Combined Multinational CBRN EOD Staff Planners and Incident Commanders Course

Chemical agents have been used in attacks against military personnel and civilians in recent years and the threat of CBRN weapons and devices is likely to increase in the future. The European Defence Agency is meeting this challenge head on by organising a Combined Multinational CBRN EOD Staff Planners and Incident Commanders Course. Following last years successful Chemical Biological and Radiological (CBR) Explosives Ordnance Disposal Table Top Exercise, the course has been developed to enable CBRN and EOD Staff Planners form across the European Union to fulfil tasks in a Multinational Joint CBRN EOD Cell and plan and coordinate the response to a CBRN EOD Incident as well as fulfil the task as onscene Incident Commander. The 6 day course will focus on training harmonised EU procedures (CBRN EOD Policy, CBRN EOD Concept) as well as the use of a web based CBRN EOD Planners Guide developed by the Project Team CBRN EOD. The course will be conducted as a train the trainers course. Participants will be provided at the end of the course with a full training package, which can then be adapted to national training requirements. At the beginning and end of the course there will be a self-assessment, all students will be provided ahead of the course with a full

read-ahead package. This is a unique platform for experts from both the Chemical Biological Radiological and Nuclear (CBRN) arena and the Explosives Ordnance Disposal (EOD) or bomb disposal communities to share their ideas and experiences. The result should lead to the development of national and international CBRN EOD training opportunities thus catalysing a European wide capability enhancement. Recent EDA work in the area of CBRN EOD includes a concept for the Explosives Ordnance Disposal (EOD) containing Chemical, Biological, Radiological or Nuclear (CBRN) materials, the development of a CBRNE Training Portal, a study in dual protection of Individual Protective Equipment (IPE) against both explosives and CBRN agents for bomb disposal operators and a study in containment techniques and required capabilities. More recently work has started on the development of a CBRN EOD Common Staff Target.
