Five techies among 45 killed as bus catches fire in Andhra


AMAHBUBNAGAR, OCTB 30: Forty-five passengers, including a baby girl, were charred to death and seven others suffered burns when a private luxury bus burst into flames near Palem village here on Wednesday, police said. "Charred bodies of 45 people have been retrieved from the bus," deputy inspector general (Hyderabad range) V Naveen Chand told PTI. The accident occurred shortly after 5am when the diesel tank of the Hyderabad-bound bus from Bangalore hit the railing above a culvert near Palem, around 130km from Hyderabad on BangaloreHyderabad national highway when its driver was trying to overtake a car, police said. The whole bus was engulfed in flames in a matter of minutes. "The rear right side of the bus (having the diesel tank) hit the median of the road causing sparks. Within seconds the tank caught fire and burst even as flames spread all over the bus," they said. Fifty-two people, including 50 passengers, were travelling in the Volvo bus when the tragedy struck. According to police, the bodies were charred beyond recognition. Four of the deceased were identified, they said, even as grieving relatives scoured bodies to find their dead. ROHIT SINGH RANA Yes, it is now festival time for Jammu. All the ingredients of a festival will be on display. Less than administrative one, it is more a political happening. From November 5, Jammu will be different. Special creatures called ministers, MLAs MLCs and the Secretariat staff are to take their Jammu residence with aplomb. First there will a guard of honour followed by the customary show. Poor public has no right to go near the Secretariat. He is a risk factor who has to wait for five to six hours in queue under a narrow tin roofed gulley. He will be frisked, minus combs, pens even mobiles, and then alone allowed to go into the hallowed precincts of the high seat of government. Do not disturb, we are still opening files. Scores of sac full of files are in a huddle. Allow us some breathing time; this is the common refrain of the staff, if a poor citizen approaches them for official work after the Darbar opens. It would hence be convenient for the government to hang a notice board outside the Secretariat with words---Do not disturb, files being retrieved from trunks, visit after one month, written on it. But alas that much of candidness is not forthcoming. The government will never have so much of honesty to admit that precious time is wasted when Darbar move employees move to Jammu. It takes them at least two weeks to get the Darbar species into grove as well get acclamatised to Jammus airs. Coming back to the festival part of the Darbar move, Jammu will be overtaken by thousands of official vehicles. They have first right on the roads. After all ministers and bureaucrats are two notches ahead of common man. So roads first belong to them, let there be no doubt about that. Imagine the status and tone of the official drivers with Sahibs sitting behind and the white ambassador car making its presence felt with a big red flasher light. This is enough to make the driver intoxicated. Now on the road, he is the master while pedestrians and other vehicles are little living things worth to be shown what they are. Thus speed, siren and white ambassador will soon force the citizens to run for their lives. What to speak of those who are very special, the so called VVIPS or VIPs. Their air of command is seen to be believed. One ambassador is not their cup of tea. First a pilot jeep with sirens blowing and shooing the people away to make way for the powerful Darbaris, and the poor creatures run helter- skelter for their lives, then a fleet of SUVs or ambassador cars depending upon the status of the minister whiz past little caring for the ordinary men. It is here that the real import of word ordinary is made truly public that too on the face of the commoner there and then. What a better way of showing the real taste of democracy. Poor folks will still wait for long hours to vote for these special species called very strangely representatives of people. From 5th November the Jammuite will have with eyes wide open the Darshan of these Darbar specials when he will confront them on every road, crossings and parking places. These invaluable migratory birds though not endangered have special privileges which only the extra ordinary men have. Before their arrival the poor citizen of Jammu city was made to use moth eaten and pock marked roads, but not that now. The Darbar specials will not get a slight bump even. First they rush past in sleek, high end SUVs and secondly the roads which they are expected to use are being spruced up. Happy days for Jammu citizens at least they too can feel some tangy taste of proper governance. They will have to prepare for psychological bullying on the roads, the moment these VIPs pass and also prepare for waiting long hours to get audience of the Secretariat bosses. It is great democracy with attendant paraphernalia at best, minus good governance. In Jammu and Kashmir things change very slowly even if some are as old as 1882 A D. Long Live Darbar move!!

