Fijis renowned international golfer Vijay Singh is backing Fiji. He has thrown his support behind the Fiji International to be played at Natadola Bay next year. While it is not clear whether the former Nadi Airport caddy would return home to play, he believes the tournament will have many benefits for Fiji. Singh is in Australia for the Talisker Masters tournament. Singh told the media in Australia ahead of the Talisker Masters in Melbourne, that hes been part of discussions about the inaugural Fiji International which will be co-sanctioned by the PGA Tour of Australasia and One Asia.

It will be a big thing for Fiji, Singh said. National Golf Association of Fiji president Sitiveni Rabuka said it was very good to see that Singh, someone who designed the Natadola course, has supported the tournament. This is a very positive move as far as golf is concerned in Fiji, the former prime minister said. To see that one of our own sons excelling in the international golf arena showing that he cares about his place of birth is encouraging and touching, Rabuka said. I hope he will be here as well next year to be part of the competition which will be a great benefit for his

fellow Fijians. Rabuka said Singh and the PGA would boost our economy. I also hope fellow Fijian, Rika Batibasaga will also be part of the competition as this is the first ever major international golf competition on the Nadroga soil where he also comes from. Singh, when asked about how he got into golf growing up in such a rugby-dominant country, said the choice was an easy one from a young age. I was too small and too skinny to play rugby so there was no chance of me playing rugby. You have seen the Fijian boys, they are not small, he joked. And my dad was always a golfer. He always played golf and my brothers played golf and we lived right next to a golf course so all I knew was golf so that is pretty much what I kept going with. While Singh hasnt been back to Fiji for a number of years, he says he thinks of his home country often. When you go there it is like going to Hawaii from America. You just go there and it seems like somebody just takes all the stress away from you, he said. I mean when you get to a bigger city everything is go, go, go. I mean, it is all time. You are on a schedule. But when you go to Fiji, there is no schedule. It is your own time, he said.

The 2014 National Budget announced by Prime Minister Commodore Voreqe Bainimarama has wowed many people in the country. Individual Fijians students, businesspeople, employers and even politicians have been full of praise for yet another bold initiative by the Government. The estimated revenue for 2014 is $2.721 billion against an estimated expenditure of $2.883 billion. This means more money for development projects and initiatives, but it also demonstrates how we are giving greater priority to ensuring our nations long-term well-being, Commodore Bainimarama said. Major spending commitments were announced in the areas of education, health, water, housing, electricity, roads and Government services, amongst others. The Prime Minister said these were also being financed through partial and responsible divestment of certain Government assets, which will create new value in the economy and grow our capital markets. Move for a smarter nation Education was the biggest winner in the 2014 National Budget. Concrete steps have been taken by Government towards making Fiji a smarter nation and has seen a major chunk of budget allocated for the education sector. This will mean that from 2014, Government will provide free education for primary and secondary students and loan schemes for tertiary students at extremely low interest rates. The $541.5 million being budgeted for the education sector is nearly 19 per cent of the total budget. Commodore Bainimarama said: 2014 would go down as the year Fiji embarked on an education revolution to better equip our young people for their future. Also build a Fiji that is not just smarter, but which provides every young person with increased opportunities. He labeled this as the boldest investment ever made by Fiji as a nation. It will require additional finance, but it is a good investment, a wise investment, Commodore Bainimarama said. Because it is an investment in every Fijian child at primary level, secondary level and those wanting to go on to our universities and technical colleges. We do it proudly and unashamedly in pursuit of our vision of Fiji as a clever country, an economic powerhouse driven by the finest minds and equipped with the finest skills. Civil servants pay rise

A Budget For All Fijians

Commodore Bainimarama further announced substantial pay rises from eight per cent to 23 per cent for civil servants including all disciplined forces. Government has allocated more than $92 million for these pay increases. Commodore Bainimarama said this would ensure we attract the best people for the jobs. This is part of our efforts to improve the quality of Government services for ordinary people; of making Government more helpful and accessible, he said. We expect that the new salaries for all civil servants will dramatically raise the overall quality of our civil service and the services they deliver to the Fijian people by attracting talented individuals and by discouraging corruption. Providing better utilities The budget will also connect thousands of families to water and electricity. It will increase access to affordable housing. It will make justice more accessible, Commodore Bainimarama said. It will help establish strong and independent institutions, as required under the Constitution. And it will encourage investment, job creation, and economic growth. This budget supports our promise to make Fiji fairer, more equal, and more just. Exciting times In conclusion, the Prime Minister said the 2014 Budget continues with the overall policy objectives of his Government. It builds upon the already existing principles of being consistent, transparent, responsible and prudent. Similar to previous budgets, it provides long-term solutions, he said. It empowers Fijians in a very fundamental manner whether its in education, health, jobs, roads, increased opportunities, or improvement in the quality of their lives. It has meant being prudent with Government finances. It has meant keeping a check on corruption, being smart and savvy, and keeping our focus on the future. Given the revised growth forecast of 3.6 per cent for this year and a sound economic framework, Commodore Bainimarama said we have exciting times ahead of us with new and numerous opportunities. As a nation, we must not let go of these unprecedented opportunities. We must stay the course, he said. As we prepare for parliamentary elections in 2014, together, we Fijians have the ability to make our nation great.

Students attending fully privately operated schools will not qualify for the free education programme provided by the Government. This was confirmed by the Permanent Secretary for Education, Dr Brij Lal. Dr Lals clarification means that the fee-charging privately operated schools like the International Schools in Suva and Nadi, Suva Christian School, and Fiji LDS Church College and Primary are not eligible for the assistance. This is from the $541.5 million is budgeted for the education sector the biggest sum allocated in the 2014 National Budget. No, they do not qualify for assistance. That is to my understanding, Dr Lal said of the fully privately owned and operated schools. During the 2014 National Budget announcement last Friday Prime Minister Commodore Voreqe Bainimarama said students from Year One (Class One) to Year Thirteen (Form Seven) will receive free education from 2014. This will apply to all students attending schools receiving Government funding. That means families will no longer pay any tuition fee, textbook fee, building

Dr Brij Lal fee, or any other fee usually charged by primary schools from Year One to Year Eight (Class One to Class Eight) benefiting the parents and families of 136,000 primary school children. For secondary schools, the Government will provide $31.5 million for tuition fees and this will benefit the parents and families of 66,000 secondary school students.

AIRPORT departure tax will increase from $150 to $200, with $10 being directed towards the conservation of the environment. In announcing the 2014 National Budget, Prime Minister and Minister for Finance Commodore Voreqe Bainimarama said this would be effective from January 1 next year - $5 from this amount would go to Civil Aviation Authority of Fiji (CAAF) and $10 would be given to Airports Fiji Limited. "The increased tax will include a $10 environment levy for government's obligations and commitment to a clean and sustainable natural world as provided for under the Constitution," Commodore Bainimarama said.

REVENUE from value added tax (VAT) collections in 2014 is expected to reach $777million, about $97m higher than this year. And according to the Ministry of Finance, the higher estimated collection took into account continuation of the present momentum in consumer spending with further impetus from civil service pay rise and higher projected imports for next year. In its economic and fiscal update supplement for the 2014 National Budget address, the ministry said VAT was part of indirect taxes, one of the major components of government's operating revenues, alongside direct taxes such as personal income tax (PAYE), corporate tax, withholding taxes, capital gains tax, social responsibility tax and fringe benefit tax. "Customs duties comprise fiscal duty, local excise duty, import excise duty, export duty and luxury vehicle duty. Revenue receipts from Customs duty in 2012 totaled $371.4m," the ministry said.

He said tax policy was a critical element of a nation's economy and must be held at a level that was high enough to sustain the services people expected and required from government. Commodore Bainimarama said taxes must also be low enough to allow the ordinary taxpayer to keep as much of the fruit of his or her labour as possible, allow for private capital to be formed and encourage investment. "If we do this, we will generate more economic activity, which will continue to generate the income government needs to do what the people expect. "In return, the people have a responsibility to pay their taxes in full and on time."

increase to $440.9m mainly due to increasing imports, implementation of the two cents green tax and increase in duties on alcohol and cigarettes in 2013. "Customs revenue for 2014 is projected to be $491.5m, an increase of 11.5 per cent from this year. This is supported by rising imports associated with the upbeat economic activity." The ministry said the 10 per cent increase in excise duties on alcohol, cigarettes and other policy initiatives in the 2014 National Budget also supported the projected Customs revenue projection for next year. In terms of dividends from investments, the ministry said, receipts from State-owned enterprises and profit repatriation from the Reserve Bank of Fiji totaled $45m in 2012. "The receipts are anticipated to be about $38.5m and $36.1m in 2013 and 2014 respectively," the ministry said.

More of our locally-owned businesses are stepping out of the Fijian market and opening up markets in more developed countries. The latest one is Pacific Batteries Limited, a subsidiary of CJ Patel Group, which has already started establishing its battery brand in neighbouring Australia and New Zealand. While the company had set up in Auckland, New Zealand, last year and in Australia this year general manager, Diwakar Dubey says they will do their branding more aggressively now. The company initially set up Sales and Service Centres in Auckland and will soon look to Wellington and Christchurch with total investment of $500,000. Mr Dubey said: So in the New Zealand market, we have put a warehouse and we have staff and our vehicles on the ground in Auckland. In Australia we have invested around $100,000 to begin with and investment will continue to grow once it rolls out proper. The company has taken on board a full-time manager with staff to Sydney. Additionally, they have sealed a contract to manufacture as well for Middle East countries, but further decisions are yet to be made.

New Maternity Unit In Nasinu

Women living in the Nasinu area will soon spend less time in hospital while in labour when the Makoi Health Centre has a new maternity unit built. Prime Minister Commodore Voreqe Bainimaramas announcement on the 2014 National Budget last Friday of a low-risk 10-bed maternity unit, at a cost of $600,000, means that women will no longer travel to the Colonial War Memorial Hospital once the unit is up and running. The Minister for Health, Dr Neil Sharma, confirmed that the unit should be operational next year. He assured that it would take only six months to build. The announcement has been applauded not only by women but also men living in the Nasinu area. Penina Baleiwai, of Narere, believes this will address overcrowding at the CWM hospital. In some cases women lie in the passages after giving birth because of over- crowding. With this unit in Makoi, there is no need for women living in the area to go to Suva, Ms Baleiwai said. Bal Ram, of Valelevu, said they wouldnt be spending lots of money on taxi fare because of the distance. Again our family members spend quite an amount too going daily to visit but instead of going to Suva we can just go to Makoi, Mr Ram said. Alitiana Koroi, of Makoi, said there would be a low risk of infant mortality. Some women tend to give birth along the way because of the distance. So thank you Government for thinking of us, she said. Commodore Bainimarama said the new facility would make this crucial health service more readily available to women living in the Makoi community, reducing the risk of maternal or infant mortality in this populous area. THE Taveuni Rotary Club used about $400,000 on its annual eye project over the past eight years. Club executive Geoff Amos said the funding was given by rotary clubs, Vodafone Fiji Foundation and private donors. "We provide transport and food for the patients and we pick them up from their homes and take them back safely," Mr Amos said. "We have our volunteers around Fiji for this project and they are the ones who bring the patients to the island.

Fiji's government in its 2014 National Budget has announced a 10% increase in excise duty of tobacco and alcohol. While making the announcement, Prime Minister and Minister of Finance Commodore Voreqe Bainimarama said the increase would help the Ministry of Health fight non-communicable

diseases (NCDs). In addition, the allowable quantity of cigarettes which can be purchased at duty free shops will be reduced from 250 grams to 200 grams. While the prices for tobacco and alcohol increases from next year, the minimum age limit will also increase from 17 to 18 years.

