Preamble
General

The Bidders shall price separately each item in the Bills of Quantities (BoQ) and shall follow the instructions regarding transfer of alternative totals of the summary given in the BOQ. The BoQ must be read with all the other Tender Documents contained within and referred to in the Tender Dossier. The Bidder shall be deemed to have thoroughly acquainted himself with the detailed descriptions of the Works to be done and the way they are to be carried out. The whole of the Works are to be executed to their true intent and meaning and to the entire satisfaction of the Employer.

Measurement of Quantities
Quantity of Items

The quantities set forth against the items in each Bill are an estimate of the quantity of each kind of the work that will be included in the Contract and are given for the convenience of forming a common basis for tenders. There is no guarantee to the Contractor that he will be required to carry out the quantities of work indicated under any one particular item in the BoQ or that the quantities will not differ in magnitude from those stated in the Bills. The brief description of items given in the BoQ is purely for the purpose of identification and it shall in no way modify or supersede the detailed description given in the Conditions of Contract or Specifications. When pricing items, reference should be made to the Conditions of Contract, Specifications and relevant Drawings for full directions and descriptions of work and materials involved. The quantities given in the Bills of Quantities are provisional, as estimated on the basis of the Drawings produced for Tender and construction purposes, which have been taken as a basis for the Tender Documents and are given to provide a common basis for Tendering. The Bidders shall consider carefully everything included in the Tender Documentation in order to make themselves fully acquainted with their responsibilities and to make suitable allowances and inclusions in there tender. Accordingly, the quantities entered against the various items shall be verified. Except where specifically and expressly otherwise stated in the Specifications or in the BoQ, the Permanent Works only shall be measured. The Works shall be measured net to the dimensions shown on the Drawings and Ordered in writing by the Employer, except where otherwise specifically described or prescribed in the Contract. All Items defined in the Bills by Lump Sum shall not be subject to re-measurement, unless substantial or major changes to the original design appear. The Bidders must acquaint themselves of actual sizes and measurements in such respect that deviation of lengths and measurements in the available tender drawings will be included in each Item. Opposite each item defined in the Bills by quantities and rates is subject to re-measurement. In re-measuring the works and changes / variations of the Contract Works, the work shall be measured on the same basis as that for which the quantities have been prepared and as contained in

the BoQ and all associated works not specifically mentioned in the Bill but a necessary constituent of that item will be taken as included in the prices of the various items. Comments, if any, concerning the quantities shall be made by the tenderer in the form of an Attachment, following the system of itemisation, quoting the references and brief descriptions, as in the present documents, including the rates and prices. Where in the opinion of the Employer extra works cannot be properly measured or valued in accordance with items and rates contained in the BoQ or a new item and rate prepared for the execution of that specific work cannot be defined, the Contractor, if so directed by the Employer, shall carry out the work at Daywork Rates which shall be the rates shown in the Schedule of Daywork. The Contractor shall complete Daywork Sheets for the work recording a description of the work, the actual hours spent, the names and occupations of the labour, the materials and their quantities used, and the plant and equipment used together with the number of hours in use Any such sheets shall be handed to the Employer on a daily basis for him to verify and if he so agrees for signature. The signature will merely signify that the work described has been executed and that the times, quantity of material and plant and hours are reasonable. If the hours, manpower or plant are stated on the daywork sheet not in accordance with the actual work executed the Employer has the right to reject the sheet and request that the Contractor to correct it and resubmit it for his approval No allowance will be made for the loss of materials or volume thereof during transportation or compaction.

1.2.2

Units of Measurement

The calculation units used are the same as specified and allowed in the System International (SI) and used in the Technical Documentation herein. No other, but the units used in the Technical Documentation shall be used in measurements, pricing, detail drawings, etc. (Any units not specifically referred to in the Technical Documentation shall also be expressed in terms of the SI) Abbreviations used in the Bills of Quantities and partly in the Technical Specifications shall be interpreted as follows mm. m mm2 m2 ha. kg. t No. d h wk. mon avg. 1.2.3

Terms in connection with payment

The method of measurement of complete work for payment shall be in accordance with Clause 12.2 of the General Conditions (net measurement) unless otherwise specified in Section 2, Description of the Items of the Bills of Quantities . The Provisional Sums included and so designated in the Bills of Quantities shall be expended in whole or in part at the discretion of the Employer who shall issue instructions in writing accordingly. Some of the Provisional Sums are not subject to specific works included by the Contractor. Each item in the Bills of Quantities for which payment is to be made in a lump sum, and for which no payment schedule is provided, shall be paid only after the work covered by the lump sum has been completed, tested, commissioned etc. in accordance with the requirements of the Tender Documents and to the full satisfaction of the Employer.