The nation feels gratitude towards the Defence Minister A K Antony on his discovery that the firing across the LoC by the Pakistanis has the hand of Pak army. It is a discovery worth a Nobel peace prize. It is great discovery at par with Einstein's theory of relativity or Newton's laws of motion. Thank you Mr. Defence Minister that after a long period we have a man of your caliber, who can make important discoveries. What he said about the Pak firing in a press conference is worth noting, especially for historians and specialists of strategic studies. They could incorporate it in their dissertations. Here is his quote-Ceasefire violations: Antony directly blames Pak army "We are watching all these new developments. Instead of preventing infiltration or trying to minimize the infiltration attempts, still there attempts are going on increasing. That means, these are going on with the support of elements across the border. But I am sure nothing has happened without the support and knowledge and tacit support of Pakistan army. It is a matter of concern to us." People say Antony is honest, maybe he is and for that he deserves applause, but to say he is an inspiring defence minister will not cut much ice. First he tried not to mention Pak army's involvement and when conclusive proofs were presented, he gave another version. Wonder how the nation shall rally against the Pakistani perfidy, when our top ministers make discoveries about things which are already known. It is nothing but day dreaming. Today without malice to anybody, the country needs young, dynamic, learned and assertive leadership. Now there is no scope for political dead wood. According to the cleaner of the bus, most of the passengers were sleeping when the accident took place. The cleaner, who has been admitted to a hospital in Hyderabad, said he was pulled out of the burning bus by the driver of a car passing through the area. An eye-witness said he saw the bus going up in flames at around 5.15am and within 30 minutes it was reduced to ashes. Anxious family members and relatives (from Hyderabad and Bangalore) of the victims rushed to Palem in order to know the fate of their loved ones even as several others queued up at the office of the bus operator in Lakdi-Ka-Pul area in Hyderabad to collect information. In January, government allowed fuel retailers to raise the price of subsidized diesel by 1 cent a litre every month and asked bulk buyers to pay market rates, but prices are still below global market levels.

Northern Ireland the Protestants majority chose for United Kingdom a Protestant-Christian State. He should also know the history of J&K that J&K was part of India since ages. J&K acceded to the Union of India in 1947 and merged as its Constituent like other 556 states. Calling for Irish formula to divide J&K is an Act of treason and Omar Abdullah cannot escape the criminal liability for the offence he has committed." The BJP demands that the border people be paid compensation for the losses that they have suffered. It shall raise the issue of border people in parliament as well as state assembly and demands that each border resident be given five marla plot at a safer place for residential purposes and also these residents be accorded RBA status for the purposes government jobs reservation etc. Dr. Jitendra Singh said that people living in this border area are victims of dual hardship. On the one hand they are victims of Pakistan firing, on the other hand they are victims of apathy of the government of India and the state government . He said this is unique example in the history of the world that there is a section of refugee population which has not been granted its citizenship right for the last 66 years. Singh said that the discrimination against West Pak Refugees and PoK refugees by the state government is the result of vote bank politics of Kashmir centric ruling parties. Chander Prakash Ganga said that Samba district has become a district of refugees and homeless border people forced to leave their homes due to Pak firing. Samba district requires special economic package to enable it to withstand the ingress of these unfortunate people. The areas were these luckless people are living require special schemes for drinking water, road connectivity, health-care and education facilities for their children. He added that the BJP will demand special economic package for Samba district. Thakur Ranjit Singh, while addressing party workers at Hiranagar, said that BJP has been consistently and regularly highlighting the stepmotherly treatment being meted out to the people of the Jammu region, be it refugees, border people and general public. The state government has valley centric mindset and no concern for the suffering of the people of other regions. He added that there are number of issues relating to the refugees and border people that need to be addressed by the government. BJP is of the considered opinion that without vigorous and mass based public outpourings, these problems will not be sorted out and hence appeals to the general public to participate in the BJP's various programmes meant to highlight their problems. ISRO awaiting government nod for more funds for Chandrayaan-2


NEW DELHI: Indian Space Research Organisation (ISRO) today said it was awaiting the governments approval for more funds to develop a lander and a rover for its second moon mission Chandrayaan-2'. ISRO Chairman K Radhakrishnan said we are awaiting for the approval for the lander for Chandrayaan 2?. A rover was also being developed, he said here. In view of changes in the Russian space programme on moon, its agreement with ISRO was further being delayed. It means virtually we wont get a lander from Russia till 2017. So, we are planning to a develop a lander ourselves, Radhakrishnan, here in connection with the preparations for November 5 Mars Orbiter Mission, told reporters. There had been a marginal enhancement in the budget. Thats why we are seeking funds from the government, he said adding developing a lander was complex than developing a rover for the Moon. Elaborating on the delay of the mission, Radhakrishnan, who is also the Space Commission Chairman, said the limiting factor is developing a lander. May be by 2016 a lander might get developed and qualified. India had undertaken its maiden moon mission Chandrayaan-I in October, 2008. To a query on the launch vehicle for Chandrayaan-2, he said it would be a Geo Stationary Launch Vehicle. May be after two successful GSLV launches, we would be confident of launching Chandrayaan 2. IAF puts Adilabad aerodrome to use


NEW DELHI: The Indian Air Force (AIF) has begun putting the old aerodrome in the town to use like refuelling its Chetak helicopters those are used for training pilots. Four choppers belonging to the Hakimpet Helicopter Training Academy made brief halts at the airstrip located in the outskirts of the town on Tuesday to refuel the engines. The move has raised hopes among the locals who expect more development activities at the airstrip which was laid in early 1930s during the Nizam era. The aerodrome was built apparently to be used as a refuelling point for the fighter aircrafts heading to battle fronts. Spread over 350 acres, the aerodrome has an airstrip running to about 1,000 metres. After Independence, the airstrip came under the control of the IAF and it was used as a refuelling point until late 1970s after which it fell into disuse. In order to prevent the possible encroachments, the IAF secured the premises by erecting fence around the aerodrome in 1996. The IAF has started using the airfield since the past 10 days or so.

