Fijis renowned international golfer Vijay Singh is backing Fiji. He has thrown his support behind the Fiji International to be played at Natadola Bay next year. While it is not clear whether the former Nadi Airport caddy would return home to play, he believes the tournament will have many benefits for Fiji. Singh is in Australia for the Talisker Masters tournament. Singh told the media in Australia ahead of the Talisker Masters in Melbourne, that hes been part of discussions about the inaugural Fiji International which will be co-sanctioned by the PGA Tour of Australasia and One Asia.
It will be a big thing for Fiji, Singh said. National Golf Association of Fiji president Sitiveni Rabuka said it was very good to see that Singh, someone who designed the Natadola course, has supported the tournament. This is a very positive move as far as golf is concerned in Fiji, the former prime minister said. To see that one of our own sons excelling in the international golf arena showing that he cares about his place of birth is encouraging and touching, Rabuka said. I hope he will be here as well next year to be part of the competition which will be a great benefit for his
fellow Fijians. Rabuka said Singh and the PGA would boost our economy. I also hope fellow Fijian, Rika Batibasaga will also be part of the competition as this is the first ever major international golf competition on the Nadroga soil where he also comes from. Singh, when asked about how he got into golf growing up in such a rugby-dominant country, said the choice was an easy one from a young age. I was too small and too skinny to play rugby so there was no chance of me playing rugby. You have seen the Fijian boys, they are not small, he joked. And my dad was always a golfer. He always played golf and my brothers played golf and we lived right next to a golf course so all I knew was golf so that is pretty much what I kept going with. While Singh hasnt been back to Fiji for a number of years, he says he thinks of his home country often. When you go there it is like going to Hawaii from America. You just go there and it seems like somebody just takes all the stress away from you, he said. I mean when you get to a bigger city everything is go, go, go. I mean, it is all time. You are on a schedule. But when you go to Fiji, there is no schedule. It is your own time, he said.

The 2014 National Budget announced by Prime Minister Commodore Voreqe Bainimarama has wowed many people in the country. Individual Fijians students, businesspeople, employers and even politicians have been full of praise for yet another bold initiative by the Government. The estimated revenue for 2014 is $2.721 billion against an estimated expenditure of $2.883 billion. This means more money for development projects and initiatives, but it also demonstrates how we are giving greater priority to ensuring our nations long-term well-being, Commodore Bainimarama said. Major spending commitments were announced in the areas of education, health, water, housing, electricity, roads and Government services, amongst others. The Prime Minister said these were also being financed through partial and responsible divestment of certain Government assets, which will create new value in the economy and grow our capital markets. Move for a smarter nation Education was the biggest winner in the 2014 National Budget. Concrete steps have been taken by Government towards making Fiji a smarter nation and has seen a major chunk of budget allocated for the education sector. This will mean that from 2014, Government will provide free education for primary and secondary students and loan schemes for tertiary students at extremely low interest rates. The $541.5 million being budgeted for the education sector is nearly 19 per cent of the total budget. Commodore Bainimarama said: 2014 would go down as the year Fiji embarked on an education revolution to better equip our young people for their future. Also build a Fiji that is not just smarter, but which provides every young person with increased opportunities. He labeled this as the boldest investment ever made by Fiji as a nation. It will require additional finance, but it is a good investment, a wise investment, Commodore Bainimarama said. Because it is an investment in every Fijian child at primary level, secondary level and those wanting to go on to our universities and technical colleges. We do it proudly and unashamedly in pursuit of our vision of Fiji as a clever country, an economic powerhouse driven by the finest minds and equipped with the finest skills. Civil servants pay rise
Commodore Bainimarama further announced substantial pay rises from eight per cent to 23 per cent for civil servants including all disciplined forces. Government has allocated more than $92 million for these pay increases. Commodore Bainimarama said this would ensure we attract the best people for the jobs. This is part of our efforts to improve the quality of Government services for ordinary people; of making Government more helpful and accessible, he said. We expect that the new salaries for all civil servants will dramatically raise the overall quality of our civil service and the services they deliver to the Fijian people by attracting talented individuals and by discouraging corruption. Providing better utilities The budget will also connect thousands of families to water and electricity. It will increase access to affordable housing. It will make justice more accessible, Commodore Bainimarama said. It will help establish strong and independent institutions, as required under the Constitution. And it will encourage investment, job creation, and economic growth. This budget supports our promise to make Fiji fairer, more equal, and more just. Exciting times In conclusion, the Prime Minister said the 2014 Budget continues with the overall policy objectives of his Government. It builds upon the already existing principles of being consistent, transparent, responsible and prudent. Similar to previous budgets, it provides long-term solutions, he said. It empowers Fijians in a very fundamental manner whether its in education, health, jobs, roads, increased opportunities, or improvement in the quality of their lives. It has meant being prudent with Government finances. It has meant keeping a check on corruption, being smart and savvy, and keeping our focus on the future. Given the revised growth forecast of 3.6 per cent for this year and a sound economic framework, Commodore Bainimarama said we have exciting times ahead of us with new and numerous opportunities. As a nation, we must not let go of these unprecedented opportunities. We must stay the course, he said. As we prepare for parliamentary elections in 2014, together, we Fijians have the ability to make our nation great.
Students attending fully privately operated schools will not qualify for the free education programme provided by the Government. This was confirmed by the Permanent Secretary for Education, Dr Brij Lal. Dr Lals clarification means that the fee-charging privately operated schools like the International Schools in Suva and Nadi, Suva Christian School, and Fiji LDS Church College and Primary are not eligible for the assistance. This is from the $541.5 million is budgeted for the education sector the biggest sum allocated in the 2014 National Budget. No, they do not qualify for assistance. AIRPORT departure tax will increase from $150 to $200, with $10 being directed towards the conservation of the environment. In announcing the 2014 National Budget, Prime Minister and Minister for Finance Commodore Voreqe Bainimarama said this would be effective from January 1 next year - $5 from this amount would go to Civil Aviation Authority of Fiji (CAAF) and $10 would be given to Airports Fiji Limited. REVENUE from value added tax (VAT) collections in 2014 is expected to reach $777million, about $97m higher than this year. And according to the Ministry of Finance, the higher estimated collection took into account continuation of the present momentum in consumer spending with further impetus from civil service pay rise and higher projected imports for next year. In its economic and fiscal update supplement for the 2014 National Budget address, the ministry said VAT was part of indirect taxes, one of the major components of government's operating revenues, alongside direct taxes such as personal income tax (PAYE), corporate tax, withholding taxes, capital gains tax, social responsibility tax and fringe benefit tax. "Customs duties comprise fiscal duty, local excise duty, import excise duty, export duty and luxury vehicle duty. Revenue receipts from Customs duty in 2012 totaled $371.4m," the ministry said.
He said tax policy was a critical element of a nation's economy and must be held at a level that was high enough to sustain the services people expected and required from government. Commodore Bainimarama said taxes must also be low enough to allow the ordinary taxpayer to keep as much of the fruit of his or her labour as possible, allow for private capital to be formed and encourage investment. "If we do this, we will generate more economic activity, which will continue to generate the income government needs to do what the people expect. "In return, the people have a responsibility to pay their taxes in full and on time."