Fiji's Prime Minister Commodore Josaia Voreqe Bainimarama has urged taxi drivers to serve the people better and not to rip off passengers as they are their customers. He made the remarks during the launch of the Veivueti Taxis Co-op Base in Nausori.

Don't Rip Off People, PM Tells Taxi Drivers

"Our patients come in from as far as the Yasawa Islands, the Western Division, Central and the Northern divisions." Mr Amos said apart from the donation, some villagers have also helped. "The root crops such as dalo, cassava, vudi and vegetables and fruits are brought in by the villagers to feed the patients." "We also have volunteers cooking food for the patients. "No one is paid and it's all about making a difference in people's lives," he said.

I want to urge all of you to take advantage of your new co-op but also use it to serve the people better, said Bainimarama. The newly opened taxi base is offering the service of 48 taxi and one minibus. There are another 60 operators whove lodged applications to join the taxi base.

Home Finance Company Limited (HFC) has been granted its banking license. This will see HFCs entry into the Fijian market early next year as the countrys sixth commercial bank. The increased competition in the banking sector as a result of HFCs entry is expected to further benefit customers with better products and services. Prime Minister Commodore Voreqe Bainimarama made the announcement during the 2014 National budget announcement. HFC, with strong and transparent governance, will have to compete in the marketplace with other commercial banks and operate as a profitable business, he said. But, Commodore Bainimarama said this wouldnt be just any bank as it would belong to the Fijian people. HFC is owned 75 per cent by the Fiji National Provident Fund and 25 per cent by the Unit Trust of Fiji.

HFC Granted Banking Licence

The difference is that the people of Fiji are the shareholders, and the profits will help ensure their future. Requirements met Governor of the Reserve Bank of Fiji, Barry Whiteside, said HFC had been given the licence as it had met all the requirements. They have fulfilled all the requirements for the licensing, which are not easy to meet, he said. They had been applying for license for some time and they had been trying to meet these requirements for some time.

Fiji will replace the blanket 13-year tax holiday for investments of $1 million or more with a tiered threshold system in 2014. Now, investments between $250,000 and $1 million will qualify for a 5-year tax holiday while investments between $1 million and $2 million will qualify

13 Year Tax Holiday Only If You Invest $2M

With HFCs entry into the commercial banking sector, Fiji will from next year have six banks. Mr Whiteside said this had been possible as we do not have any policy on the number of banks that can operate in Fiji. They (banks) can come in and compete but we will monitor them very closely and ensure that they are prudent in all their activities, he said. The other banks include Westpac Fiji, ANZ Fiji, Bank of Baroda, Bank South Pacific and BRED Bank (Fiji) Limited.

for a seven-year tax holiday. And investments above $2 million will qualify for a 13-year tax holiday. The Tavua to Korovou region will also be declared a tax free zone for other commercial activities in 2014 and not just agriculture and dairy as announced in the 2013 Budget.

Fiji Pay, National Switch In Place In 2014

Fiji is finalising the introduction of the the 'FijiPay' system and an electronic National Switch to which all banks and financial institutions will be required to connect at the latest by January 2014. As a result, electronic transactions will be able to take place between all financial institutions and all other entities connected to the National Switch, meaning that consumers and businesses will enjoy vastly improved electronic services and convenience. Companies looking to provide eTicketing solutions to Fijian bus operators will also have to connect to the National Switch. This will ensure that there will be 100 per cent interoperability between all systems that are introduced to the market. By January of next year, the equal distribution of land lease monies will be implemented through electronic means. Landowners will have the option to have their lease monies paid

to individual bank accounts or through the FijiPay system. The government's ITC department will also continue work on an eServicesFiji online portal through which citizens, visitors and investors will be able to access a whole host of government services. The portal will include an Investment Fiji application to allow investors single window clearance to submit applications, register company names, apply for Tax Identification Numbers and seek RBF clearance, all online. An allocation of $250,000 has also been made in the 2014 National Budget for the International Standards Organisation and the Payment Card Industry certification for the government data centre. Fijis ITC Department has been given $20.1 million for the upgrade of all government ministries and departments IT systems in 2014.

$417M Revenue
WITH the collection from direct taxes for 2014 projected to be $417.9m, personal income tax and corporate tax collections are expected to increase in tandem with improved macroeconomic outlook and labour market conditions. According to the Ministry of Finance's economic and fiscal supplement to the 2014 Budget address, lower tax refunds with the implementation of pay as you earn (PAYE) as a final tax and increase in civil service remuneration would positively support collections next year. "In 2012, total direct tax collections amounted to $492.7m while $423.2m is expected for 2013. The lower collection this year was due to the one-off overlapping corporate tax collections in 2012 as a result of the change in the advance tax payment schedule," the ministry said. Fiji Commerce Commission chairman Dr Mahendra Reddy commended the 2014 National Budget saying it was a mix of expenditure and investment focused towards growth. "The real test for government and the country would be to ensure the expenditure demonstrated here can be delivered and sustained through the revenue base," he said at the Fiji Revenue and Customs Authority in Suva. With total estimated expenditure for 2014 totaling more than $2.88billion over revenue of more than $2.72b, Dr Reddy said having a deficit budget was normal. "The question is what you do with the excess expenditure over revenue whether you raise the productivity capacity of the economy or whether you spend it in conspicuous consumption," he said. "In this case, you see the investment of programs there. In terms of the commission's submission, there was no increase but we are managing it. We'll see what we can." He said government's focus on the education sector lifted Fiji's status among developing countries.

CIGARETTE smokers and alcohol drinkers will have to dig deep into their pocket from next year following the announcement of a 10 per cent increase in the excise duty on tobacco and alcohol. This was announced by Prime Minister and Minister for Finance Commodore Voreqe Bainimarama at the Fiji Revenue and Customs Authority. Commodore Bainimarama said this was introduced in line with government's efforts to reduce non-communicable diseases in the country. "In addition, the allowable quantity of cigarettes, which can be purchased at duty free shops, will be reduced from 250 grams to 200 grams. "The minimum age for persons eligible to purchase cigarettes from duty free shops will be increased from 17 years to 18 years," he said. According to FRCA, the excise rates

Paradise Beverages plans to cease brewing operations at the Lautoka Brewery during the second half of 2014. In a statement, the company said the site will be redeveloped into a distribution warehouse for beer and rum products in the West and for export. The company's existing permanent workforce at the Lautoka Brewery will be offered new roles at the Lautoka Distillery, the redeveloped Lautoka warehouse and the Suva Brewery. Casual and part-time employees who may be laid off due to the change will be assisted to find alternative employment. The change follows ongoing works to expand the Suva Brewery as part of the company's FJ$44million three-year investment plan. The second stage of the plan, worth $18million, will begin in early 2014. This will include the installation of a brew-house, malt silosm yeast progagation plant and other plant and equipment upgrades to replace the existing dated Suva Brewery plant and

equipment. The project will double the site's brewing capacity and create additional employment opportunities in the Fiji operations. The company's $44million plan includes the upgrade of the Lautoka Distillery to expand capacity and replace aged plant and equipment. Details are expected to be announced early next year. Chairman John Murphy said the investments are key enablers of the company's export strategy, commencing with first orders of Fiji Bitter and the recently acquired Vonu Brand to Australia from early 2014. The company's first major export order of Bounty Rum to Australia was completed this month. Meanwhile, on completion of the three-year plan, the company's Fijian manufacturing operations will encompass beer and alcoholic-readyto-drink (ARTD) production at Suva, rum and spirits distilling operations at Lautoka as well as the beer and soft drink operations in Samoa, Murphy said.

GOVERNMENT will introduce a number of incentives to help develop the lucrative backpacking market in Fiji. And according to the 2014 National Budget, it would implement an income tax exemption for locallyowned backpacker operations with an annual sales turnover of less than $1million. The initiative was announced by Prime Minister and Finance Minister Commodore Voreqe Bainimarama at the Fiji Revenue and Customs Authority in Suva last week. Coupled with this incentive, Commodore Bainimarama said, duty exemption would be granted for the importation of raw materials and equipment used for the construction of

Tourism is the only industry that can spread the benefits of tourism Fiji-wide," Mr Seeto said. "This will benefit indigenous communities and creates economic activities to benefit the villages in those areas." Mr Seeto said the 2014 Budget was balance and focused on people's lives and business. "This is just wonderful news because this will develop the people and the local management talents." He said they would tap into more markets as one of their main focus.

Mr Vananalagi handed written plea mitigation to the court and added that his client was a first offender. He said the man was also married with five children. He added a traditional apology had been presented in 2010, the man was remorseful, pleaded guilty early and had been remanded for one year eight months. Director of Public Prosecutions lawyer, Yogesh Prasad, informed the court that the state was looking at seven to 15 years prison term in their sentence submissions. The man will be sentenced on November 19.

Naitata Joins Anti-Violence

Women living in Naitata settlement in Navua have commended Governments initiative to promote women rights in their community. These sentiments were aired when the community members met with the Minister for Women Dr Jiko Luveni after she officially included them to the Zero Tolerance Violence Free Community Campaign. Naitata settlement is now the second community in the Serua Province to be part of the campaign which is aimed at promoting the rights of women and children at all levels. To date a total of 66 communities have joined this campaign including Naitata, Makosoi and Lepanoni settlements from the province of Serua. In her official address, Minister Luveni said that the elimination of violence is an important thematic area outlined in governments Womens Plan of Action of Action (2010 to 2019). There has been an increase in reports of domestic violence and this campaign banks on the community support to eliminate violence against women and children. Through an integrated approach the Ministry works with Police and the Non-Government Organisations to provide 8 to 10 months of awareness programs, giving communities access to information on practice of our village committee and it challenges men to become good role models for their children. We are truly indebted to the government for giving us this opportunity to work together as a community to improve the lives of our families, the Naitata people are proud of this initiative, Mr Chand added. Serua Police assistant superintendent Mr Eroni Ratavola said that the campaign complements 'Duavata Model policing to reduce crime and domestic violence. The Serua province has recorded an increase in reports of domestic violence and through this campaign, the communities are informed that any form of violence against women and children is a serious crime and it should be reported. The Police also have the opportunity to provide awareness programs on drug offences, child abuse and sexual offences, he said. The 10 major phases of this campaign are: Initial planning process, identification of stakeholders, stakeholders meeting, the establishment of a gatekeepers committee, community consultation, official commitment, stakeholders and community training on gender based violence, economic and social empowerment program and finally the declaration of the community as a violence free community.

addressing issues of violence. One of the key determinants of violence is poverty and financial challenges faced by the families. The governments move to prioritise education through the 2014 budget will also ease the burden of families and ensure that every child have access to proper education. This campaign also enables womens groups to venture into income generating projects, being financially independent provides women with better choices for their lives, Dr Luveni said. The campaign has been an eye opener for the people of Naitata that violence is a serious crime and it should not be accepted in any situation. Through the awareness program the women are well informed about the reporting procedures and domestic violence restraining order, Mrs Chand said. Mr Rajesh Chand, a community leader said the campaign has challenged the men to change their behavior and attitude towards the women and children in Naitata. Fiji's Arya Pratinidhi Sabha has welcomed the concept of free education, saying it would make the collection of levies by school managements a thing of the past. But the Sabha wants the government to give funding to schools on a monthly basis to help schools' cash flow. Prime Minister and Minister for Finance Frank Bainimarama announced the free education plan in the 2014 Budget. Sabha president Kamlesh Arya said the Sabha had recently challenged the free education issue in the media "based on enormous volume of unpaid school levies by the parents on the pretext that education was free". However, Arya is hoping that Ministry

of Education gives out funding on a monthly basis. In any school year there is a lull period for revenue generation but management continue to pay for staff salaries, utility costs and other service providers. With the massive arrangement which removes collection of revenue at source, Sabha would appreciate information from the Education Ministry on the proposed time line of grant release to enable school management to organise cash flow," he added. The Sabha teaches 10,000 students in its 16 primary schools and six secondary schools and four affiliate schools in Labasa.