BANDIPORA, OCT 30: Chief Secretary, Mohammad Iqbal Khandey, who has been on a weeklong tour to various districts of Kashmir division, Wednesday visited district Bandipora and Ganderbal. Besides meeting scores of deputations, Chief Secretary in separate meetings received brief on the annual plan progress and also took stock of the winter preparedness in each district. While briefing the Chief Secretary, Deputy Commissioner, Bandipora, Mr M Y Zargar, said that against the annual plan out lay of Rs. 71.88 crore an amount of Rs. 13. 42 crore under various sectors has been expended so far. He said adequate winter stocking of essential commodities for Bandipora and Gurez has been done besides stocking of sufficient quantity of diesel for running Gen sets during the winter period is under progress. Chief Secretary, besides directing the District Administration for Controlling and regulating conversion of Agricultural land for non agricultural purposes, emphasized on removing bottlenecks, in the effective implementation of schemes like SSA, RMSA, NRHM etc. Later, in the afternoon, Chief Secretary visited Ganderbal district and took stock of the developmental projects and availability of essential commodities. Regarding the availability of essential commodities in the district including 18 snow bound habitations like Shutkari, Sarbal, Nilgrath, Rezon, the meeting was told that 1117 quintals of Atta, 14687 quintals of Rice, 1505 quintals of Sugar are available in the district. MLA lays foundation stone of road under PMGSY


UDHAMPUR, OCT, 30:MLA Udhampur, Mr. Balwant Singh Mankotia, on Wednesday laid foundation stone of 8.525 Km road Ossu to Dhargadian road being constructed with a cost of Rs. 474.65 lakh under PMGSY. The road would benefit over 700 souls belonging to Schedule Tribe community of the adjoining villages. Complementing the people of the area for having fullfiled their long pending demand delayed due to forest clearance, Mr. Mankotia said that the facility of road in this area would uplift the socio economic status of the people of the area. The people of Dhargadian village put forth various demands including upgradation of Middle School, dispersal of land compensation of Kotli- Dhargadhian road, water facility to under covered morhas of village Ossu and other issues. Mankotia asked the officers of PHE to prepare a Detail Project Report for providing drinking water facility to uncovered morhas of village Ossu. During his visit, the MLA inspected Kera-Pakhali road being constructed under NABARD and issues instructions to the concerned engineers for accelerating the pace of progress on the road so that it would be completed in a stipulated time frame.

Division Bench of High Court dismisses PIL challenging use of Pepper Gas in mob management
SRINAGAR, OCT 30: The Division Bench of High Court comprising Chief Justice, Mr. Justice M.M. Kumar, and Mr. Justice Ali Mohammad Magray, on Wednesday dismissed public interest litigations regarding the use of pepper gas in mob management and use of pellet guns. The respondent-State contended that the instant petitions do not serve any public interest, but seem to be an attempt by the petitioners to gain publicity over a very sensitive issue, adding that the J&K Police stands committed to protect and preserve the life and property of the people and at the same time maintains normalcy and peace in the State so that no hardship or disturbance is caused to the people. The actions taken to achieve this goal are based solely on good faith and are backed by the mandate of law. It was further contended that to ensure minimum loss of life and damage to the property, the law enforcing agencies have procured for use various non-lethal munitions including Tear Smoke Shells and Oleoresin Grenades to disperse unruly mobs. These tear smoke and oleoresin grenades are internationally accepted non-lethal means of controlling unruly mobs to restore law and order. As such it becomes imperative for Police to use force for controlling the mobs by using non-lethal weapons like tear smoke gas and oleoresin grenades to avoid causalities. It was further stated that the members of stone pelting mobs, besides pelting stones, also use catapults and petrol bombs to attack the security forces giving them the least chance to disperse those unruly mobs by means of lathi charge. While dismissing the PILs, Division Bench of High Court held that all these petitions are dismissed alongwith the connected CMPs related the use of pepper gas and pellet guns in mob management.

