1.0 SCOPE



1.1 This SEC Transmission Material Standard Specification (TMSS) specifies the
minimum technical requirements for design, engineering, manufacture,
inspection testing and performance of line hardware for overhead transmission
lines intended to be used on outdoor bare overhead transmission lines in the
Transmission System of Saudi Electricity Company (SEC), Saudi Arabia.

1.2 All hardware associated with insulators, including long rod insulators,
conductors, overhead ground wires (conventional as well as OPGW) for
attachment with the structures are included in this specification. These broadly
include, but are not limited to the following:

1.2.1 All hardware between the point of attachment on structure and
conductor, OGW/OPGW, ADSS i.e., shackles, links, yoke plates,
guard devices, suspension and deadend support hardware including
AGS units for conductor and shield wires.

1.2.2 Stockbridge type vibration dampers, spiral vibration dampers and
spacer dampers.

1.2.3 Connectors, clamps and ground wire etc., for grounding of overhead
ground wires to structures.


2.0 CROSS REFERENCES

This Transmission Material Standard Specification shall be read in conjunction with
the latest revision of SEC Transmission General Specification No. 01-TMSS-01 titled
General Requirements for all Equipments/Materials which shall be considered as an
integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Transmission Purchase Order
or Contract Schedules for project, as applicable.


3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the Codes and Standards listed hereunder shall be
applicable for the equipment/material covered in this specification. In case of conflict,
the vendor/manufacturer may propose equipment/materials conforming to one group
of Industry Codes and Standards quoted hereunder without jeopardizing the
requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The line hardware shall be of manufacturer's standard design and
shall meet or exceed the requirements of this Specification in all
respects. Service conditions referenced in 01-TMSS-01 shall be the
basis of design criteria The line hardware shall be designed to
conform with the size and ampacity ratings of the conductors joined.

Manufacturer's drawings, as required in 01-TMSS-01 shall show the
outline of the line hardware, together with all pertinent dimensions.
Any variations in these dimensions due to manufacturing tolerances
shall be indicated.

4.1.2 The vibration dampers shall be designed so as to damp aeolian
vibrations, withstand mechanical loads imposed during installation,
maintenance and specified service conditions, avoid damage to the
conductors/overhead ground wires, be capable of being removed and
reinstalled without damage to the conductors, ensure that individual
components will not become loose in service, maintain their function
over their entire service.

4.1.3 The spacer dampers shall be designed to maintain the specified
bundle configuration, prevent physical contact between
subconductors, withstand mechanical loads imposed during
installation, maintenance and specified service conditions including
short circuit conditions, without any component failure, avoid damage
to the subconductors, be suitable for safe and easy installation, ensure
that individual components will not become loose in service, permit

relative torsional and axial movement between subconductors, be
capable of being removed and reinstalled without damage to the
spacer damper or the subconductors, maintain their function over
their entire service.


4.1.4 The suspension clamps/AGS units shall be designed to withstand a
vertical load equal to rating of the conductor without any permanent
deformation in any of the components.

4.1.5 The corona extinction voltage shall not be less than maximum system
voltage (line to ground) multiplied by a factor of at least 1.2. All
energized hardware shall be corona free at this voltage. Line
hardware shall be radio-influence voltage interference free.

4.1.6 All hardware shall be designed for hot line installation, maintenance
and dismantling operations.

4.2 Ratings

4.2.1 Ratings of line hardware shall be in conformity with the ratings of
corresponding equipment to which these will be connected.

4.2.2 Strength of all insulator hardware shall be at least equal to or higher
than the combined M&E rating of the insulators. In case of bundled
conductors, the strength of hardware shall be increased by a factor
equal to the number of sub-conductors in the bundle or number of
insulator strings, whichever is applicable.

4.2.3 Mechanical rating of all guard devices shall be at least 150kg.

4.3 Materials

4.3.1 All materials shall be of the highest grade, free from defects and
imperfections, of recent manufacture and unused, and of the
classification and grades designated, conforming to the requirements
of the latest issue of the appropriate specifications cited herein.

4.3.2 Line Hardware

a. Line hardware, except for cotter keys, shall be made of a good
commercial grade of malleable iron, ductile iron, steel and
aluminum/aluminum alloy. The cotter keys shall be made of
stainless steel.

b. Line hardware with socket ends shall be furnished with a
positive locking device of the split cotter key type. Line
hardware with clevis ends shall be furnished with a positive
locking device of the cotter key type or bolted type.

c. Line hardware shall be hot-dip galvanized in accordance with
the General Specification 01-TMSS-01.

4.3.3 Suspension clamps shall be made of. aluminum alloy, non-magnetic
type to support conductors and ground wires. They shall be of
galvanized steel for galvanized steel overhead ground wires. The
suspension clamps/AGS for ground wires shall be compatible with
the material of ground wires and shall be designed to withstand a
vertical load equal to rated strength of ground wire.



