shipment expected to leave Fiji by February next year, managing director Nikos Gennis said this would be the start of a new industry. "Fiji has never exported cake in a container so going by my past sales, I'm expecting to export 50,000 cakes a week in the next 12 months and increasing after that," he said. "My markets will be Australia, New Zealand, US, Canada and parts of the European Union. I've been serving them for so many years and I've told them what I'm going to do here in Fiji. "I'm not going to supply fresh cakes anymore. I'm going to supply frozen cakes, which is bigger than fresh cakes business. "If you go to Australian supermarkets and look in their big freezers, they've got every frozen cake you can think of. This is a new industry so when the first container leaves this country, it'll be a new business. There's a lot of work still to be done but that's what I'm aiming for." Fiji Granted $US3.8mil To Support Redd+ Readiness Efforts

Fiji has been allocated a grant of up to US$3.8mil to support REDD+ readiness efforts in the country. REDD+ is an initiative that encourages developing countries to contribute to greenhouse gas emission reductions by reducing deforestation, forest degradation and by promoting forest conservation, sustainable management of forests and increasing forest carbon stocks. Amongst others, the grant will support a more informed participation of stakeholders (especially local communities) in REDD+, the development of instruments to ensure optimal benefits for resource owners and the better monitoring of Fijis forests. The resolution passed at the 16th meeting of participants committee of the Forest Carbon Partnership Facility (FCPF) saw Fiji included as a REDD+ country in the FCPF and allocated a readiness preparation grant of up to US$3.8mil for a 4-year phase. The funds were granted after a rigorous review process of REDD+ readiness preparation proposals (RPPs) submitted by 11 countries. Fiji was one
of the 8 countries to successfully meet the requirements for funding. The FCPF management team praised Fijis proposal as of the highest quality with the proposal coming in the top 3 of the 11 submitted. The lead expert reviewer of the Fiji RPP, Mr Jayant Sathaye, congratulated Fiji on a well written and coherent proposal. The Fiji RPP was drafted through extensive stakeholder consultations involving officers from various sectors and agencies. The head of Fijis delegation to the Geneva meeting, the Permanent Secretary of Fisheries and Forests, Inoke Wainiqolo, expressed his appreciation to the Facility for accepting Fiji into the FCPF and confirmed the commitment of the Government of Fiji in the implementation of the REDD readiness proposal. The Fijian Government has been allocating FJD300,000 per year for REDD+ efforts in the country since 2012. The Fiji national REDD+ programme is supported by the SPC (Secretariat of the Pacific Community)/ GIZ (German Agency for International Cooperation) programmes.

Further charges are expected to be laid against a 20-year-old driver who was involved in an accident along Nabuna flats in Tavua which has now claimed the life a third victim. A 21-year-old who was a passenger passed away at the Lautoka hospital on Tuesday afternoon. The driver is expected to be produced in court next Monday. The accident also claimed the lives of two other people, when they were thrown out of the van as it tumbled. A 4-year-old boy is still admitted at the hospital in a stable condition.

The 20-year-old driver was earlier charged with two counts of causing death by dangerous driving and three counts of occasioning grievous bodily harm. He appeared in the Ba Magistrates court earlier this week and was released on $500 bail with his grandfather acting as his surety. Osea Seru has been ordered not to drive and his license has also been seized. Seru has also been ordered to report to Vatukoula Police Station once a week. He is expected to appear in court on January 27th.

Doctors in China have reattached a man's severed hand after keeping it alive for a month by attaching it to his leg. The 25-year-old, identified by his nickname Xiao Wei, had his right hand sawn off by a drilling machine at work last month in Changde, in the central province of Hunan, the Xiaoxiang Morning Herald said on Tuesday. A lawyer for an Indian driver who fled Australia after a fatal car accident says his client would not receive a fair trial if he was extradited because of hatred towards Indian students. Puneet Puneet, 24, hit two students as they walked across a road in Melbourne in 2008. Queensland student Dean Hofstee, 19, died at the scene. Puneet's lawyer Anil Mittal told a New Delhi court he opposed his client's extradition to Melbourne to face trial because of the "hatred towards Indian students in Australia". Mr Mittal cited hate messages on Australian social media sites against Puneet as evidence that his life would be threatened if he returned and that he would not receive a fair trial. Several attacks on Indian students in Australia in 2011 outraged India and led to accusations of racism against migrants, sparking a diplomatic row between the two countries. Singapore To Deport 53 Foreign Workers Over Riot