Prime Minister, Voreqe Bainimarama has commended the Veivueti Co-Operative Limited for their commitment to establishing their own taxi base services. Launching the Veivueti Co-Operative Limited new taxi base, the Prime Minister said that the drivers can be satisfied and proud of their initiative which should be a model for those wanting to start their own business. You havent waited for government or someone else to suggest an idea or come up with a plan, PM Bainimarama said. Youve done it yourselves. Veivueti Taxis Chairman, Lepani Matea in thanking the Prime Minister for launching their new taxi base said that the co-operative included drivers who worked hard to achieve their dream of having a fully fledged taxi company. We have invited the head of

government today to show him the culmination of our hard work and sheer determination, Mr Matea said. 60 year old Taxi driver, Parama Nand said that he joined the co-operative in 2011 after facing problems from a local taxi base that he was driving for. Before I used to face a lot of problems with the other drivers so I decided to join Veivueti after the chairman offered to assist me, Mr Nand said. I dont have any regrets since then and I enjoy driving here and being a member of this co-operative, all the drivers treat me like their own brother. The new taxi base features an office, a drivers lounge and a wide screen for tracking the GPS system that will soon be installed in the Nausori based cars. Established in March 2011 with 11 cars, the co-operative to date has 48 taxis and 1 mini bus.

A man who has denied murdering his wife says she was the love of his life and he has never remarried or looked for another partner after her death. Roneel Chand was testifying in the High Court in Suva. Chand continued to deny allegations that he poured kerosene on his wife and set her alight. I loved my wife. From the first day I met her till today. She was the love of my life, Chand said. He said he was the only one at home with his late wife on February 19, 2011 in Nadera. He said his mother had just gone to the temple for prayer. Testifying in court, he said he woke up at 8:30am and went straight to the porch of their home and sat on the settee. He was half asleep on the settee when he was awoken by a yell. When I heard the yell, in my mind, since my wife was suffering from fits, I thought she had an epileptic attack, he said. He said usually when his wife had an epileptic attack she normally yelled or ran and fell to the ground. He then ran into the house and saw his wife, Karishma on fire running into the living room. Acccording to Chand, she

called out to him to pour water on her. Chand said he then took a pot from the kitchen shelf, filled it with water and poured it on his wifes face and chest but the fire did not die out. After that, Chand said, he ran into the bathroom to look for a bucket that he filled up with rain water from a 44 gallon drum outside their home. He went back into the house and poured it on his wife after which she started to take off her clothes and at the same time continued to yell loudly. She then went into their bedroom. Chand said their kitchen was also on fire so he tried to put the fire out at the same time as well. He then told his wife to go straight to the Colonial War Memorial Hospital for treatment. When asked why he did not call an ambulance or accompany his wife to the hospital he said that everything happened so fast and he was also trying to save their home from the fire. He told the court that his wife was in a serious condition when he arrived there at 10:45am. The trial continues.

Outbreak In Ba, Govt Acts

There is a suspected outbreak of leptospirosis and Hepatitis A in nine settlements in Ba. Numbers of people sick continue to rise as more people are being treated at Balevuto Health Centre. The Ministry of Health swung into action on Monday afternoon and shut down the private water dam which is believed to be the source of the two water-borne viruses.Water tanks have been placed under quarantine to ensure the nine settlements have safe and clean drinking water. District planning officer Western Luke Moroivalu said the emergency operation was put in place following the outbreak in the nine settlements. We have stationed an officer at the Nukuloa Community Post to co-ordinate the communities need for clean water supply. Mr Moroivalu has also confirmed the privately- owned water source with contaminated water has been shut down by the Health ministry on Monday afternoon. We are monitoring the situation with the health ministry very closely as we do not want to put the lives of these residents at risk, Mr Moroivalu said. The affected settlements are Moto, Vatusui, Nukuloa, Balevuto, Naruru, Kumkum, Toge, Tabataba and Naloto which has around 400 hundred families. The water source which supplied drinking water to the settlement for the past 50 years is owned privately. He said according to medical officers, residents of the settlement were still calling in at the hospitals diagnosed with Leptospirosis and Hepatitis A. A total of 20 water tanks will be stationed at various points around the settlements to supply water to these areas. We have been conducting awareness in these settlements together with the health ministry, the Fiji Red Cross and Water Authority of Fiji for the past few weeks.
He said while positive signs were shown from business owners, smokers had yet to adapt to the law change. "We have been monitoring public places and we still find people smoking in public places. "As a result a lot of people have been taken to task. "We prosecute them and they are then fined." Under the Tobacco Control Decree 2012, those who do not print graphic warnings on packets will be liable to a fine not exceeding 50 penalty points or $5000 for individuals and 200 penalty points or $2000 for corporate bodies.

THE selling of loose cigarettes by businesses has drastically dropped in the Western Division. This was confirmed by divisional health inspector West Rakesh Kumar. He said tobacco sellers were now adhering to the Tobacco Decree that was implemented in July this year. "We have seen a vast improvement from businesses and canteens that used to sell loose cigarettes in the past," he said. "Since the implementation of the decree people have been respecting the law mainly because they do not want to be taken to task."

$15M Allocated For Polls

Preparations for next years general elections have been allocated $15 million in the Budget. The announcement was made by the Prime Minister and Minister of Finance, Voreqe Bainimarama. Earlier in September it was announced that a preliminary costing for the election is around $40 million. With the pledge made by Papua New Guinea of 25 million Kina (FJD$20 million), this means the balance of $5 million will be provided by Fijis international partners. PNGs pledge is expected to be released in the first quarter of next year. Mr Bainimarama said many of Fijis partners would soon be making specific pledges for material support, based on the results of the needs assessment survey. The Budget also provides $7 million to prepare for the first sitting of the elected Parliament. This is to include operational costs and upgrades to the Parliamentary complex. Commodore Bainimarama said this funding would go towards staff salaries and the refurbishment of the parliamentary chambers. We are currently finalising a United Nations Development Programme needs assessment for our Parliament. he said. No ethnic divisions When we go to the polls next year, every Fijian will be given one vote of equal value. No longer will we be divided by ethnicity and forced to queue in different lines at the polling stations. No longer will politicians be able to rely upon pre-determined ethnic voting blocs to win their seats. And most importantly, no longer will political leaders be able to gain election by appealing to narrow interests or the prejudices of one group or another. Broad interest Commodore Bainimarama said anyone who aspired to lead Fiji would have to appeal to the broad interests of all Fijians. Especially when there will only be a single constituency in next years elections. For the first time, elections will be a means of uniting our nation behind shared aspirations rather than dividing it by exploiting fear and jealousy, he said. Political parties will have to be of national stature and develop manifestos that appeal to as wide a base as possible to men and women, rural and urban residents, young and old. He said every Fijian would be free to choose the candidate he or she thought had the best policies for building the economy, creating jobs, delivering services, providing security, improving infrastructure, advancing rights, and moving Fiji forward. Voter registration So far close to 540,000 Fijians have registered to vote. Commodore Bainimarama said the system of electronic voter registration had been praised by international experts for its ability to help eliminate fraud. Registration of overseas voters began last month in New Zealand and will move next to Australia and other international locations in 2014. Experts Six elections experts provided by the European Union, Australia and New Zealand are working with the Elections Office to finalise planning for all aspects related to the 2014 election. Commodore Bainimarama said they would help identify polling stations, develop a specific list of material needs, draft the rules and regulations that would guide the electoral process, and establish a free, fair and transparent system for the hiring and training of qualified election staff. We have engaged with these experts because we want the 2014 elections to be conducted on best international practices and with full knowledge of the anomalies of previous elections.

Landlords Begging On Streets

Four beggars were recently removed from the streets of Suva after authorities discovered they owned rental properties. Another handful that are on Social Welfare benefits have also been removed from the streets. Fijis Ministry of Social Welfare, Women and Poverty Alleviation permanent secretary Dr Josefa Koroivueta said there were also instances where parents exploited their children to make easy money. This is a breach of childrens right so we are working closely with the Fiji Police Force to remove street beggars, he said. As for those beggars who were removed, we found out later that they were landlords. Dr Koroivueta has also advised members of the public not to pity those who are going around the streets with medical certificates because there are governments assistances that they can seek. Begging is a crime, he said.

Miss Asia Pacific Srishti Seized At Mumbai Airport

Father Burnt Boy's Face With Fan Heater

A Christchurch man has been sent to jail for almost seven years for burning his five-year-old son with a heater in a fit of rage. The family asked for, and was granted, final name suppression order as the46year-old appeared before Christchurch District Court Judge Alistair Garland, to be sentenced to a prison term of six years and 11 months. With the judge's permission, he spoke to his partner who was in court with an infant daughter, and apologised for hurting their son. He said he hoped that one day he could stand in front of her and apologise properly. He wiped his eyes with his t-shirt as he spoke. He apologised to his daughter because he had injured the boy while she was present, and to the boy, who was not at court. But his older son was there, and the man told him: "Please take care of your brothers and sisters and stay away from the gangs. You promise me that. I don't want you getting hurt." The judge told the man his prison sentence was to send a message that offending of this kind would not be tolerated. The man had admitted the charge of disfiguring with intent to cause grievous bodily harm to the boy, who was hospitalised with severe burns to most of the right side of his face and ear. At the time of his guilty plea, Crown prosecutor Karyn South told the court: "Some of the burns are so significant that they have passed through all the layers of his skin." The man became angry and lost his temper when the fan heater was knocked over, scorching the floor at the house in Christchurch on July 20. He grabbed the heater and forcibly pushed the hot metal protective grill at the front of the heater against the boy's face. When police executed a search warrant the next day, they found the heater that appeared to have burnt skin tissue stuck to the grill. At the time, the police described the boy's injuries as horrific, and said they would require major surgery including a long period of skin grafts to reduce the disfigurement. The man was also appearing for sentence on two charges of receiving stolen property and his 24th conviction for driving while disqualified. The receiving charges, which he admitted, related to building equipment worth $3760, which was found in his house. South said the number of disqualified driving convictions showed "an ongoing total disregard for court orders". Defence counsel Bryan Green pointed out that only four of the prior disqualified driving offences had occurred in the last 17 years, and there had been no dishonesty offending since 2000. The man was given a first-strike warning, which imposes heavier sentences on repeat violent offenders.

Srishti Rana who was crowned Miss Asia Pacific World 2013 recently in Busan, South Korea was not allowed to carry the diamond studded crown home as the customs was not paid for the crown. Sristi was returning to India after winning the crown of Miss Asia Pacific world at a beauty pageant in South Korea. She landed at the Shivaji International airport where her crown was seized. She was asked to pay the duty for the crown as the crown was diamond studded. However, according to the officials, if any participant wins such an award, the customs department needs to get a special exemption notification by the Central Board of Excise and Customs (CBEC). Since the custom department did not get any certificate till that time, the crown was seized for the time being. Srishti Rana received the crown from last years winner Himangini Singh Yadu at a ceremony in South Korea. Last year Himangini won the coveted crown of Miss Asia Pacific World. This is Indias second victory in a row at this beauty pageant. Srishti was the 2nd runner up at the Femina Miss India contest. Further she

went on to represent India in the Miss Asia Pacific world contest. Srishti is from Faridabad in Haryana. She did her schooling from Faridabad. She is a graduate in Mass Communication and Journalism. Before Srishti, the other Indian females who won the coveted title of Miss Asis Pacific World are Zeenat Aman, Tara Anne Fonseca, Dia Mirza and Himangini Singh Yadu. While Zeenat Aman won the crown in 1970, Tara won it in 1973, Dia won in 2000 and Himangini won in 2012. Actress Namrata Shirodkar was the first runner up in the pageant in 1993. After winning the title, Srishti said, This is a dream come true! I am very proud of myself right now and still can't believe that I have won the crown. I have a long list of people to thank for their support but to name a few; I would want to thank God, my family, friends, Mr. Vineet Jain- MD Times Group and the Miss India Organization for their endless support. This wouldn't have been possible without any of them. I am so delighted at this moment Shristi also won the title for the best costume. She wore a peacock gown designed by designer-duo Falguni and Shane Peacock's gown.

