Ministry plans to open more Passport Seva Kendras


Procedure for issuing passport cant be simplified further
In order to process the increasing number of passport applications and cater to other services required by existing passport holders, the Union Ministry is working on opening more Passport Seva Kendras (PSKs) across the country, said E. Ahamed, Union Minister of State for External Affairs and Human Resource Development on Thursday. Talking to reporters, Mr. Ahamed said that in order to make sure that services relating to passports were easily availably and that too closer to citizens, the Ministry went in for PSKs and as many as 77 were opened in the first phase. Now, based on the representations and requests received for passport offices in various places, the Ministry had commenced the preliminary work. The choice of place for opening PSKs would depend on the population density, potential passport seekers and on the number of people holding passports in the area, who would require other miscellaneous services. Asked about closure of District Passport Cells wherever PSKs had become operational, Mr. Ahamed said that the Ministry was ensuring the availability of passport-related services first

before closing the DPCs. He said that the objective of providing applications and related services online was basically aimed making things easy for the people. To a query on simplification of procedures for obtaining passports, Mr. Ahamed pointed out that issue of passport required careful scrutiny and verification as it involved internal security. The procedures cannot be further simplified. He added that only for reasons of security, the Ministry chose not to do away with police verification, which continued to be a pre-requisite for issuing a passport. Asked whether the Ministry accepts Aadhaar ID cards i.e., UIDs and Identity Cards issued by Postal Department, as a valid address proof document along with an application for issue of passports, Mr. Ahamed said it

would be considered. Passport office to work on Saturday, Sunday to clear backlog


NEW DELHI: The TOI campaign on the passport logjam has made the government put reforms on the fast track. without an appointment. This practice will continue till the entire backlog has been cleared. In a special briefing to TOI, Raghavendra Shastry, adviser to external affairs minister S M Krishna, gave details of fresh measures that are expected to address the concerns raised by the people - and reported by this newspaper to help make the new passport application process smoother and transparent.

Therefore, we are going to redirect traffic from there to our functional portal, www.passportindia.gov.in. We are also going to prepare a fresh list of documents required for applying under various categories. There will be no ambiguity in %the process anymore," Gupta said. Does this mean that there will be no more surprise demands for additional documents by PSKs? "Yes. TCS staff will no longer decide what documents are needed. Now, only government officials will check if all documents are in place and if anything else is required," said Gupta. So far, the applicants who were turned back by PSKs for lack of documents had to try their luck again with %the online appointment system to book a slot. "This will not happen anymore. If there is any requirement of a document, an applicant will be given three days to return with the papers," Pardeshi said. To ensure prompt delivery of passports, the postal department has been roped in. "The postman will be given an incentive of Rs 50 per delivery. He will call up or send an SMS before coming to ensure that the passport is delivered to the person to whom it is issued," said Raghavendra Shastry, advisor to minister of external affairs.

He said that the system will be implemented across the country and S M Krishna will personally write to all state chief ministers to ensure implementation of the revised rules. Apart from Delhi, passport melas will be held at the following places: RPO, Koramangla, and PSKs at Sai Arcade, Lalbagh, Mangalore and Hubli in Bangalore; RPO and PSKs at Nelson Manickam Road, Saligramam, and Tambaram in Chennai; RPO and PSKs at Begumpet, Ameerpet, Toli Chowki, Vijayawada, Tirupati and Nizamabad in Hyderabad; RPO and PSKs in Lucknow, Kanpur, Varanasi, and Gorakhpur; and passport office at 14 Mall Road in Amristar. i. As per the serving capacity of each Passport Seva Kendra (PSK), online appointment slots are opened on daily basis. However, in cases, where applicants are not able to obtain online appointments at PSKs, they are advised to visit concerned Regional Passport Office (RPO) in their area. Such applicants should fill-up the application online, generate 'Application Reference Number' and visit RPO along with printed 'ARN Sheet'. RPO will consider such cases and will give staggered appointments keeping in view the load/capacity at the respective PSK under their jurisdiction. Tatkaal and other urgency applications will be given preference in allotting appointments. Applicants having confirmed appointments and who are unable to visit PSK due to some reason, are advised to reschedule/cancel their appointments at-least 15 hours prior to the scheduled date/time, so that these appointments may be released to other applicants in queue. In case of 'no show' of the applicant on the scheduled day & time, the data captured for that applicant will be deleted from the system including ARN number and such applicants will be required to fill-up the 'data' again for obtaining fresh appointments. ii. The Police Clearance Certificate (PCC) fee has been revised from Rs 300 to Rs 500.

