Minutes Lytton City Council Water Plant, October 7, 2013 Mayor Brian Pibal called the meeting to order

at 6:02 PM with council members Jeff Ellerbrock, Nelda Bartels, Tim Huddleson, Larry Coon and Nick Albright present. Employees: Rusty Huster and Nancy Janssen. Guests: Ryan Brandt, Teresa Schultz, and Curtis Bloes. Motion by Bartels, seconded by Albright to approve the agenda amended to add building permit request. All voted Aye. Motion by Ellerbrock, seconded by Albright to approve the Consent Agenda which included claims, payroll, minutes of the September 3, 2013 meeting, financial, Treasurers and Sheriffs reports. All voted Aye. Public Forum: Teresa Schultz outlined a plan for council regarding removing a swing set at the school and installing it at the park. Council toured the water plant and listened to an explanation of the merits of the 2 possible options for plant expansion. Option one was to expand the operations of the plant within the present structure. Option 2 would provide extra space for the same equipment with an addition to the building. Following lengthy discussion, motion by Ellerbrock to approve Option 2, including the additional engineering fees. Motion seconded by Coon. Voting Aye: Ellerbrock, Coon, Bartels, Huddleson and Albright. Motion by Ellerbrock, seconded by Huddleson to approve Resolution 13-10- A resolution adopting the Sac County MultiJurisdictional Hazard Mitigation Plan. Voting Aye: Ellerbrock, Albright, Coon, Bartels and Huddleson. Council considered a bid from Lundell Construction in the amount of $10100 plus actual cost of fill rock and sawing for storm sewer work on Walnut Street. Motion by Huddleson, seconded by Coon to accept the bid. Voting Aye: Coon, Bartles, Albright, Ellerbrock and Huddleson. The City needs assessment was reviewed. Council addressed concerns with person living long term in campers and RVs in private yards within the City limits. An Ordinance will be drafted for first reading at the next meeting. Council gave direction to proceed with information gathering for the proposed Housing Fund Grant Application. Council instructed the Clerk to contact an electrical company to assess and repair the Christmas light receptacles on the Main St. street lights. Motion by Coon, seconded by Bartels to approve building permit from Chuck Natress for storage shed. All Voted Aye. Reports were heard and motion to adjourn at 7:17 PM by Bartels, seconded by Ellerbrock.