Singapore says it will deport 53 foreign workers for their involvement in the country's worst riot in more than 40 years. Another 28 face criminal charges for the riot, which broke out earlier this month in Singapore's Little India district. The violent protests broke out after an Indian national was knocked down and killed by a bus. The outbreak of public disorder is rare in strictly-governed Singapore. The wealthy city-state depends heavily on foreign workers, with migrant labourers from South Asia dominating low-paid sectors like construction. Many congregate in Little India on Sundays to shop, drink and socialise. 'Right of appeal' The men facing deportation consisted of 52 Indian nationals and one Bangladeshi national, Police Commissioner Ng Joo Hee said. Home Affairs Minister Teo Chee Hean said: "We have taken strong and decisive action to charge and to repatriate those who took part in the riot, to send a strong signal that we will not tolerate actions by anyone which threaten law and order in Singapore." Those being deported failed to disperse despite police orders and "threatened public order, making their continued presence in Singapore undesirable", the Ministry of Home Affairs said in a statement on Tuesday. Another 200 workers present at the riot are believed to have played a "relatively passive" role and will be given police advisories but allowed to stay in Singapore, the ministry said. Law Minister K Shanmugam told reporters on Tuesday that under Singapore's Immigration Act, foreigners considered a threat to public security could be repatriated. However, Human Rights Watch's Asia deputy director, Phil Robertson, urged greater "transparency" in the deportation decisions. "It's an issue of due process," Mr Robertson told the BBC. "Singapore does have a policy of deport first and ask questions later." "No one is excusing the people who used violence on that day... but in the case of the deportations it's not clear how the decision was taken, what evidence was brought against these people, or whether they had the opportunity to present their version of the story." Activist group Workfair Singapore, which campaigns on labour conditions, said the "arbitrary deportation" without trial raised "grave concerns". "The Controller of Work Passes should not have arbitrary powers to revoke work passes without the right of appeal, or the Police Commissioner to determine culpability," it said. More than 18 people, mostly police officers, were injured in the riot on December 8. About 400 foreign workers took to the streets, hurling railings at police and torching police cars and an ambulance. Last year, a strike by mainland Chinese bus drivers shone a spotlight on the low wages paid to some migrant workers and the conditions in which some live. India Moves Diplomat Devyani Khobragade To UN Mission, Following Arrest In New York That Sparked Diplomatic Row
India has transferred a diplomat at the centre of a political row with the United States to its UN mission in New York in an attempt to give her full diplomatic immunity. The transfer of deputy consular general Devyani Khobragade to the United Nations Permanent Mission came after Indian Foreign Minister Salman Khurshid pledged to "restore the dignity" of the diplomat who was stripsearched during her 48-hour detention in New York last week. "To ensure diplomatic immunity to Devyani, India has shifted her to the United Nations Permanent Mission in New York," Mr Khurshid is quoted in India media as saying. India's foreign ministry is yet to confirm the reports. The row was triggered when Ms Khobragade, 39, was arrested last week on charges of visa fraud and making false statements about how much she paid her maid, an Indian national. Ms Khobragade is alleged to have paid her maid just $3.31 an hour despite signing a contract to pay her three times that amount. The diplomat pleaded not guilty and reportedly had plans to challenge the arrest on grounds of diplomatic immunity. Anger in India boiled when it was revealed that Ms Khobragade was stripsearched following her arrest, and held in a cell with with other detainees, some of whom where allegedly drug addicts. Delta boss Richard Anderson said the airline will ban mobile phone calls on planes even if US regulators allow the technology to be used in-flight. The Federal Communications Commission (FCC) recently said it would consider lifting its ban on inflight calls. Mr Anderson said a majority of Delta's customers who were surveyed indicated calls would be "a disruption to the travel experience". A wine dealer has been found guilty in New York of manufacturing fake vintage bottles for illegal profit. Rudy Kurniawan, 37, was convicted on two counts of wire and postal fraud in federal court on Wednesday. He was accused of fooling buyers into thinking wine made in his Arcadia, California, kitchen was rare. Arrested in 2012, the Indonesian-born vintner was accused of selling up to $1.3m in counterfeit bottles from 2004-12. Authorities were said to have found thousands of labels for fine Burgundy and Bordeaux wine along with full, unlabelled bottles in Kurniawan's home. 'Magic cellar' Kurniawan's fraud funded a lavish lifestyle in suburban Los Angeles, prosecutors said.