More of our locally-owned businesses are stepping out of the Fijian market and opening up markets in more developed countries. The latest one is Pacific Batteries Limited, a subsidiary of CJ Patel Group, which has already started establishing its battery brand in neighbouring Australia and New Zealand. While the company had set up in Auckland, New Zealand, last year and in Australia this year general manager, Diwakar Dubey says they will do their branding more aggressively now. The company initially set up Sales and Service Centres in Auckland and will soon look to Wellington and Christchurch with total investment of $500,000. Mr Dubey said: So in the New Zealand market, we have put a warehouse and we have staff and our vehicles on the ground in Auckland. In Australia we have invested around $100,000 to begin with and investment will continue to grow once it rolls out proper. The company has taken on board a full-time manager with staff to Sydney. Additionally, they have sealed a contract to manufacture as well for Middle East countries, but further decisions are yet to be made.

Fiji's government in its 2014 National Budget has announced a 10% increase in excise duty of tobacco and alcohol. While making the announcement, Prime Minister and Minister of Finance Commodore Voreqe Bainimarama said the increase would help the Ministry of Health fight non-communicable
diseases (NCDs). In addition, the allowable quantity of cigarettes which can be purchased at duty free shops will be reduced from 250 grams to 200 grams. While the prices for tobacco and alcohol increases from next year, the minimum age limit will also increase from 17 to 18 years.
Fiji's Prime Minister Commodore Josaia Voreqe Bainimarama has urged taxi drivers to serve the people better and not to rip off passengers as they are their customers. He made the remarks during the launch of the Veivueti Taxis Co-op Base in Nausori.

Home Finance Company Limited (HFC) has been granted its banking license. This will see HFCs entry into the Fijian market early next year as the countrys sixth commercial bank. The increased competition in the banking sector as a result of HFCs entry is expected to further benefit customers with better products and services. Prime Minister Commodore Voreqe Bainimarama made the announcement during the 2014 National budget announcement. HFC, with strong and transparent governance, will have to compete in the marketplace with other commercial banks and operate as a profitable business, he said. But, Commodore Bainimarama said this wouldnt be just any bank as it would belong to the Fijian people. HFC is owned 75 per cent by the Fiji National Provident Fund and 25 per cent by the Unit Trust of Fiji.

WITH the collection from direct taxes for 2014 projected to be $417.9m, personal income tax and corporate tax collections are expected to increase in tandem with improved macroeconomic outlook and labour market conditions. According to the Ministry of Finance's economic and fiscal supplement to the 2014 Budget address, lower tax refunds with the implementation of pay as you earn (PAYE) as a final tax and increase in civil service remuneration would positively support collections next year. "In 2012, total direct tax collections amounted to $492.7m while $423.2m is expected for 2013. The lower collection this year was due to the one-off overlapping corporate tax collections in 2012 as a result of the change in the advance tax payment schedule," the ministry said. Fiji Commerce Commission chairman Dr Mahendra Reddy commended the 2014 National Budget saying it was a mix of expenditure and investment focused towards growth. "The real test for government and the country would be to ensure the expenditure demonstrated here can be delivered and sustained through the revenue base," he said at the Fiji Revenue and Customs Authority in Suva. With total estimated expenditure for 2014 totaling more than $2.88billion over revenue of more than $2.72b, Dr Reddy said having a deficit budget was normal. "The question is what you do with the excess expenditure over revenue whether you raise the productivity capacity of the economy or whether you spend it in conspicuous consumption," he said. "In this case, you see the investment of programs there. In terms of the commission's submission, there was no increase but we are managing it. We'll see what we can." He said government's focus on the education sector lifted Fiji's status among developing countries.

