Osprey Village Inverurie Residents Association Minutes of the Osprey Village Inverurie Committee meeting held at St Marys Church

Centre, Inverurie on Tuesday 12th November 2013 at 7.30pm Present Andrew Christie, Sue Yannaghas, Mark Stirling, Anne Gibson, John Barrow, Carol Reid Apologies Apologies were received from Sarah Thornton, Sarah Whitby, Tony Carnegie and Thomas Laurie. Nick Cunningham has stepped down from the Committee due to personal commitments. Review of Action Tracker The action tracker was reviewed and updated. Highlights include:PMC Actions Some grounds maintenance actions have been completed however some are still outstanding. Those completed include replacement of dead trees on landscaped area adjacent to Kingfisher Place, and removal of dead trees leaning against perimeter fence alongside south end of Uryside Drive these will not be replaced as this area required thinning. Actions still outstanding include 60 cm diameter to be sprayed round each tree on grassed areas of the development to prevent strimmer damage. Some work has been carried out but done badly and will now require remedial action. Barratt still to action removal and replacement of dead trees, shrubs etc in landscaped area adjacent to Kingfisher Crescent, and the shrub bed area adjacent to Uryside Drive/Peregrine Drive. Also list of dead/missing shrubs and trees still under planning conditions guarantee with Dave Shearer of Barratts this work still to be completed. With regards to a long-term tree management plan, PMC are in communication with RSK who prepared the initial landscape plan for planning department approval, and await more detailed information from them regarding the planned maintenance regime for the trees in the grassed areas. PMC will revert to the committee as soon as this is available. PMC will also obtain costs to prepare this work and submit this to the committee for approval. Committee Actions John confirmed the council (John Michie, Infrastructure Services) had responded to his enquiry regarding road adoption, traffic speeds and safety at Uryside entrance/exit. The Council provided the following response (as at 10th September): Adoption of Development Streets the Council is still awaiting the submission of test results and as built drawings for the street lighting installation from Barratts, which will need to be checked and verified by a site inspection. This process can take up to 2 months after receipt of this information. A joint inspection with Barratt on the actual condition of the streets was carried out in June 2013, but to date the Council has received no notification that any works identified at this meeting have been carried out. The Council is also actively chasing Wimpey for their lighting results and some remedial works which are required. Only after these issues have been attended can the Council

consider the roads for adoption. As we are now almost 2/3 through the year, unlikely that adoption will take place in 2013.

Traffic Speeds apart from Uryside Drive which is the distributor road for this development and has a 30mph speed limit with pedestrian crossing islands, all the other streets are subject to a 20mph speed limit. Those streets with development on both sides, are 5.5 metres wide and are longer than approximately 80 metres, have speed humps to aid enforcement of this speed limit. On other streets such as Kingfisher Drive where there are sections where development is predominantly on one side of the road, width is reduced to 4 metres. This is a recognised traffic calming feature instead of using speed humps. Please note this does not indicate a one-way system in place on the development. The Council has no plans to introduce any further measures at present and will only have an opportunity to take further measures if necessary, once the roads are adopted. Right Turn Filter Lane (Uryside Drive Entrance/Exit) as a result of the future development on the north side of the Oldmeldrum Road which will introduce additional junctions, and will result in the extension of the 30mph speed limit on the Oldmeldrum Road to a point some distance west of this existing junction with the right turn lane, this turning lane will eventually be removed. The Council did not provide a direct response regarding gritting and grit bins, but we assume these issues will also be dependent on the Council adopting the roads before committing to any action.

Dog Bins Thomas to provide a written update on the status of this action which lies with him Sue to chase this up. Committee to look at setting up an email alert of some sort to flag when queries from Residents are raised through the website/Facebook Andrew to speak with Tony. Complaints Letter to PMC PMC have responded to the complaints letter sent by the Committee on 24th October 2103. The committee ran through this at a fairly high-level to share the information. Agreement that the Committee should meet with PMC to discuss the issues raised (and their response to these), face to face. A meeting is proposed for 9th December 2013 Sue to check PMCs availability. Grounds Maintenance Tender Mark Stirling confirmed he had received the proposed list of contractors from whom PMC suggest are put forward to tender for the grounds maintenance contract which is shortly up for renewal. Based on the poor performance provided to date by Proserv, the committee has agreed to remove them from the list. The committee has agreed to write to PMC to confirm their wish to propose Russell Landscapes, Scottish Landscapes, and Ron Cowie for the tender. Mark to action. The committee will obtain a draft copy of the tender package and a note of timescales for the tender process. A date for the committee to review the tender information with PMC, and make a decision is to be agreed. Mark Stirling to resign from the committee should Scottish Landscapes be successful in obtaining the tender. Questionnaire Residents responses have now been collected and the data pulled tog ether for analysis. John to pull together the data in a format which will better present the information received. This will be included in a Winter newsletter which the Committee proposes to distribute to residents on or around 7th December.

Going forward the committee will look at the top 2 or 3 issues which residents have raised, and which the Committee feels it may be able to address. These include play park areas and post boxes. The committee will aim to provide a response to all issues raised through the questionnaires, and will include these in the newsletter and on the website. In the meantime the committee will contact the Council to check the original plans with regards to the current play parks areas, and what was actually contained within the plans for these. The Committee will also aim to find out what the future plans are (if any,) for a larger play park, playing fields, and other facilities/amenities etc as part of the future development. John to action. The committee has previously contacted Royal Mail on several occasions requesting a post box(s) for the development. However still no sign of one! The most recent response was provided on 11th November 2013 confirming that Royal Mail Customer Services were contacting the regional manager for the Aberdeen area. They confirmed they would provide a response to Andrew this week. Andrew to provide an update and include this in the newsletter. Road gritting update again the Committee will contact the Council to obtain an update on winter gritting plans. John to action.

AOB Wire barriers near Uryside entrance plastic caps have popped off and wires/cables sticking out. Mark to mention this to Brenda in his email.

Date of Next Meeting Meeting with the Committee and PMC to review issues proposed for Monday 9th December at 1930 hours in St Marys Church Centre. Sue to confirm and issue meeting maker.