Prosecutors allege he produced at least 1,000 fake bottles in his kitchen, which Kurniawan referred to as his "magic cellar". "It is an enormous amount," prosecutor Joseph Facciponti told the media. "This was an operation on a massive scale." Defence attorney Jerome Mooney portrayed Kurniawan as a scapegoat who, in buying thousands of bottles of vintage wine, was bound to inadvertently purchase a few fakes given their widespread availability on the market. Kurniawan is due to be sentenced on 24 of April.
A passenger went into labour during a Wizz Air flight from Valencia in Spain to Bucharest and gave birth to a boy inside the aircraft just after it landed in the Romanian capital, the airline said. The woman requested assistance from the crew minutes before it was due to land on Tuesday at Bucharest's Otopeni airport, Romania's busiest, Eastern Europe's largest budget airline said in a statement. "During descent and while taxiing to the terminal, the passenger was assisted on a back row of the aircraft by a crew member and a doctor who was travelling on the same flight," it said. "Mother and newborn baby were met by the airport ambulance and taken to hospital. We are very proud of our crew who handled the situation with professionalism and care."

The bill, known as Lokpal after the Hindi word for ombudsman, was passed by the lower house after the ruling Congress and the main opposition Bharatiya Janata Party (BJP) joined forces in a rare display of unity. It follows a mass anti-corruption movement that swept the country in 2011, led by anti-corruption campaigner Anna Hazare. A Calgary father is suing Shoppers Drug Mart over his daughter's death nearly a year ago. Marit McKenzie, 18, died after taking Diane-35 a drug used to treat acne which also works as an oral contraceptive because it halts ovulation. But Health Canada says is not approved for use in Canada as an oral contraceptive. Bruce McKenzie says the family was unaware that Diane-35 could cause blood clots.She died last January after suffering four cardiac arrests, a pulmonary embolism and a brain hemorrhage. "Shoppers Drug Mart said that this medication might cause dizziness or headaches or nausea. But they failed to say that this drug might kill somebody from a blood clot, which all the other pharmacies that we pulled information from, that was the No. 1 thing they said." The lawsuit claims the drug store was negligent in providing the proper information about the risks associated with Diane-35. Shoppers Drug Mart issued a statement

Health Canada warnings It also alleges the pharmacy was negligent because it continued to renew McKenzies prescription despite Health Canada warnings to consumers about those risks. "The reality is that Health Canada has put out three warnings about this drug since its inception in 1998," said McKenzie. "Two days after my daughter died Health Canada put another warning on their website about this drug." McKenzie says he decided to go ahead with the lawsuit to raise awareness about this issue.
Loblaws has expanded its recall of outdoor LED lights that have loose wires which could pose a risk for electrocution or fire. Pure white and red at Home LED 70-count outdoor Christmas lights have been added to an earlier recall that included white, blue and multicoloured varieties.