Applicants are required to carry a copy of printed appointment receipt, which is generated at the time of taking the appointment. Applicants not having the printed appointment receipt will not be entertained at the PSK (e.g. applicants only coming with ARN number) and will not be issued token for further processing. Safety guideline for the citizens visiting to PSK Carrying of corrosive substances or explosives, arms, cudgels, sticks or lathis, or any sharp objects which may cause physical harm or violence are prohibited inside the PSK. Carrying electronic items like Laptop, iPad and cameras are prohibited inside the PSK.

Ahmedabad RPO
i. With effect from 28th May, 2012, Senior citizens (65 years and above) can visit Passport Seva Kendra for processing of re-issue case as walk-in with a valid application reference number and relevant set of documents. ii. They only need to fill in the online application form and register Online, at least one day in advance before visiting the PSK.Applicants must visit PSK preferably before 1:00 PM, with required documents and a copy of the Online Application Receipt. ii. iii. With effect from 14th January 2012, appointments are open at 6:00 PM.

Starting 31st October 2011, all passport related services are available at the newly opened Passport Seva Kendras. iv. Applicants should visit their PSK as follows :

Districts covered under PSK Amritsar : Amritsar, Tarn Taran, Gurdaspur, Sri Muktsar Sahib, Ferozepur, Faridkot, Fazilka and Pathankot.

Bangalore RPO
i. This is to bring to the kind notice of general public/passport applicants that henceforth there will be no enquiries on all Wednesdays starting 9th May 2012 at Regional Passport Office, Kormangala, Bangalore. Enquiries will continue as usual on all other working days. Therefore, general public are advised not to visit this office on Wednesdays. However, cases pertaining to tatkaal/normal appointments for submission of passport applications will continue to be attended as usual. ii. It has come to the notice of the Regional Passport Officer, Bangalore that few applicants are not able to get appointment under the new Passport Seva at the four Passport Seva Kendra viz (Bangalore - 2 PSKs, Mangalore -1 PSK, Hubli -1 PSK) under Regional Passport Office, Bangalore. Those applicants applying under Tatkaal and those who are in need of passports for Educational, Medical, Visa interview, job purpose etc. and not able to get appointments are hereby advised to come to Regional Passport Office, Bangalore located at 80 feet road, Koramangala 8th block and they will be issued out of turn walk-in appointments to submit their applications on priority basis in any of the Passport Seva Kendra as mentioned above. This scheme has been implemented with effect from 21/02/2012. Applicant should come to this office with valid printed ARN (Application Registration Number) and also with required and supporting documents for the processing of his/her application. It is reiterated that these appointments are for Tatkaal and Normal appointments only for people under the categories as mentioned above (Educational, Medical, Visa interview, job purpose etc.). For those applicants who require Police Clearance Certificate (PCC), it is advised that applicants can continue to approach Passport Seva Kendra under Regional Passport Office, Bangalore on a Walk-in basis (with valid printed ARN Number). iii. With effect from 21st February 2012, applicants applying under Tatkaal, and those who are in need of passports for Educational, Medical, Visa interview, job purpose etc., and not able to get appointments for Passport Seva Kendra (PSK), may visit Regional Passport Office (RPO), Bangalore located at 80 feet road, Koramangala 8th block with required documents and a print-out of the Online Application Receipt (ARN Sheet). Applicants seeking Police Clearance Certificates (PCC) can continue to approach PSK under RPO, Bangalore, with required documents and a printout of the Online Application Receipt (ARN Sheet). iv. v. With effect from 14th January 2012, appointments are open at 6:00 PM.

