CLUB INFORMATION
BACKGROUND
The Frankston Yacht Club was founded in 1937 by a group of yachting enthusiasts operating out of Kananook Creek. Since its inception, the Club has maintained a policy of promoting yachting in this area of Port Phillip Bay and, as a result, the Club has prospered and grown to be some 140 members strong today. It now occupies a two storey building situated adjacent to the Kananook Creek on the foreshore at Frankston offering a family atmosphere with excellent facilities for sailing and for relaxing in the lounge while providing unobstructed views of the yachts on the bay. Year-round storage is also available for members yachts.

Vision
To become the paramount sailing centre on Port Phillip bay for the outer community and members of the Frankston Yacht Club by providing a services that will enhance and grow sailing as an enjoyable, accessible, safe sport and lifetime recreation for everyone Objectives
1. To develop and increase the membership base so that can it can financially sustain the sailing and water activities of members over the next 5 years 2. To increase the level and numbers of members with qualifications and skills in sail training, boat handling and first aid. 3. Increase the number of members sailing each week in mono hulls and catamaran classes. Build an active fleet of least 40 boats sailing each week over the sailing season over the next 5 years. 4. To provide greater access to families and local schools who wish to participate in sailing programs by increasing the number of small training boats by 8 over the next 5 years. 5. To have safe and seaworthy rescue craft and communications equipment available for racing and rescue by regularly updating and upgrading the power boat fleet and radios.

RACING PROGRAM
Racing is conducted for both mono hull and catamaran classes on Saturday afternoons from October to April.

A structure is in place which encourages and promotes class racing whilst also providing the mechanism for the introduction of new classes to the Club and the support of existing classes with insufficient numbers through the provision of miscellaneous divisions. The Club also hosts events on behalf of other organisations each season, including Yachting Victoria (YV) and class associations

Sail Training
Frankston Yacht Club is a Discover Sailing Centre, nominated for the 2012-13 Yachting Victoria Discover Sailing Centre of the Year. Frankston Yacht Club has been involved in educating people of all ages to sail for many years. Classes are designed specifically for both junior and adults to learn in a safe and enjoyable environment. Our programs are run with the assistance of volunteers who donated their time and effort to assist the club.

Hall Hire
Frankston Yacht Club's spectacular view over Port Philip Bay provides the ideal backdrop for your next event! Enjoy the lights of Melbourne by night and the sweeping vistas towards Portarlington by Day. The rooms are on the top level of the Club House and are complemented by full-length windows and balconies overlooking Frankston Beach, the Frankston Pier and Kananook Creek. Providing seating for 120 people and standing room for over 180 people, the Centre is a popular venue for: - Weddings - Anniversaries - Conferences - Parties for over 30's - Presentation Nights

Our Club
Members belong to a yacht club for the common purpose of enjoying their yachting, be it training, racing, or pleasure. The achievement of this purpose is the direct result of the time and work put in by your elected officers, committees, sub-committees, officials and staff. Give them your every consideration, cooperation and assistance, the Club and the sport of Sailing are well worth it.

The Buildings
(a).The Alex Hawkins Building The main Clubhouse was initially constructed from funds raised by the F.Y.C. Co-operative Limited. A combination involving a professional builder, a number of working bees, and the co-ordination of the Commodore of the time, Alex Hawkins, enabled the building to be completed within budget just prior to escalation in building costs in 1973. In 1981 a decision was reached to extend the building in preparation for hosting the World Fireball Championships. A membership debenture appeal in conjunction with valuable assistance from the Frankston Council and many working bees enabled us to have the major structure as it stands today. (b) The J. E. Grice Boatshed This building was originally constructed in 1960 from funds obtained from the Stanley Kramer organisation as fees earned by Club Members and their boats used in the filming of On the Beach off Canadian Bay. In 1981/82 it was extended along with the Clubhouse to provide more boat storage for members and new accommodation for the patrol boats.