NEW DELHI: Virat Kohli struck a valiant 66-ball-115 after a brisk 178-run opening stand between Shikhar Dhawan (100) and Rohit Sharma (79) to help India successfully chase down 351-run target and win the sixth ODI against Australia by six wickets and level the series 2-2. Kohli' stayed unbeaten after slamming his 17th ODI ton. His brilliant knock included 18 boundaries and a six. Earlier, Shane Watson and George Bailey hit century each to power Australia to a huge 350/6. LAHLI: Sachin Tendulkar's farewell game in domestic cricket ended in a manner befitting his iconic stature, as the retiring legend singlehandedly guided Mumbai to a four-wicket win over Haryana in one of the most keenly followed match in the history of Ranji Trophy on Wednesday. So, why did Bihar regime ignore Centres alert? With Union Minister for Home Affairs Sushil Kumar Shinde categorically saying that his Ministry had alerted the Bihar Government on a possible terrorist attack during Mr Narendra Modi's Sunday rally in Patna, the bottom falls from State Chief Minister Nitish Kumar's claim that his regime had received no warning and that there had been no security lapse. The Chief Minister has been on an overdrive since the serial blasts that snuffed out half a dozen lives, to deflect attention from his Government's failure on the security front. After Mr Shinde's statement, Mr Nitish Kumar has some explaining to do. It is clear from what has been emerging since the tragic incident that security measures were absolutely lax at and around Gandhi Maidan in Patna where Mr Modi addressed a massive gathering. Let alone have a high level of security preparedness, even basic measures at the ground and its vicinity had not been implemented. It almost appears that the State Government took the event callously, because it must have thought that it would be seen in poor light' had it to give Mr Modi's rally much attention. Clearly, politics trumped over the safety of innocent citizens, not to speak of the security of senior leaders of the BJP who had gathered for the rally. Mr Nitish Kumar must tell the country what steps his Government took on the Home Ministry's alert. This he may find difficult to do, because he did pretty little. The best he can do is to remain in the denial mode. He may well continue in that state or at the most take refuge by saying that the alert was general and not specific' in nature. Even assuming for argument's sake that the Home Ministry alert was general, wasn't that good enough for the State administration to put in place a comprehensive security mechanism, given that several lakhs of people had gathered at the venue, and even the smallest incident could have resulted in a tragedy of massive proportion? Little can be expected of a Chief Minister who has such a visceral dislike for Mr Modi that he is willing to put national interest at stake in a bid to appease the minorities. People have not forgotten that his Government had refused to take the custody of wanted terrorist Yasin Bhatkal after the latter had been arrested a few weeks ago in the State. This, despite the fact that Bhatkal was connected with various modules of the Indian Mujahideen operating in Bihar. The Chief Minister later offered lame excuses for the shocking inaction even as the National Investigation Agency took the alleged terrorist in its charge. Mr Nitish Kumar has also been ominously silent on the flourishing activities of the IM in Bihar, despite material emerging that the outfit was responsible for the Bodh Gaya blasts too. He believes, erroneously, that the minority voters will be upset if his Government took a proactive stand on the terror outfit. That is the principal reason why he downplayed the role of the Islamist terror group and his people shamelessly sought to point fingers at the BJP for the tragedy. The Chief Minister must understand that the minority community is as disgusted as any citizen of the country by the activities of these terror organisations. The community is looking for firm action against and not protection to anti-national elements.