Domestic Wireless Roaming Fees White Rock Polar Bear Swim On For 2014, But Its Future Looks Dim To Be Capped
Fines coming for violations of Wireless Code Customers of smaller wireless carriers such as Wind will soon no longer be charged huge premiums when they travel within Canada and roam on the networks of bigger carriers, the federal government has announced. Industry Minister James Moore said Wednesday that "in the coming weeks," the federal government plans to ban wireless providers from charging more for services to customers of carriers other than their own. "The roaming rates that Canada's largest wireless companies are charging other domestic providers can be more than 10 times what they charge their own customers," Moore said in a statement. "For too long, Canadian consumers in the wireless sector have been the victims of these high roaming costs." Smaller carriers such as Wind typically don't have as wide coverage with their own cellphone towers across Canada as the Big 3 Rogers, Bell and Telus. When their customers travel outside the range of Wind's network, they must use the towers of the bigger carriers, and may be charged high "roaming" rates. The CRTC has previously expressed concern that this makes it difficult for smaller carriers to compete, and has launched an investigation into wireless roaming rate agreements. Simon Lockie, chief regulatory officer for Wind Mobile, applauded the proposed cap on roaming rates. "Todays announcement will help ensure more competition and more choices for Canadians, he said in a statement. In an email to CBC News, Bell spokeswoman Jacqueline Michelis said the company looks forward to "seeing in more detail the legislation." Telus declined to comment, and as of 3 p.m. ET, Rogers had not responded to requests from CBC News for comment on Moore's announcement. The new caps on domestic roaming rates for voice, data and text services will be introduced as an amendment to the Telecommunications Act. Moore announced that the government will also be making amendments to the act that would allow the Canadian Radio-television and Telecommunications Commission (CRTC), which regulates the wireless industry, to fine companies that violate rules such as the new Wireless Code, which governs wireless customer contracts. Fines could also be imposed for violations of rules related to the deployment of wireless spectrum, services to rural areas, and the sharing of cellphone towers. CRTC roaming rates probe unaffected Tony Lacavera, CEO of small carrier Wind, says the policy will make a big difference in roaming rates across the country. "This roaming development is huge for Wind because it allows us to go out there with a whole new proposition. We can now offer Canadians national plans," he said in an interview with CBC's Lang & O'Leary Exchange. As it stands now, customers have their calls dropped and can't roam seamlessly on Wind plans, while costs have been prohibitive, he said. He expects the new regime will allow Wind to attract business customers and people who travel frequently. Lacavera said the big three telecom firms were supposed to share with small entrants, but it hasn't worked out that way. "We have not successfully been able to share their towers which is a big environmental concern building more sites and aesthetically, theyre pretty ugly too so we have had to build everything from scratch," he said. The CRTC announced last week that it is investigating wholesale roaming agreements across Canada to find out if wireless providers were placing their Canadian competitors at an unfair advantage, and will be launching a proceeding in 2014 to examine wireless competition in Canada. Neither the investigation nor the proceeding will be affected by Moore's announcement, a CRTC spokesperson told CBCNews.ca Wednesday. CRTC chair Jean-Pierre Blais disclosed last week that the commission had obtained information that Telus, Bell and Rogers were proposing to charge higher rates to smaller Canadian carriers such as Wind than they charge to U.S. wireless companies and was concerned. He noted that the commission had the authority "to ensure that companies do not give themselves an unfair competitive advantage" such as by charging "unjustly discriminatory" roaming rates. The regulator began gathering information about roaming rates earlier in the fall and is seeking public comments until Jan. 29. Its planned proceeding in 2014 will further examine competition in the wireless market and what measures might need to be taken if it is found to be "not sufficiently competitive."
The future of the White Rock polar bear swim is in doubt following a membership crisis at the Peace Arch Monarch Lions Club, which has been hosting the event for the past 43 years. Initially, the swim was set to be cancelled for the upcoming New Year's Day but those plans were salvaged when the City Of White Rock was able to find three volunteers to help out with the club's hosting duties. However, as the Lions Club is gearing up for the 44th incarnation of the popular event, it could very well be the organization's last year hosting. According to Sandy McKenzie, chairman of the club's membership committee, the current members are simply getting too old to continue their efforts and are desperately seeking younger, more ablebodied members to keep the club's various enterprises going. "The City of White Rock has stood up for us with three able-bodied people, but the problem is we're getting older and we need new members here," said McKenzie. Citing a lack of younger members as the key concern, McKenzie is hoping to find some new recruits during the upcoming swim. "As we get older, people are dying off," said McKenzie. How To Protect The Christmas Tree From A Toddler