4.3.4 Vibration dampers

a. The vibration dampers shall be of the Stockbridge type having
clamp compressed or cast on to the steel messenger wire
between the weights. For all dielectric self supporting cable
(ADSS) vibration dampers shall be of spiral type.

b. All ferrous components shall be protected by zinc coating
according to the specified relevant ASTM Standards. The
damper clamp shall be designed in such a manner that moisture
cannot accumulate anywhere in the damper. Each damper
weight shall be provided with drain hole.

c. The damper clamping bolts shall have breakaway head caps.
The materials of the damper clamp/cap and clamping
bolts/breakaway caps shall not exhibit galvanic corrosion due to
bimetallic action.

4.3.5 Spacer dampers

a. Elastomeric materials shall be capable of withstanding
temperatures of minus 5 degrees Celsius to 93C without
permanent loss of essential properties. The elastomeric
materials shall have adequate resistance to the effects of ozone,
ultraviolet radiation, dust particles and other atmospheric
contaminants over the entire temperature range, including
fatigue and work softening.

b. Proposed material shall meet the performance requirements
without failure in service or damage to the conductors.
Proposed material shall meet the performance requirements

c. Flexibility shall be obtained without the use of metal-to-metal
hinged joints or sliding parts which could be subject to wear.
Spacer parts consisting of organic materials are not acceptable.

d. The clamp body shall be of aluminum alloy. Proposed material
shall meet the performance requirements without failure in
service or damage to the conductors. The clamping bolts shall
be equipped with breakaway head caps. All components of
spacer dampers including but not limited to bolts, nuts, washers

etc., shall not contain any ferrous components. They shall be of
aluminum alloy or stainless steel.



4.4 Fabrication

4.4.1 Contours, edges and corners of line hardware shall be rounded to
eliminate areas of high corona stress concentration.

4.4.2 Line hardware having ball and socket couplings shall be compatible
with applicable ANSI/IEC Standards.

4.4.3 Line hardware shall be equipped with arcing horn/arcing rings and
corona rings for voltages 230kV and above. However, for composite
insulators, arcing horn/arcing rings and corona rings shall be provided
for voltages 110kV and above.

4.4.4 Workmanship and general finish shall be of the highest grade and the
best modern practice. All components of the same design and
designation shall be identical and like components shall be
interchangeable.

4.4.5 Split cotter keys shall be humped to maintain the key in the locked or
unlocked positions and shall have prongs spread to prevent
withdrawal from the socket. The design of the keys shall be such that
their engagement and disengagement can be achieved with the use of
standard transmission hot-line tools without excessive force required.

4.5 Marking

All markings shall be legible and indelible. Each line hardware shall bear a
marking identifying the following:

4.5.2 Manufacturer's Catalog number
4.5.3 Dimensions
4.5.4 Strength rating
4.5.5 Year of manufacture


5.0 CONDUCTOR SUPPORT HARDWARE

5.1 Conductor Take-off Angle and Clamp

5.1.1 Conductor take-off angle shall be in a range of 15 degrees and
minimum radius of curvature of the clamp shall be 360 mm
approximately with the conductor to be always on a rounded smooth
surface. The conductor shall be supported by the suspension clamp
for a minimum of 165 mm for the minimum angle of entry of the
conductor.

5.1.2 The clamp shall be shaped in such a way that the clamping pressure
on the conductor will increase gradually from the point at which the
conductor enters the clamp to a maximum at the center of the clamp.
The clamp seat shall be rounded and curved into bell mouth at each
end with a round lip edge. The radius of curvature of the keeper
portion of the clamps shall not be less than the radius of curvature of
the seat of the clamp.



5.2 Suspension Clamp and AGS Unit

5.2.1 The suspension clamp shall be free to operate in a vertical plane
parallel to the conductor up to an angle of at least 30 to the
horizontal. The suspension clamp shall be free to swing transversely
to the yoke plates (bundled conductors) up to an angle of at least 65
from the vertical.

5.2.2 The suspension clamps and AGS units shall withstand an unbalanced
conductor tension equal to 5% of rated strength of conductor/ground
wires without any slippage and must slip at a maximum tension equal
to everyday tension value for conductor/ground wire. To account for
the effect of insulator swing, the slip load shall be taken as 60% of
conductor tension.

5.2.3 In case of suspension vee-assembly, when the yoke plate is swung
about one arm of the vee-assembly so that the other arm becomes
slack as in case of maximum wind condition, the bottom insulator
unit of the slack string shall be able to freely swing downwards
relative to the yoke plate up to an angle of at least 75 from its normal
position, measured with top edge of the yoke plate held horizontal.