UN Launches $301M Philippines Aid Appeal

The UN has launched an appeal for $301m (190m) to help relief efforts in typhoon-hit areas of the Philippines. At least 10,000 people are feared to have been killed by Typhoon Haiyan, which struck the central Philippines last Friday. The UN says more than 11 million people are believed to have been affected by the storm, and some 673,000 displaced. Several countries have deployed ships to help the relief effort, but bad weather is hampering aid distribution. The BBC's Jonathan Head, in the badlyhit city of Tacloban on Leyte island, says the main road from the airport to the city is clogged with refugees and debris, and that residents are becoming angry at the lack of progress and increasing breakdown in security. Valerie Amos, the UN's Under-SecretaryGeneral for Humanitarian Affairs and Emergency Relief, has arrived in Manila to head the aid operation. "They need food, they need water, they need shelter. People need to be protected," she said. Helicopters were also in urgent need to help with assessing the damage, she said. Baroness Amos told reporters the UN would work alongside the Philippine government, and that efforts would focus on "food, health, sanitation, shelter, debris removal and also protection of the most vulnerable". "I very much hope our donors will be generous," she said. The BBC's Imogen Foulkes, at the UN in Geneva, says the operation will be one of the most challenging the body has ever mounted. Survivors are scattered across several of the 7,000 islands which make up the Philippines, says our correspondent. Many areas have not yet been reached, he says - so the figures of those in need, and the estimated death toll of 10,000, could rise.

American Airlines And US Airways Settle Merger Suit

American Airlines and US Airways have settled an anti-trust suit with US regulators, paving the way for their proposed merger to be finalised. The merger would create the world's largest airline. As part of the agreement, which must still be approved by a judge, the airlines will give up slots at several US airports. The two companies argued the consolidation was necessary to their survival. The US Justice Department had sued to stop the $11bn (6.9bn) merger in August, arguing it would reduce competition and result in higher prices for consumers. "This agreement has the potential to shift the landscape of the airline industry...[and] ensures airline passengers will see more competition on nonstop and connecting routes throughout the country," said Attorney General Eric Holder in a statement. Reduced flights The two airlines will each give up 57 slots to low-cost carrier airlines at Ronald Reagan International Airport in Washington DC and 34 slots at LaGuardia Airport (LGA) in New York City. The companies say this will result in 44 fewer daily departures at Reagan and 12 fewer daily departures at LGA - a fraction of the close to 400 daily flights that the airlines operate from those two airports. An additional two slots each at Boston Logan International, Chicago O'Hare International, Dallas Love Field, Los Angeles International and Miami International airports will be released. The slots will be given to low cost airlines like JetBlue and Southwest. "This agreement allows us to take the final steps in creating the new American Airlines," said Tom Horton, head of American Airline's parent corporation, AMR, in a statement. The company now says it expects the merger to be finalised in December 2013. AMR Corp has been in a bankruptcy restructuring for two years and it is hoped that once the merger is finalised, the company will be able to complete its turnaround. Shares in US Airways traded 3.5% higher before being halted on pending news. They were lower once the specifics of the deal had been announced. The anti-trust trial had been scheduled to start later this month. The US Justice Department had been joined by the attorneys-general of Arizona, Florida, Pennsylvania, Michigan, Tennessee, Virginia, and the District of Columbia, but all have agreed to the proposed settlement.

Rescued Dog Rupee Climbs To Everest Base Camp, Believed To Be First Dog To Tackle Mt Everest
An abandoned puppy rescued from a rubbish dump in India has trekked to Everest Base Camp, becoming what is believed to be the first dog to tackle the peak. Former professional golfer Joanne Lefson says she adopted the 11-monthold dog, called Rupee, in the mountainous Indian town of Leh last September, and decided to take him on a trip to base camp at 5,364 metres. The pair began "Expedition Mutt Everest 2013" in the Himalayan town of Lukla on October 14, intending to raise awareness about the plight of homeless dogs and promote pet adoption. They accomplished their recordmaking feat 13 days later, describing it as "one giant leap for dog-kind" on Facebook. "I am so proud of Rupee," Ms Lefson said. "I thought I might have to carry him on some days, but instead, he took the lead and pulled me along. "I hope his accomplishment will compel people to be kinder to animals, especially strays - we need to realise that every life matters." Rupee and his owner trekked across rickety bridges and wet mountain paths, dodging landslides along the way. Despite missing part of his right ear and being close to death only a few weeks ago, Rupee had no trouble adjusting to the altitude and relished his first taste of snow. "He loved the snow, he ate it, he played in it. If I had let him, he would have slept in it too," Ms Lefson said. Photographs on the Facebook site show the puppy enjoying the sights and sounds of Nepal, cuddling with bearded Hindu monks in Kathmandu and playing with children in the Himalayan town of Namche Bazaar. The pair are now in Ms Lefson's native South Africa, where Rupee is catching up on his sleep. Ms Lefson is preparing to launch a book next week devoted to her former dog Oscar who accompanied her around the world.

Rabbi Returns $98,000 He Found In Desk He Bought On Craigslist

A Connecticut rabbi returned $98,000 in cash he found in a plastic bag hidden behind drawers of an ordinary office desk he bought on Craigslist in September. Rabbi Noah Muroff, a high school teacher at a private Jewish school in New Haven, discovered the money while dismantling the $150 desk to move it through a narrow doorway. "The desk did not fit ... by just a fraction of an inch," Muroff said. He said he unhooked file cabinet drawers and removed the top of the desk. Then came the unexpected surprise. "Without detaching the desk, Muroff said, "this money, which was behind the drawers, was totally inaccessible." The rabbi and his wife, Esther, were in total shock. "We were looking at each other and laughing," he said. "This kind of thing only happens in the movies." On the evening of September 2, just days before Rosh Hashanah, the Jewish New Year, Muroff and a friend picked up the desk from a woman, Patty, who lives just outside of New Haven. Muroff declined to identify the owner further. "I knew this was her money," he said. "She told me she bought the desk from Staples and put it together herself." Within 20 minutes of finding the money, around 11:30 p.m. that same evening, Muroff called Patty. "She was speechless, without words," he said. Muroff said the former owner told him she put her inheritance in the desk and after a while forgot it was there. "I do not think there are too many people in this world that would have done what you did by calling me," Patty wrote in a thank you note to Muroff that CNN obtained. The couple took their four children with them to return the money the next day, hoping their good deed will send "the message of honesty and integrity," he said.

European Union To Lift In-Flight Bans On Smartphones And Other Devices Airplane passengers in the European materials, like e-books.
Union will soon be allowed to use their smartphones and other electronic devices during all phases of flight, including take-off and landing. The move follows a similar relaxation of restrictions by the United States, where passengers are now also able to play games and read downloaded

Under the new rules, electronic devices must still be switched to flight mode, and talking on a phone in-flight is still banned. However the European Aviation Safety Agency says it will look at eventually allowing passengers to use their mobile phones to make calls while in the air.

The mother of a toddler who died of bleeding on the brain says her then partner was physically and verbally abusive towards the girl. Two-year-old Tanilla Warrick-Deaves died of bleeding on the brain caused by blunt trauma at Watanobbi on the New South Wales Central Coast in August 2011. She had also suffered extensive injuries to the head, torso and arms. Her mother, Donna Deaves, is serving a minimum of nine years in prison for Tanilla's manslaughter. Deaves is now a prosecution witness against her former boyfriend, 29-yearold Warren James Ross, who is on trial for Tanilla's murder. Deaves told Sydney's Supreme Court that Ross was "very angry about (toilet training)". "[He would be] hitting her (Tanilla) with his hand, her shoes, my shoes, (electrical and phone) cords, anything," Deaves said. She said a frequent punishment handed down by Ross was to make Tanilla run laps around their living room if she soiled herself. "Tanilla did the laps, and kept doing the laps. I don't know how she did it," Deaves said. A few days before Tanilla died, Deaves said she saw Ross grab her daughter by the hair and bang her head against a glass shower screen.

Mother Gives Evidence Against Former Boyfriend Over Murder Of 2Year Tanilla

Ross called Tanilla a "black dog" and kicked her across the floor, causing her to hit her head on a cupboard, the court heard. "She was looking drowsy, like she was going to pass out," Deaves said, adding Tanilla lost consciousness shortly afterwards. "I said, 'let me ring an ambulance" "(Ross said), 'Do that and I'll tell them you did it'." Deaves said she put Tanilla in a stroller, as ordered by Ross, and spent the whole night awake beside the unconscious child. Tanilla did not regain consciousness the next day and Deaves said she discovered the toddler was not breathing the following night. "I picked her up and put my hand on the back of her and she wasn't breathing," Deaves said, looking straight at Ross in the dock. "She was dead." Earlier in the trial, prosecutors told the court the accused was in a relationship with the child's mother and was determined to toilet train the girl in the weeks before her death. The Crown said Ross felt the child was deliberately defying him. It said it felt his attempts to discipline Tanilla were "far in excess of what is reasonable". Ross has pleaded not guilty to Tanilla's murder and frequently shook his head during Deaves's testimony.

Foods That Trigger Bloating

If youve ever felt bloated, youll know the symptoms: you start the day with a flat stomach, but as the day progresses your belly starts to swell, feeling full and tight, until by the end of the day, you look like you're pregnant. It can be so bad that you cant close a pair of pants that fitted perfectly a few days earlier! Here's some help. Bloating is a result of excess gas in the intestines. There are many possible causes for this highly uncomfortable condition, ranging from air swallowing, overeating, constipation and hormonal changes during PMS to irritable bowel syndrome (IBS), overgrowth of bacteria in the small intestine, certain medications, gastroesophageal reflux and food intolerances. Abdominal bloating can also be caused by more serious disorders such as coeliac disease, Crohns disease and colon cancer. If you constantly experience abdominal bloating and pain, it is important to see your doctor to make sure there is nothing serious present. However, in many cases bloating can be eased by simple changes in your diet. Its a good idea to keep a food diary for a week: make a note of everything you eat and how you feel afterwards. Pretty soon you should be able to spot a pattern and identify the culprit. The following foods can cause bloating: 1) Greasy, fried foods 5) Carbonated and high-acid drinks bacteria trying to break it down. If you suspect that you are lactose intolerant, consult a dietician to ensure adequate consumption of other calcium-rich foods. 8) Too much fruit

Salt is a big culprit when it comes to bloating. High-sodium foods cause the body to retain water, which leads to a bloated feeling. Sodium can show up in some unlikely sources, especially in processed foods, so read your food labels and rather flavour your foods with herbs. 3) Spicy foods

All carbonated drinks - from sodas to fizzy mineral water - can cause bloating because the carbon dioxide trapped in the bubbles creates gas in the stomach. Some beverages such as alcohol, caffeinated drinks, coffee, tea, hot chocolate and some fruit juices (like orange juice, pineapple juice and tomato juice) are high in acid which can irritate your GI tract, resulting in swelling and bloating. 6) Artificial sweeteners

Just as some people are lactoseintolerant, others are fructoseintolerant, and their bodies cannot digest the sugar properly. If you find you have excess gas and bloating after eating fruit, this may apply to you. Choose lower-fructose fruits, like sweet melon and apricots, instead of highfructose fruits like apples and bananas. It is also best to eat fruit separately from a meal - either 30 minutes before or at least two hours after. 9) Starches

Greasy fast foods like burgers, chips, fried chicken and deep-fried eats like samoosas, koeksisters and doughnuts can cause bloating because it takes the stomach much longer to break down the fats and properly digest them. This extra time allows gas to build up, causing bloating. 2) Salty foods

Spicy foods have been shown to stimulate the release of stomach acid, which can cause irritation. Limit the use of black pepper, nutmeg, cloves, chilli powder, curry, onions, garlic, mustard, BBQ sauce, horseradish, tomato sauce and vinegar. 4) Gassy vegetables

Certain artificial sweeteners, such as aspartame, saccharin, sorbitol, xylitol, maltitol, mannitol, cyclamates and sucralose can increase bloating. These are often found in diet drinks, sweets, cookies, energy bars and chewing gums. The artificial sweeteners linger in the stomach because they cannot be digested, and after enough buildup they act as a platform for the fermentation of bacteria, leading to production of gas. 7) Dairy products

Some vegetables produce more gas than others do, and everyone varies in their ability to absorb and tolerate that gas. If you're sensitive, you may want to limit the amount of gas-producing vegetables such as the following: baked beans, broccoli, Brussels sprouts, cabbage, cauliflower, lentils, Lima beans, onions and peppers.