OUR PATROL CRAFT


The racing fleet is observed from the Control Tower and patrolled by the three patrol craft, Mako, Gradnell, Fystar and Gemini. These boats are fully equipped to handle all types of rescue operations including marine band VHF radio sets, which provide for communication between boats and with the Tower. They are supported by a 3.9 meter aluminium runabout, powered by outboard motors, used primarily for on-water training and running of errands during regattas. (a) Mako 1V An 18 Swiftcraft Dominator fiberglass hull, this craft is powered by a 115 h.p. outboard and is used for starting duties. The name Mako was used by the late Mr J. E. Grice on his last two power boats which he made available to the Club for rescue work. (b) Graham Radnell Graham Radnell is a Barrington 6m aluminium craft powered by a 115 h.p. outboard and is used for course laying. The boat is named for Graham Radnell, a former Life Member. Graham sailed with his son Rob in a Pacer; he joined the Club Committee in 1979 as Honorary Treasurer at a time when the Club was in desperate financial straits and brought it back to financial health. He instituted many processes to help the Club financially, ran the bar and acted as security officer. He carried on with all of his activities while battling cancer. He was a very popular member and was voted Clubman of the year in 1978/79 and 1982/83 and elected as a Life Member in 1985. 12

(c) Fystar IV Fystar is a 3.9mtr R.I.B powered by a 40 h.p. outboard motor. The fourth boat of this name, the name was decided by competition in the 1960s. Geoff McConvilles winning entry stands for Frankston Yachties Service to Aid Rescue." (d) Gemini Gemini is a centre console rigid inflatable fitted with a 90 hp outboard used for training, rescue and general work (e) megandtom 2.9m RIB powered by 15 h.p.

Club Rules
Members Guests
A guest introduced by a member may, on having his or her name entered in the Visitors Book or on the receipt of an honorary, membership card, enjoy the facilities of the Club. Under no circumstances shall a guest compete in more than three Club races or be introduced to the Club more than six times. Any member introducing a guest shall be responsible for the conduct of such a guest both in the Clubhouse and while sailing.+-

Complaints
All complaints should be made in writing to the Secretary, who if unable to satisfy them, shall submit them to the Executive Committee. No employee of the Club shall be directly reprimanded by any individual member.

Car Parking
Under no circumstances are cars to be parked in the main Club yard. Cars should be parked outside the Club fences in the marked parking bays, keeping all gateways clear for access to the beach and Club grounds. A member who has been allocated a bay in the North Yard may park his boat or vehicle therein but so as not to obstruct others. Members are asked not to park in bays other than their own.

Security
The Club is not responsible for the loss of. or injury to the property or person of any member in or about the premises. It is recommended that you lock your car and ensure that valuables are not left in easily accessible places. No canvassing for donations is allowed in any way in or about the Club premises unless permission of the Committee is first obtained. 14

Lockers and Boat Storage


Upon payment of the requisite fee, a member may be granted the use of a locker or allocated an area for boat storage. Under no circumstances are boats or trailers to be stored in the Club yard, or areas allocated to other boats. Members are reminded that any boat or equipment left or housed on the club premises is done so with the full responsibility and liability resting with the owner. The club insurance does not cover damage or loss of members boats and equipment.

Boats and Trailers


Boats and trailers should not be parked in an access way or in any place which may inconvenience other members. This includes allocated storage spaces other than your own. Boats may not be hosed down on the Club lawn or in any access way.

Dress
Members shall observe proper dress on the upper level of the Clubhouse. Footwear, shorts and shirt are considered minimum wear.

Restricted Liquor License


The Club holds a restricted liquor license which permits bar sales only under certain conditions and at certain times. Guests must be signed in and alcohol shall not be sold, or consumed, by persons under eighteen years of age.

Winch Safety
The Club winches are there to assist members to recover their boats up the beach but operators must be aware of their responsibility, to other members and members of the public on the beach. Operating rules for the safe operation of winches are displayed beside each winch. Read them before commencing operation. Please note authorized persons only may operate winches.

Keys
Upon payment of a small fee, members may obtain from the Office, a key to the Club which will give access to the yard, Grice Shed and toilets.

