Code of Practice for the Structural Use of Steel 2005 Use of Steel Materials
19 January 2009 (Monday) by Ir Prof. Paul Pang Assistant Director Buildings Department, The talk describes the use of steel materials at source on a level playing field basis. The Code achieves this by using an approach based on a set of acceptable reference materials standards from the five major regions which produce structural steel. These regions comprise Australia, China, the European Union, Japan and The United States of America. The design strength for normal strength steel ranges from 215 N/mm2 to 460 N/mm2. This range has already included the lowest grade China steel Q235 up to the highest normally available British structural steel S460 to BS EN 10025. The design strength for high strength steel ranges from 460 N/mm2 to 690 N/mm2. This kind of steel is typically available in plate form. Various ultra-high strength steels with yield strength ranging from 460 N/mm2 to 900 N/mm2 are available from specialist manufacturers worldwide even though yield strength 690 N/mm2 is a more widely available upper yield strength value. Moreover, the Code allows the use of steel with no mill certificate documentation and its design strength is confined to 170 N/mm2. Besides, the Code gives descriptive guidance on the maximum thickness of steel materials at minimum service temperature to avoid brittle fracture by ensuring fabrication is free from significant defects and by using a steel quality with adequate notch toughness as quantified by the Charpy impact properties. When the maximum plate thickness calculation as stipulated in the Code is exceeded, justification by fracture mechanics analysis should be given.

responsible for the control of private building developments and existing buildings in Hong Kong, formulation of building control policies and guidelines for the building professionals, taking charge of consultancy studies leading to the preparation and issuance of various new design codes such as the Code of Practice for The Structural Use of Steel 2005, Code of Practice for Structural Use of Concrete 2004, and Code of Practice for Precast Concrete Construction 2003 and taking part in the drafting of the new Code of Practice for Foundations 2004.