Paradise Beverages plans to cease brewing operations at the Lautoka Brewery during the second half of 2014. In a statement, the company said the site will be redeveloped into a distribution warehouse for beer and rum products in the West and for export. The company's existing permanent workforce at the Lautoka Brewery will be offered new roles at the Lautoka Distillery, the redeveloped Lautoka warehouse and the Suva Brewery. Casual and part-time employees who may be laid off due to the change will be assisted to find alternative employment. The change follows ongoing works to expand the Suva Brewery as part of the company's FJ$44million three-year investment plan. The second stage of the plan, worth $18million, will begin in early 2014. This will include the installation of a brew-house, malt silosm yeast progagation plant and other plant and equipment upgrades to replace the existing dated Suva Brewery plant and
equipment. The project will double the site's brewing capacity and create additional employment opportunities in the Fiji operations. The company's $44million plan includes the upgrade of the Lautoka Distillery to expand capacity and replace aged plant and equipment. Details are expected to be announced early next year. Chairman John Murphy said the investments are key enablers of the company's export strategy, commencing with first orders of Fiji Bitter and the recently acquired Vonu Brand to Australia from early 2014. The company's first major export order of Bounty Rum to Australia was completed this month. Meanwhile, on completion of the three-year plan, the company's Fijian manufacturing operations will encompass beer and alcoholic-readyto-drink (ARTD) production at Suva, rum and spirits distilling operations at Lautoka as well as the beer and soft drink operations in Samoa, Murphy said.

A 46-year-old Levuka man who raped his daughter pleaded guilty in the High Court in Suva. The man was charged with one count of rape and another count of indecent assault. The court heard that the accused had sexual encounters with her on several occasions between 2008 and 2010 without her consent. Justice Salesi Temo told defence Legal Aid lawyer Romanu Vananalagi that they were lucky that prosecution did not charge the man with multiple rapes.

Fiji's Arya Pratinidhi Sabha has welcomed the concept of free education, saying it would make the collection of levies by school managements a thing of the past. But the Sabha wants the government to give funding to schools on a monthly basis to help schools' cash flow. Prime Minister and Minister for Finance Frank Bainimarama announced the free education plan in the 2014 Budget. Sabha president Kamlesh Arya said the Sabha had recently challenged the free education issue in the media "based on enormous volume of unpaid school levies by the parents on the pretext that education was free". I dont have any regrets since then and I enjoy driving here and being a member of this co-operative, all the drivers treat me like their own brother. The new taxi base features an office, a drivers lounge and a wide screen for tracking the GPS system that will soon be installed in the Nausori based cars. Established in March 2011 with 11 cars, the co-operative to date has 48 taxis and 1 mini bus.

A man who has denied murdering his wife says she was the love of his life and he has never remarried or looked for another partner after her death. Roneel Chand was testifying in the High Court in Suva. Chand continued to deny allegations that he poured kerosene on his wife and set her alight. I loved my wife. From the first day I met her till today. She was the love of my life, Chand said. He said he was the only one at home with his late wife on February 19, 2011 in Nadera. He said his mother had just gone to the temple for prayer. Testifying in court, he said he woke up at 8:30am and went straight to the porch of their home and sat on the settee. He was half asleep on the settee when he was awoken by a yell. When I heard the yell, in my mind, since my wife was suffering from fits, I thought she had an epileptic attack, he said. He said usually when his wife had an epileptic attack she normally yelled or ran and fell to the ground. He then ran into the house and saw his wife, Karishma on fire running into the living room. Acccording to Chand, she
called out to him to pour water on her. Chand said he then took a pot from the kitchen shelf, filled it with water and poured it on his wifes face and chest but the fire did not die out. After that, Chand said, he ran into the bathroom to look for a bucket that he filled up with rain water from a 44 gallon drum outside their home. He went back into the house and poured it on his wife after which she started to take off her clothes and at the same time continued to yell loudly. She then went into their bedroom. Chand said their kitchen was also on fire so he tried to put the fire out at the same time as well. He then told his wife to go straight to the Colonial War Memorial Hospital for treatment. When asked why he did not call an ambulance or accompany his wife to the hospital he said that everything happened so fast and he was also trying to save their home from the fire. He told the court that his wife was in a serious condition when he arrived there at 10:45am. The trial continues.

THE selling of loose cigarettes by businesses has drastically dropped in the Western Division. This was confirmed by divisional health inspector West Rakesh Kumar. He said tobacco sellers were now adhering to the Tobacco Decree that was implemented in July this year. "We have seen a vast improvement from businesses and canteens that used to sell loose cigarettes in the past," he said. "Since the implementation of the decree people have been respecting the law mainly because they do not want to be taken to task."

Srishti Rana who was crowned Miss Asia Pacific World 2013 recently in Busan, South Korea was not allowed to carry the diamond studded crown home as the customs was not paid for the crown. Sristi was returning to India after winning the crown of Miss Asia Pacific world at a beauty pageant in South Korea. She landed at the Shivaji International airport where her crown was seized. She was asked to pay the duty for the crown as the crown was diamond studded. However, according to the officials, if any participant wins such an award, the customs department needs to get a special exemption notification by the Central Board of Excise and Customs (CBEC). Since the custom department did not get any certificate till that time, the crown was seized for the time being. Srishti Rana received the crown from last years winner Himangini Singh Yadu at a ceremony in South Korea. Last year Himangini won the coveted crown of Miss Asia Pacific World. This is Indias second victory in a row at this beauty pageant. Srishti was the 2nd runner up at the Femina Miss India contest. Further she
went on to represent India in the Miss Asia Pacific world contest. Srishti is from Faridabad in Haryana. She did her schooling from Faridabad. She is a graduate in Mass Communication and Journalism. Rescued Dog Rupee Climbs To Everest Base Camp, Believed To Be First Dog To Tackle Mt Everest
An abandoned puppy rescued from a rubbish dump in India has trekked to Everest Base Camp, becoming what is believed to be the first dog to tackle the peak. Former professional golfer Joanne Lefson says she adopted the 11-monthold dog, called Rupee, in the mountainous Indian town of Leh last September, and decided to take him on a trip to base camp at 5,364 metres. The pair began "Expedition Mutt Everest 2013" in the Himalayan town of Lukla on October 14, intending to raise awareness about the plight of homeless dogs and promote pet adoption. They accomplished their recordmaking feat 13 days later, describing it as "one giant leap for dog-kind" on Facebook. "I am so proud of Rupee," Ms Lefson said. "I thought I might have to carry him on some days, but instead, he took the lead and pulled me along. "I hope his accomplishment will compel people to be kinder to animals, especially strays - we need to realise that every life matters." Rupee and his owner trekked across rickety bridges and wet mountain paths, dodging landslides along the way. Despite missing part of his right ear and being close to death only a few weeks ago, Rupee had no trouble adjusting to the altitude and relished his first taste of snow. "He loved the snow, he ate it, he played in it. If I had let him, he would have slept in it too," Ms Lefson said. Photographs on the Facebook site show the puppy enjoying the sights and sounds of Nepal, cuddling with bearded Hindu monks in Kathmandu and playing with children in the Himalayan town of Namche Bazaar. The pair are now in Ms Lefson's native South Africa, where Rupee is catching up on his sleep. Ms Lefson is preparing to launch a book next week devoted to her former dog Oscar who accompanied her around the world.