With effect from 10th January 2011, Passport Seva Kendras at Mangalore and Hubli are accepting applications registered online with prior appointments only. No walk-in applicants will, therefore, be allowed except in emergency cases. Accordingly, the provision for online registration has been adequately enhanced.

Bareilly RPO
i. Starting 22nd March 2012, all passport-related services are available at newly opened Passport Seva Kendra (PSK) at Bareilly (Radha Krishna Tower, CC-146A, Pilibhit Bypass Road, Bareilly 243006. Landmark: Opposite Woodrow School). Appointments are open at 4:00 PM with effect from 20th March, 2012. Applicants should visit the PSK only after registering and taking online appointment. ii. With effect from 14th May 2012, following categories of applicants may visit PSK without prior online appointment until further notice: Physically challenged applicants (including visually impaired, deaf and mute reporting with certificate), Senior citizens above 65 years of age, Minors below 5 years with at least one parent holding valid passport with spouse name endorsed in passport, Applicants seeking Police Clearance Certificates (PCC), Applicants seeking Additional Booklet without changing any other personal particular (only in case of exhaustion of the pages in existing passport) and Applicants who wish to delete the ECR status in passport without changing any other personal particular on paying Rs. 1000/- fee. Note : Applicants mentioned at para (ii) above, are also required to fill in the online application form and register online before visiting the PSK. Applicants must visit PSK before 12:00 Noon with required documents in original along with printout of the Online Application Receipt. No applicant other than those falling under 6 categories mentioned at para (ii) above will be entertained at PSK without prior online appointment (except in emergency and with permission of Passport officer). In case of any problem in getting online appointment, applicants may contact/approach passport Officer, Bareilly.

Bhubaneswar RPO New!


i. ii. iii. iv. With effect from 28 May 2012, the appointments will be released at 4:00 PM. Starting 28th May 2012, all passport related services, to be serviced at newly opened Passort Seva Kendra (PSK), Bhubaneswar.

The Tatkaal applicantions will be accepted at RPO, Bhubaneswar till 08 Jun 2012. With effect from 11 Jun 2012, Tatkaal applications will also be serviced at the PSK. Applicants need to register online, fill in & submit the online application form, book an appointment and visit the PSK. Applicants are required to carry the Online Application Receipt and requisite documents in original & one set of self attested photocopy of the same.

Chandigarh RPO

Chennai RPO
i. A special 'Haj Camp' is being organized at the Passport Seva Kendra, Saligramam, Chennai on Saturday (31st Mar 2012) from 9:30 AM to 2:00 PM. Applicants residing in the districts that fall under the jurisdiction of the Regional Passport Office, Chennai, and who wish to take up the Haj pilgrimage, but do not possess a passport, can participate in the camp by visiting the Passport Seva Kendra. Applicants need to apply online, generate an Application Reference Number (ARN) and approach the Haj committee along with a printout of the ARN. After obtaining the Haj committee's approval, they should visit the Passport Seva Kendra. More details may be had from the phone numbers 044-28252519 and 044-28227617. The applicants are required to come with all the required documents (originals and copy) for issue of passport and would be required to pay a fee of Rs.1,000 in cash. No appointment would be required to participate in the camp. ii. With effect from 3rd February 2012 , following categories of applicants need not take an appointment until further notice for mentioned PSK. They only need to fill in the online application form and register Online, at least one day in advance before visiting the PSK. Applicants must visit PSK with required documents and a copy of the Online Application Receipt. The timings for walk-in applicants are from 10:00 AM to 1:00 PM only. For PSK Saligramam Senior citizens above 60 years Physically challenged Applicants Applicants seeking Police Clearance Certificates For PSK Tambaram Minors below 3 years with atleast one parent holding valid passport with spouse name endorsed Applicants applying for Reissue of passport due to exhaustion of pages,due to change in Surname due to marriage, addition of spouse name, deletion of ECR, Address change. Such applicant's passports must be valid for a minimum of one year from the date of their visit to the PSK. Applicants seeking Police Clearance Certificates Govt servants & PSU employees, their spouses and dependent minors who have annexure B iii. iv. With effect from 14th January 2012, appointments are open at 4:00 PM.

