PREFATORY STATEMENT To complement the Local Government Performance Management System (LGPMS) being utilized to measure the performance of provinces, cities and municipalities, the epartment, through the !ational "arangay #perations #ffice, developed an instrument called the "arangay Governance Performance Management System ("GPMS)$ This is an assessment tool for barangays that measures the effective delivery of services and accomplishments in the performance of their function as mandated in the %&&% Local Government 'ode and other related issuances$ The development of the system (as funded by the )sian evelopment "an* under its Technical )ssistance on Local Governance and +iscal Management () " T) ,--.)$ Similar to the LGPMS, the "GPMS provides a clear picture of the performance and productivity level of barangays in the areas of Governance, )dministration, Social Services, /conomic evelopment and /nvironmental Management (G)S//)$ The said measurement0evaluation instrument (ill identify and determine the presence and absence of1 (a) barangay compliance to laws and presidential directives; (b) facilities and equipment; (c) managerial and administrative capacities of barangay officials; and (d) programs and project being implemented and thereby also reflecting the barangays2 capacity and limitations in the five (3) performance areas$ 4t shall also serve as guide for the higher local government units, the national government and other service providers to determine the *ind of policy and program intervention the barangay needs$ +inally, "GPMS encourages the barangay to improve its performance and productivity, thus, leading to a better 5uality of life for its residents$

OBJECTIVES OF BGPMS Serve as the basis for the national government and policyma*ers in formulating policy that (ould rationalize assistance to barangays6 Apprise the city or municipal government of the present state or level of performance of its component barangays and thus be guided in the formulation of integrated policies, plans and programs that would lead to the barangays efficient delivery of basic services and effective discharge of its functions and responsibilities; Provide the city and municipal government with vital data/inputs in the accomplishments of the data requirements of their own LGP !;