Tractor and Winch


The Club Tractor is to be used only by authorized Club members who have been trained specifically in the of, and safety requirements for operating, the tractor in a public open space (the beach in this case). During sailing days, the tractor keys are kept in the LHS of the Grice Shed. Keys must not be left on the tractor when it is not in use. The tractor must only be parked on level ground with the foot operated park brake on. Riding on the tractor tow bars is not permitted at any time The winch is only to be used by authorised Club members.

Roster
From time to time the club will be required to roster on members to complete tasks necessary for the smooth operation of the Club. Members are asked/required to make themselves available or arrange a suitable replacement for their scheduled duty day(s)

NOTICE OF RACE
The Frankston Yacht Club Incorporated (FYC) invites entries for the 2013-2014 seasons events.

RULES.
All races will be governed by the ISAF Racing Rules of Sailing (RRS), 2012/2015, the prescriptions and special regulations of Yachting Australia (YA), the rules of the respective classes (except as any of these are altered by these sailing instructions) and by these sailing instructions. All races are designated Category A events.2.

ELIGIBILITY AND ENTRY.


To be eligible to compete in an event ( either a series or trophy race ), the helms person and crew, if applicable, shall be financial members of the Frankston Yacht Club and the boat be registered on the official registration form available from the club office prior to the last race of the event. Notwithstanding that, the crew may be substituted either by another financial member of the F.Y.C. or by a visitor to the Club, provided said visitor complies with the conditions outlined below. A boat is considered to be entered in a series if it satisfies the eligibility criteria and ranks as a starter in at least one heat of the series. Any results achieved prior to the above conditions being met, or with a different helmsperson / boat combination will be scored as DNS. Visitors to the club (either helmsperson or crew), including un-financial members, may enter the days racing (and be eligible for daily trophies only) by completing a VISITORs entry envelope and lodging it in the entry, box. A visitors race fee of $8 per race shall be included in the envelope. A visitor to the Club may only compete in a maximum of six races. Entries may be refused at the discretion of the Race Committee in accordance with RRS 76.

SAILING INSTRUCTIONS - 2013/14


The 2013/2014 Season of Sailing conducted by the Frankston Yacht Club Incorporated (FYC) under the authority of Yachting Victoria (YV) on behalf of Yachting Australia (YA) will be on the waters of Port Phillip, Victoria, Australia.

1.RULES. All races will be governed by the ISAF Racing Rules of


Sailing (RRS), 2009/2012, the Notice of Race, the prescriptions and special regulations of YA, the current rules of the respective classes (except as any of these are altered by the sailing instructions) and by the sailing instructions.

2. ENTRIES. Entries for each days events shall be made by signing


the Entry form in the Sign On area.

3. NOTICES TO COMPETITORS. Notices to competitors will be


posted on the official notice board located downstairs in the briefing room of the Frankston Yacht Club

4. CHANGES IN SAILING INSTRUCTIONS.


4.1 Permanent. Any permanent change in these sailing instructions will be brought to the attention of members via the Club Newsletter On the Beach and/or by posting a notice on the official notice board. 4.2 Temporary. Any change in the sailing instructions for a race will be posted on the official notice board not less than one (1) hour prior to the start of the first race on the day it will take effect. Such changes will be indicated by the display of code flag L and one sound signal at least one hour before the start of the race.

5. SIGNALS MADE ASHORE.


5.1 Signals made ashore will be displayed on the flagstaff of the Frankston Yacht Club, located adjacent to the Club Tower 5.2 Flag AP with two sound signals, (one sound signal when lowered) means the race is postponed. The warning signal will be made not less than thirty (30) minutes after flag AP is lowered.

6. SCHEDULE OF RACES.
Races are scheduled as per the Notice of Race.

7. DIVISION FLAGS.
Division flags will be indicated on the Sailing Information Board not later than 60 minutes prior to the warning signal for the first start of each race.

8. RACING AREA.
The racing area will be on the waters of Port Phillip in the vicinity of Frankston Yacht Club except for Long Distance Races.