If your body is unable to digest lactose, or milk sugar, the consumption of dairy products can make you feel bloated. This condition, called lactose-intolerance, is relatively common, especially among people of Asian, African and Southern European descent. The lactose that is not completely digested will pass to the colon where gas is produced by the

Most starches, including potatoes, maize, pasta, and wheat produce gas as they are broken down in the large intestine. If you find that you are particularly sensitive to a starch, substitute it with rice - the only starch that does not cause gas. Also, beware of refined graines like white flour that's often used in white bread, cake and biscuits. Not only do they offer little nutrition, they can also cause water retention, with bloating as a result. 10) Chewing gum Chewing gum can make you swallow air, which then gets trapped in your belly, causing pressure, bloating, and gas. It also often contains artificial sweeteners which will just aggravate the bloating.

A constitutional court challenge has been launched over the federal government's decision to prevent doctors from prescribing heroin to addicts. Providence Health Care, which operates St. Paul's Hospital in downtown Vancouver, says its lawsuit involves five patients who have been part of a clinical trial known as SALOME. The SALOME trial examined a specific form of prescription heroin and operated under a federal exemption, but patients who left the trial are no longer covered under that exemption. In a written statement to CBC News, the office of Health Minister Rona Ambrose said the federal government was forced to close loopholes that allowed "for the feeding of addiction under the guise of treatment." "Under the Special Access Program, Health Canada can approve emergency

access to certain medicines for Canadians with rare diseases or terminal illness," the statement said, adding that this program "was not intended as a way to give illicit drugs to addicts." Doctors in Vancouver had obtained federal approval to prescribe the heroin to 21 patients who left the trial, but last month Ambrose intervened when she introduced new regulations to close what she described as a "loophole" that allowed the drug to be dispensed. Dianne Doyle, CEO of Providence Health Care, says the patients are extremely vulnerable and haven't benefited from other treatments such as methadone. The lawsuit alleges the new federal regulations violate the patients' charter rights and it is asking the B.C. Supreme Court to throw out the revised federal rules. Surrey is planning a hike in taxes and utilities next year of more than $100. The city is gearing up to consider its 2014 budget a document that right now includes an increase of $113 to the owner of the average home with an estimated value of $643,600. As outlined in its five-year plan last year, Surrey is considering a 2.9-percent property tax hike ($44.40), along with a one-per-cent road levy ($15.31), for a total tax increase of $59.71. It will bring the property taxes on the average home to $1,590. In addition, homeowners will be hit with a host of utility increases, including water ($19.39); sewer ($19.26); a parcel tax for pipe repair, pumping stations, etc. ($13); and an increase in garbage hauling of $2 for a total utility hike of $53.62. The total cost of utilities on the average home will be $1,170. The total new cost of taxes and utilities

Heather Wilson Duncan claims her husband gave her a loaded gun, but she thought he was joking
A Calgary jury heard a compelling 911 call on Tuesday made by a woman who said she had just shot her 68-year-old husband. The tape was played as Heather Wilson Duncan's second-degree murder trial got underway in a Calgary courtroom. "I think I killed my husband.... Please come, please come right away, please come," the 911 call states. For 36 minutes, Heather Wilson Duncan pleads with the people at the other end of the 911 call to send help to her Sundre-area home in southern Alberta telling the same story over and over again. In the call she seems disorientated, and has trouble relaying her rural address to 911 dispatchers. She later confirmed her husband was dead. Hes dead, I killed him, I killed my husband ... oh God, oh God, oh God. Wilson Duncan says she and her husband were drunk and got in a fight. She said her husband poured a bottle of wine on her. Wilson Duncan said she was sitting in front of the fireplace when he handed her a loaded gun and told her to shoot. "He gave me the gun," she said. "We were fighting and he said it was loaded." On the tape she says she thought he was joking, but Barry Duncan ended up dead. Defence lawyer Jim Butlin says it was an involuntary or accidental discharge and Wilson Duncan should be acquitted. "I think the 911 tape shows she was distraught, intoxicated and quite confused," he said. If she is found guilty, it is an automatic life sentence with no chance of parole for 10 years.

on the average Surrey home valued at $643,600 will be $2,760, or $3,170 if the home has a secondary suite. Extra operating costs expected next year include 12 additional RCMP members, with five more municipal support workers. There will be no new hires for firefighting, bylaw enforcement, or animal control. Labour contract increases next year are expected to amount to $9 million, while third-party contracts are expected to jump by $2.41 million. Surrey is planning to budget $1 million for new public facilities next year, add $1.10 million worth of new programs, and increase contributions to capital and technology replacement by $1.5 million. The $763-million budget will be discussed by the city's finance committee, which includes all of council, on Nov. 25.

Natasha Warren is serving three years in prison for killing Kassandra Kaulius A Surrey woman serving a three-year sentence for killing another woman while driving drunk in May 2011 was denied parole on Wednesday. Natasha Warren, now 36, struck Kassandra Kaulius, 22, as she drove home from a softball practice, and then fled the scene. Warren was later found by police hiding in bushes with a blood alcohol level more than twice the legal limit for driving. On Wednesday, she applied for parole after 10 months in jail, telling the Parole Board of Canada that she has committed herself to a life of sobriety. Warren also said she would never drive again and that she has taken every course she could to better herself while behind bars. However, the parole board concluded Warren lacks insight into her behaviour, and that she still poses an undue risk to the public. A bottle and a half of wine During Warren's trial last year, it was revealed that she was travelling at 103 km/h when she collided with Kaulius and had consumed more than a bottle of wine before getting behind the wheel. Additionally, Warren called her boyfriend rather than police after the accident, who told her keep the keys from the van and flee and to report the van stolen. Warren eventually pleaded guilty to dangerous driving causing death, failing to stay at the scene and driving with a blood alcohol level higher than 0.08. The Kaulius family has been very vocal in their opposition to Warren's application for parole. Markita Kaulius, Kassandra's mother, was at the parole hearing on Wednesday. "We are really pleased she is being held accountable by the parole board. It is really the first time in three years that, as a family, we feel that the justice system actually listened to the victim's family and did the right thing," said Markita. Warren said little after her application was officially denied, but the parole board said she can re-apply in one year. Her statutory release date is set for January 2015.

The North Shore ski hills are still looking very green, but a change is on the way. Environment Canada meteorologist Doug Lindquist says snow could fall Saturday. We expect it even as low as SFU possibly or the higher levels of the North Shore. It means the North Shore mountains will be starting to collect. The question is how organized the system. I really dont see a lot of moisture in a storm system until maybe earlier next week. Up the Sea-to-Sky corridor, Whistler Mountain is opening ahead of schedule, this Saturday.

Surrey Passes Anti-Tethering Law

Surrey has passed a bylaw outlawing the tethering of dogs for long periods of time. On Tuesday, Surrey council gave early approval to the bylaw, which prohibits the tying of dogs for more than four hours in total on any given day. While it's unclear how city bylaw officers are going to clock how long a dog has been tethered, Coun. Barinder Rasode said the important part of the bylaw is the message it will send to people who might mistreat their animals. "What I think is really important here, is us moving forward with this bylaw

is a real indication that treating dogs humanely is a priority for the City of Surrey," Rasode said. "Enforcement will be a bit of a challenge the challenge will be how do you determine whether that was four hours." South Surrey animal rights activist Janet Olson said the city's coming up short on the legislation. "This unenforceable legislation seems perfectly designed to try to appease frustrated animal lovers while at the same time doing nothing to alienate chained dog owners. It is all appearance without any substance." Olson said.

One Last Push To Save Aircare

BCs premier wants the program phased out in 2014 Pollution will only get worse if plans to phase out the AirCare program are not stopped, according to the BC Government and Service Employees Union. It admits newer cars emit less carbon monoxide. But cars that are eight years and older do begin to have problems with their oxygen sensors and their catalytic converters and thats why we see about 10 per cent of cars fail the AirCare test every year. Its not new cars, its those cars that are eight years and older, explains Evan Stewart with the BCGEU. It wants the program to continue and expanded to include heavy duty trucks and is making the pitch to Metro Vancouvers environment and parks committee on Thursday. It wont get everyones support though. There are a lot of things that pollute and I think there are far worse polluters than vehicles in todays world, says Langley City Councillor and vice-chair of the Metro committee Gayle Martin. Martin questions whether the BCGEU is really concerned about peoples health or whether its simply about the approximately 100 jobs that will be lost. Its about both, we represent about 110 people that work at AirCare, these are good jobs and green jobs. But we also do it because AirCare is an important part of a clean air strategy for Metro Vancouver and the Fraser Valley. Thats why Ontario, Washington State and California are all extending their vehicles emissions testing programs and thats because they work. BCs premier says the program will be phased out in 2014 and that will not change.

It won't be called a bonus any longer, but BC Ferries executives will take home almost as much money as they do now after a switch to a salary holdback plan. After months of promises by Transportation Minister Todd Stone to fix the controversial bonuses, the corporation announced Wednesday they've been eliminated retroactive to April 1, 2013. In their place is a new salary holdback system that raises the base salary of executives by the four-year average of their recent bonuses. Part of the new higher base salary will be held back, starting next April, and be paid out only if performance targets are met. BC Ferries' board chair Donald Hayes said the plan is in line with the province's guidelines for executive compensation at Crown corporations. But critics aren't impressed. "It's bait and switch," NDP leader Adrian Dix said. "This is a bonus scheme by another name. I don't know why the premier thinks people will be fooled by this." BC Ferries executive vice-president and chief financial officer Robert Clarke received a $133,000 bonus this year on top of his base salary of $297,300, for total pay before pension contributions of $431,000. Under the new system, his maximum salary will rise to $403,000, assuming he meets targets and isn't subject to any holdback. CEO Michael Corrigan's base salary rises from $364,000 to $425,125 and he is forecast to get the identical overall compensation of $563,000 in

BC Ferries Bosses Swap Bonuses For Higher Pay

2014 after pension contributions and other benefits are added. Corrigan's pay is capped at that level, which is 60 per cent below former CEO David Hahn, who had been dubbed the "million dollar man" for the bonuses that took his overall compensation into seven figures. The corporation said a holdback plan for other managers wasn't feasible so their base salaries will be raised by the four-year average of bonuses, which will no longer be paid. Hayes also announced a two-year pay freeze for all executives and managers until 2016. "A two-year pay freeze is meaningless when you're overpaying so dramatically," said Canadian Taxpayers Federation B.C. director Jordan Bateman, who pointed to the much lower salary of $165,943 paid to the CEO of Washington State's ferry system. "I'd call this baby steps but that might be insulting to babies." He said nothing has been done to address the real problem with bonuses or holdbacks that they're meaningless if the targets are too easy to achieve. The most recent bonuses were paid out for 2012 performance when the corporation recorded a surplus, but critics maintain that shouldn't have counted because the government injected $21.5 million in extra subsidies. Bateman said no executive should get a bonus or a holdback repaid in years where BC Ferries raises fares or takes more money in provincial subsidies. "That should be a deal breaker on bonuses and holdbacks."