Union will soon be allowed to use their smartphones and other electronic devices during all phases of flight, including take-off and landing. The move follows a similar relaxation of restrictions by the United States, where passengers are now also able to play games and read downloaded
Under the new rules, electronic devices must still be switched to flight mode, and talking on a phone in-flight is still banned. However the European Aviation Safety Agency says it will look at eventually allowing passengers to use their mobile phones to make calls while in the air.
The mother of a toddler who died of bleeding on the brain says her then partner was physically and verbally abusive towards the girl. Two-year-old Tanilla Warrick-Deaves died of bleeding on the brain caused by blunt trauma at Watanobbi on the New South Wales Central Coast in August 2011. She had also suffered extensive injuries to the head, torso and arms. Her mother, Donna Deaves, is serving a minimum of nine years in prison for Tanilla's manslaughter. Deaves is now a prosecution witness against her former boyfriend, 29-yearold Warren James Ross, who is on trial for Tanilla's murder. Deaves told Sydney's Supreme Court that Ross was "very angry about (toilet training)". "[He would be] hitting her (Tanilla) with his hand, her shoes, my shoes, (electrical and phone) cords, anything," Deaves said. She said a frequent punishment handed down by Ross was to make Tanilla run laps around their living room if she soiled herself. "Tanilla did the laps, and kept doing the laps. I don't know how she did it," Deaves said. A few days before Tanilla died, Deaves said she saw Ross grab her daughter by the hair and bang her head against a glass shower screen.

Ross called Tanilla a "black dog" and kicked her across the floor, causing her to hit her head on a cupboard, the court heard. "She was looking drowsy, like she was going to pass out," Deaves said, adding Tanilla lost consciousness shortly afterwards. "I said, 'let me ring an ambulance" "(Ross said), 'Do that and I'll tell them you did it'." Deaves said she put Tanilla in a stroller, as ordered by Ross, and spent the whole night awake beside the unconscious child. Tanilla did not regain consciousness the next day and Deaves said she discovered the toddler was not breathing the following night. "I picked her up and put my hand on the back of her and she wasn't breathing," Deaves said, looking straight at Ross in the dock. "She was dead." Earlier in the trial, prosecutors told the court the accused was in a relationship with the child's mother and was determined to toilet train the girl in the weeks before her death. The Crown said Ross felt the child was deliberately defying him. It said it felt his attempts to discipline Tanilla were "far in excess of what is reasonable". Ross has pleaded not guilty to Tanilla's murder and frequently shook his head during Deaves's testimony.

Salt is a big culprit when it comes to bloating. High-sodium foods cause the body to retain water, which leads to a bloated feeling. Sodium can show up in some unlikely sources, especially in processed foods, so read your food labels and rather flavour your foods with herbs. 3) Spicy foods
All carbonated drinks - from sodas to fizzy mineral water - can cause bloating because the carbon dioxide trapped in the bubbles creates gas in the stomach. Some beverages such as alcohol, caffeinated drinks, coffee, tea, hot chocolate and some fruit juices (like orange juice, pineapple juice and tomato juice) are high in acid which can irritate your GI tract, resulting in swelling and bloating. 6) Artificial sweeteners
Just as some people are lactoseintolerant, others are fructoseintolerant, and their bodies cannot digest the sugar properly. If you find you have excess gas and bloating after eating fruit, this may apply to you. Choose lower-fructose fruits, like sweet melon and apricots, instead of highfructose fruits like apples and bananas. It is also best to eat fruit separately from a meal - either 30 minutes before or at least two hours after. 9) Starches

Certain artificial sweeteners, such as aspartame, saccharin, sorbitol, xylitol, maltitol, mannitol, cyclamates and sucralose can increase bloating. These are often found in diet drinks, sweets, cookies, energy bars and chewing gums. The artificial sweeteners linger in the stomach because they cannot be digested, and after enough buildup they act as a platform for the fermentation of bacteria, leading to production of gas. 7) Dairy products
Some vegetables produce more gas than others do, and everyone varies in their ability to absorb and tolerate that gas. If you're sensitive, you may want to limit the amount of gas-producing vegetables such as the following: baked beans, broccoli, Brussels sprouts, cabbage, cauliflower, lentils, Lima beans, onions and peppers.

