1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of obstruction spherical markers, phase conductor lights and tower
beacon lights intended to be used on outdoor bare overhead transmission lines in the
system of Saudi Electricity Company (SEC), Saudi Arabia.

2.0 CROSS REFERENCES

This Transmission Material Standard Specification shall be read in conjunction with
the latest revision of SEC Transmission General Specification No. 01-TMSS-01 titled
General Requirements for all Equipments/Materials which shall be considered as an
integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Transmission Purchase Order
or Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the Codes and Standards listed hereunder shall be
applicable for the equipment/material covered in this specification. In case of conflict,
the vendor/manufacturer may propose equipment/materials conforming to one group
of Industry Codes and Standards quoted hereunder without jeopardizing the
requirements of this TMSS

4.0 DESIGN AND FABRICATION REQUIREMENTS

4.1 General

4.1.1 Obstruction spherical markers, phase conductor lights and tower
beacon lights shall be of manufacturers standard design and shall
meet or exceed the requirements of this specification in all respects.

4.1.2 Manufacturers drawings shall show the outline of the spherical
markers, phase conductor lights and tower beacon lights, together
with pertinent dimensions. Any variation in these dimensions due to
manufacturing tolerances shall be indicated.

4.1.3 The items shall be capable of operating on the 110/115kV, 132kV,
230kV and 380kV transmission lines as specified in the data schedule
and shall not produce radio influence voltage (RIV) more than
2500V at 500kHz.

4.2 Spherical Marker

4.2.1 The spherical markers shall be able to perform satisfactorily under the
environment conditions stated in 01-TMSS-01.

4.2.2 The spherical marker shall consist of two hemispheres (clam-shell
type), bolted and fitted into each other. The design shall be such as to
facilitate installation with ease up in the air from buckets. Sufficient
number of drain holes shall be provided to prevent accumulation of
water inside the sphere.

4.2.3 The spherical marker shall be made of fiberglass reinforced polyester
material with ultraviolet stabilizer. The material shall be durable and
shall not develop cracks due to exposure to sunlight and shall not
break when it falls on the ground or if struck by gunshots during
service life. The spherical marker shall be capable of supporting
100kg weight without splitting or deformation.

4.2.4 The color of the spherical marker shall be a solid aviation orange to
RAL 2008 (Bright Red Orange). The surface of the spheres shall be
painted with an additional coat of UV resistant paint to avoid color
fading due to exposure to sunlight.

4.2.5 When used on energized conductor, a semi-conductive coating shall
be applied to the interior of the spherical marker to provide protection
against corona effects. The coating shall be electrically bonded to the
conductor with a bonding cable or strap to provide a low resistance
path for electrical current, thus reducing the heating effect of current.

4.2.6 Bolts, nuts and washers used with the spherical markers shall be of
stainless steel. Nuts of the sphere clamps shall be shear head type to
prevent loosening under vibration of conductor strands.

4.2.7 Each spherical marker shall be equipped with at least one Stockbridge
type vibration damper. The spherical marker/damper manufacturer
shall determine the placement distance through analytical vibration
damping study. For specifications of Stockbridge type vibration
damper refer 16-TMSS-1.

4.2.8 The diameter of spherical marker shall be in the range of 510 mm to
610 mm .

4.2.9 The fitting attachment of the spherical marker shall be of preformed
armor rod which shall be designed specifically for the size, type and
diameter of conductor/shield wire on which it is to be installed and
shall reinforce the conductor/shield wire at the point of attachment.
The armor rod shall be compatible with the material of
conductor/shield wire to which it is attached and shall be completely
slip-proof and shall protect the conductor/shield wire from any
damage.

4.2.10 The spherical markers shall also conform to the requirements of
Military Aviation and Civil Defense Authority of Kingdom of Saudi
Arabia.

4.3 Phase Conductor Lights

4.3.1 The phase conductor lighting system shall meet the requirements of
low-density beacon of ICAO Annex 14 and shall exhibit a service life
greater than 10 years and shall be able to perform satisfactorily under
the environment conditions stated in 01-TMSS-01.

4.3.2 The light system shall comprise a light source and auxiliary conductor
along with complete accessories such as insulators, straps, clamps etc.
to convey the necessary electrical energy. It shall be lit by the power
induced from the transmission line to which it is attached.

4.3.3 The light shall consist of a cold cathode discharge lamp in a low
pressure neon gas directly producing steady burning red light without
a color filter. The lamp shall consist of a long small diameter glass
tube with helicoidal winding and two cold electrodes. The lamp shall
hang on flexible mountings, with one side to the active line and the
other to the auxiliary conductor The unit shall be housed in a
protective sleeve of Pyrex glass, with a diameter of approximately 50
mm. The ends of the protecting tube shall be hermetically sealed
with metallic stoppers and the internal space shall be filled with a
special liquid to eliminate radio parasitic emissions.