If you celebrate Christmas in your home as a holiday tradition, you may be concerned about your toddler disturbing the Christmas tree and potentially injuring themselves in addition to damaging the tree. Depending on how your Christmas tree is set up in your home, it may fall down or be hazardous to your toddler's health if ornaments or pine needles are eaten. If you are a concerned parent, there are steps you can take to protect the Christmas tree from your toddler and keep your toddler safe from any potential hazards that may occur. 1. Place your Christmas tree out of reach. This may discourage and prevent your toddler from playing with the tree. Set your Christmas tree on a table with tall height. This procedure may require you to purchase a Christmas tree shorter in height. To prevent your Christmas tree from falling down, place bricks or other heavy items onto the base of the tree stand. If your Christmas tree is in a corner or next to the wall, install eye hooks into the walls on either side of the tree, then string clear fishing line through the eye hooks and secure into place. This will secure the tree to the wall and prevent it from falling down. Place child safety gates around your Christmas tree. You may also want to consider placing the tree inside of a playpen or similar structure. 2. Decorate your Christmas tree with ornaments that are safe to handle. This will prevent your toddler from swallowing broken pieces of fragile ornaments or cutting themselves on glass ornaments. You may want to keep glass and valuable ornaments in storage until your child is old enough to safely handle them. If you insist on decorating your tree with glass or valuable ornaments, place them in the top section of the Christmas tree where your toddler cannot reach them. Refrain from decorating your tree with superficial ornaments that resemble popcorn, candy, or other food items that may seem appetizing to your toddler. An alternate strategy is to put edible food items on the tree that will not harm your toddler if eaten; such as soft, gummy candy. Place ornaments made of soft materials on the Christmas tree; such as ribbons or crafted ornaments that have been made from felt. 3. Place decorations that contain strands or string in the upper branches of the tree. Christmas tree lights, tinsel, or strands of garland can serve as potential choking hazards if your toddler handles them. If you insist on hanging Christmas tree lights on the bottom section of your tree, use lights with smaller bulbs. Larger bulbs may be extremely hot and can burn your toddler's fingers. 4. Hide electrical outlets being used by adornments on your Christmas tree. This practice may prevent your tree from falling down if your toddler trips over cords or if they pull cords from the electrical sockets. Bombay High Court Asks Adnan Sami To Hand Over His Passport To Police
In more trouble for Pakistani singer Adnan Sami, the Bombay High Court has directed him to hand over his passport to police probing a harassment case filed against him by his ex-wife Sabah Galadari. Hearing Sabahs plea, Justice R P Sondurbaldota Wednesday ordered Sami to give his passport to the investigating officer immediately. Sabah pleaded that Adnan was not complying with the May 2009 order of the High Court granting him anticipatory bail in the same case. The High Court had asked Adnan to furnish two sureties which he did. However, in July this year both sureties told the court they wanted to withdraw and this was allowed. As there is no one to stand surety for Adnan now, there was violation of the 2009 order,

Legendary actor Dilip Kumar turned 91 on Wednesday and instead of having a lavish birthday party, Saira Banu went for a private party with close friends, relatives and doctors who takes care of Dilip Kumar. Celebrities like Rani Mukherjee, veteran actress Asha Parekh, Dharmendra were part of the celebration. Salim Khan and Helen also made their presence felt. A team of 30 to 40 doctors who have looked after him, also participated at the party. In September this year, he was admitted to hospital for 10 days following cardiac arrest. Grilled Lamb With Brown Sugar Glaze
Sesame Shrimp Stir-Fry

