Brief Scope of Work -

No overall Plat Plan has been appended with the Tender. Without Plot Plan and Equipment Refer attachment no 1 Layout the Scope of Work is not being properly assessed. Please Provide details. Please clarify all Offsite, Utilities and General Facilities associated with the Terminal for which Detailed Engineering requires to be performed viz roads, drains, security and time office, any non plant buildings, fencing and compound wall, watch tower Detailed Engineering is not required for roads, drains, security and time office, any non plant buildings, fencing and compound wall, watch tower. Whether any enabling facilities like construction power, construction water, Cement gowdon, Ware house only will be required warehouse etc. are included in the scope of work not specified in the tender. Please elaborate. Please clarify whether all utilities i.e. raw water, plant air, instrument air, service water, fire water systems, including reservoirs and storages, pump house are available with the plot, whether any reservoir, storages, pump houses etc are to be included in the scope. Plant air & instrument air no available and not required.

No information regarding PFD, P&ID, Process Data Equipment Sheets, SLDs, are available Necessary docs shall be provided after award of as part of the Tender. In absence of above exact Scope of Project Work is not fully job. visualised for detailed engineering for the same. Please furnish above documents. Please clarify the site weather data like Soil data, ground water level etc to ascertain pile foundation if required. NRL shall provide Geo technical investigation report after award of job.However refer Attachement no 2 for foundation recommendation for the existing tank pads. The project envisages 48 nos. of loading arms in the rail loading gantry for full tank wagon 24 loading arms for MS and 24 for SKO loading loading facility for products like MS as well as SKO, please clarify whether provision for road arms with nessary instruments will be required in tanker loading is also envisaged. Specify philosophy for product loading both for MS and the existing gantry. Road tanker loading facility not SKO for rail loading gantry as well as road tanker loading if required required. Whether railway marshalling yard and railway sidings for loading will be part of the scope of work under this tender or it will be arranged through other agency. 4.1.2 Whether tank design also required to be approved by reputed government institution like IIT Not required The clause 4.1.2 modified as " All relevant documents pertaining to the design of tank foundation will have to be vetted by reputed government institution like IIT. Tanks shall be designed in accordance with API 650,11th edition ,2007 (or latest) and applicable appendix with latest edition and supplement.The tank and pipeline design carried out by the bidder shall be presented/demonstrated to NRL and satisfy its structural stability using reputed software.NRL at its own discrtion may get the above design vetted by any other agency at its own cost and their recommndation if any shall be complied with" Except Hazop Analysis, all studies are under NRL scope. There shall not be any separate approval process for the design & engineering carried out by the bidder except for clause 4.1.2 as amended above(refer sr no 9 above) The scope of PMC is covered in the contract.The brief scope of this tender are as follows: Group A Design and detail engineering Preparation of Bill of Materials, Bill of Quantities. The as built drawings will be carried out by respective construction contractors.However overall responsibility and submission of accurate drawing lies with the bidder under Gr B.The bidder also has to submit the asbuilt PFD,P&IDand SLD.

Please clarify the Scope envisaged on fire fighting systems for the total job under (iv) of clause 3 you have mentioned only FW network / fire fighting equipment. Please elaborate whether it includes also foam systems, deluge systems, fire and gas systems, alarm systems, sprinkler systems, elevated monitor, hydrants etc.

Scope of fire figting system shall include Rim seal fire protection, foam systems, deluge systems, fire and gas detector system, alarm systems, sprinkler systems, elevated monitor, hydrants,long range monitors for existing system etc.and any other observation from statutory body

Whether Inspection and expediting services are to be covered for equipment and for all bulk QAP for procurement material shall be prepared materials like piping, electricals, instrumentation, structural etc. or these will be carried out by the bidder.However inspection and expediting by third party agencies. services are not included in the scope of the bidder. Under Procurement services - you have specified consultant shall prepare cost estimates. Cost estimates shall be prepared for all material Please elaborate. Whether the same will be done for all material requisitions (user), tenders, requisition and teneders.The estimates shall be etc. Please define accuracy of the cost estimates, considering market volatility. realistic and prepared based on current market price taking into considerions all local factors. Please refer Clause no. 4.5 specifies the Construction Management and supervision. As per the "Schedule of Rate format of Part II pried Bid you have indicated separately man months for various construction management and site supervision services like resident construction manager, lead discipline engineer (Civil, Mechanical, QA/QC, safety, electrical, Warehouse supervisor etc.) Please clarify whether these indicative man months are inclusive of assistance required for pre-commissioning and commissioning for tankages and offsites and utilities as per clause no. 4.6 (page 6) Please define "Contracting Strategy" whether one single tender to cover all civil, mechanical, piping, electrical, instrumentation, painting, insulation, Fire proofing pavements or separate tender for each discipline of work and whether procedure for limited tendering will be followed. Bidder to quote for the extra manpower like Planning Engineer, Cost Controller, Instrumentation Engineer on man month basis. This shall be utilised in case of exigencies ,however shall not be part of evaluation.