Problem Neighbour: B.C. Court Upholds Rare Judgement Ordering Woman To Sell Condo
A woman's home may be her castle, but British Columbia's Appeal Court says she still must play nice with the neighbours. The province's highest court has upheld a rare judgment that ordered a Vancouver-area woman to sell her condo after years of complaints and unpaid strata fines. The B.C. Supreme Court issued a ruling earlier this year that ordered Rose Jordison to sell her suite in a Surrey strata development following an avalanche of complaints about the behaviour of the woman's son, Jordy. Jordison appealed, arguing the court did not have the power to interfere with her property rights. But the Appeal Court issued a unanimous decision on Tuesday that said provincial legislation permits a court-ordered sale in such extreme cases. "The competing private property interest ... must, in my opinion, yield to the rights and duties of the collective as embodied in the (strata) bylaws and enforceable by court order," Justice Ian Donald wrote for the three-judge panel. "The old adage 'a man's home is his castle' is subordinated by the exigencies of modern living in a condominium setting." The case is believed to be the first in B.C. in which a court has ordered the sale of a condo due to neighbour complaints. The Jordisons moved into the strata complex in mid-2006, and by the following year, they had racked up more than two dozen complaints, mostly related to noise. Over the next several years, residents continued to lodge complaints about Jordison's son, who they claimed loudly stomped around the family's unit and harassed other residents by screaming obscenities, making rude gestures and spitting at them. Jordison has suggested her son's behaviour is related to autism, though the court hasn't heard any medical evidence to support that. She also filed a human rights complaint, but withdrew it after the B.C. Human Rights Tribunal requested medical documentation. Her lawyer, John Zeljkovich, declined to comment after the decision was released Tuesday. This week's Appeal Court decision follows more than a year of tangled legal proceedings that saw the B.C. Supreme Court order a sale last year, only to have the Appeal Court overturn that first order and instead leave the Jordisons under an injunction to behave. Earlier this year, the B.C. Supreme Court ruled the Jordisons had breached that injunction due to "continuing harassment." The lower court judge concluded the only reasonable solution was to order the Jordisons to move. The Appeal Court agreed. "The appellants have repudiated the co-operative foundation of strata living and their intolerable behaviour has brought about the forced sale," Donald wrote in the Appeal Court's decision. "There was ample evidence before the judge that only a sale would resolve the problem." While the case is believed to be the first of its kind in B.C., there has been a handful of similar cases elsewhere in Canada, particularly in Ontario. In 2010, an Ontario judge ordered a Toronto woman to sell her condo after years of complaints about verbal and physical abuse. Neighbours accused the woman of assault, shouting racist and homophobic slurs, and in one instance cutting the TV cable service of one resident. In a less serious case, the B.C. Supreme Court issued a ruling last year that ordered a condo owner in downtown Vancouver to stop using his hot tub after 11 p.m. due to noise complaints. Legal experts have predicted more neighbour disputes could end up in court as the proportion of Canadians living in the small confines of condos increases. Currently, one in eight Canadian households lives in a condo, either as an owner or a renter, according to Statistics Canada, condos representing a larger share of new housing starts compared with a decade ago.

Embattled Toronto mayor Rob Ford has admitted buying illegal drugs in the past two years. After previously admitting to smoking crack cocaine while in "a drunken stupor", Mr Ford made his latest admission under questioning by colleagues in the Toronto City Council. Asked if he had bought illegal drugs in the past 24 months, he replied: "Yes, I have." The councillors voted to ask the mayor to take a leave of absence for the sake of the city's reputation, but they are unable to force him to quit unless he is convicted of a crime. The Ontario provincial government could unseat him through new legislation or an amendment to the City of Toronto Act. That is a risky move that, according to legal experts, may set a dangerous precedent. City councillor Jaye Robinson read from a non-binding petition signed by 30 of the city's 44 councillors, and passed by a vote of 41-2. "We have grown increasingly

Toronto's Crack Mayor Admits To Buying Drugs, Warns Of More Scandals To Come, But Still Won't Quit
concerned by the seemingly endless cycle of allegations, denials and belated admissions about your behaviour," she said. That petition asks Mr Ford to take a leave of absence and apologise for "misleading" Toronto residents. "Our city's reputation has been damaged and continues to suffer," Ms Robinson said. "Together we stand to ask you to step aside and take a leave of absence to address your challenges privately outside of the public eye." Speaking afterwards, Mr Ford said he could not change the past and would continue his efforts as mayor to save Toronto money, but he admitted there may be more scandals to come. 76 per cent of voters want Ford to leave A poll conducted for several TV and radio stations showed 76 per cent of Toronto voters believe Mr Ford should step down or take a leave of absence. The scandal had now made Mr Ford the target of late-night talk show jokes and drawn international media interest to Toronto, much to the annoyance of voters. Six months ago, the Toronto Star newspaper and media blog Gawker said they had seen a video of the mayor smoking the drug, and Toronto police chief Bill Blair has since confirmed the video exists. Last week, the Star bought a separate video that showed Mr Ford

in an expletive-laden rant making unspecified threats and pounding his hands together. The mayor apologised and admitted he was "extremely inebriated". While Mr Ford has admitted to moments of heavy drinking and drug use, he has said he does not need to seek treatment.

Canadas Jobs Minister Urges Employers Up Your Wages

Higher pay key to solving skills shortage, unemployment
If youre having trouble finding a job, or making ends meet, youre not alone. Now, Canadas Jobs Minister is telling employers they have to do their part to help solve labour market issues. Thousands are unemployed, businesses complain they cant find enough skilled workers, and people are having more trouble than ever saving money. Minister of Employment Jason Kenney says part of the solution to all three problems is in the hands of employers: Its awfully hard for me to defend the proposition there are labour and skills shortages when in fact wage rates have barely kept pace with inflation, says Kenney. He appealed to those attending the BC Business Summit in Vancouver. Even in some of the sectors which allegedly have very tight labour markets, wage rates are barely above inflation, he added. President of the BC Federation of Labour Jim Sinclair says its all lip service until the federal government creates legislation around wages and more union workplaces. But Kenney says theres no plans for Ottawa to get involved in setting minimum wage.

You haven't been feeling so great for the last few days, and you've had a runny nose and a cough. Then one morning you wake up and stumble into the bathroom. You look in the mirror with blurry eyes and - yikes! You have chickenpox! What Is Chickenpox? Chickenpox is caused by a virus called varicella zoster. People who get the virus often develop a rash of spots that look like blisters all over their bodies. The blisters are small and sit on an area of red skin that can be anywhere from the size of a pencil eraser to the size of a dime. You've probably heard that chickenpox are itchy. It's true. The illness also may come along with a runny nose and cough. But the good news is that chickenpox is a common illness for kids and most people get better by just resting like you do with a cold or the flu. And the really good news is that, thanks to the chickenpox vaccine, lots of kids don't get chickenpox at all. Kids who do get it, if they got the shot, often get less severe cases, which means they get better quicker. What Happens When You Have Chickenpox? Chickenpox may start out seeming like a cold: You might have a runny or stuffy nose, sneezing, and a cough. But 1 to 2 days later, the rash begins, often in bunches of spots on the chest and face. From there it can spread out quickly over the entire body - sometimes the rash is even in a person's ears and mouth. The number of pox is different for everyone. Some people get just a few bumps; others are covered from head to toe. At first, the rash looks like pinkish dots that quickly develop a small blister on top (a blister is a bump on your skin that fills up with fluid). After about 24 to 48 hours, the fluid in the blisters gets cloudy and the blisters begin to crust over. Chickenpox blisters show up in waves, so after some begin to crust over, a new group of spots may appear. New chickenpox usually stop appearing by the seventh day, though they may stop as early as the third day. It usually takes 1014 days for all the blisters to be scabbed over and then you are no longer contagious. Besides the rash, someone with chickenpox might also have a stomachache, a fever, and may just not feel well. How Does Chickenpox Spread? Chickenpox is contagious, meaning that someone who has it can easily spread it to someone else. Someone who has chickenpox is most contagious during the first 2 to 5 days that he or she is sick. That's usually about 1 to 2 days before the rash shows up. So you could be spreading around chickenpox without even knowing it! A person who has chickenpox can pass it to someone else by coughing or sneezing. When he or she coughs, sneezes, laughs, and even talks, tiny drops come out of the mouth and nose. These drops are full of the chickenpox virus. It's easy for someone else to breathe in these drops or get them on his or her hands. Before you know it, the chickenpox virus has infected someone new. Itchy Itchy, Scratchy Scratchy If you are that unlucky person, how do you keep your chickenpox from driving you crazy? They itch, but you're not supposed to scratch them. These tips can help you feel less itchy: Keep cool because heat and sweat will make you itch more. You might want to put a cool, wet washcloth on the really bad areas. Trim your fingernails, so if you do scratch, they won't tear your skin. Soak in a lukewarm bath. Adding some oatmeal to your bath water can help relieve the itching. Have your mom or dad help you apply calamine lotion, which soothes itching. Don't Scratch Scratching the blisters can tear your skin and leave scars. Scratching can also let germs in, and the blisters could get infected. If your fever goes higher and an area of your skin gets really red, warm, and painful, tell an adult right away. You'll need to see a doctor because you could have a skin infection. While you have the chickenpox, a pain reliever like acetaminophen might help you feel better, but let your parents help you with this. Do not take aspirin because it can cause a rare but serious illness in kids called Reye syndrome. Medicines and creams that may stop the itch can also be helpful. It doesn't usually happen, but let your parents know if you feel especially bad. Sometimes, chickenpox leads to other, more serious illnesses. Usually, you won't have any major problems and you'll get better in a week or two. And when all the blisters have scabs, you're not contagious anymore and you can go back to school! In a few days, the scabs will fall off. And once you've had chickenpox, it's unlikely you'll ever get it again.

Tips To Improve Eye Vision

Nearly half of our days are spent in reading text, working on the computer or staring at lavish LCDs. All these leads to eye fatigue and eye related problems, which further causes diminished vision. Follow these simple tips by an Ophthalmologist, to sharpen your vision so you can see your way to a future of longevity. 1: Practice relaxation exercise One of the simplest relaxation exercise you can do to your eyes is - place your hands together palm to palm and rub them together briskly creating heat. Place them over your eyes and allow your eyes to relax. Do not let light in. Do this whenever you have time during the day. 2: Blink your eyes regularly Constantly blinking your eyes is a very simple way to keep your eyes fresh and avoid eyestrain. Computer users tend to blink their eyes very less, thus it is recommended that they should follow the exercise of blinking their eyes every three-four seconds. 3: Stare at a distance Most of the computer victims are a victim of far-sightedness (have trouble seeing things, which are at a distance). To correct this or avoid this problem, make an effort to stare something at a distance every 30-45 minutes, for 5 seconds. This technique will help to improve your focus of distant objects. 4: Splash water If you feel that your eyes are strained, go to the washroom and wash your eyes thoroughly. Make this a daily habit. Splashing your eyes with water will help to relieve your eyes from excessive stress and make them fresh. 5: Do '8' exercise Practicing '8' exercise will help to increase your eye flexibility. Start it by imagining a giant figure of eight in front of you about 10 feet in front of you. Now trace the figure of eight with your eyes, slowly. Practicing tracing it on either side. 6: Practice zooming exercise Start this muscle straitening exercise by sitting in a comfortable position. Stretch out your arm with your thumb in the hitchhike position Focus on your thumb as your arm is outstretched. Now bring your thumb closer to you, focussing all the time, until your thumb is about 3 inches in front of your face. Now move your thumb away again until your arm is fully outstretched. Keep practicing this exercise for few seconds. 7: Take an early walk Get up early and go for a walk. This technique will make your eyes fresh and relaxed. Besides, it will also get sufficient sunlight. 8: Don't make your eyes depended on glasses Spectacles are just a great fix for your deteriorating vision power. It does not improve or fixes your eyesight. Thus, don't depend on your glasses too much.