Ingredients 2 Cups Water 1 Cup Uncooked White Rice 1 Pound Medium Shrimp, Peeled And Deveined 1/4 Teaspoon Ground Ginger 1/4 Teaspoon Cayenne Pepper 1 Clove Garlic, Minced 1 Tablespoon Sesame Seeds 1/4 Teaspoon Ground Black Pepper 2 Tablespoons Sesame Oil 1 Red Bell Pepper, Sliced Into Thin Strips 3 Green Onions, Sliced 3 Tablespoons Teriyaki Sauce 1/2 Pound Sugar Snap Peas 1/8 Cup Cornstarch 3/4 Cup Chicken Broth 1/4 Teaspoon Salt Directions In a medium saucepan, bring salted water to a boil. Add rice, reduce heat, cover and simmer for 20 minutes. While rice is simmering, combine shrimp, ginger, cayenne pepper, garlic, sesame seeds and black pepper in a large plastic food storage bag. Allow to marinate in the refrigerator. Heat sesame oil in a large wok or skillet. Add red bell pepper and green onions; saute 3 to 4 minutes to soften slightly Add teriyaki sauce. Add peas and shrimp with seasoning; saute 4 minutes or until shrimp are opaque. Stir cornstarch into chicken broth and add to wok; cook, stirring until mixture boils. Sprinkle with salt. Spoon shrimp mixture over rice.
Ingredients 1/4 cup brown sugar 2 teaspoons ground ginger 2 teaspoons dried tarragon 1 teaspoon ground cinnamon 1 teaspoon ground black pepper 1 teaspoon garlic powder 1/2 teaspoon salt 4 lamb shanks Directions
In a medium bowl, mix brown sugar, ginger, tarragon, cinnamon, pepper, garlic powder, and salt. Rub lamb shanks with the seasonings, and place on a plate. Cover, and refrigerate for 1 hour. Preheat grill for high heat. Brush grill grate lightly with oil, and arrange lamb chops on grill. Cook 5 minutes on each side, or to desired doneness.
3/4 cup graham cracker crumbs 1 tablespoon sugar 1 tablespoon butter, melted 1 cup fresh raspberries 8 ounces regular cream cheese, softened 1/3 cup sugar 1 1/2 ounces white chocolate, melted 2 egg yolks 1 teaspoon vanilla 1 teaspoon grated lemon zest 1/2 cup light sour cream 2 egg whites Raspberries for garnish Preheat oven to 325 degrees. In small bowl, combine graham cracker crumbs, sugar and melted butter. Coat 9-inch spring-form pan with cooking spray and press graham cracker mixture into bottom and 1 inch up the sides. Wrap the outside of pan with a large piece of foil. (Be sure the foil comes up the sides of the pan to prevent water from

seeping into the crust.) Arrange berries in the bottom of the crust. Place cream cheese in a large mixer bowl and beat at medium speed until smooth. Gradually add sugar and white chocolate and beat about 3 minutes. Add egg yolks, one a time, beating well after each addition. Add vanilla and lemon zest; stir in sour cream. In separate bowl, beat egg white to stiff peaks; carefully fold egg whites into the batter. Pour mixture into prepared crust and place cheese cake in a large shallow roasting pan; add hot water to pan to a 1-inch depth. Bake 45 minutes; turn off oven leaving the oven door ajar by placing a long handled spoon in the door to prop it open. After 1 hour, remove cheesecake from oven and cool to room temperature. Cover and refrigerate for at least 4 hours. To serve, garnish with additional raspberries, if desired.

Ingredients 1 (8 ounce) package cream cheese, softened 1 (.7 ounce) package dry Italian-style salad dressing mix 1/2 cup mayonnaise 1 French baguette, cut into 1/2 inch thick circles 1 cucumber, sliced 2 teaspoons dried dill weed Directions In a medium bowl, mix together cream cheese, dressing mix and mayonnaise. Spread a thin layer of the cream cheese mixture on a slice of bread, and top with a slice of cucumber. Sprinkle with dill. Repeat with remaining ingredients.