1.2.4

Pricing

The prices and rates inserted in the Bills of Quantities are to be the fully inclusive values of the Works described under the items and elsewhere in the tender dossiers, including all costs and expenses which may be required in and for the construction of the Works described together with any temporary works and installations which may be necessary and all general risks, liabilities and obligations set forth or implied in the tender documents on which the tender is based. It is assumed that establishment charges, overheads, profit and allowances for all obligations are spread evenly over all the unit rates. The rates and prices tendered in the priced Bills of Quantities shall be quoted at the rates current prior to the date of submission, with due consideration to the changes in price as anticipated up to the time of completing the Works Rates and prices shall be entered against each item in the Bills of Quantities, fully extended and totalled and carried through to the collection sheets and finally to the summary. On the supplied goods, works and services for this Program no VAT and customs fees are imposed in Serbia. The tender prices excluding VAT will be subject for evaluation The rates shall be fixed, and shall not be subject to any change during the contract period. The items in the priced Bills of Quantities shall cover the total sum of compliance with the Contract. The prices for the items in each Bill shall be summarised at the place designated for the purpose and as referred to in the Instructions to Tenderers If the Bills of Quantities are not fully priced in accordance with the Tender documentation then the Employer has the right to reject the Tender. The total price for the Works shall be presented in compliance with those stated in the Summary of the priced Bills of Quantities. The prices for all work not specifically provided for in separate BoQ items shall be deemed to be distributed among the rates and prices entered for the associated items of work. Items such as temporary facilities, offices, etc., have been stated as items in the Bills of Quantities.

The rates and prices shall include, but not be limited to, and unless separately described, labour, transport, quality testing and inspection, materials, the provision, maintenance, use and repair of all plant, equipment or appliance, the construction and maintenance of all temporary works of every description and the performance of all services which may be required for the proper execution, completion and contractual maintenance of the Works, insurance, profit, and all general risk, liabilities in full, completely in accordance with the provisions of the Contract, and the undertaking of all obligations and responsibilities therein defined. The price for all Temporary Works shall be stated by the Contractor, considering that the materials to be incorporated, partly or fully, will be reverted to the Contractor. Unless separately described in the BoQ the Bidder shall allow in his rates for all preliminary and general items including labour and all associated costs, material, goods and all associated costs, provision of plant, temporary works, temporary diversions and safe passage of traffic, traffic signs, etc., establishment charges, overheads and profit, and compliance with all other clauses of the Specifications and Conditions of Contract which he may feel are not adequately covered elsewhere in the BoQ.

1.2.5

Completing the Bills of Quantities

In the Bills of Quantities, the rates and prices shall be entered in the column headed Rate or Amount. All rates and prices are to be quoted in EURO. Arithmetical errors will be rectified as defined in Instructions to Tenderers

Description of the Items of the Bills of Quantities

The descriptions given herein shall be read in conjunction with all other tender documents, and possible omissions herein shall not relieve the Bidder from his obligations to carry out all Contract Works in accordance with Drawings and Specifications and to the full satisfaction of the Employer. Where the word Provisional Sum is indicated in the Bills of Quantities the definition shall be as Clause 1.1.4.10 of the contract. Following sections are defined in the BoQ: Preliminaries Tools and Spare Parts Dayworks Pipe Works Earth Works

and described in detail below.

Preliminaries

The preliminary section of the Bills of Quantities consists of two sections, one consisting of the main Clauses of the Contract Conditions and next the Items according to the Paragraphs in Provision and Additional Requirements.

It is the intention and the expectations that the Bidders price their bills according to the Preamble Section and only price Clause-items due to the Conditions of Contract with other amount than a Zero, if the Bidder cannot find an Item in the other part of the Bills of Quantities covering his special risk, expenditures etc.

5.1

Tools and spare parts Dayworks


Labour

All spare part and tools defined and separately agreed upon must be handed over to the Employer.