New Test For Patients With Sore Throats Cuts Antibiotic Use By 29 Pc
A new 'clinical score' test for patients suffering from sore throats may help reduce the amount of antibiotics prescribed and result in patients feeling better more quickly. Researchers at the University of Southampton, funded by the National Institute for Health Research (NIHR) Heath Technology Assessment (HTA) Programme, used the five-item FeverPAIN score to decide whether to prescribe patients with an antibiotic immediately or to give them a delayed prescription and compared it with simply offering a delayed prescription. The FeverPAIN score includes; fever in the past 24 hours, a pus infection, rapid attendance (within three days), inflamed tonsils and no cough or cold symptoms. Results showed that using the test reduced antibiotic use by almost 30 per cent and despite using fewer antibiotics, patients in the FeverPAIN score group experienced a greater improvement in symptoms. Paul Little, Professor of Primary Care Research who led the research, said that the findings show that using this clinical score test can target antibiotics more effectively and help persuade patients antibiotics are not needed. He said that the FeverPAIN score should enable better targeting of antibiotics than the current scoring system to identify the likelihood of a bacterial infection in patients complaining of a sore throat, as it allows GPs to rule out likely streptococcal infection in more patients. The study recruited 631 patients with an acute sore throat and compared use of the FeverPAIN clinical score, with or without rapid antigen testing, with a delayed prescription, in which patients were told to pick up a prescription three to five days later if their symptoms did not settle or got worse. Patients who had four or five of the clinical features of the FeverPAIN test were prescribed antibiotics immediately; a delayed antibiotic prescription was offered to patients with two or three features and no antibiotics to those with only one or no features. The test led to a 29 per cent reduction in antibiotic use compared with the delayed prescription approach.

Simple dietary changes like adding pistachio nuts to the diet can lead to multiple health benefits -- diabetes could be controlled, and the propensity for heart disease may be reduced in Indians, a new study has found. The study, the first of its kind with a trial period of six months, was carried out by the Diabetes Foundation of India (DFI) and the National Diabetes, Obesity and Cholesterol Foundation. Nuts (mainly pistachios, almonds and walnuts) have been shown to have beneficial effects on glycemic and lipid parameters. Pistachios have a low glycemic index, are naturally cholesterol free, and are source of protein, fibre and antioxidants, the study found. These properties make consumption of pistachios potentially useful for those at risk for obesity and heart disease. "Pistachios are part of the traditional

Indian diet. However, the health effects have not been clearly understood. This study shows multifaceted beneficial effects of pistachios suitable for the Indian body type, for the alleviation of multiple risk factors," said Anoop Mishra, chairman, Fortis Centre of Excellence for Diabetes Metabolic Diseases and Endocrinology (CDOC). Seema Gulati, research head at the National Diabetes, Obesity and Cholestrol Foundation, said: "Based on this study, we can say that pistachios provide an excellent snack option, especially for those at risk of metabolic problems and diabetes. They provide a beneficial effect in two ways: One, by displacing energy from other unhealthy sources, and second, due to their own intrinsic nutritional properties". Diabetes has taken epidemic proportions and emerged as one of the most serious healthcare problems.

2014 GMC Sierra 1500

After years of catering to people who make things with their hands, and carry things in their truck beds, the Sierra's been plugged in to the world of mobile connectivity--while it's also been carefully, almost universally reworked for better performance and better economy. GM has substantially refreshed both its full-size trucks for 2014, the Sierra and its cohort Chevy Silverado. Both get new powertrains, nicer cabins, weightier styling, and a raft of new infotainment and safety features. As a result, they land much closer in our overall ratings to our current benchmarks, the Ford F-150 and the Ram 1500. It was plain to see the Sierra needed a visual reshoot, after seven years on the road. We'd call the new look gentle progress to a roughneck style. The look is refined enough but striking in its blocky, bluff front end and its chiseled fenders. The bold black-andmetallic grille makes a strong first impressionas do the chunky, flared fenders and projector headlamps with available LED trim lighting. It looks big, as big as a Sierra HD, something that will appeal to many, but not to all. Inside, the dash is still upright, with a simple design livened by soft-touch plastics and real aluminum, and opened up more by lower doorsills. Controls are arranged in several key areas, just to the left of the steering wheel or in a large center-stack area (with a wide center console just aft). All are are large and straightforward, with cool blue primary lighting, red arms on the dials, and red backlighting. GM has updated its entire lineup of engines in the Sierra, with a new V-6 and two new V-8 engines, all with an aluminum block and heads and receiving direct injection, continuously variable valve timing, and Active Fuel Managementallowing them to run on just four cylinders when coasting or cruising in light-load conditions. If you're only into moderate towing, we'd study the V-6 carefully. It's quite capable, and the boost in torque and usable power means it could be time to rescale your powertrain ambitions. If you opt for the 5.3-liter V-8, your 355-horsepower result will be not so horrible gas mileage and muscular acceleration, combined with sky-high towing capacity. There's a 6.2-liter V-8 coming later, for 420 hp and 12,000 pounds of trailering. All three engines can be teamed with rear-wheel drive or four-wheel drive, and a six-speed automatic transmission (with a cruise grade braking feature to reduce brake wear) is offered across the line. It's not eight speeds, and that's fine, since it's staged to deal with available torque in the best way possible. All models get electric power steering, and four-wheel disc brakes with special long-life brake rotors are standard across the model line. The Sierra's ride quality is a bit better than before; it's the steering that gets our attention, with its quick reflexes and just-right weight. A major refresh, not quite an all-new truck, the 2014 Safety features get upgraded as well, with a suite of new active-safety aids that are optional. Forward Collision Alert and Lane Departure Warning both camera-basedcan help you stay aware of hazards, and the optional Driver Alert Seat can vibrate with pulses on either side to alert the driver quickly to issues. Trailer Sway Control and Hill Start Assist are included as part of the standard StabiliTrak stability control system. All Sierras get air conditioning, keyless entry, and an AM/FM radio with a 4.2-

Lata Mangeshkar, the Indian melody queen has admitted that she had suggested names of family members and friends for Padma awards but had put no pressure on the government for accepting her suggestions. She says " I do not recommend names but the committee asks for suggestions". According to an RTI reply, the list of recommendations for this year's Padma awards shows that some people had suggested multiple candidates while others had pushed for their relatives and friends for the honours. The 84-year-old singer was said to have recommended two names - that of sister Usha Mangeshkar and playback singer Suresh Wadkar for the coveted civil honours. "Yesterday, I read in the newspapers

that I recommended few names for this year's Padma award but I must tell you that every year I get letter from the committee to suggest names for the award. "This year I suggested my sister Usha and friend Sureshji's names because they are highly deserving people. Usha had sung in almost all the Indian languages including Assamese, Gujarati, Marathi and Sureshji have been singing for the past 40 years," Mangeshkar tweeted. The Bharat Ratna awardee also said that from next year onwards she won't suggest any name for the recognition."I haven't done anything wrong in suggesting the names of these multi-faceted artistes' names. But from now onwards, I won't give any suggestions," Mangeshkar added.

When Anupam Kher's Fantasy Came True

The biggest concern of Pankaj Kapoor at this point of time is his son Shahid Kapoors marriage. Shahids marriage is Pankaj Kapoors top most priority at the moment and for this reason, he might be frequently visiting his home town Punjab. It is rumored that Pankaj is on a hunt for a suitable bride for his son and as he wants his son to settle down soon. But the biggest question is whether Shahid would go for arranged marriage. Possibility is high that Shahid might go with his fathers choice as he trusts his father than anybody else. It is possible that it could be a match picked by his father since he trusts his father's judgement more than anybody else's, a source is quoted as saying. Pankaj Kapur clarified that his frequent trip to Punjab is for other reasons. Recently, in an interview with Anupama Chopra, Shahid said he has no plans to get wed in the near future as he is very happy being single, but at the

Wedding Bells For Shahid Kapoor

same time admitted that his parents are desperate to see him getting married soon. The actor even spoke about his choice. He said he wants to marry a normal girl, and not someone from the industry. 32-year-old Shahid had a failed relationship with Kareena Kapoor, Priyanka Chopra and Vidya Balan and now he doesnt want anyone from the glamor world. Talking to the press, Pankaj Kapur had once revealed his desire to see Shahid happily married. I want to see him married. But its his choice. He will decide who to marry and then come to me and say Here is the girl I want to marry. As a father, I will make the arrangements and participate. As he is established, it is his prerogative. Its my duty to stand by him. Well, we hope Shahid finds his life partner soon and fulfills his parents wish!

Bollywood actor Anupam Kher says his "fantasy came true" when Hollywood legend Robert De Niro sat in his chair. De Niro, who was on a visit to India for THiNK 2013, a thought-provoking fest in Goa, he made sure he visited his "Silver Linings Playbook" co-actor Anupam in Mumbai. Anupam shared a picture of De Niro's visit to his acting school Actor Prepares, where some other Bollywood celebrities like Ranbir Kapoor and Varun Dhawan were also in attendance. "Making Robert De Niro sit in my chair in my office. Actor Prepares will

always be the greatest joy of my life," Anupam posted on his Twitter page along with a photograph. "All dreams come true. But Robert De Niro coming to our school was a fantasy come true," added the 58-year-old. Photographs at the closely guarded event reveal that Ranbir was most excited to see De Niro and he even sought his blessings, while Varun too was upbeat about meeting the screen hero. There were others like Kirron Kher, Ayan Mukerji, Anil Kapoor and Aditya Roy Kapur present on the occasion.