5.2.4 The clevis connecting the yoke plate to the bottom insulator shall be
designed in such a way that the bottom insulator unit shall not rotate
to such an extent as to contact the yoke plate when the bottom
insulator or a slack string is swung to its extreme downward position
relative to the yoke plate. The yoke plate shall be free to swing
longitudinally to the conductor up to an angle of 20 from the
vertical.

5.3 Deadend Support Assembly

5.3.1 Deadend support assembly shall withstand without permanent
deformation on any of the components, a conductor tension equal to
the full rated ultimate strength of the conductor applied
simultaneously on the sub-conductors in a bundle. Sufficient
articulation shall be provided such that the complete assembly
including the insulator units can be attached in the vertical position
and then moved to the horizontal position.

5.3.2 Provision shall be made on both sides of string (each string in case of
bundled conductors) for the attachment of a strain carrier to facilitate

the replacement of insulator strings for all types of assemblies during
hot line maintenance.



5.3.3 Deadend support assembly shall be designed in such a way that the
load will be evenly distributed in the bundle strings at all times.

5.3.4 Deadend support clamp (bolted type and preformed helical type) for
ground wire shall develop 95% of the full rated strength of the
overhead ground wire and under this condition, no slippage shall
occur.

5.4 Armour Rods

5.4.1. Armour rods shall be used in all conductor and shield wire suspension
assemblies. They shall be of the preformed type and so designed as
to protect the conductor from damage due to installation of the
suspension clamp, flashover or vibration.

5.4.2. Armour rods for use on the conductors or shield wire shall be made of
aluminum or aluminum alloy and provided with a center mark to
facilitate centering during applcation.


6.0 CONDUCTOR MOTION HARDWARE

6.1 Vibration Dampers

6.1.1 The construction of vibration dampers shall be such that water
collection is prevented. The vibration dampers shall be suitable for
use on conductor and ground wires of specified sizes.

6.1.2 The manufacturer shall study the sag-tension data and environmental
conditions to ascertain the damper spacing and the number required.

6.1.3 The clamping area shall be such that damper neither slips nor
damages the conductors.

6.2 Spacer Dampers

6.2.1 Assembly shall be designed to provide effective damping for the line
under the specified technical data and environmental conditions.

6.2.2 The energy absorbing assembly shall be electrically conductive and
have the ability to withstand any heat generated, avoid any
displacement in the housings, resist bond failure and avoid any other
damage, which would appreciably decrease the damping efficiency.

6.2.3 The clamp body and clamp cap shall each have an effective length in
bearing on conductor of not less than 65 mm for metal surfaced
clamps and 40 mm for rubber surfaced clamps. The clamping bolts
shall be of 16 mm diameter aluminum alloy or 12 mm diameter

stainless steel with a breakaway type head and shall be furnished with
a wrench stop to prevent socket from engaging the lower head during
installation.



6.2.4 The bundle spacing and configuration shall be as specified in the Data
Schedule.

6.3 J umper Spacers

Spacer dampers shall be used for jumper spacers.

6.4 Performance Requirements

The dampers (vibration dampers and spacer dampers) shall have the ability to
effectively suppress sub-conductor oscillation and control aeolian vibrations.
The dynamic strain caused by vibration in the vertical direction shall not
exceed the values given below at the suspension point when measured in
accordance with the method recommended by IEEE Task Force on conductor
vibration in Publication #31TP 65-156:

6.5 Analytical Vibration Damping Study

The vibration damper and spacer damper effectiveness shall be determined by
means of computer programs based on mathematical modeling. Sufficient
evidence shall be provided to demonstrate that the analytical method to be used
has been validated against laboratory results or field tests. The following
requirements and parameters shall be taken into consideration for the analytical
study:

6.5.1 To simulate winter conditions, the average temperature of the coldest
months shall be taken as 15 C or less as applicable. The tensile load
of the conductor, OGW and OPGW shall be worked out at this
temperature and used in the study.

6.5.2 The terrain shall be considered as open, flat and desert type with no
vegetation.

6.5.3 The self damping characteristics of conductor, OGW and OPGW
shall be those corresponding to the tensile load at 15 C or less as
applicable.



6.5.4 Damping study shall be performed with and without warning spheres
installed on OGW/OPGW. The spacing of warning spheres shall be
considered as 61 meters.

6.5.5 The distribution of wind speed shall be as follows, with an average
speed of 4.5 meters per second and laminar winds shall be assumed
with zero turbulence:

6.6 Field Vibration Measurement Study

6.6.1 Actual vibration measurements shall be performed in the field for the
purpose of evaluating the performance of the damping system
installed on the conductors and overhead ground wires
(OGW/OPGW). The measurements shall be performed for period of
not less than four (4) weeks and shall be done preferably in the winter
season on the completed section of transmission line before
commissioning.