Starting 16th September 2011, limited number of online appointments open up for all passport related services, to be serviced at newly opened Passport Seva Kendras (PSKs). Applicants should visit their nearest PSK located at Saligramam, Aminjikarai and Tambaram. From 1st October 2011 onwards, full appointments as per the total capacity at PSKs are opened for citizens to be serviced at PSKs. Regional Passport Office will stop accepting applications after 30th September 2011 except for emergency cases.

Starting 23rd February, 2012 all passport related services, to be serviced at newly opened Passport Seva Kendras (PSKs). Applicants should visit their nearest PSK located at Alappuzha,Aluva, Kottayyam and Tripunithura Cochin. Applicants need to submit the Online Application Form, book an appointment and visit the PSK. For PSK Thrissur: Starting 6th June, 2012 all passport related services, to be serviced at newly opened Passport Seva Kendra (PSK) at Thrissur. Applicants need to submit the On-line Application Form, book an appointment and visit the PSK with all the required original documents.

Coimbatore RPO
i. The Regional Passport Office, Coimbatore, will hold a 'Passport Mela' for Haj pilgrims at the Passport Seva Kendra (PSK) at 25, AGT Business Park, (Near Lotus Eye Hospital), Avinashi Road, Civil Aerodrome Post, Coimbatore 641014.The mela will be on 10th March, 2012 between 9.30 AM and 1.00 PM. Aspiring Haj pilgrims who do not have any valid international passport can register their applications online at http://www.passportindia.gov.in and approach the PSK on 10th March, 2012 at the aforementioned time as 'walk-in' applicants. They may, however, have to approach the PSK with a valid ARN sheet. ii. With effect from 21st Feb 2012, the applicants who are in urgent need of passports and have all the necessary documents to obtain passport, who are not able to get online appointments may approach the Passport Officer with necessary documents and with online registration number (ARN Number) for getting appointments. The appointments may be given based on the load and capacity of PSK on that particular day. The final decision will be taken by the Passport Officer on case by case basis and therefore decision once taken will be treated as final. iii. With effect from 3rd February 2012 , following categories of applicants need not take an appointment until further notice. They only need to fill in the online application form and register Online, at least one day in advance before visiting the PSK. Applicants must visit PSK with required documents and a copy of the Online Application Receipt. Minors below 3 years with atleast one parent holding valid passport with spouse name endorsed Physically challenged Applicants Applicants seeking Police Clearance Certificates iv. With effect from 15th February 2012 , following categories of applicants need not take an

appointment until further notice. They only need to fill in the online application form and register Online, at least one day in advance before visiting the PSK. Applicants must visit PSK with required documents and a copy of the Online Application Receipt between 9:30 AM - 12:00 PM ONLY. Applicants who have exhausted the pages in their passport, and require an additional booklet Applicants who wish to delete the ECR status in their passport without changing any other personal particular Applicants who wish to have their passports reissued for including their spouses' name v. vi. With effect from 14th January 2012, appointments are open at 4:00 PM.

Starting 4th August 2011, all passport related services are available at the newly opened Passport Seva Kendra at Coimbatore.

Ghaziabad RPO
i. Starting 22nd March 2012, all passport-related services will be available at newly opened Passport Seva Kendra (PSK) at Ghaziabad (A1-A12 , Ground Floor , Pacific Business Park , Plot No 37/1 , Site IV , Sahibabad , Ghaziabad-201010). Applicants should visit the PSK after registering and taking online appointment. No application form will be accepted at RPO except the applications for Tatkaal and in emergency cases. ii. Applicants seeking Tatkaal passport may continue to visit RPO Ghaziabad till further notification. iii. Appointments will open at 4:00 PM with effect from 20th March , 2012.

