I left a voice mail message for you.
To answer #1 I believe I gave you incorrect information initially about the times.
All of the times are zulu so the TPA to LEX flight at 20:38 is 16:38 or 4:38pm, consistent
with the Tampa airport records. I apologize for the confusion.
For #2 through #5, these are records that transferred with TSA. For #6, FAA does not have
a record of any special authorizations to allow the flight from Tampa to Lexington and
back.

We have a couple more questions based on the materials we have received. We anticipate
they will be the last ones on this issue.
1. Is the time the FAA indicates for the Tampa-Lexington Flight — 20:38 hours on
9/13/01--in "Zulu" (Greenwich Mean Time)? 2. What restrictions if any, beyond those you
have already provided us information about, were placed on flights of Part 135 (charter)
carriers after 9/11, and when did any such restrictions end? 3. What restrictions if any,
beyond those you have already provided us information about, were placed on flights of
Part 91 (general aviation) carriers after 9/11, and when did any such restrictions end? 4.
What restrictions if any, beyond those you have already provided us information about,
were placed on flights of Part 129 (foreign flag) carriers after 9/11, and when did any

QUESTION #1: At what precise time was the National Airspace closed on
September 11,2001?
QUESTION #2: What was the policy about which airplanes could fly
during the closure of the National Air Space?
QUESTION #3: On what date and at what precise time did the National
Airspace reopen after the September 11, 2001 terror attacks?
QUESTON #5: On what date, and at what precise time did the following
airports reopen after the September 11, 2001 terror attacks? If the date and
time differ for general aviation versus commercial, please provide both:
"The Providence flight" — A Northstar Aviation (Pacific Jet Company) flight with four
Saudi nationals departing from Providence, Rhode Island for Paris, France on or about
September 14,2001;
Our data did not include any information of flights departing Providence, RI to
anywhere in France on or about September 14, 2001.
Since the request was for "on or about", the data search included the day