A constitutional court challenge has been launched over the federal government's decision to prevent doctors from prescribing heroin to addicts. Providence Health Care, which operates St. Paul's Hospital in downtown Vancouver, says its lawsuit involves five patients who have been part of a clinical trial known as SALOME. The SALOME trial examined a specific form of prescription heroin and operated under a federal exemption, but patients who left the trial are no longer covered under that exemption. In a written statement to CBC News, the office of Health Minister Rona Ambrose said the federal government was forced to close loopholes that allowed "for the feeding of addiction under the guise of treatment." Doctors in Vancouver had obtained federal approval to prescribe the heroin to 21 patients who left the trial, but last month Ambrose intervened when she introduced new regulations to close what she described as a "loophole" that allowed the drug to be dispensed. Dianne Doyle, CEO of Providence Health Care, says the patients are extremely vulnerable and haven't benefited from other treatments such as methadone. The lawsuit alleges the new federal regulations violate the patients' charter rights and it is asking the B.C. Supreme Court to throw out the revised federal rules. Surrey is planning a hike in taxes and utilities next year of more than $100. The city is gearing up to consider its 2014 budget a document that right now includes an increase of $113 to the owner of the average home with an estimated value of $643,600. As outlined in its five-year plan last year, Surrey is considering a 2.9-percent property tax hike ($44.40), along with a one-per-cent road levy ($15.31), for a total tax increase of $59.71. It will bring the property taxes on the average home to $1,590. In addition, homeowners will be hit with a host of utility increases, including water ($19.39); sewer ($19.26); a parcel tax for pipe repair, pumping stations, etc. ($13); and an increase in garbage hauling of $2 for a total utility hike of $53.62. A Calgary jury heard a compelling 911 call on Tuesday made by a woman who said she had just shot her 68-year-old husband. The tape was played as Heather Wilson Duncan's second-degree murder trial got underway in a Calgary courtroom. "I think I killed my husband.... Please come, please come right away, please come," the 911 call states. For 36 minutes, Heather Wilson Duncan pleads with the people at the other end of the 911 call to send help to her Sundre-area home in southern Alberta telling the same story over and over again. In the call she seems disorientated, and has trouble relaying her rural address to 911 dispatchers. She later confirmed her husband was dead. Hes dead, I killed him, I killed my husband ... oh God, oh God, oh God. Wilson Duncan says she and her husband were drunk and got in a fight. She said her husband poured a bottle of wine on her. Wilson Duncan said she was sitting in front of the fireplace when he handed her a loaded gun and told her to shoot. "He gave me the gun," she said. "We were fighting and he said it was loaded." On the tape she says she thought he was joking, but Barry Duncan ended up dead. Defence lawyer Jim Butlin says it was an involuntary or accidental discharge and Wilson Duncan should be acquitted. "I think the 911 tape shows she was distraught, intoxicated and quite confused," he said. If she is found guilty, it is an automatic life sentence with no chance of parole for 10 years.

Natasha Warren is serving three years in prison for killing Kassandra Kaulius A Surrey woman serving a three-year sentence for killing another woman while driving drunk in May 2011 was denied parole on Wednesday. Natasha Warren, now 36, struck Kassandra Kaulius, 22, as she drove home from a softball practice, and then fled the scene. Warren was later found by police hiding in bushes with a blood alcohol level more than twice the legal limit for driving. On Wednesday, she applied for parole after 10 months in jail, telling the Parole Board of Canada that she has committed herself to a life of sobriety. Warren also said she would never drive again and that she has taken every course she could to better herself while behind bars. However, the parole board concluded Warren lacks insight into her behaviour, and that she still poses an undue risk to the public. A bottle and a half of wine During Warren's trial last year, it was revealed that she was travelling at 103 km/h when she collided with Kaulius and had consumed more than a bottle of wine before getting behind the wheel. Additionally, Warren called her boyfriend rather than police after the accident, who told her keep the keys from the van and flee and to report the van stolen. Warren eventually pleaded guilty to dangerous driving causing death, failing to stay at the scene and driving with a blood alcohol level higher than 0.08. The Kaulius family has been very vocal in their opposition to Warren's application for parole. Markita Kaulius, Kassandra's mother, was at the parole hearing on Wednesday. "We are really pleased she is being held accountable by the parole board. It is really the first time in three years that, as a family, we feel that the justice system actually listened to the victim's family and did the right thing," said Markita. Warren said little after her application was officially denied, but the parole board said she can re-apply in one year. Her statutory release date is set for January 2015.

Surrey has passed a bylaw outlawing the tethering of dogs for long periods of time. On Tuesday, Surrey council gave early approval to the bylaw, which prohibits the tying of dogs for more than four hours in total on any given day. While it's unclear how city bylaw officers are going to clock how long a dog has been tethered, Coun. Barinder Rasode said the important part of the bylaw is the message it will send to people who might mistreat their animals. "What I think is really important here, is us moving forward with this bylaw
is a real indication that treating dogs humanely is a priority for the City of Surrey," Rasode said. "Enforcement will be a bit of a challenge the challenge will be how do you determine whether that was four hours." It won't be called a bonus any longer, but BC Ferries executives will take home almost as much money as they do now after a switch to a salary holdback plan. After months of promises by Transportation Minister Todd Stone to fix the controversial bonuses, the corporation announced Wednesday they've been eliminated retroactive to April 1, 2013. In their place is a new salary holdback system that raises the base salary of executives by the four-year average of their recent bonuses. Part of the new higher base salary will be held back, starting next April, and be paid out only if performance targets are met. BC Ferries' board chair Donald Hayes said the plan is in line with the province's guidelines for executive compensation at Crown corporations. But critics aren't impressed. "It's bait and switch," NDP leader Adrian Dix said. "This is a bonus scheme by another name. I don't know why the premier thinks people will be fooled by this." BC Ferries executive vice-president and chief financial officer Robert Clarke received a $133,000 bonus this year on top of his base salary of $297,300, for total pay before pension contributions of $431,000. Under the new system, his maximum salary will rise to $403,000, assuming he meets targets and isn't subject to any holdback. CEO Michael Corrigan's base salary rises from $364,000 to $425,125 and he is forecast to get the identical overall compensation of $563,000 in
2014 after pension contributions and other benefits are added. Corrigan's pay is capped at that level, which is 60 per cent below former CEO David Hahn, who had been dubbed the "million dollar man" for the bonuses that took his overall compensation into seven figures. The corporation said a holdback plan for other managers wasn't feasible so their base salaries will be raised by the four-year average of bonuses, which will no longer be paid. Hayes also announced a two-year pay freeze for all executives and managers until 2016. "A two-year pay freeze is meaningless when you're overpaying so dramatically," said Canadian Taxpayers Federation B.C. director Jordan Bateman, who pointed to the much lower salary of $165,943 paid to the CEO of Washington State's ferry system. "I'd call this baby steps but that might be insulting to babies." He said nothing has been done to address the real problem with bonuses or holdbacks that they're meaningless if the targets are too easy to achieve. The most recent bonuses were paid out for 2012 performance when the corporation recorded a surplus, but critics maintain that shouldn't have counted because the government injected $21.5 million in extra subsidies. Bateman said no executive should get a bonus or a holdback repaid in years where BC Ferries raises fares or takes more money in provincial subsidies. "That should be a deal breaker on bonuses and holdbacks."