The Oceania Football Confederation has hit back at claims it's thwarting Tuvalu's bid to join the world governing body FIFA. Tuvalu wants a FIFA membership so it can compete in the Oceania Cup and World Cup qualifying. The OFC General Secretary Tai Nicholas says his organisation is doing everything it can to help Tuvalu. But he says the lack of infrastructure in the country is the main problem. "The problem with Tuvalu is that it's so small they can't find the available space to put a stadium," Mr Nicholas told Pacific Beat. "That's why they train on the airport. "When the plane lands they have to leave and they can go back and train when the plane takes off again." Tuvalu's campaign to join FIFA has been backed for the last four years by a group of sympathisers from the Netherlands, who call themselves the Dutch Support Tuvalu Foundation. Paul Driessen is part of that group and is now working for Tuvalu Football Association. Last week he accused the OFC of not supporting Tuvalu's ambitions. "I don't know exactly why but maybe it gives them a lot of administrative work," he told Pacific Beat. "It's quite clear that Tuvalu doesn't receive a lot of support. But the OFC says it's eager to continue working with Tuvalu in its bid. "We're keen to invest some money to help get a stadium and if we're talking about $200,000 or $300,000 then we're happy to facilitate and find these funds so Tuvalu can get a membership," Mr Nicholas said. "But the problem with Tuvalu football at this present time is they haven't even submitted a formal application to FIFA... because the last file is incomplete."
Carl Robinson New Vancouver Whitecaps Coach

Carl Robinson is the new head coach of the Vancouver Whitecaps. The 37-year-old takes over after spending the last two seasons as an assistant with the Major League Soccer club. Robinson replaces Martin Rennie, who was fired in October after Vancouver failed to make the playoffs. After Rennie was shown the door, club president Bob Lenarduzzi said MLS experience would be an important trait for his successor. Robinson has that, although not as a head coach. As a player, the bruising midfielder spent three seasons with Toronto FC before joining the New York Red Bulls in 2010.
Coach Gurjit Leads Suva In 2014

The Suva soccer team will start training for the opening of the 2014 Fiji Sun/ Skipper Tuna National Football League after the New Year. This was confirmed by association president Mahen Prasad who said Gurgit Singh would coach the capital city side again. The league starts in January 18 and we have given our players rest after a hectic year, Prasad said. It will be a busy season ahead but Suva will again play to win the league. We did well this year and we will have the same players again. We are working on finalising our squad before we start training. Suva will play Labasa in the opening of the league at the ANZ Stadium. We have some initiatives planned for the team. Our aim is to win the league. We think the new format will help us win because our fans will get to watch us play. The intensity of competition will be there and we will prepare well to reach our aim. Meanwhile, the league would start with three matches on January 18 19. Secretary for the Fiji Football Association National League Board/ competitions manager, Amitesh Pal said the format this year had a lot of benefits to affiliated districts. The official opening will be conducted at the ANZ Stadium before the opening match between Suva and Labasa, Pal said on Tuesday. Labasa Footballs Riaz Khan could not be reached for comment.

Dolesau Wins 2013 Award

The British Columbia Rugby Union named Joe Dolesau as the 2013 British Columbia Rugby Canadian Direct Insurance Player of the Year. The elusive Burnaby Lake Rugby Clubs centre becomes the first Fijian to win the prestigious award. The menace Fijian was the reason the BLRC won its fourth straight provincial 7s title over the summer. Dolesau led his side to the Rounsefell Cup Final in May after the club went 10-4 and clinched the top seed in the Canadian Direct Insurance Premier League regular season. He recorded a league-best 13 tries and was second in team scoring with 65 points to his credit. Dolesau turned heads when he suited up for the BC Bears in five Canadian Rugby Championships matches that earned him a call up to team Canada for the 2013 Americas Rugby Championship. The ceremony also marked the biggest reunion in the history of Nadi soccer. Many met for the very first time after bidding away from soccer, said Peter. Emosi Koroi Bacardi who moved to Suva in 84 was reunited with his old teammates after 33 years. He was overwhelmed with the induction. I love football. I love this game. This game gave me identity. It gave me a sense of purpose. I will never trade a thing, playing for Nadi was just awesome, said Bacardi.

Hes a great option to have for us as a back up goal kicker as well. Dolesau is the first Burnaby Lake rep to be named Player of the Year since Pat Riordan was recognised with the honours in the 2002-03 season. Dolesau had God, his teammates and coaches to thank for his new-found fame. I feel honoured. But all praises to the Lord, my teammates and the coaching staff for the great season.