Goa RPO
With effect from 30th March 2012, applicants requiring Passport related services should register their application online through the websitewww.passportindia.gov.in, generate 'application receipt number (ARN)', schedule an 'appointment date/time' and visit the Passport Seva Kendra (PSK) along with printed 'ARN Sheet' and required documents, as per the scheduled date/time. Guwahati RPO New!


i. Starting May 11,2012 all passport related services, to be serviced at newly opened Passport Seva Kendra (PSK) at Guwahati. The Passport Seva Kendra at Guwahati under the jurisdiction of RPOGuwahati will cater to six North Eastern States - Arunachal Pradesh, Assam , Manipur, Meghalaya , Mizoram and Nagaland. Applicants need to submit the Online Application Form , book an appointment , and visit the PSK with all the required original documents. The appointments will be released at 2:00 PM on May 9,2012 and it will be made available from May 11,2012 onwards. ii. iii. All Tatkaal applications will be processed at PSK Guwahati.

Hyderabad RPO
i. With effect from 23rd February 2012 , applicants applying under Tatkaal, and those who are in urgent need of passports and not able to get appointments for Passport Seva Kendra (PSK), may visit Regional Passport Office (RPO) Hyderabad located at 'Door no. 8-2-215 to 219, Kummarguda, Secunderabad - 500003' with required documents and a print-out of the Online Application Receipt (ARN Sheet) or can send email to 'rpo.hyderabad@mea.gov.in' by mentioning the urgency with ARN Number. ii. With effect from 23rd February 2012, applicants seeking Police Clearance Certificates (PCC) can approach PSK under RPO, Hyderabad jurisdiction, with required documents and a print-out of the Online Application Receipt (ARN Sheet) without booking Online Appointment between 9:30 AM to 11:00 AM. iii. iv. With effect from 14th January 2012, appointments are open at 7:30 PM.

Starting 25th November 2011, all passport-related services are available at newly opened

Passport Seva Kendras (PSKs). Applicants need to submit the Online Application Form, book an appointment, and visit the nearest PSK among the four located at Vijayawada, Nizamabad, Tirupathi and Hyderabad - Begumpet. Normal appointments will be released at 7:30 pm. ii. Eligible applicant can apply under TATKAAL by submitting online application form by selecting Service Type as 'TATKAAL' while taking a 'NORMAL' appointment. i. With effect from 1st May 2012, applicants can register their applications and get appointments for Passport Seva Kendra, Pune (Zero One-Akshit Investment Pvt. Ltd., S. No. 79/1, Ghorpadi, Mundhawa Road, Near Pingle Wasti, Pune - 411 036), for all kinds of applications (except Passport under TATKAAL scheme) including Police Clearance Certificate. The Passport Seva Kendra at Ranchi under the jurisdiction of RPO-Ranchi will cater to twenty four districts of Jharkhand. Trichy RPO
i. A special 'Haj Camp' is being organized at the Passport Seva Kendra in Thanjavur on Saturday (24th Mar 2012) from 9:30 AM to 12 noon. Applicants who wish to take up the Haj pilgrimage, but do not possess a passport, can participate in the camp by visiting the Passport Seva Kendra, Thanjavur. Applicants need to apply online by generating the Application Reference Number and visit the Passport Seva Kendra by carrying the print out of the Application Registration Number (ARN).The applicants are required to come with all the required documents (copy and originals) for issue of passport and would be required to pay a fee of Rs.1,000. No appointment would be required to participate in the camp. ii. With effect from 3rd February 2012 , following categories of applicants need not take an appointment until further notice for mentioned PSK. They only need to fill in the online application form and register Online, at least one day in advance before visiting the PSK. Applicants must visit PSK with required documents and a copy of the Online Application Receipt.