Problem Neighbour: B.C. Court Upholds Rare Judgement Ordering Woman To Sell Condo
A woman's home may be her castle, but British Columbia's Appeal Court says she still must play nice with the neighbours. The province's highest court has upheld a rare judgment that ordered a Vancouver-area woman to sell her condo after years of complaints and unpaid strata fines. The B.C. Supreme Court issued a ruling earlier this year that ordered Rose Jordison to sell her suite in a Surrey strata development following an avalanche of complaints about the behaviour of the woman's son, Jordy. Jordison appealed, arguing the court did not have the power to interfere with her property rights. But the Appeal Court issued a unanimous decision on Tuesday that said provincial legislation permits a court-ordered sale in such extreme cases. "The competing private property interest ... must, in my opinion, yield to the rights and duties of the collective as embodied in the (strata) bylaws and enforceable by court order," Justice Ian Donald wrote for the three-judge panel. "The old adage 'a man's home is his castle' is subordinated by the exigencies of modern living in a condominium setting." The case is believed to be the first in B.C. in which a court has ordered the sale of a condo due to neighbour complaints. The Jordisons moved into the strata complex in mid-2006, and by the following year, they had racked up more than two dozen complaints, mostly related to noise. Over the next several years, residents continued to lodge complaints about Jordison's son, who they claimed loudly stomped around the family's unit and harassed other residents by screaming obscenities, making rude gestures and spitting at them. Jordison has suggested her son's behaviour is related to autism, though the court hasn't heard any medical evidence to support that. She also filed a human rights complaint, but withdrew it after the B.C. Human Rights Tribunal requested medical documentation. Her lawyer, John Zeljkovich, declined to comment after the decision was released Tuesday. This week's Appeal Court decision follows more than a year of tangled legal proceedings that saw the B.C. Supreme Court order a sale last year, only to have the Appeal Court overturn that first order and instead leave the Jordisons under an injunction to behave. Earlier this year, the B.C. Supreme Court ruled the Jordisons had breached that injunction due to "continuing harassment." The lower court judge concluded the only reasonable solution was to order the Jordisons to move. The Appeal Court agreed. "The appellants have repudiated the co-operative foundation of strata living and their intolerable behaviour has brought about the forced sale," Donald wrote in the Appeal Court's decision. "There was ample evidence before the judge that only a sale would resolve the problem." While the case is believed to be the first of its kind in B.C., there has been a handful of similar cases elsewhere in Canada, particularly in Ontario. In 2010, an Ontario judge ordered a Toronto woman to sell her condo after years of complaints about verbal and physical abuse. Neighbours accused the woman of assault, shouting racist and homophobic slurs, and in one instance cutting the TV cable service of one resident. In a less serious case, the B.C. Supreme Court issued a ruling last year that ordered a condo owner in downtown Vancouver to stop using his hot tub after 11 p.m. due to noise complaints. Legal experts have predicted more neighbour disputes could end up in court as the proportion of Canadians living in the small confines of condos increases. Currently, one in eight Canadian households lives in a condo, either as an owner or a renter, according to Statistics Canada, condos representing a larger share of new housing starts compared with a decade ago.
Embattled Toronto mayor Rob Ford has admitted buying illegal drugs in the past two years. After previously admitting to smoking crack cocaine while in "a drunken stupor", Mr Ford made his latest admission under questioning by colleagues in the Toronto City Council. Asked if he had bought illegal drugs in the past 24 months, he replied: "Yes, I have." The councillors voted to ask the mayor to take a leave of absence for the sake of the city's reputation, but they are unable to force him to quit unless he is convicted of a crime. The Ontario provincial government could unseat him through new legislation or an amendment to the City of Toronto Act. That is a risky move that, according to legal experts, may set a dangerous precedent. City councillor Jaye Robinson read from a non-binding petition signed by 30 of the city's 44 councillors, and passed by a vote of 41-2. "We have grown increasingly

Speaking afterwards, Mr Ford said he could not change the past and would continue his efforts as mayor to save Toronto money, but he admitted there may be more scandals to come. 76 per cent of voters want Ford to leave A poll conducted for several TV and radio stations showed 76 per cent of Toronto voters believe Mr Ford should step down or take a leave of absence. The scandal had now made Mr Ford the target of late-night talk show jokes and drawn international media interest to Toronto, much to the annoyance of voters. Six months ago, the Toronto Star newspaper and media blog Gawker said they had seen a video of the mayor smoking the drug, and Toronto police chief Bill Blair has since confirmed the video exists. Last week, the Star bought a separate video that showed Mr Ford
in an expletive-laden rant making unspecified threats and pounding his hands together. The mayor apologised and admitted he was "extremely inebriated". While Mr Ford has admitted to moments of heavy drinking and drug use, he has said he does not need to seek treatment.