9. COURSES.
9.1 Standard courses. All classes shall sail one of the following courses during Series Races. The approximate configuration of the marks is illustrated in the diagram below for a port hand course. Courses for non-Series events will be displayed on the Club notice board

Port or starboard courses will be indicated from the start boat by displaying a red or green flag respectively. The course number to be sailed will be displayed on a board on the start boat prior to the first start. The same course will be sailed for all races on any one day. 9.2 Alternative Course. On Trophy Race days an alternative course may be sailed, to be specified in accordance with S.I. 4.2 and 9.3 9.3 The course to be sailed for the day will be indicated on the Sailing Information Board, not later than 60 minutes prior to the warning signal for the first start of each race. 9.4 The Race Committee may shorten the course at any mark, provided a minimum of one lap has been completed. This will be indicated in one of the following ways (1) Flag S displayed on a 22

rounding mark means on rounding the mark, yachts will then proceed directly to the finishing line. (See instruction 14.1)(2) Flag S displayed on a boat means finish between the boat and the rounding mark. (See instruction 14.2)When displayed alone, the shorten course signal shall apply to all divisions rounding that mark, and when displayed with a division flag, shall apply to the designated division only. The shorten course signal will be accompanied by two sound signals.

10. MARKS.
Marks 1, 2, 3S / 3P will be cylindrical, inflatable buoys Mark 4 will be staff marks with orange flags attached. A clearance mark "A" will be adjacent to the outer windward mark and will be a staff mark with a yellow flag. It must be rounded on the appropriate side. The race committee boat limit mark B will be a small red flag. The start mark at the port end of the line will be a staff mark with yellow flag. The finish mark will be staff marks with yellow flag. All inflatable buoys may carry sponsor identification.

11. START.
11.1 Races will be started, with divisions starting at 3 minute intervals, in the order displayed on the Sailing Information Board. The starting sequence will be as follows:The warning signal will be a division flag and one sound at three minutes before the start.The preparatory signal will be code flag P (Blue Peter) with one sound at two minutes before the start.The one minute signal will be the lowering of the code flag P with one sound signal. The lowering of the division flag signifies the start. This varies RRS 26

11.2 The starting line will be between the staff displaying an FYC Burgee on the race committee boat at the starboard end and Mark C at the port end. 11.3 A limit mark may be laid adjacent to the race committee boat and is a mark of the course which shall be left on the same hand as the race committee boat. Any yacht passing between the limit mark and any part of the vessel it guards, after the preparatory signal, shall return to the pre-start side of the course bypassing outside the race committee boat and start correctly. 11.4 Yachts whose preparatory signal has not been made shall keep clear of the starting area and of all yachts whose preparatory signal has been made. 11.5 A yacht shall not start later than ten minutes after her starting signal.

12. MARK BOATS. - Not applicable 13. CHANGE OF COURSE AFTER THE START. There will be no
change of course after the start.

14. THE FINISH.


14.1 There will be two types of finish - Control Tower and Committee Boat. The finish to apply shall be designated on the course board. 14.1a For a Control Tower finish, the finishing line will be between an indicator line on the Western window of the Race Tower and the Finish mark. When finishing, all yachts shall complete the course by passing between marks 3s - 3p then round mark X (a red cylindrical mark immediately to the north of the finish line) to starboard and then pass between the finish mark and the finish clearance mark. Yachts racing shall not pass between the finish mark and the finish clearance mark unless actually finishing. Yachts so doing 24

will be disqualified. The finish clearance mark is between the Clubhouse and the finish mark. 14.1b For a committee boat finish, the finish line shall be between a mast or staff displaying an orange flag on the race committee finishing vessel and the port-end finishing mark, as prescribed on the course board. 14.1c When back-to-back races are being conducted the Race Committee may finish a tail ender boat (or boats) to avoid delaying the start of a subsequent race. This will be accomplished by a patrol boat so advising the tail end boat(s), which may then proceed directly to the next starting position. A boat or boats so finished will be awarded points equal to their positions within their class(es) or scoring groups when so finished. See also SI 18.3 The race committee may finish a boat within a fleet at or near a mark to enable a subsequent race to start. A boat so finished will receive points equal to the position occupied at the time the boat was finished and may proceed directly to the Starting area after having been so informed.

