The State Policy Network (SPN) is an umbrella group of right-wing think tanks across the country.

The Alabama Policy Institute (API) is SPNs cookie-cutter think tank for the state of Alabama. While API claims to be focused on issues important to the people of Alabama, it actually pushes an agenda dictated by its national right-wing funders and partners.

API is closely connected to the American Legislative Exchange Council (ALEC), a controversial rightwing organization where state lawmakers and corporate lobbyists come together to vote on "model" legislation behind closed doors, with no public input, to be introduced in state legislatures across the country. Not surprisingly, ALEC's "model" bills often benefit its corporate members' bottom line. API is a member of ALEC. API Vice President Michael Ciamarra sits on ALEC's Tax and Fiscal Policy Task Force. Additionally, API President Gary Palmer is a founding director and former board president of the State Policy Network, which has been one ALEC's most loyal supporters and members over the years.

Destroy public pensions and cut retirees' benefits by switching from a defined-benefit plan to a defined-contribution plan Privatize Alabama's liquor stores

Support tax structures that often end up raising taxes on the middle and working class, while lowering taxes on those at the very top

While API is not required to disclose its donors to the public, and does not do so voluntarily, the few known API funders are right-wing out-of-state organizations. API's largest known donor is the secretive Koch-funded Donors Capital Fund, known as the "dark money ATM of the conservative movement," which funneled $800,000 to API in just seven years from Donor's anonymous funders. The other known API donors are major funders of SPN and member think tanks in other states, including the Jaquelin Hume Foundation, the Roe Foundation (of SPN founder Thomas Roe), the Bradley Foundation, and SPN itself - all of which are based outside of Alabama.
