UNICEF Myanmar is seeking a dynamic, motivated and committed individual to provide


support in the supply chain management i.e., supplies procurement, related institutional
service contract, in-country logistics and monitoring of UNICEF's supplies/services in support
of the Country Programme.

Under the supervision of the Supply & Logistics Manager (L-4), the incumbent will carry out
the following functions:–

MAJOR DUTIES AND RESPONSIBILITIES:

1. Undertake local procurement of programme and administration supplies in close


consultation, guidance and supervision of Supply & Logistics Specialist and
coordination with programme/administration colleagues i.e., market surveys,
supplier/vendor sourcing and evaluations, invite bids/quotations, tabulate/adjudicate,
CRC submission, issuance of local purchase orders, monitoring payments to
suppliers and their performance and prepare monthly Local Procurement Status
reports.

2. Undertake institutional service contract of programme and administration related


services, as appropriate in close consultation, guidance and supervision of Supply &
Logistics Specialist and coordination with programme/administration colleagues and
newly formed emergency construction unit. i.e., market surveys, contractor/vendor
sourcing, invite bids/quotations, tabulate/adjudicate, recommendation for SCRC
submission and issuance of local service contracts, contract administration including
monitoring payments to contractors and their performance, and prepare monthly
Contract Status report.

3. Oversee supply/contract/distribution plan preparation in close coordination with


programme and logistics colleagues, review and finalization of Supply
Requisitions/Terms Of Reference/Technical Bid documents/Request for Contracts
drafted by Programme Section in terms of specifications, budgets, accuracy,
corrections, amendment/adjustments and OBOs, etc. and advise requesting
Programme/Admin section on related matters

4. In close consultation with the Supply Assistant and under the guidance of supervisor,
maintain close liaison with Supply Division and Regional Office colleagues on all
offshore procurements in terms of new policies, LTAs for Direct Orders, accuracy of
specifications, timely issuance of Local Procurement Authorizations and Overseas
Purchase Orders, Shipping Documents, budget adjustments, amendments and
supply/logistics related communications

5. Liaise with Supply Division and Procurement Services customers in Myanmar and as
focal person ensure effective communication between them and necessary
documentation.

6. Co-ordinate with Logistics Specialist and logistics colleagues in sharing supply &
distribution plans, offshore and local supplies order and arrival status to ensure
logistics team carry out advance planning on receipt, tax exemptions, warehousing,
in-country distribution, monitoring and preparation of status reports.

7. Maintain PROMS supply monitoring system, COGNOS/Power play or other relevant


reports, participate in preparation of PROMS generated supply status required for
donor reports, budget reviews, programme analysis, annual reports, appeals, routine
supply information sharing within the office, etc.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:

• University Degree in Commerce, Accounts/Finance, Business Administration or


related discipline.
• Additional qualification/certification in Supply Chain Management from a reputed
institute is necessary
• Minimum Five (5) years of progressive and professional work experience in
supply/logistics management or related field at national and international levels in a
reputable organization or international agency.
• Proven analytical and negotiating skills.
• Ability to implement training.
• Good knowledge of IT applications (word, excel, power point, data base program
software).
• Ability to work effectively and harmoniously in an international multicultural
environment.
• Ability to meet deadlines of assignments.
• Good Inter-personal skills.