Pimplesthey come at the best of times, dont you think so? Usually when you have a big event coming up, or youre sleeping over at your mans and you wake up with some rather unflattering red bumps. In either case, pimples are a nuisance and we need to put a stop to them NOW! Can you tell Im enraged? I woke up this morning to a nice surprise on my face, but, thankfully I have my tools ready! Here are 5 ways to get rid of a pesky pimplestat! 1. Benzyol Peroxide

Ways To Get Rid Of A Pimple

This trick is as old as they get, but just make sure you use white toothpaste and not the blue, swirly kind because it wont work as well. Usually the toothpaste on the pimple trick works best when you apply it at night and sleep on ititll dry it right out! 4. Drying Cream

Tips For Perfect Skin

Radiant and flawless skin is what every woman wants. And here are some new skincare tips to get a beautiful complexion. It's known that drinking eight glasses of water a day, using SPF, and having a solid cleansing routine are essential, but the Association of Professional Hair and Makeup Artists reveals their top five tips for radiant skin. Here are five tips that you may not have known about: 1) Flip your pillow case: When you sleep, you drool, perspire and sometimes sweat. This goes directly onto your pillow case and sheets, so it's a must to keep your pillow clean. To keep it clean, every two weeks you should vacuum it with a turbo brush. Then wash it on hot (or follow care instructions), shake the pillow out and let dry naturally in sunlight. This regular cleaning will help reduce the bacteria, and nasties in the pillow. During the week, between washing the sheets, turn your pillowcase inside out and upside down, so that you are getting the side that your face hasn't been touching. You will be able to notice that this makes a difference in getting clearer skin. 2) Steam up your shower: Going to the spa for a facial is one of the best things you can do for your skin. No matter what type of skin you have, steam is one of the spa's secret tricks while giving you a facial. It opens your pores, and the gentle heat brings blood to the surface of your skin, which helps it naturally repair itself. When you're going to take a shower, turn the temperature hotter than normal, and shut the door for a few minutes. This allows the steam to build up. Once it has a good amount of steam, you have created your own steam room. Take your shower as normal, and over time, your skin will start glowing like never before. 3) Wash your face for longer: You know you should brush your teeth for two minutes, so give the same kind of attention to your skin. When you wash your face, do it for at least two minutes. This allows the cleanser to really do its job, and get into your pores. 4) Don't touch your face: You touch your face more than you know. The National Health Institute of Bethesda found that people touched common objects an average of 3.3 times per hour and their faces 3.6 times per hour. If you get bacteria on your hands and then touch your face... the bacteria is now on your face. And bacteria causes imperfections. Touching your face is a harder thing to stop doing than you think, as it happens naturally. How often do you move your hair out of your face? How often do your rub your eyes, or hold your hand up to your face when you sneeze? But the pro tip here is to make a concerted effort to not touch your face and use anti-bacterial gel or wipes to kill all the nasties. 5) Keep your hair clean, and out of your face: Your hair, especially if you have fringe, can lead to spots. The natural oils in your hair can build up and then transfer onto your face. If you use products on your hair, this can also lead to imperfections. You're not going to change your hairstyle or stop using products. So the solution is two-fold. First, when you're at home, push your hair behind your ears, get your fringe off your forehead, and ponytails are your new best friend. The second is to use products on your hair that will be better for your skin, especially like organic, natural products, as these tend to be gentler on your skin.

This is my best friend! I carry this little tube of miracles in my bag all the time. Just apply to the pimple and it will greatly reduce the size and redness in no time. 2. Ice, Ice, Baby

One of my favorite products in the world is Mario Badescus Drying Cream because it works miracles. Not only is this cream a lifesaver when it comes to minimizing pimples in record time, but it also works amazingly as a pimple concealer. So you can wear it underneath your foundation, making it almost non-existant, while it is doing its job of drying out the pimple genius! 5. Tea Bag

Ok, so Ive been watching Glee too much, but ice is actually a great way to reduce those massive surprise pimples. Just put some ice in a bag and hold it against the pimple for about 10 minutes. This is actually called freezing a pimple..take that! 3. Toothpaste

Tea bags are another excellent way to reduce the size and redness of a pimple. Just boil some water, dip a tea bag in it (green tea works best), let it steep, and apply the tea bag to the pimple.

Why Waxing Is Good For Your Skin

Here's why you should be waxing your skin 1. Exfoliating: Waxing has an exfoliating effect on skin which is why you might notice smoother, softer skin after a waxing session. As soon as wax is applied to the skin, it starts drying up which makes dead skin stick to it. When the waxing strip is pulled, the dead skin too comes off. Easy! Try exfoliating before a waxing session and load up on moisturiser after one for silky smooth skin. 2. Slower re-growth: Unlike in shaving where the hair is merely cut off where it starts growing out of the skin, hair is pulled out of the root while waxing. This means the hair follicle will have to reproduce a new hair. This takes slows down the process of re-growth considerably cutting down the number of times you need to remove hair. 3. Thinner re-growth: Sometimes the hair follicle might completely stop growing a new hair after waxing. Thus you will notice finer regrowth and lesser hair than you used to have.

While there might not any scientific way to increase hair growth, there are ways to, perhaps, stimulate it. Here are a few steps that you can adopt to get your hair to grow faster: Use hair products that not only suit your hair, but also give it shine and invigorate it from the roots. Protein is very important for hair as it helps produce the amino acids that the hair needs for it to grow. Keratin, which is what the hair is largely made of, can be produced only from amino acids, and for that you need to consume proteins. Go for regular keratin treatments to the salon. It keeps the hair healthy and adds shine to dull hair. Make sure that your scalp isn't dry. Dryness of scalp generally leads to dandruff, which, in turn, might not help in hair growth. Protect your hair from dust, dirt and the sun when you step out during the summer. You can, perhaps, wrap a scarf around your head, as the summer

How To Make Your Hair Grow Faster

sun can be pretty damaging, and dust can increase dandruff. Add Vitamin B and C to your diet apart from protein, as well as iron and zinc. A lack of iron and zinc can lead to poor hair health, and even hair loss. Follow a healthy diet as a poor one can lead to unhealthy hair that will be prone to breakage.

Do you see people around you who have strong, healthy hair that grows fast, but does your hair seem to take all the time in the world to even reach your shoulders?

In India, Sachin Tendulkar is everywhere, and belongs to everyone. In his restless home city of Mumbai this week, it seems there is only one name on everyone's lips, and everyone, it seems, has their own story about Sachin. Sudhir Gautam, 32, has been watching Tendulkar play for 12 years. He's been to 334 matches and once he rode a bicycle 1,600 km from India to Lahore to see his hero bat. Earlier this week Mr Gautam was at Wankhede stadium for one of Tendulkar's last training sessions before the final test As Tendulkar was getting on the team bus, he called Mr Gautam over. "Sachin was calling 'Sudhir! Sudhir! Come!'" he said. In the bus, Tendulkar opened his bag; inside was a brand new pair of bright orange sneakers - a gift for his most dedicated fan. Tendulkar even got Mr Gautam's shoe size correct. While Tendulkar was in Kolkata for his penultimate test earlier this month, back in Mumbai, the man responsible for giving him his first big break at age 14, former Cricket Club of India selector Milind Rege, woke up to a text message from his former charge. It read: "Thank you for showing faith in me from age 12 :)" "He is a simple human being and he is a good man," Mr Rege said. Mr Rege was at a function with Tendulkar a few days ago, where he says the super star took the time to speak to all of the older cricketers. "He met the oldest living test cricketer in India he went and touched his feet,"

he said. In India, touching a person's feet is a traditional way of showing of great respect and deference to older people. "He came and met all of us, spent time with us," Rege said. "It is as if you want to tell him 'Sachin, don't wait to talk to us - the whole world is waiting for you! You can talk to us later' - but no, for him he always gives respect to the elders." Tendulkar's first coach Ramakant Achrekar is planning to make the pilgrimage to Mumbai's Wankhede stadium to see his protg bat for the last time. Mr Achrekar's daughter Kalpana says despite the star batsman's fame he has never forgotten his roots.

"He always comes to our house to visit him and take blessings," Mr Achrekar said. Few can know well one who is loved by so many - but those that know him best say Tendulkar is unchanged by his glittering career, fame and wealth. His high school maths teacher, K R Shrisat, remembers a young man who was always more focused on his sport than study, but who was unwaveringly polite to his teachers. "[He was] very quiet, very calm. I liked him very much because of his behaviour," he said. When Mr Shrisat went to visit Tendulkar at the batsman's Mumbai home four years ago, he stood at the gate and asked one of Tendulkar's

personal assistants to tell him he had come to visit. The assistant said he was busy, but Mr Shrisat insisted he tell Tendulkar he had come to say hello. It wasn't long before the batsman bolted through his front door and down to the gate and said "Hello Sir", while looking respectfully at the ground by his former teacher's feet, unable to make eye contact. "He has earned a lot of fame in cricket but as a human being there is no change in his attitude, it is as he was in the school days," Mr Shrisat said. Even those who have never met him, have nothing but respect for the man they call the Little Master. "He is down to earth as everybody knows and he is great," said Advait Anirudh Kamtekar, a pupil at Tendulkar's former school. "He is a great batsman. He is the god of cricket, as every one knows, and he is from India, we feel proud about it. "It will be amazing to see him play for the last time." When Tendulkar walks into the pavilion for the last time during this test match, he will be taking with him the well-wishes of millions. You don't have to travel far in Mumbai to see just what the great man means to his fellow countrymen. Near the ground where he played cricket as a teenager in South Mumbai, a banner strung between two apartment buildings reads "Farewell the God of cricket". At a store down the road a giant poster of the great batsman covers the entire front window, "We salute you, SRT". The city knows it is not only losing a great batsman, but also a gentleman.

Lovneel's Pratap untimely death is a huge loss to Fiji soccer, says his coach and mentor Kamal Swamy. Swamy who identified and fielded Pratap while he was a student at DAV College in Ba said the deceased was yet to mature fully as a footballer and he was expecting a lot from him. "I closely followed his progress from U15 level when he first was identified at the Sportswell Tournament. Ever since then, he remained consistent and was passionate about the game," Swamy said. "He never allowed his height and weight disadvantage ever affect his game and he was one player who played with guts and was never afraid to commit himself to 50/50 balls." "When I got the chance to coach Tavua, I went and brought him from Ba to represent my district team because I wanted him to get the exposure at district level and further enhance his career. And yes, he lived up to expectation and proved a lot of critics

wrong with his game. Even the national selectors were amazed by his game." "Last year when I moved to Nadi, I decided to include him in my squad. He did not get much game time here in local tournaments as he used to live in Ba and traveling for training used to be an issue for him." "But he really lived up to expectation and proved himself in the Pacific Cup last year where he finished off as the Player of the Tournament and played his heart out for Nadi." "I was looking forward to seeing him again in the Pacific Cup this year and had already started work on a plan to counter him as his Suva team is drawn with Nadi for the tournament but it is just too sad to know that he is no more with us and will be surely missed by everyone who knew him," added Swamy. Pratap died after a short illness last Saturday at the Lautoka Hospital and his funeral will take place this Saturday at his family residence in Bala St, Varadoli, Ba.

Story By Asuad Ali

Former Nadi and national soccer defender Nizamud 'Peter' Dean is the brainchild of the Nadi alumnis social club. Peter told Sportsone the ex- players social club idea came about last month. "The idea behind the alumnis club is to keep in touch with the players that have represented the district and have brought many glories during their prime playing days", he said. "These players have for some reason been left out and starved any district respect. The club will give us a chance to keep in touch and relish on the good times. Peter says since the formation of the club has gained momentum in the weeks ahead and membership has grown. He said the news of the club has included some of the big names of Nadi soccer. Among the members are, Savenaca Waqa, Rusiate Waqan, Savenaca Taga, Joe Lutumailagi, Vilikesa Driu, Emasi

Koroi 'Bacardi', Seremaia Tale, Inosi Tora, Kini Tubi and Peter. Nadi Football Association president Navneeda Goundar is also a member along with Watisoni Voli, Alipate Driu and Emosi Baleinuku. Peter said players that have migrated and want to be included should contact him through his Facebook account. "We have taken a decision to meet every month and kickback over a few tanoa of 'gold dust' kava. "We have designated Tale's (Seremaia) for our get together". The club members have had two huge reunions recently, Australian based former midfielders, and Aiyub Bai and David Ramlu were united with the members this week with the stars of the 1980s after three decades. Emasi Koroi 'Bacardi' set in motion the reunion last month. The ex-Nadi players club members are planning on a BBQ night at their earliest.

Daveta has the services of Nadroga players Apisai Domolailai, Manoa Tamaya and Nemani Raiwalui. In another match, the experienced Tokatoka Babas side with Pio Tuwai, Jiuta Takubu, Senivalati Ramuwai and Filipo Nakosi lost to Yamacia 17-10.