14.2 In the event of a shortened course as described in Instruction 9.4(2), the Committee Boat will fly flag S instead of the blue flag. The finishing line will be between the staff displaying the FYC Burgee and the rounding mark.

15. PENALTY SYSTEM.


The penalty shall be one 360o turn. This alters RRS 44.16.

16. TIME LIMITS.


16.1 MULTIPLE RACE SCHEDULE; Yachts failing to finish when multiple races are scheduled, within 15 minutes after the first yacht in its division / class finishes, whichever is the later, will be scored Did not finish. This changes RRS 35.16.2. The time limit per race when multiple races are scheduled is 1.5 hours per race. 16.2 SINGLE RACE SCHEDULE; The time limit for a single scheduled race will be three hours. Yachts failing to finish within this time limit, or within thirty minutes after the first yacht in her division finishes, whichever is the later, will be scored Did not finish. This changes RRS 35.

17. PROTESTS.
17.1 Protests shall be written on forms available at the Race Control Tower and delivered there within one hour after the time of the last yachts finish in that Division in that race or, where races are run back to-back, the last of the back-to-back races.

17.2 Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or named as witnesses.

18. SCORING.
18.1 The low-point scoring system, rule A2, will apply, except as modified below. The number of starters will include only those yachts satisfying series entry criteria as specified in Instruction 2 which start or are awarded average points in that race. A yacht which did not start or rank as a starter (DNC) will be awarded points equal to the number of boats of that class entered in the series plus 2. All other yachts including a yacht which starts but does not finish (DNF), a yacht which does not sign on correctly, a yacht which does not sign off correctly or 26

a yacht which is disqualified will be awarded points equal to the number of entries in that race plus 1. Competitors who join a Series after one or more races have been sailed will be awarded a Late Entrant score for each earlier race. The Late Entrant score will be the DNC score for the first (non-abandoned) race after the competitor joins the Series. Previously allocated scores will not be altered. The number of races scheduled is specified in the Notice of Race, and the number to be completed to constitute a series is 50% of the scheduled races rounded if necessary to the next highest number. The number of races to be counted for the series will be dependent on the number of races completed in that series according to the following scale: -Three or less races completed: all shall count - Between four and eight races inclusive: drop one race - Between nine and fourteen races inclusive: drop two races - Between fifteen and twenty races inclusive: drop three races. Ties shall be broken in accordance with Appendix A8 of the ISAF Rules. 18.2 Average Points. Upon application in writing to the Race Committee, average points shall automatically be awarded to boats materially prejudiced by participation in Club commitments. Average points shall be awarded upon proof of entry to boats sailing in scheduled VYC events or such events as approved by the Race Committee. This request shall be made in writing to the Race Committee, preferably before, but no later than 2 weeks after the completion of the event. Average points will be calculated in accordance with RRS A 10 (a) of the ISAF Rules.18.3 calculation of results will be based on YA Yardsticks and personal handicaps for handicap events. 18.3 Scoring Systems. All races shall be scored in accordance with the A2 Low Point scoring system with elapsed times corrected in accordance with the 2012 Yachting Victoria Yardstick Scale to provide scratch results. Handicap results shall also be provided for races in the Spring, Club Championship and Autumn Series using the Back 27

Calculated Handicap system. A maximum Applied Handicap variation between races of 5% shall apply.

19. RADIO COMMUNICATION.


Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones

20. PRIZES.
20.1 Class Definition: Yachts having four or more of the same type of yacht entered in an event (either a series or trophy race) shall constitute a Class for that event. Further, for a Series, a class shall have at least four yachts satisfying series entry criteria, who rank as a starter in at least 50% of completed races for that series rounded to the higher figure. Miscellaneous Classes for a given event shall be comprised of boats which do not have sufficient numbers to form a Class in their own right. 20.2 Trophies. For each of the Trophy races, the overall winner will be decided by adjusting each yachts elapsed time by applying a correction for and YA yardstick. For each series, trophies will be awarded in each class satisfying series qualification requirements for both outright and handicap positions. The number of trophies to be awarded for each class will depend on the average number of eligible starters for the class per race conducted in that event (fractions ignored) as follows: 4 - 5 - 1st Place. 6 - 7 - 1st, 2nd Place. 8+ 1st, 2nd, 3rd Place. Other trophies may be awarded at the discretion of the Organising Committee. At the discretion of the Race Committee, trophies may be presented at either the conclusion of each days event or at the Club's Annual Presentation Function.