Jacques Cousteau (and no matter how you pronounce it, the name still sounds cool!) had said, The sea, once it casts its spell, holds one in its net of wonder forever. A French undersea explorer and a visionary, he spent years out at sea exploring and capturing images and making films about the marine world. The visuals he captured gave many their first glimpse at what lies beneath our oceans, and the diversity and drama seemed endless. Cousteau, in fact, designed and invented what were probably the worlds first diving and scuba devices which he used to explore the unexplored. In 1968 his television series, The Undersea World of Jacques Cousteau, had reached millions, leaving them spellbound, but it was during this time that Cousteau himself had begun to realise and saw first hand how human activity was in fact rapidly destroying the oceans. There was probably once a time not too far back when the ocean did seem endless and limitless in the bounty it held, but that bubble has burst much sooner than what many may have expected. The ocean did have a breaking point and today weve shattered this mega-earth system and cracked the very foundation of life on our planet. Ivan Macfadyen, a yachtsman for 35 years, had sailed from Melbourne to San Francisco a decade back. Advertisements project emergence of women The first thing that strikes you about the latest commercial from one of the country's top jeweller brands is that the model onscreen is several tones darker than the average woman seen in Indian advertisements and yet she is not portrayed as sad or depressed (dark women only become happy after using a beauty product that lightens their skin tone). Instead, the model is a glowing bride decked in resplendent wedding finery. But even as you begin to make a mental note about how some Indian brands are finally willing to carry out what many would consider a risky advertisement strategy after all, advertisements are meant to be aspirational and a relatively dark-skinned model in a country that obsesses over fair skin defies all conventional marketing wisdom you realise that there is more. Not only is she a dusky bride, she is also one with a daughter, a vivacious little girl who then does the pheras in the groom's arms! By then you cannot help but agree that this is indeed A wedding to remember, as the tagline says. Expectedly, the advertisement has already gained rave reviews for breaking the mould and pushing progressive social values, and rightly so. Jeweller brands are notorious for being gender insensitive can you think of a diamond commercial, for instance, where the woman does not need a man to buy her that big, shiny rock? but this advertisement reflects upon the changing times. Better still, it is not the only one. Another advertisement from the same brand, pitching its line for officewear, highlights how professional women do not have to de-womanise themselves to be respected in the work place. Similarly redefining traditional representations of a woman is the new commercial produced by a health drink mix that shows a mother, who is a runner, training her son as well instead of just preparing the drink for him in the kitchen. In fact, this year, there has been a slew of commercials that has broken not just gender but class, income and age barriers too. Take, for instance, the latest campaign of the country's largest mobile service provider that highlights cheap Internet access in one slot, it shows a young liftman adding a yuppie building-resident as his friend on Facebook, in another an upper class professional with a malfunctioning phone is bailed out by a less-trendy, possibly stayat-home mother. Effectively, the campaign shows how technology has helped democraticise Indian society by blurring the lines between white-collar and the blue-collar, the haves and the have-nots. Similarly, another large mobile services company has sought to reach out to the elderly, an oft-ignored consumer group, with its own fast speed internet plans. And so you have a commercial featuring an old man (username: Schumacher1) who has beaten his young friend thrice on a racing game online and shares backstroke videos in the pool with his swimming buddy. Heartening, indeed!

Long lines, gill nets, purse seines and bottom trawlers are continuously and pens all find their way into what is now known as the Pacific Garbage Patch. Eventually, pieces of plastic that have been at sea long enough will break into even smaller microscopic particles invisible to our eye but as present as they were from the day they were creatdirectly affected by what we do. Too few have looked for alternatives and weve lacked the courage to commit to something for the better good even if it was inconvenient. The impact of the changing climate is clear and present; the earth and her oceans have taken all they could and given all they can. The motive behind the production and enormous consumption is not hard to see. So what will it finally take for all of us to accept whats happening, personally, and get up, take a stand and say, Enough? The Pacific and the Arctic might seem quite distant from where you are, but its easy to forget our planet has but one ocean. Its only we who gave it different names.

Sadly, Mukesh gets shut out The demise of the legendary Manna Dey has revived the furious debate on the greatest male playback singer Hindi films has produced. Manna Dey had ruled himself out of reckoning, saying that Mohammed Rafi and Kishore Kumar were superior to him. He had a particularly soft spot for Kishore Kumar, whom he rated as the best. His premise was that while Rafi had a god-gifted and a trained voice, Kishore Kumar's was entirely god-gifted and without training and that made him special. This is cause for heated denunciation among the legions of committed Rafi admirers (I am one of them). However, what gets lost in all this is that we have had an equally great singer who has outdone both Rafi and Kishore Kumar at his best. Mukesh. While radio stations pay glorious tributes to both Kishore Kumar and Rafi on their birth and death anniversaries and in the run-up to those dates, few care to remember Mukesh's anniversaries; he was born in July 1923 and died in August 1976 at an early age of 53 years. Sure, there are the odd remembrances, but they do no justice to the deepthroated singer, whose voice goes right into your soul and triggers the tear glands. If anyone came closest to the legendary Kundan Lal Saigal, it was Mukesh. His Dil jalta hai to jalne de (Pehli Nazar, 1948), was so strikingly similar to Saigal's voice that the latter is said to have remarked after hearing it that he did not remember singing the song! Many have tried to copy Mukesh, believing that if they can use his technique, they will sound like him. They soon realised that, while they could imitate the nasal tone, they simply could not create the depth and pathos Mukesh mustered. Perhaps it had to do with the goodness within the man. It's possible that Mukesh would have reached even greater heights had he a range of actors to sing for and a longer life. Rafi had that advantage: He had lend his voice to actors ranging from Pradeep Kumar to Dilip Kumar to Bharat Bhushan to Shammi Kapoor to Joy Mukherjee to Sunil Dutt to Rajendra Kumar to Rishi Kapoor, and many more. He managed that because he was patronised by an equally large number of music directors, from Naushad to Roshan to SD Burman to Madan Mohan to OP Nayyar to Laxmikant-Pyarelal, and others. By contrast, Mukesh worked consistently with only a few music directors, the most prominent among them being Shankar-Jaikishan and Kalyanji-Anandji. There were also a few others such as Salil Chaudhary, SD Burman, Roshan and Khayyam, who used Mukesh intermittently. Mukesh had lost out in some ways also because many music directors simply did not have confidence in their ability to handle his voice. It is said that SD Burman, who did not think very highly of Mukesh, had been taken aback by the sheer brilliance of the singer in O janewale ho sakey to laut ke aana, a song put to tune by Burman for the film, Bandini. In fact, Mukesh's song raced ahead of Ore MaajhiMere saajan hain us paar a song sung by the music director himself, in the popularity charts. The gems he has left for the listeners are unbeatable. O janewale ho sakey to laut ke aana; Jaane kahan gaye woh din; Kabhi kabhi mere dil mein khayal aata hain; Woh subha kabhi to aayegi; Ram kare aisa ho jaye; Main toh ek khwab hoon; Yeh mera deewanapan hai; Humsafar ab yeh safar kat jayega; Kai baar yun hi socha hai the list is indeed endless. Some greats do not get their due. The legendary Mukesh was one of them. He was on par with Rafi, and certainly with Kishore Kumar.

