Professional Nursing Practice Profession - is a group (vocational or occupational) that requires specialized education and intellectual knowledge.

As professionals, nurses are accountable for providing quality care. Accountability is the process in which individuals are answerable for their actions and have an obligation (or duty) to act. Professional Nursing Practice 1. A profession must satisfy an indispensable social need and must be based upon well established and socially accepted scientific principles 2. It must demand adequate pre-professional and cultural training 3. It must demand the possession of a body of specialized and systematized training Professional Nursing Practice 4. It must give evidence of needed skills which the public does not posses; that is, skills which are partly inherent and partly acquired 5. It must have developed a scientific technique which is the result of tested experience Professional Nursing Practice 6. It must require the exercise of discretion and judgment as to time and manner of the performance of duty. This is in contrast to the kind of work which is subject to standardization in terms of unit performance or time element 7. It must have a group of consciousness designed to extend scientific knowledge in techninal language Professional Nursing Practice 8. It must have sufficient self-impelling power to retain its members throughout life. It must not be used as a mere stepping stone to other occupations 9. It must recognize its obligations to society by insisting that its members live up to an established code of ethics Definition of a Professional Nurse A person who has completed a basic nursing education program and is licensed in his/her country or state to practice professional nursing License to Practice LICENSE A legal document given by the government that permits person to offer to the public his/ her skills and knowledge in a particular jurisdiction, where such practice would otherwise be unlawful without a license. Registration Recording of names of persons who have qualified under the law to practice their respective professions. Purposes of Licensure To protect the health of the people by establishing minimum standards which qualified practitioners must meet. Discourages certain persons who may be tempted to misrepresent themselves as nurses. Most important tool for legal control and enforcement of nursing practice. Gather statistical data of nurses in the country. R.A. 9173 Philippine Nursing Act of 2002 Section 12 and 20 license to practice nursing shall be issued to those who pass the licensure examination or by reciprocity Types of Registration 1. Registration by Reciprocity Reciprocity : mutuality in grant and enjoyment of privileges between persons or nations do ut des - for a country to expect a favor from another, it should be willing to give a corresponding favor A certificate of registration/ professional license may be issued without examination to nurses registered under the laws of a foreign state or country: Provided, that the requirements for registration of licensing of nurses in said country are substantially the same as those prescribed under this Act. Provided further, that the laws of such state or country grant the same privileges to registered nurses in the Philippines on the same basis as the subjects or citizens of such foreign state or country Proof of such reciprocity verified by the Foreign Affairs. Registered nurse under the law of her country Requirements for registration or licensing in a foreign country is the same as those prescribed under this Act.

Applicant has resided in the Philippines for 3 consecutive years. 2. Registration by Examination Section 12 All applicants for registration as a nurse and issuance of certificate of registration and professional identification care to practice shall be required to pass a written examination which shall be given by the Board in such places and dates as maybe designated by the Commission. Section 13. Qualification for Admission to the Licensure Examination Citizen of the Philippines Is of good moral character Holder of Bachelors Degree in Nursing Application for Board Examination Original transcript of records with special order from DECS/ date of graduation. Record of actual related learning experiences for the entire Bachelor of Science in Nursing Program (signed by the CN/representative, CI) Actual number of operating room scrubs and deliveries assisted, signed by the CN/ representative and CI Birth certificate; marriage certificate; alien certificate of naturalization, clearance showing dismissal of the case. Section 14. Scope of Examination Fundamentals of Nursing Maternal and Child Nursing Community Health Nursing Nursing Adolescents, Adults and Aged Psychiatric Nursing Physiology, Anatomy, Pharmacology and Therapeutics, Microbiology and Diet Therapy Divided into four parts organized around the four major goals in nursing: Promotive Preventive Curative Rehabilitative Rating of the Nurses Licensure Examination Examinee must obtain a general average of at least 75% with no rating below 60% in any subject. Examinee who obtains an average rating of 75% or higher but gets below 60% in any subject must take the examination again but only in the subjects where she rated below 60% To pass the succeeding examination 75% in any subject/s repeated. Issuance of Certificate of Registration/ Professional License and Professional Identification Card Renewal of Nurses License: Every 3 years with the PRC Not later than due date indicated (birth date) Revocation and Suspension of License Suspension: Nurse is not allowed to practice temporarily until final judgment of the case against him is rendered. License is not confiscated Revocation: License to practice is confiscated either temporarily or permanently Revocation and Suspension of License PNA 2002 RA 9173 Section 23 1. Any of the cause mentioned in Section 22 of RA 9173 2. Unprofessional and unethical conduct 3. Gross incompetence or serious ignorance 4. Malpractice or negligence in the practice of nursing 5. Use of fraud, deceit or false statements in obtaining a certificate of registration/ professional license or a temporary/ special permit. 6. Violation of this Act, the implementing rules and regulations, Code of Ethics for nurses and code of technical standards for nursing practice, policies of the Board and the Commission, or the conditions and limitations for the issuance of temporary permit.