ADDITIONAL SAILING INSTRUCTIONS NOT PROVIDED FOR IN ISAF APPENDIX N

21. INDEMNITY.
All those taking part in FYC races, do so at their own risk and responsibility. FYC is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment. FYC, its members or those persons assisting FYC, will not be responsible for damage caused to yachts by Club rescue boats or other boats assisting in rescue duties, or in any other circumstances or manner whatsoever. Attention is drawn to RRS 4 which states, inter alia: A boat is solely responsible for deciding whether or not to start or to continue racing.

22. MEASUREMENT.
All competing boats shall comply with all measurement specifications as published by their relevant Australian Class Authority. Prior to, during, or at the conclusion of any race or series, the Race Committee may require any competing boat, their sails or equipment to be presented for check measurement, and if such does not comply with the Class Rules, the boat is liable to disqualification by protest by the Race Committee from all races in which it has competed, or may thereafter compete in, whilst not complying with the Rules. Sailors are to ensure that all sets of sails bear the same number. If a different sail number is to be used, the Race Committee must be notified in writing before the race(s) in which the numbers are used, otherwise their points may be adversely affected.

23. SAFETY REQUIREMENTS.


23.1 As per Addendum A AYF Safety Regulations, Part 2 Off the Beach Yachts. Inspections for compliance with the safety regulations may be made, and boats which do not satisfy the regulations will be subject to disqualification by protest. See Pages 21 24. Note that Victorian State Law requires an approved Personal Flotation Device to be worn at all times when afloat. 23.2 The safety of a yacht and her entire management, including full insurance, shall be the sole responsibility of the owner and/or competitor racing the yacht. The establishment of these sailing instructions, or the acceptance of an entry in no way limits or reduces the complete responsibility of the owner and / or competitor for his crew, his yacht and the management thereof. 23.3 The Race Committee reserves the right to inspect any yacht prior to any race, at the completion of any race and at the completion of the Series. 23.4 Each Yacht shall carry a metal towing ring with a minimum internal diameter of 38 mm, securely fastened at or near the centre and front of the yacht. Each yacht shall also carry a towing line of a minimum length equal to two and a half times the hull length. A readily removable sheet meeting the length requirement is acceptable as a towing line.

24. RACE COMMITTEE BOAT.

25. SIGN ON AND SIGN OFF.


25.1 The skipper of each yacht shall sign- on prior to the warning signal of the first division of the first race of the day on a form located in the downstairs Information Area. In the case of back to back races, a valid 30

sign on for the first race will be deemed to be a valid sign on for the second race. 25.2 A signed declaration by the skipper as to the completion of the race(s) and observance of the Rules or an indication of non-completion of the race (DNF) will be required. This declaration is to be completed within thirty minutes of the finishing time of the last finisher of the last race on a form located in the Information Area. In the case of back to back races, a valid sign off for the second race will be deemed to be a valid sign off for the first race.

26. MEETING OF COMPETITORS.


A meeting of competitors may be held in the downstairs Information Area prior to any race. Questions about the sailing instructions will be accepted and answered. However, such answers, whether written or not, shall not form apart of these sailing instructions.

27. COMPLIANCE WITH SAILING INSTRUCTIONS.


Failure to comply with these Sailing Instructions shall result in disqualification from the race(s) in which they are infringed.