Adulteration drives in festive season Stop politicizing transfers


Dear Editor, Jammu Municipal Corporation has embarked on yet another antiadulteration drive but such half hearted and unsustainable drives cannot stamp out the deep rooted malaise of adulterated foods entering the markets. Random surprise inspections, which usually pick up pace during festive season are not going to yield results especially when the price of deterrence, with a paltry sum of fine charged for adulterated goods, is not too high. There has to be a regular mechanism to monitor the quality of food being supply in various stores and shops or by vendors with proper testing laboratories and a complaint cell that functions for a change. Unfortunately, the JMC has no mechanism for encouraging complainants to get the samples of allegedly adulterated food items they purchase. Secondly, adulteration cannot be wished away simply by targeting vendors or halwai shops. Complaints of stale food are received even from the better off restaurants and shops. D.P. DEAR EDITOR, It is not understandable why administrative reshuffle continues to be the only focus of all cabinet meetings in Jammu and Kashmir. The tendency of politicising the bureaucracy and the administration by way of transfers, according plum postings to favourites only hampers the working culture which is already too weak. Every cabinet meeting turns out to be a hair-splitting event over the transfers, which do not follow any norms and rules. Instead of devising a transparent mechanism, like the Centre, where transfers and promotions are exercised by a governing body in a routine manner, in Jammu and Kashmir, the political beings continue to interfere and dabble with official work through the easy road of transfers, which are often deemed as awards or punishments, rather than means of governance. This would not make the administration any responsive or improve governance. For a clean administration, there has to be first a transparent and working system of transfers and promotions. NEW DELHI, OCT 30: Kharge launches High Speed Rail Corporation stressing need for safe, reliable and affordable transport The Railways on Tuesday set the ball rolling for privatising its passenger segment on its existing infrastructure with the launch of the High Speed Rail Corporation (HSRC). Railway Minister Mallikarjun Kharge launched the HSRC as a fully-owned subsidiary of Rail Vikas Nigam Limited, which his predecessor Nitish Kumar had set up with the objective of raising extra budgetary resources from the market and private investors. Mr. Kharge, however, issued a word of caution against adopting new technology. You should not buy horses merely because horse shoes are freely available, was Mr. Kharges caution. He stressed how technology could be made available for even free. At times they tell us how cheap it is. The question is whether it suits us or not, not whether it is cheap or free. He launched the corporation at an International Conference on High Speed Rail Travel Low Cost Solutions. Mr. Kharge, however, underlined the need for high speed rail while focusing on providing a mass mode of safe, reliable and affordable transport. Railway Board Chairman Arunendra Kumar said the Corporation, as the implementing agency, would contribute in the joint venture to be formed under the Public Private Partnership mode. The other stakeholders could be the State governments and private investors, explained corporation chairman Satish Agnihotri. SEVEN ROUTES The Railways have identified seven routes all commercially viable on which the mini high speed trains with a speed of 160 km per hour to 200 km per hour would be operated under the PPP mode. Officials maintained a stoic silence when asked if the railways were giving away the most viable routes to the private sector. Some of the routes identified are AhmedabadMumbai, Amritsar-LudhianaChandigarh-Delhi, AgraLucknow-Varanasi-Patna, Chennai-Thiruvananthapuram and Bangalore-Chennai.