4.3.4 The luminous intensity of the discharge lamp shall not be less than 10
candela. The lamp shall give maximum performance and shall have a
lifetime of more than 100,000 hours.

4.3.5 The auxiliary conductor shall be a metallic conducting wire insulated
from the phase conductor and intended to produce electrical energy
by capacitive effect to operate the lamp. The geometry of the
auxiliary conductor shall depend on the active line and its voltage.
The auxiliary conductor shall be suspended by insulators of high
mechanical strength and aluminum jaw clamp to avoid any problem
of electrical coupling with the conductor. The jaw clamp shall fit
exactly the diameter of the conductor.

4.3.6 The discharge lamp shall not be damaged in its electrical and physical
characteristics by lightning strokes to the phase conductor. The light
system shall be sufficiently rigid and sturdy to absorb the effects of
Aeolian vibrations and loads due to a wind speed of 150km/hr. There
shall be no damage to the lamp or any other part due to fatigue of
vibrations and high wind intensity.

4.3.7 To eliminate the risk of deterioration, the light assembly shall be
equipped with two Stockbridge type vibration dampers (one on each
side of light assembly). The light system manufacturer/damper
manufacturer shall determine the placement distance through

analytical vibration damping study. All nuts shall have perfect
locking system to prevent loosing/opening of nuts due to vibrations.

4.3.8 For satisfactory performance uner under foggy and humid conditions,
composite insulators shall be used. Alternatively, glass/porcelain
insulators with approved high voltage insultor coating (HVIC) having
hydrophobic properties shall be used..

4.4 Tower Beacon Lights

4.4.1 When specified in the Data Schedule, the tower beacon lights shall be
high-intensity obstacle lights type B, with a vertical coded flash
sequence of white light as per recommendations of ICAO Annex 14.
Three lights shall be placed, one at the top, one at the lowest level of
conductor and one in the middle.

4.4.2 All components in the light system shall be designed for ease in
maintenance and to provide the required performance specified by
ICAO for a period of at least one year without maintenance.

4.4.3 The power input for the light system shall be either through
distribution voltage as specified in the Data Schedule, or through
solar power with back-up battery for night time operation. In case of
operation by distribution voltage, there shall be a built-in reserve
powered by mains voltage to take over during temporary mains
failure.

4.4.4 The light shall be a one-piece molded assembly, which shall include a
constant power inverter and a discharge lamp. The assembly shall be
perfect weather proof. The light assembly shall not require any
ground connection to avoid any voltage return from the earth.
4.4.5 The system shall be able to deliver the light output during daytime,
twilight and night time automatically through the use of photocells.
The power supply cabinets shall be grouped in a metal enclosure and
shall be protected against transient over voltages and complete
discharge of batteries.

4.4.6 Self-illuminated spherical marker may also be used as an alternative
in place of tower beacon lights (if practical). Requirements of
spherical marker shall be the same as specified in this standard.
These markers shall have four xenon bright flashing tubes which shall
flash every 2 to 6 seconds for 24 hours a day. Each tube in the
marker shall be rated at over 50 million flashes. The power source
for these markers shall be the magnetic field surrounding the phase
conductors.

4.4.7 The tubes shall meet FAA Flashing White Light recommendations of
2,000 candela at night and 20,000 candela during the day in peak
instantaneous candela intensity whenever the line current exceeds
100A.

5.0 TESTS

All test results shall be provided for review and acceptance by SEC.

5.1 Type (Design) Tests

5.1.1 All type (design) tests applicable for this type of equipment shall be
performed as per recommended industry practice on the
representative unit or on first unit of every new design or rating to be
supplied to SEC.

5.1.2 Certified test reports of type (design) test performed on an identical
unit may be submitted along with the quotation for review and
acceptance in lieu of actual type (design) tests.

5.2 Routine (Production) Tests

5.2.1 Routine tests to be performed on the assembled spherical markers and
phase conductor lights shall include but not be limited to the
following:

5.2.2 Visual Inspection: This shall include appearance, finish, surface
roughness, and smoothness of cut edges and comparison of color with
RAL 2008 color chart.

5.2.3 Dimensional tests: These shall include diameter of sphere, length of
auxiliary rods and tightening dimensions of clamps and measurement
of weight.

5.2.4 Three (3) assembled units each of spherical markers and phase
conductor lights selected at random from the production lot shall be
subjected to the above tests. The failure of any one unit shall
constitute failure to meet the requirements of this specification.