And the really good news is that, thanks to the chickenpox vaccine, lots of kids don't get chickenpox at all. Chickenpox may start out seeming like a cold: You might have a runny or stuffy nose, sneezing, and a cough. But 1 to 2 days later, the rash begins, often in bunches of spots on the chest and face. From there it can spread out quickly over the entire body - sometimes the rash is even in a person's ears and mouth. The number of pox is different for everyone. Some people get just a few bumps; others are covered from head to toe. At first, the rash looks like pinkish dots that quickly develop a small blister on top (a blister is a bump on your skin that fills up with fluid). After about 24 to 48 hours, the fluid in the blisters gets cloudy and the blisters begin to crust over. Chickenpox blisters show up in waves, so after some begin to crust over, a new group of spots may appear. New chickenpox usually stop appearing by the seventh day, though they may stop as early as the third day. It usually takes 1014 days for all the blisters to be scabbed over and then you are no longer contagious. Besides the rash, someone with chickenpox might also have a stomachache, a fever, and may just not feel well. How Does Chickenpox Spread? Chickenpox is contagious, meaning that someone who has it can easily spread it to someone else. Someone who has chickenpox is most contagious during the first 2 to 5 days that he or she is sick. That's usually about 1 to 2 days before the rash shows up. So you could be spreading around chickenpox without even knowing it! A person who has chickenpox can pass it to someone else by coughing or sneezing. When he or she coughs, sneezes, laughs, and even talks, tiny drops come out of the mouth and nose. These drops are full of the chickenpox virus. It's easy for someone else to breathe in these drops or get them on his or her hands. Before you know it, the chickenpox virus has infected someone new. Itchy Itchy, Scratchy Scratchy If you are that unlucky person, how do you keep your chickenpox from driving you crazy? They itch, but you're not supposed to scratch them. These tips can help you feel less itchy: Keep cool because heat and sweat will make you itch more. You might want to put a cool, wet washcloth on the really bad areas. Trim your fingernails, so if you do scratch, they won't tear your skin. Soak in a lukewarm bath. Adding some oatmeal to your bath water can help relieve the itching. Have your mom or dad help you apply calamine lotion, which soothes itching. Don't Scratch Scratching the blisters can tear your skin and leave scars. Scratching can also let germs in, and the blisters could get infected. If your fever goes higher and an area of your skin gets really red, warm, and painful, tell an adult right away. You'll need to see a doctor because you could have a skin infection. While you have the chickenpox, a pain reliever like acetaminophen might help you feel better, but let your parents help you with this. Do not take aspirin because it can cause a rare but serious illness in kids called Reye syndrome. Medicines and creams that may stop the itch can also be helpful. It doesn't usually happen, but let your parents know if you feel especially bad. Sometimes, chickenpox leads to other, more serious illnesses. Usually, you won't have any major problems and you'll get better in a week or two. And when all the blisters have scabs, you're not contagious anymore and you can go back to school! In a few days, the scabs will fall off. And once you've had chickenpox, it's unlikely you'll ever get it again.

New Test For Patients With Sore Throats Cuts Antibiotic Use By 29 Pc
A new 'clinical score' test for patients suffering from sore throats may help reduce the amount of antibiotics prescribed and result in patients feeling better more quickly. Researchers at the University of Southampton, funded by the National Institute for Health Research (NIHR) Heath Technology Assessment (HTA) Programme, used the five-item FeverPAIN score to decide whether to prescribe patients with an antibiotic immediately or to give them a delayed prescription and compared it with simply offering a delayed prescription. The FeverPAIN score includes; fever in the past 24 hours, a pus infection, rapid attendance (within three days), inflamed tonsils and no cough or cold symptoms. Results showed that using the test reduced antibiotic use by almost 30 per cent and despite using fewer antibiotics, patients in the FeverPAIN score group experienced a greater improvement in symptoms. Paul Little, Professor of Primary Care Research who led the research, said that the findings show that using this clinical score test can target antibiotics more effectively and help persuade patients antibiotics are not needed. He said that the FeverPAIN score should enable better targeting of antibiotics than the current scoring system to identify the likelihood of a bacterial infection in patients complaining of a sore throat, as it allows GPs to rule out likely streptococcal infection in more patients. The study recruited 631 patients with an acute sore throat and compared use of the FeverPAIN clinical score, with or without rapid antigen testing, with a delayed prescription, in which patients were told to pick up a prescription three to five days later if their symptoms did not settle or got worse. Patients who had four or five of the clinical features of the FeverPAIN test were prescribed antibiotics immediately; a delayed antibiotic prescription was offered to patients with two or three features and no antibiotics to those with only one or no features. The test led to a 29 per cent reduction in antibiotic use compared with the delayed prescription approach.
Simple dietary changes like adding pistachio nuts to the diet can lead to multiple health benefits -- diabetes could be controlled, and the propensity for heart disease may be reduced in Indians, a new study has found. The study, the first of its kind with a trial period of six months, was carried out by the Diabetes Foundation of India (DFI) and the National Diabetes, Obesity and Cholesterol Foundation. Nuts (mainly pistachios, almonds and walnuts) have been shown to have beneficial effects on glycemic and lipid parameters. Pistachios have a low glycemic index, are naturally cholesterol free, and are source of protein, fibre and antioxidants, the study found. These properties make consumption of pistachios potentially useful for those at risk for obesity and heart disease. "Pistachios are part of the traditional
Indian diet. However, the health effects have not been clearly understood. This study shows multifaceted beneficial effects of pistachios suitable for the Indian body type, for the alleviation of multiple risk factors," said Anoop Mishra, chairman, Fortis Centre of Excellence for Diabetes Metabolic Diseases and Endocrinology (CDOC). Seema Gulati, research head at the National Diabetes, Obesity and Cholestrol Foundation, said: "Based on this study, we can say that pistachios provide an excellent snack option, especially for those at risk of metabolic problems and diabetes. Lata Mangeshkar, the Indian melody queen has admitted that she had suggested names of family members and friends for Padma awards but had put no pressure on the government for accepting her suggestions. Ingredients
1 (16 ounce) package mostaccioli 1 cup heavy cream 1/2 cup butter 1/2 cup grated Parmesan cheese 1 cup chopped fresh parsley 1 teaspoon salt 1/4 teaspoon freshly ground black pepper 1/8 teaspoon garlic powder Method Bring a large pot of lightly salted water to a boil. Add pasta and cook for 8 to 10 minutes or until al dente; drain. Combine heavy cream and butter in a Dutch oven or large, heavy saucepan over medium heat. Heat until butter melts, stirring occasionally; be careful not to bring mixture to a boil. Stir in Parmesan cheese, parsley, salt, pepper and garlic powder. Toss with cooked pasta and serve immediately.
INGREDIENTS 200g lean lamb fillet, cut into thin strips 1in ginger, grated 1 garlic clove, crushed 4 spring onions, chopped 2 tbsp black bean sauce 2 tsp olive oil 1 red onion, cut into thin wedges 1 red pepper, deseeded and thinly sliced 1 green pepper, deseeded and thinly sliced 6 small broccoli florets 2 tsp sesame seeds METHOD 1 Prepare the lamb by trimming away
any visible fat. In a deep bowl, mix the lamb strips with the ginger, garlic, spring onions and black bean sauce. Leave to marinate in the fridge for 30 minutes. 2 Heat the olive oil in a wok or large nonstick frying pan over a medium heat. Add the lamb, marinate ingredients and the onion wedges and stir-fry for five minutes until the meat starts to brown. Add the peppers and broccoli and fry for five minutes, stirring often until the lamb is tender and the veg cooked. Serve sprinkled with sesame seeds, with noodles or rice.