JPC report rubbishes CAGs pre- NHRC FOR REMOVAL OF RESTRICTIONS


NEW DELHI, OCT 30: The Joint Parliamentary Committee (JPC) report on allocation and pricing of telecom licences and 2G spectrum has criticised the Comptroller and Auditor General (CAG)s presumptive loss theory and said all indicators and calculations used by it to reach the loss figures ranging between Rs.57,666 crore and Rs.1.76lakh crore were untenable and unrealistic. The CAG had indicted the government for causing a massive loss to the exchequer by granting 122 licences in 2008 at a price discovered in 2001. Referring to the CAGs calculation of loss based on FDI attracted by the new entrants in the telecom market, the JPC report says the Department of Telecom (DoT) was of the view that the investment brought in by strategic foreign partners were to be utilised for rolling out the services in the licensed service areas and that issuing additional equity for bringing in foreign investment was a normal practice in the corporate world. The CBI has confirmed that investigations did not reveal evidence of criminality in the infusion of additional equity by foreign companies into the two new licensees or contravention of the FDI investment policy applicable in the telecom sector. Therefore, loss calculation and determination of value of licences and spectrum on the basis of legitimate infusion of FDI by means of fresh equity by the telecom companies are untenable, the report said. Similarly, the JPC report dismissed the CAGs loss calculations by comparing value based on prices discovered for 3G spectrum. The report says the Telecom Regulatory Authority of India (TRAI) recommendations were cherrypicked by the CAG and were not considered in entirety while referring to them by the audit for trying to establish that 2G and 3G prices are comparable and calculating presumptive loss for spectrum on the basis of revenue realised through 3G auction. The 3G spectrum was auctioned for the first time in the country in early 2010. How could the revenue realised in 2010 for 3G be used for calculating the loss on account of 2G spectrum allocated as far back as in 2008 where the demand-supply position was also very different is something that needs proper justification.

The National Human Rights Commission has recommended that the Manipur government immediately remove the arbitrary restrictions on Irom Sharmila, who has been fast since November 2000 seeking repeal of the Armed Forces (Special Powers) Act from the State, an official statement said on Wednesday. The commission, in a communication to the State Chief Secretary, said Ms. Sharmila must be permitted to receive visitors as do all people in

judicial custody. Ms. Sharmila was arrested by the Manipur government soon after she began her fast and has ever since been in custody, where she is being force fed. The NHRC asked for a report by December 6, 2013 on the steps taken on its recommendation. The commission issued the recommendation after the state government denied permission to its special rapporteur, a retired director general of police, and to special rapporteurs of the United Nations to visit Sharmila. India denies charge of involvement in illicit nuclear trade


NEW DELHI, OCT 30: It has taken steps to ensure harmonise export, procurement lists with those of NSG India has refuted charges of involvement in covert nuclear trade, saying that a single suspect case of export of a dual use item to Iran was due to difference in perception. Recently, a report by a noted think tank bracketed India with half a dozen countries, including Pakistan, China, North Korea and Syria as illicit nuclear trade suppliers of concern. Normally, Indian diplomats do not react to such reports. They made an exception because recirculation of such charges could hurt Indias bid for membership in four nuclear export control regimes. India is working extremely hard to convince members of these organisations because it has not signed a prerequisite for membership the Nuclear Non-Proliferation Treaty (NPT) and does not plan to do so in the near future. Officials say there is no difference of approach in addressing concerns raised in the Institute of Science and International Security (ISIS) report quarterbacked by David Albright. But they differ with the report citing a specific case to support the inclusion of India among illicit nuclear trade suppliers of concern. The case pertains to an Indian company sending four shipments of valves that finally made their way to Irans Arak Heavy Reactor. The company was within its rights not to seek a licence because its valves had nickel content of 10 to 15 per cent, whereas a licence is required for nickel content of over 60 per cent. Mr. Brahimi has been visiting countries across the Middle East in recent days as he tries to lay the groundwork for the proposed peace talks in Geneva that are tentatively planned for next month. But the prospects for the gathering appear dim as the Syrian Opposition remains deeply divided over attending the talks, while the government refuses to sit down with the armed Opposition. The meeting between Mr. Brahimi and Mr. Assad took place early on Wednesday in Damascus, the Syrian government official said on condition of anonymity because he was not authorised to brief the media. It was the first direct contact between the two men in 10 months. After his last trip to Syria in December 2012, Mr. Brahimi angered Syrian authorities when he said that 40 years of rule by the family of President Bashar Assad was too long. Govt asks RIL to surrender 81% of KG-D6 gas block