YACHTING AUSTRALIA SPECIAL REGULATIONS PART 2 FOR OFF THE BEACH BOATS
1. FUNDAMENTALS and DEFINITIONS
1.01 PURPOSE AND USE 1.01.1 It is the purpose of these Special Regulations to establish uniform minimum equipment, behavioral and qualification standards for Off The Beach boats and Small Open Ballasted Boats whilst racing, proceeding to and from the race course and while training. These Regulations are strongly recommended at all other times. 1.01.2 When prescribed in the notice of race these Regulations may also be extended to and applied to small open ballasted boats and small trailable boats. 1.01.3 These Special Regulations do not replace, but rather supplement, the requirements of governmental authority, the Racing Rules of Sailing and the rules of Class Associations. Where the Class Association rules are of a lesser standard than these Special Regulations then these Regulations shall prevail. 1.02 RESPONSIBILITIES 1.02.1 The safety of a boat and her crew is the sole and inescapable responsibility of the owner and the person in charge who must do their best to ensure that the boat is structurally sound, thoroughly seaworthy and manned by a crew who are physically fit to face the expected conditions. The owner and the person in charge must be satisfied as to the soundness of hull, spars, rigging, sails and all gear. The owner and the person in charge must ensure that all safety equipment is properly maintained and stowed and that the crew knows how to use it. 1.02.2 Either the establishment of these Special Regulations, their use by race organisers, nor the inspection of a boat under these 32

Regulations in any way limits or reduces the complete and unlimited responsibility of the owner and the person in charge. 1.02.3 The crew of a boat is solely responsible for deciding whether or not to start or to continue racing RRS Fundamental Rule 4.1.03

DEFINITIONS
Bailer. A bucket or similar device for manually bailing water from within a boat. Off The Beach Boats. Unballasted open boats including Centreboard Dinghies, Sailboards, Skiffs and Multihulls launched and recovered from a shoreline. Small Open Ballasted Boat. A boat not having enclosed accommodation facilities and with a ballasted keel or ballast carried internally, less than 6.100 metres LOA Permanently Fastened. Means the item is effectively built-in by bolting or glassing etc. and may not be removed while racing. Securely Fastened. Means held strongly in place by a method (e.g. rope lashings, wing nuts) which will retain the fastened object in severe conditions including a 180 degree capsize and allows for them to be removed and replaced during racing. Small Trailable Boats. See definition in Part 1 of these regulations that are less than 5.200 metres LOA.2.

2. APPLICATION and GENERAL REQUIREMENTS


2.01 INSPECTION. The Race Committee may require the owner or the person in charge to demonstrate that the boat complies with these Special Regulations. If it does not comply with these Special Regulations the boats entry may be rejected, or it may be liable to disqualification or such other penalty as may be prescribed. 33

2.02 GENERAL REQUIREMENTS. 2.02.1 All equipment required by these Special Regulations shall:-(a) Function properly.(b) Be regularly checked, cleaned and serviced.(c) When not in use shall be stowed in conditions in which deterioration is minimised.(d) Be readily accessible.(e) Be of a type, size and capacity suitable and adequate for the intended use and size of the boat.

3. SPECIFIC REGULATIONS
3.01 BUOYANCY 3.01.1 Boats sailing under these regulations shall be capable of floating and supporting a mass of not less than 25 kg for each crew member when swamped after a capsize. 3.01.2 (a) Buoyancy may be achieved by boat structure, compartments in the hull/s or by additional buoyancy bags. (b) Buoyancy that is not built into the boat shall be enclosed in compartments or by all-round straps or other equally secure fastening. (c) Buoyancy shall be so distributed as to float the boat on an even keel when swamped following righting after capsize. 3.01.3 Each hull of a Catamaran shall be able to support the required mass. 3.01.4 (a) Boats fitted with bag buoyancy shall be able to support the required mass with not less than half of the number of buoyancy bags deflated. (b) Boats with enclosed hulls divided into at least two separate compartments shall be able to support the required mass with not less than half of the number of compartments flooded. (c) Boats with enclosed hulls not divided into compartments shall be able to support the required mass with the whole hull flooded. 3.02 MASTS