In India, Sachin Tendulkar is everywhere, and belongs to everyone. In his restless home city of Mumbai this week, it seems there is only one name on everyone's lips, and everyone, it seems, has their own story about Sachin. Sudhir Gautam, 32, has been watching Tendulkar play for 12 years. He's been to 334 matches and once he rode a bicycle 1,600 km from India to Lahore to see his hero bat. Earlier this week Mr Gautam was at Wankhede stadium for one of Tendulkar's last training sessions before the final test As Tendulkar was getting on the team bus, he called Mr Gautam over. "Sachin was calling 'Sudhir! Sudhir! Come!'" he said. In the bus, Tendulkar opened his bag; inside was a brand new pair of bright orange sneakers - a gift for his most dedicated fan. Tendulkar even got Mr Gautam's shoe size correct. While Tendulkar was in Kolkata for his penultimate test earlier this month, back in Mumbai, the man responsible for giving him his first big break at age 14, former Cricket Club of India selector Milind Rege, woke up to a text message from his former charge. It read: "Thank you for showing faith in me from age 12 :)" "He is a simple human being and he is a good man," Mr Rege said. Mr Rege was at a function with Tendulkar a few days ago, where he says the super star took the time to speak to all of the older cricketers. "He met the oldest living test cricketer in India he went and touched his feet,"

he said. In India, touching a person's feet is a traditional way of showing of great respect and deference to older people. "He came and met all of us, spent time with us," Rege said. "It is as if you want to tell him 'Sachin, don't wait to talk to us - the whole world is waiting for you! You can talk to us later' - but no, for him he always gives respect to the elders." Tendulkar's first coach Ramakant Achrekar is planning to make the pilgrimage to Mumbai's Wankhede stadium to see his protg bat for the last time. Mr Achrekar's daughter Kalpana says despite the star batsman's fame he has never forgotten his roots.
"He always comes to our house to visit him and take blessings," Mr Achrekar said. Few can know well one who is loved by so many - but those that know him best say Tendulkar is unchanged by his glittering career, fame and wealth. His high school maths teacher, K R Shrisat, remembers a young man who was always more focused on his sport than study, but who was unwaveringly polite to his teachers. "[He was] very quiet, very calm. I liked him very much because of his behaviour," he said. When Mr Shrisat went to visit Tendulkar at the batsman's Mumbai home four years ago, he stood at the gate and asked one of Tendulkar's
personal assistants to tell him he had come to visit. The assistant said he was busy, but Mr Shrisat insisted he tell Tendulkar he had come to say hello. It wasn't long before the batsman bolted through his front door and down to the gate and said "Hello Sir", while looking respectfully at the ground by his former teacher's feet, unable to make eye contact. "He has earned a lot of fame in cricket but as a human being there is no change in his attitude, it is as he was in the school days," Mr Shrisat said. Even those who have never met him, have nothing but respect for the man they call the Little Master. "He is down to earth as everybody knows and he is great," said Advait Anirudh Kamtekar, a pupil at Tendulkar's former school. "He is a great batsman. He is the god of cricket, as every one knows, and he is from India, we feel proud about it. "It will be amazing to see him play for the last time." When Tendulkar walks into the pavilion for the last time during this test match, he will be taking with him the well-wishes of millions. You don't have to travel far in Mumbai to see just what the great man means to his fellow countrymen. Near the ground where he played cricket as a teenager in South Mumbai, a banner strung between two apartment buildings reads "Farewell the God of cricket". At a store down the road a giant poster of the great batsman covers the entire front window, "We salute you, SRT". The city knows it is not only losing a great batsman, but also a gentleman.

Lovneel's Pratap untimely death is a huge loss to Fiji soccer, says his coach and mentor Kamal Swamy. Swamy who identified and fielded Pratap while he was a student at DAV College in Ba said the deceased was yet to mature fully as a footballer and he was expecting a lot from him.