This would be done on the grounds that fall in output to 10 million standard cubic metres per day from 54 mmscmd achieved in March 2010, instead of rising to projected 80 mmscmd, was due to RIL's failure to drill the requisite number of wells. "The gas pricing note to the Cabinet will go shortly," he said. RIL will be allowed the new price only if its arguments of geological complexities being responsible for the fall in production are proved.This is the second penalty that is being sought to be imposed on RIL. The ministry has already moved to deny USD 1.8 billion of its cost for the same reasons. Besides, a cluster of four satellite fields (D2, D6, D19 and D22) and two other significant discoveries (D42 and D34) for which investment plans have already been approved, are also being allowed to be retained by RIL. The area allowed to be retained also includes three yet-to-be-confirmed discoveries of D29, D30 and D31 with 0.345 Tcf of reserves, as Moily felt DGH had been unfair in denying their existance. Moily agreed with RIL's contention that the company should be allowed to conduct tests to confirm the three finds. JAMMU, OCTOBER 30Post Graduate Department of Arts of Jammu University on Wednesday clinched the Inter College Boys Football Tournament by beating Government Degree College, Udhampur in the final Match here at GGM Science College. PG Department of Arts Jammu University beat Government Degree College, Udhampur by 3-1 and won the tournament organized by GGM Science College. Minister for Planning, Labour and Employment, Ajay Kumar Sadhotra was the chief guest on the occasion, while Director Physical Education, Jammu University, Prof. Dhyan Singh Bhau was guest of honour. He hoped that the college will continue to hold sports events in future as well to enable the local sportspersons to hone their skills and compete at national and international levels. Principal of the College expressed gratitude to the Minister for sparing his valuable time out of his busy schedule. On the occasion, the Minister gave away awards to winning and runner up teams. KUPWARA, OCT 30: The Sericulture Development Department (SDD), Kupwara on Wednesday organized an awareness camp-cum-workshop for Silk rearers and farmers to aware them about the different centrally sponsored schemes under sericulture sector. The DDC, Kupwara was the chief guest. He distributed cheques worth Rs. 1.30 lakh as financial assistance among best silk rearers of the district for construction of sheds as financial assistance under ATMA scheme. The Deputy Director Sericulture Development department, Kupwara informed that 100 cocoon producers are registered with the department and 1550 onus of silk work seed was distributed among the silk worm rearers, while the cocoon crop harvest was recorded at 62.56 metric tons and the income generation has reached Rs. 1.25 crores. The farmers are being provided Rs. 30,000, Rs. 75,000 and Rs. 1.25 lakh for construction of incubation sheds and technical assistance by the department.

SRINAGAR, OCT 30: Minister for agriculture Ghulam Hassan Mir on Wednesday said that Govt is always committed to safeguard the interests of consumers as well as producers by making use of latest technology and expertise of scientists during the process of saffron cultivating in Kashmir. The Minister was addressing a seminar on "Kong-Posh Fight Against Counterfeiting and Smuggling",organised by FICCI Cascade Space Communication at SKICC on Wednesday. Stressing for observing great care and precaution during Post Harvest Management of saffron, Mr. Mir said that Govt is producing 8 gm seed through Tissue Culture in collaboration with SKUASTK. He said scientists work hard to provide hi-tech facilities besides testing lab to farmers and packing facility at Konibal free of cost. The Minster appealed farmers to rise to the occasion, maintain quality and put in sincere efforts to boost saffron crop, keeping in view the competitors of Spain and Iran where saffron is grown on a large scale. Appreciating FICCI for organising the seminar, Mr. Mir asked farmers to set up their cooperative for making collective efforts in producing quality saffron crop. He also asked them to set up their publicity wing for bringing awareness among masses not only at state or national level but also gobally. Expressing his strong concern over the ungrateful attitude of a section of farmers towards the efforts of Govt Mr. Mir said that central , and state Govt's only objective is to bring prosperity among the farmers by extending them financial as well as technical support in propagation of quality saffron crop.

Ongoing 12th class examination: Students allege papers were twisted


SRINAGAR, OCT 30: Class 12th students from different streams are alleging that Jammu and Kashmir Board of School Education is hell bent to ruin their careers while most of the examination papers set for the students have been twisted and are out of syllabus. The ongoing class 12th examination has been proving nightmare for the students. So far, three massive demonstrations have been staged against the BOSE for twisting the examination papers. Shortly before the massive demonstration staged by students appearing in Math subject, students who appeared in English paper (R-series) as regular candidates, said they were "shocked" to see questions out of the syllabus and could not attempt most of the questions. "We were not expecting that Board of School Education authorities are so negligent about the examination as most of the questions were not only tough but of syllabus as well," said Nazir Ahmed, a student adding that they want re-examination of English paper. On Wednesday, students who had appeared in Business Math paper alleged that BOSE had set their examination paper out of syllabus while they could not do anything in this regard. They said that it was only after the massive protest registered by Math students that the matter came to limelight. "We were the first victims of the BOSE. Board authorities ignored our complaints as we did not protest as other students did," one of the students said. The father of a female student said that he along with other parents approached to Secretary BOSE in this regard. "Despite giving assurances, the BOSE did not do anything. Our children are perturbed and we seek justice for them," he said. When contacted, Secretary to BOSE, Reenu Goswami said that expert committees have been constituted to look into the matter. "We are waiting for their expert opinions and it is only after getting their opinion, we would be able to take a decision," she said.