7. Practicing her profession during her suspension from such practice. Prohibitions in the Practice of Nursing Any person practicing nursing in the Philippines: 1. Without certificate of registration/ PRC license/ special/ temporary permit 2. Who uses as her own certificate of registration/ professional license/ special or temporary permit of another 3. Who uses invalid certificate of registration/ professional license, a suspended or revoked certificate of registration/ professional license, or an expired or cancelled special/ temporary permit 4. Who gives false evidence to the Board in order to obtain a certificate of registration/ professional license or special permit 5. Who falsely poses or advertises as a registered and licensed nurse or uses any means to convey the impression that she is a registered nurse. 6. Who appends BSN/RN or any similar appendage to her name without having been conferred said degree/ registration. 7. Who as a registered/ licensed nurse abets or assists the illegal practice of a person who is not lawfully qualified to practice nursing. Licensing Board Composition of the Board a chairperson 6 members representing the three areas of nursing Nursing Education Nursing Service Community Health Nursing Appointed by the President and confirmed by the Commission on Appointments by: Regular appointment Philippine Nurses Association appoint 12 candidate (possess required qualifications) Ranked accordingly Forwarded to the commissioner of PRC Commissioner submits first six to the President President will appoint the Board members Confirmed by Commission on Appointment Ad Interim Appointment Board member is appointed in the meantime to fill in a vacancy or perform the duties of the office. Doctrine of Hold-Over Member of the Nursing Board is permitted to continue to exercise the functions of the office after the end of her lawful term until replaced. Qualifications of Chairperson and Members to the Nursing Board Natural born citizen and resident of the Phils. A member of good standing of accredited professional organization of nurses. Registered nurse, and holder of masters degree in nursing, education or other allied medical profession by the government Have at least 10 years of continuous practice of the profession prior to the appointment Must not have convicted of any offense involving moral turpitude Membership shall represent the three areas of nursing Requirements Upon Qualifications as Chairperson and Member of the Board Immediately resign from any teaching position in any school, college, university or institution offering Bachelor of Science in Nursing and review program Immediately resign from any office or employment in the private/ government sector Not have pecuniary offering BSN including review classes. Powers and Duties of the Board Section 9 The Board shall supervise and regulate the practice of the nursing profession in the Philippines 1. Conducts the licensure examination for nurses; 2. Issue, suspend or revoke certificates of registration for the practice of nursing 3. Monitor and enforce quality standards of nursing practice in the Philippines 4. Ensure quality nursing education by examining the prescribed facilities of universities/ colleges of nursing.

5. Conduct hearings and investigations to resolve complaints against nurse practitioner. 6. Adopt and promulgate a Code of Ethics and a Code of Technical Standards for the practice of nursing. 7. Recognize nursing specialty organization. 8. Prescribe, adopt, issue and promulgate guidelines, regulations. 9. Submit annual report to the Commission. 10. Initiate, undertake and conduct studies on health human research production and utilization and development.

Gives nurse better perspective of the health of the community and health programs conceived and implemented by the government Advantages Enables the nurse to utilize various community resources Focus of care is more on educational and preventive aspects Individuals, family and communities are motivated to assume responsibility for their own health care. Disadvantages Cases are limited, mostly chronic and communicable More hazards (exposure to element, heat of sun, rain, dog or snake bites, accidents, etc) Not fixed hours Practice or skills may be limited