The cost of labour included in the schedule shall include wages, bonuses and all allowances paid to operatives directly engaged on dayworks (including those operating mechanical plant and transport) in accordance with the appropriate Serbian Employment Agreement

5.2

Materials

The cost of materials and works included in the schedule shall be gross rate. Heating installations include supplying and mounting of pipe installations as follows: pipes, bends, tees, reductions, weldings, tests, welding checking, and works for a complete and operational installation.

6.

Pipe Works

All services including receipt check and handling at the site shall be included in the below-mentioned items. Also all costs for: Welding check Joints check Leakage testing Pressure testing

shall be included in the below-mentioned items

6.1

Demolishing of the existing pipes and accessories.

The service shall include following: emptying of pipes to external sewer. The Contractor must include in his works welding-in of bottom end plates in each position to compensate for leaking main valves. dismantling of existing valves, flanges and compensators; dismantling of existing heat insulation cutting of bends and pipes in segments that can be handled dismantling of mobile supports and fixed points removing and transporting of resulting waste and debris The service shall be paid as running meters of demolished pipes; measuring being made through fittings and components.

6.2

Mounting of preinsulated pipes

The service shall include handling, cutting, bewelling, welding, mounting, jointing and insulation together with laying of straight pipes in the dimensions in question. The service shall be paid as running meters of pipe laid; measuring being made through fittings and

6.3

Mounting of preinsulated valves with/without service valves

The service includes handling, mounting, welding, jointing and insulation, all dimensions. The service shall be paid as number of built-in stop valves with two service valves as supplement to item 6.2

6.4

Mounting of preinsulated bends

The service shall include handling, mounting, welding, jointing, insulation and necessary expansion cushions, all dimensions. The service shall be paid as number of bends built in the system, as supplement to item 6.2

6.5

Mounting of preinsulated reductions

The service shall include handling, mounting, welding, jointing and insulation, all dimensions. The service shall be paid as number of preinsulated reductions that are built in the system, as supplement to item 6.2.

6.6

Mounting of preinsulated branches T-fitting in steel (90 / 45)

The service shall include handling, mounting, welding, jointing and insulation, all dimensions. The service shall be paid as number of preinsulated branches built in the system, as supplement to item 6.2.

6.7

Mounting of end caps

The service shall include handling and mounting, all dimensions. The service shall be paid as number of end caps built in the system, as supplement to item 6.2.

6.8

Mounting of wall transitions

The service shall include handling and mounting, all dimensions. The service shall be paid as number of wall transitions built in the system, as supplement to item 6.2.

6.9

Mounting of fixed points (anchors and anchor blocks)

The service shall include handling and mounting of anchors and anchor blocks, all dimensions. Dimensions of anchor blocks shall be according to Employers design or Bidders design, if design is included. The service shall be paid as number of fixed points built in the system, as supplement to item 6.2.

6.10

Mounting of compensators

The service shall include handling and mounting, all dimensions. The service shall be paid as number of compensators built in the system, as supplement to item 6.2.

6.11 6.12

Mounting of by-pass with thermostat valve Performance of termophotography (if required)

The service shall include delivery and mounting of by-pass with thermostat valve in valve well.

The service shall include all deliveries and works in connection with termophotography at handingover. The service will be paid with a fixed amount.

6.13

Mounting of leakage detection system (if applicable)

The service shall include all works connected with establishment and testing of alarm wires in street pipes. The item shall also include establishment of alarm-detectors. The service will be paid with a fixed amount.

6.14

Mounting of preinsulated pipes inside protective pipe below railway

The service shall include all necessary elements (supporters, distance keepers...) and works connected with installation of preinsulated pipes trough protective pipe. The service shall be paid as running meters of protective pipe.

7.

Earth Works

In public areas and to property boundary, all earthwork and re-establishment works shall be paid according to relevant unit prices described in the following.

7.1

Demolishing of concrete ducts

The service shall include following: Demolishing the cover of the duct where the pipes are mounted on the existing route Demolish of the existing chambers according to the layout plan (if applicable) Partial demolish of the existing duct ( one side wall) Removing and transporting of resulting waste and debris The service shall be paid as running meters of demolished concrete duct.

7.2

Demolishing and removal of reinforced concrete cover slabs of the ducts

This service is applicable when the existing concrete ducts are wide enough to install preinsulated pipes without the need to demolish one side wall. The service shall include: Demolishing the cover of the duct where the pipes are mounted on the existing route Removing and transporting of resulting waste and debris

The service shall be paid as running meters of demolished concrete duct.