3.02.1 Hollow masts shall be either: (a) completely sealed to prevent the entry of water, or (b) self draining 3.02.2 Unstayed masts shall be securely attached to the hull. 3.02.3 Sailboards (mast and sail) shall be rigged in such a way that it is capable of being securely stowed in a compact manner longitudinally on the board so that the crew is unimpeded whilst controlling the board under tow or while paddling in the prone position. 3.03.1 CENTREBOARDS, RUDDERS AND TILLERS (a) Centreboards shall be securely fastened to the hull by lanyard, bolt, pin or other effective means so that they remain in the centreboard case when the boat is inverted.(b) Sailboards shall be fitted with a friction device to maintain the centreboard in the case or a lanyard to attach the centreboard to the board. 3.03.2 Unless the rudder box or rudder stock is securely fastened to the hull and requires tools to remove it, a rudder pin or pintle of each rudder shall be fitted with a stainless steel retaining pin that passes through the pin or pintle such as to prevent the rudder/s becoming detached. 3.03.3 Tillers which are not permanently fastened to the rudder stock/shall be securely fastened to them whilst the boat is afloat. 3.03.4 Rudder blades which are not permanently fastened to the rudder stock/s shall be securely fastened to them whilst the boat is afloat. 3.04 BAILERS AND PUMPS 3.04.1 Boats other than those that have adequately enclosed substantially self draining hulls, shall carry one adequate bailer or pump available for immediate use, in addition to any transom flaps or venturi type bailers or other automatic devices that may be fitted. 35

3.04.2 A boat shall be considered to be substantially self -draining if it is capable of sailing or accepting a tow after capsize without prior bailing. 3.04.3 Pumps, if not permanently attached to the hull, and bailers shall be secured to the hull with a lanyard of length sufficient to permit the equipment to be operated without releasing the lanyard. 3.05 TOWING 3.05.1 All crews shall be aware of the location for attaching a towline to the boat and shall be able to demonstrate such.

4. IDENTIFICATION
4.01 HULL IDENTIFICATION 4.01.1 All boats shall bear the identification, required by 4.01.3, located externally on the transom or on both outboard sides of the hull(s) or rear beam, or on the aft deck of sailboards. 4.01.2 Letters and figures shall be legible, indelible and of contrasting color to the background on which they are located and of at least the height and thickness specified. 4.01.3 Required information:(a) Name of boat in letters and figures at least 50 mm high and 8 mm thickness.(b) Registered sail number in letters and figures at least 50mm high and 8 mm thickness.(c) Name of club (see 4.01.4) with which the boat is registered in letters and figures at least 20 mm high and 4 mm thickness.4.01.4a) The name of the club may be abbreviated.(b) It is recommended that the name of the club should be in full as some clubs may use the same abbreviation, which can make correct identification of a particular boat difficult.
5. PERSONAL EQUIPMENT

5.01 PERSONAL FLOTATION DEVICES 36

PFD requirements vary between the States and Territories and it is recommended that before purchase and use it should be established that the PFD is acceptable under local law. At the time of finalising these regulations, a new Australian Standard AS 4758 for PFDs was in the process of being published. When it is complete and Yachting Australia has had the opportunity of considering the impact on the YA Special Regulations, amendments to these regulations will be promulgated on the YA website www.yachting.org.au to mandate their use in addition to or in substitution of those PFDs already included in these Special Regulations. 5.01.1 All crew members shall wear, whilst afloat, a personal flotation device (PFD) secured about their persons in a manner appropriate to the design of the device. 5.01.2 PFDs shall comply with one of the following:(a) Standard AS1512 for PFD Type 1; or(b) Australian Standard AS1499 for PFD Type 2; or(c)Australian Standard AS2260 for PFD Type 3; PFD type 3 will not be acceptable after 07/2011.or(d) be branded with the respective standard authoritys mark of approval. 5.01.3 Inflatable PFDs shall not be used.5.01.4 PFDs shall be maintained in good repair.5.01.5 PFDs shall be marked on the inside to identify their ownership. Preferably this should be the name of the individual owner and a contact telephone number; otherwise it shall be the name of the club or other organisation to which the PFD belongs. 5.02 PERSONAL CLOTHING 5.02.1 It is recommended that suitable clothing for the local conditions be worn. This may include adequate cover against sunburn in both clear and cloudy weather and adequate warm clothing in cold conditions to protect against hypothermia. This may include thermal Underwear, woolen pullovers or full or partial wetsuits. 37
