HON.

DAVID BRADBURY
BA, LLB (Hons.), GDLP, Grad Dip Law
Statement from the Hon. David Bradbury in response to his inclusion in the International Tax Review Global Tax 50 Australia's former Assistant Treasurer, the Hon. David Bradbury, has been recognised as a global leader in tax policy through his inclusion in the 2013 Global Tax 50 published by the International Tax Review. The International Tax Review has recently published its Global Tax 50, which lists the 50 individuals and organisations who have had the greatest influence on global tax policy, practice and administration over the last 12 months. Mr Bradbury welcomed his inclusion in the Global Tax 50 and said that he believed it was "in recognition of the important role the former Labor Government played in contributing to global efforts to tackle tax avoidance." "I am very proud of the tax reform agenda that our Government pursued in office and I am delighted to see our policy agenda receive global recognition." "I was especially proud of the work we pursued in leading the domestic policy debate around the need to tackle base erosion and profit shifting (BEPS)." The former Labor Government implemented numerous reforms that have ensured that Australia is well positioned to play a key leadership role in global efforts to tackle tax avoidance and profit shifting. Throughout Mr Bradburys tenure as Assistant Treasurer, the Labor Government pursued a wide ranging tax reform agenda, which targeted tax avoidance and profit shifting. This agenda included: The modernisation of Australias transfer pricing laws A tightening of Part IVA of the Income Tax Assessment Act 1936, which contains Australias general anti-avoidance rules The introduction of new transparency measures, including requiring the publication of actual tax paid by Australias largest corporations Improved information exchange arrangements, including a revised Tax Treaty with Switzerland containing provisions that will facilitate the exchange of information between the two nations tax authorities The announcement of a wide ranging package of measures contained in the 2013 Budget Protecting the Corporate Tax Base from Erosion and Loopholes

Mr Bradbury welcomed recent suggestions that the incoming Liberal-National Government had embraced the former Labor Governments agenda to lead the BEPS debate as Australia assumes the Presidency of the G20.

While there have been some points of difference, it is pleasing to see that the new Government has embraced the majority of Labors initiatives to tackle tax avoidance and profit shifting. It will be important for the new Government to build upon the strong platform that the Labor Government built and ensure that Australias leadership of the G20 delivers the tangible outcomes set out in the OECDs action plan. This issue needs to be above politics, because the fairness of our tax system and the integrity of our corporate tax base is at stake in this debate. Mr Bradbury said that he was especially grateful to former Prime Minister the Hon. Julia Gillard and former Deputy Prime Minister and Treasurer, the Hon. Wayne Swan MP for ensuring that the need to tackle tax avoidance and profit shifting formed a major part of the Labor Governments tax reform agenda. Mr Bradbury also acknowledged the role of his personal staff and officials of the Department of Treasury and the Australian Taxation Office, who worked tirelessly to support the pursuit of the Labor governments tax reform agenda.