6.6.2 The bending amplitude shall be recorded at a distance of 89 mm
measured from the last contact point of conductor/OGW/OPGW in
the clamp for conventional suspension clamps and from the center of
clamps for AGS type clamps. For AGS type clamps where rods are
used forming a cage around the clamp for easier installation, the
sensor of vibration recorder may be located outside the cage area and
the distance shall be measured from the centerline of clamp and the
point of measurements.

6.6.3 For a transmission line up to 10 km length, field vibration test shall
not be required and instead, analytical damping study may be
submitted for SEC review and acceptance.

6.6.4. For transmission lines greater than 10 km but less than 50km in
length two vibration recorders, one each on conductor and

OGW/OPGW shall be installed and one span shall be checked for
vibration measurement tests.



6.6.5 For a transmission line greater than 50 km in length, at least three
recorders (two for conductors and one for OGW/OPGW) shall be
required to measure the vibration levels. Two different spans shall be
checked for conductor while one span shall be checked for
OGW/OPGW.

6.6.6 Acceptance criteria for the field vibration study and the damping
performance shall be as specified in the performance requirements
above.


7.0 TESTS

7.1 Type (Design) Tests

7.1.1 Line Hardware

Type tests to be performed on each type of line hardware to be
supplied to SEC shall include, but not limited to, the following:

a. Mechanical Failing Load Tests

b. Radio Interference Voltage (RIV) and Corona Test

7.1.2 Vibration Dampers

Type tests shall be performed in accordance with IEC 61897 and shall
include, but not be limited to the following:

a. Corona and Radio Interference Voltage (RIV) Test (for phase
conductors only).

b. Damper Performance Tests (damper characteristics test and
damper effectiveness evaluation).

c. Damper Fatigue Test

d. Clamp Slip Test

e. Breakaway Bolt Test

f. Clamp Bolt Tightening Test

g. Attachment of Weights to Messenger Cable Test

h. Attachment of Clamps to Messenger Cable Test

7.1.3 Spacer Dampers

Type tests shall be performed in accordance with IEC 61854 and shall
include, but not be limited to the following:


a. Corona and Radio Interference Voltage (RIV) Test

b. Electrical Resistance Test

c. Clamp Slip Test

d. Breakaway Bolt Test

e. Clamp Bolt Tightening Test

f. Simulated Short Circuit Test

g. Characteristics of Elastic and Damping Properties (Log
Decrement Method)

h. Flexibility Tests

j. Fatigue Test

7.1.4 Five (5) samples of line hardware and three (3) samples of vibration
dampers and spacer dampers, each type, selected at random from the
production lot shall be subjected to the above type tests. The failure
of any one sample shall constitute failure to meet the requirements of
this specification.

7.1.5 In lieu of the actual type tests, certified type test report of the type
tests performed on line hardware, vibration dampers and spacer
dampers, which are identical in all essential respects with the
materials to be supplied, may be submitted to SEC for review and
approval.

7.2 Quality Conformance (Sample) Tests

7.2.1 Line Hardware

Quality conformance tests to be performed on each type of line
hardware shall be the following:

a. Visual and Dimensional Tests.

b. Galvanizing Test.

c. Tensile Strength Test.

7.2.2 Vibration Dampers

Following sample tests shall be performed in accordance with IEC
61897:


a. Visual Examination.

b. Verification of Dimensions, Materials and Mass.

c. Corrosion Protection Test (galvanizing control on ferrous parts).

d. Clamp Slippage Test (slip load shall be greater than 250 kg).

e. Breakaway Bolt Test (breakaway cap shall shear off at the
design torque value with a tolerance of 10 %).

f. Clamp Bolt Tightening Test (the clamp shall withstand a torque
value of 1.5 to 2 times the nominal design value specified by the
manufacturer).

g. Damper Performance Test (damper characteristics test).

7.2.3 Spacer Damper

Following sample tests shall be performed in accordance with IEC
61854:

a. Visual Examination.

b. Verification of Dimensions, Materials and Mass.

c. Corrosion Protection Test (galvanizing control on ferrous parts).

d. Clamp Slippage Test (slip load shall be greater than 450 kg).

e. Breakaway Bolt Test (breakaway cap shall shear off at the
design torque value with a tolerance of 10 %).

f. Clamp Bolt Tightening Test (the clamp shall withstand a torque
value of 1.5 to 2 times the nominal design value specified by the
manufacturer).

g. Simulated Short Circuit Test (the spacer damper shall be able to
withstand the compression and tension loads imposed due to
short circuit current of 40 kA rms for four cycles at 60 Hz
without permanent deformation or damage).

7.2.4 Five (5) samples of line hardware and three (3) samples of vibration
dampers and spacer dampers, each type, selected at random from the
production lot shall be subjected to the above tests. The failure of any
one sample shall constitute failure to meet the requirements of this
specification.