Construction Management and supervision

The tendering shall be carried out by NRL,the bidder has to do techno-commercial evaluation.At this stage we envisaged following four tenders.1)Tankage contract, which shall also include the tank pads (foundations), dyke walls, fire walls & fire fighting equipments. 2)Mechanical Piping works pertaining to Additional tankage and Civil, Structural & Mechanical Works pertaining to Rail Gantry,recommendation from statutory authoriteis. 3) Electrical and Instrumentation work. 4)Terminal Automation Work .However the above may vary accoring to the actual site requiremnt and bidder's price shall remain firm for any such variation.

Defect Liability

Please refer Clause 5.3 of the clause on defect liability which states as "Any cost payable to contractor due to rectification / modification of jobs that has arisen due to the fault of consultant shall be borne by them". This appears to be very harsh. We understand that with respect to defective engineering due to reasons solely attributable to consultant, will rectify the errors at its own cost however, consultant will not be liable for any consequential damages. Please clarify and advise maximum liabilities.

The clause is modified as below : In case of faulty design or/and engineering due to reasons solely attributable to the consultant, the consultant shall provide the modified and correct deisgn/ engineering without any additional cost to NRL. However, the consultant will not be liable for any consequential damages. Office furniture,Desk top PC with MS office,LAN printer;one land line telephone connection shall be provided by NRL.However all revenue expenses including stationery and consumables shall be borne by the bidder.Drinking water and electricity for office use shall be are not chargeable.Canteen facilty can be availed on chargeable basis.Communication expenses to be born by the bidder.

Owner's Responsibilities

We understand office facilities will be provided by you at site along with office infrastructure facilities like desk top, pc, functional software like MS Office etc. printers, telephone, E-mail with LAN connectivity etc. Please clarify the above facilities are inclusive of all utilities like drinking water, electricity, cost of communications, tea and snakes, etc.

Cl.3 of Scope of project SCC work -

Point no (i) indicates tanks for MS and HSD where as point no (iii) indicates loading arms for Tanks are for MS and HSD and loading arms are MS and SKO. NRL to confirm whether tanks are for HSD or SKO. Also confirm whether for MS & SKO.Tanks are floating roof tank. these tanks are external floating roof type tanks. Kindly confirm whether vapour recovery system requires particularly for MS loading? Utilities as required will be provided by NRL from existing facilities at one tie-in point. Only distribution will be included in our scope of work. No adequacy check of existing utilities is required, kindly confirm. We envisage 2 sets of pumps, one for MS and another one for HSD (or SKO) loading. kindly confirm. Not required The bidder to check and recommend adequacy check of existing fire water and power supply except ETP and oil catcher. No pumps will be required.

We envisage that the existing Effluent treatment plant, Oily water sewer / treatment, Contaminated rain water sewer system, Storm water sewer system, Domestic sewage treatment plant are adequate to take up the additional load from the new facilities. No adequacy check need to be considered for these facilities. Also no new facilities / augmentation of the existing facilities need to be considered, Kindly confirm. NRL to confirm need for any additives to be injected prior to loading of MS and HSD (or SKO). We understand that 415V Power supply as required will be provided by NRL from existing switchboards /Infrastructure & only distribution is in our scope. No adequacy check of existing facilities or checking of availability of spares in existing switchboards /distribution boards needs to be done, kindly confirm..

Adequecy of effluent system and oil catcher shall not be done by bidder.The bidder has to inter connect new system with the existing one.

NRL to clarify scope of approval of Pipeline design from Government Institutions. Further , the scope with the existing terminal will be considered as Piping and shall be designed as per ASME B 31.3 NRL to provide Risk Assessment report on successful award of the contract NRL will provide editable As built drawings / documents/ standard specifications, required for engineering works for the Additional tankage. Refer reply at Sr 18 above ESD (Emergency shut-down system) is part of the TAS in the control room. ESD switches are installed at 6 locations inside the terminal. Activation of particular ESD switch halts the operation of a defined area, which is controlled by TAS. FGS (Fire & Gas System) Independent Fire alarm system is available in the terminal. Smoke detectors & manual call points are located at different locations inside the terminal. These detectors are connected to fire alarm panel installed in the fire station inside the terminal. Also on the tank roofs, Rim seal fire protection is available. Electrical signals of the rim seal fire protection system in the tank area are connected to the rim seal panel at control room.

Please confirm scope of Electrical works - we presume Lighting and Earthing for the new tanks with associated cabling will form scope of Electrical works. Further, please confirm that power supply to new facilities shall be from existing Substation and spare feeders are available in Panels / Distribution boards. Please confirm if Cathodic Protection System for underside of Bottom Plate shall be required for the tanks. Cathodic Protection if required, Soil Resistivity report shall be provided by NRL. Request for Safety & Security Instruction of the Owner (NRL).
