Functional Responsibilities
Unde r the guidance and supe rvision of the He ad of He alth Infrastructure Unit (HHIU) the National Program Support O ffice r (NPSO ) provide s adm inistrative and financial support to proje cts, e nsuring high quality, accuracy and consiste ncy of work . The NPSO prom ote s a clie nt-orie nte d approach consiste nt with UNO PS rule s and re gulations. The NPSO will work in close collaboration with the Proje ct Manage rs/He ad of Program /He ad of Support and shall se rve as liaison focal point.
Support Se rvice s
Pre pare Atlas Budge ts in close liaison with proje ct m anage rs Provide support to track ing of m ultiple proje cts and e nsure e fficie nt proje ct budge t utilization Monitor proje ct e x pe nditure and liaise close ly with Finance to e nsure all ne ce ssary budge t functions are pe rform e d and funds are utilize d in tim e Support the re cruitm e nt, training, supe rvision, m anage m e nt and de ploym e nt of inte rnational and national pe rsonne l in liaison with HR at various le ve ls to Proje cts and proje cts. Advise proje ct pe rsonne l on the application, inte rpre tation and adoption of corporate ope rational rule s, proce dure s and guide line s. Provide e x pe rtise and support in im ple m e ntation of Prince 2 and UNO PS PM m e thodology Advise on pre paration of plans Provide advisory support to C hie f Te chnical Advise rs (C TA)/Proje ct Manage rs on Standard O pe rating Proce dure s (SO Ps), te m plate s and guide line s, and support docum e nts from proje ct form ulation, proje ct approval and proje ct closure with focus on budge t/finance re late d m atte rs, costing, e tc. In coordination with various Support Unit He ads, pre pare work flow proce sse s and proce dure s (busine ss proce ss m apping) for an e ffe ctive and e fficie nt proce ssing and track ing of all transactions with clie nts. Stre ngthe n and m ainstre am proce sse s and proce dure s in providing support se rvice s through the de ve lopm e nt/provision of m anuals and work flow proce sse s and proce dure s, placing at the disposal e x isting UNO PS guide line s and tools/ SO Ps and proje cts be st practice s and training m ate rials. Asse ss, ide ntify training and le arning ne e ds, de ve lop training sche dule and organize work shops, m e e tings, e tc. to stre ngthe n capacity of proje ct support staff and the re by e nsure sm ooth im ple m e ntation and e ffe ctive re porting for the ir re spe ctive proje cts. Provide training and guidance to proje ct support staff in the various office s and proje cts. Manage contracts for support staff and se rvice s that are available on-call basis to provide the ne ce ssary support to Proje cts/proje cts which do not have a de dicate d PBO or in proce ss of form ulating ne w initiative s or proposals. Se t goals, obje ctive s and m ile stone s and m onitor pe rform ance indicators and achie ve m e nts.
Provide ne ce ssary advice and support during the form ulation phase of ne w initiative s with focus on quality assurance and quality control of proje ct docum e nts, costing and cost im plications, im ple m e ntation plan, m ile stone s and be nchm ark indicators and adhe re nce to UNO PS proje ct approval proce sse s and proce dure s. Liaise and m aintain link with UNO PS HQ and R O on re quire d subm issions, as we ll as e stablish good re lations with HQ and R O staff. Support PMs, O C s e tc to ne gotiate the m ost cost-e ffe ctive and m utually be ne ficial te rm s for UNO PS se rvice s with prospe ctive clie nts and partne r, by providing institutional k nowle dge of fe e s and proje ct se rvice s with clie nts. C oordinate with othe r Support Units, C TAs/Proje ct Manage rs and PBO s in obtaining inform ation that would se rve as inputs to ge ne ral inform ation database . C re ate re pository of proje ct docum e nts, progre ss te chnical and financial re ports, audit re ports, asse ssm e nt re ports, te rm inal re ports, e tc. O pe rate through m atrix e s work ing re lationships prim arily with Se nior Manage m e nt, various Support Units, C TAs/Proje ct Manage rs and othe r proje ct staff. Se rve as focal point on inform ation re late d to PBO assignm e nts, ove rall Proje ct/proje ct financial score card and link be twe e n Manage m e nt, C TAs/Proje ct Manage rs and PSO s and HQ on Proje ct/proje ct-re late d que rie s and transactions (e .g. ATLAS, audit, financial accruals, e tc.). Active ly work with C TAs/Proje ct Manage rs and O ffice rs in all phase s of proje ct cycle , spe cifically in te rm s of proje ct form ulation/de ve lopm e nt up to proje ct approval proce ss, support quality de ve lopm e nt of proje ct docum e nts following proje ct and budge t guide line s, work and financial plan te m plate , SO Ps, e tc. C onduct ne e ds analysis; de ve lop strate gie s aim e d at optim izing support se rvice de live ry. Support the im ple m e ntation of the proje ct activitie s by unde rtak ing m issions to proje ct im ple m e ntation facilitie s to re port progre ss, ide ntify ope rational proble m s and solve by tak ing appropriate actions The m ainte nance of all supporting proje ct financial docum e nts for audit and re vie w proce sse s Uploading into UNO PS we bpage , Proje ct re ports and docum e ntation pre pare d by the PMs; Unde rtak ing othe r proje ct support task s as re quire d.
Education/Experience/Language requirements
Maste rs De gre e or e quivale nt in Busine ss Adm inistration, Hum an R e source s, Finance s, or re late d fie ld. A Bache lors de gre e in com bination with re le vant ye ars of e x pe rie nce m ay be acce pte d in lie u of m aste rs de gre e . At le ast 5 ye ars progre ssive ly re sponsible e x pe rie nce in proje ct de ve lopm e nt and m anage m e nt, financial m onitoring and re porting, advocacy and coordination in e ithe r public or private se ctor organizations. At le ast 2 ye ars (out of the re quire d ye ars) fie ld e x pe rie nce im ple m e nting proje cts and support in de ve loping or post-conflict countrie s. Knowle dge of UNO PS financial rule s and re gulations and accounting is an asse t Knowle dge of UNO PS rule s and policie s is an asse t Strong IT sk ills Knowle dge of Pe ople Soft platform (Atlas) is an asse t C e rtifie d in proje ct m anage m e nt m e thodology, pre fe rably in Prince 2, an asse t Flue ncy in oral and writte n Fre nch and English.
