Increasing focus on this industry due to political pressure to improve environmental performance. Authorities at Alang beach in India have legislated that arriving ships must be asbestos free. Greenpeace are ensuring scrapping practices and poorly prepared ships are kept in the news. Groups such as the International Chamber of Shipping (ICS) and the International Labour Organisation (ILO) have produced lengthy and authoritative guidance. Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and their Disposal proposes to cover wastes in ships being sent for scrap.

IMO Guidelines on Ship Recycling IMO Resolution A.962 (23) Adopted on 5th Dec 2003 Marine Environment Protection Committee MEPC 52 (3) Approved on 9th July 2004 IMO Resolution A.980(24) Adopted on 1st Dec 2005 Amendments to A.962(23) IMO A.962 (23) is not Compulsory.

The IMO Res. A962(23) set up a guideline on ship recycling.from the cradle to the grave The inventory is only one aspect of the whole process. The spirit of the Resolution is to get an environmental friendly ship from the early basic design stage until the demolition at the scrap yard The environmental performance cannot be modified during ships life, if not optimized at design stage

Green Passport Inventory List


The Green Passport for ships is a document providing information with regard to materials known to be potentially hazardous utilized during the construction of the ship. The Inventory List should accompany the ship throughout its operating life. Successive owners of the ship should maintain the accuracy of the Green Passport and incorporate into it all relevant changes Final owner delivering the document, with the ship, to the recycling facility.

Green Passport Inventory List


The Inventory List of Potentially Hazardous Materials is an inventory of the materials known to be potentially hazardous, containing the location and the approximate quantity/volume of each identified material on board the ship, split into the following parts: Part 1 - Potentially hazardous materials in the ships structure and equipment Part 2 - Operationally generated wastes Part 3 - Stores

SHIPYARD To design the vessel minimizing of hazardous substances used during her construction and to facilitate recycling and removal of hazardous materials during ship in service. To contact with their suppliers and the ships equipment makers to request all relevant information about the hazardous material used on the equipments and material used during the construction. To supply to Lloyds surveyor a comprehensive list of all the materials used on board, including quantities and locations.

Green Passport New Building Responsibilities


SHIPOWNERS To compile the list of the materials, equipment and stores provided by the Owners before ship delivery. To supply to Lloyds surveyor the list of all the hazardous materials supplied by the Owners for the operation of the vessel, including quantities and locations. To keep the record of the Inventory of potentially hazardous materials within the ship records, up-to-date and available to the surveyors during the subsequent annual audits

LR Surveyor (Before commencing ) To promote shipbuilders and owners to discuss and agree at earlier stage the list of banned materials to minimize the hazardous materials To Assist the shipbuilders on the compilation of the hazardous material lists. To agree procedures within the QM/QA shipyard system to control and monitor the hazardous material fitted on board.

LR Surveyor (After Steel cutting) To follow up the agreed procedures and monitor on board the provided equipments and materials. To ensure that the shipyards subcontractors are following similar arrangements. To keep records of the monitoring activities and audits for the verification of the equipments and materials provided on board. To compile the Inventory List of Potentially Hazardous materials on LR Form using the information provide by the shipbuilder and Owners.

Green Passport Reporting Procedures


On delivery of the vessel: Green Passport certificate (Statement of Compliance) (Form 1661)and, The Inventory of Potentially Hazardous Materials (Form 1602) Both documents are issued to the ship together with the rest of delivery documentation. A recommendation is to be made that HQ add the memo; GPZ Green Passport. Descriptive Class Notation Green Passport has been proposed to the Committee