7.3 Removal and re-instatement of reinforced concrete cover slabs of the ducts
This service is applicable only in some sections when new mounted preinsulated pipes in concrete ducts are installed without the necessary soil cover to prevent damaging the pipes. The service shall include: Removal of existing concrete slabs Cleaning and storage of concrete slabs near the trench Reinstatement of concrete slabs

The service shall be paid as running meters of removed and re-instated concrete slabs approved by the Employer.

7.4

Clearing of obstacles

The service shall include all costs in connection with removal, storage of existing road signs, stands, sand boxes, lamp poles, flagpoles etc. including foundation if any. The service shall also include disconnection of electricity for light carrying signs and clearing of plantation and removal of fence. The service shall be paid as a fixed sum, which is paid when the respective works have been carried out.

Earth work in un-paved areas


Clearing of topsoil. All costs for clearance of topsoil of a thickness of 30 cm above pipe trench. The topsoil shall be removed from all grass areas and planted areas and can be stored in local depots. All costs for excavation of pipe trench including excavation for welding and jointing with the pipe in final position and difficult passages etc. and storage in depot of necessary subsoil. All necessary reinforcement and other measures which are necessary in order to comply with existing Serbian standards and norms as well as municipal regulations. Pipe trench shall be defined as standard excavation profile according to detailed drawing. All nuisances and precautionary measures in connection with crossing of foreign pipes and standard dewatering. Delivery, laying and compacting of levelling and protective layers as shown on pipe trench profile and described in Technical Requirements, including delivery and laying of warning tape. All costs for delivery and work in connection with backfilling of the pipe trench. All nuisances and works in connection with backfilling around foreign pipes. All services in connection with re-instatement of topsoil of a thickness of 30 cm either from storage or from supplier including sowing of grass. Grubbing, cultivating and harrowing shall be included in topsoil areas used for temporary access routes. Furthermore, coarse regulation of surplus topsoil if any.

The service shall include:

Excavation of trench

Pipe area

Backfilling with soil and compaction

Re-instatement of top soil

The service shall be paid per running meter of excavated pipe trench.

Earth work in street, road and path asphalt areas


Opening of paved areas

The service shall include:

All costs for cutting of existing bituminous pavement (according to standard trench and removal to intermediate depot. All costs for cutting above all types of pipes (sewerage, drainage, cables etc.). Breaking up and removing base course gravel or other type of gravel material in existing road bed. The material shall be stored in intermediate storage for later re-instatement. All costs for excavation of pipe trench including excavation for welding and jointing with the pipe in final position and difficult passages etc. and storage in depot of necessary subsoil. All necessary reinforcement and other measures which are necessary in order to comply with existing Serbian standards and norms as well as municipal regulations. Pipe trench shall be defined as standard excavation profile according to detailed drawing. All nuisances and precautionary measures in connection with crossing of foreign pipes and standard dewatering. Delivery, laying and compacting of levelling and protective layers as shown on pipe trench profile and described in Technical Requirements, including delivery and laying of warning tape. All costs for delivery and work in connection with backfilling of the pipe trench. All nuisances and works in connection with backfilling around foreign pipes. All costs for delivery and work in connection with re-instatement of base course gravel layers in paved areas according to the Technical Requirements. Re-instatement of pavement over pipe trench and work area. Reinstatement shall also including any topsoil-surfaced areas in paved areas. All works and deliveries connected with re-instatement of parallel types of surfacing shall be included in the service. Also, all deliveries connected with re-instatement and both interim and permanent marking shall be included in the price. All works and deliveries in connection with any cutting back shall be included in the service.

Earth work in pavement asphalt areas


Opening of paved areas

The service shall include:

All costs for cutting of existing bituminous pavement (according to standard trench and removal to intermediate depot. All costs for cutting above all types of pipes (sewerage, drainage, cables etc.). Breaking up and removing base course gravel or other type of gravel material in existing road bed. The material shall be stored in intermediate storage for later re-instatement. All costs for excavation of pipe trench including excavation for welding and jointing with the pipe in final position and difficult passages etc. and storage in depot of necessary subsoil. All necessary reinforcement and other measures which are necessary in order to comply with existing Serbian standards and norms as well as municipal regulations. Pipe trench shall be defined as standard excavation profile according to detailed drawing. All nuisances and precautionary measures in connection with crossing of foreign pipes and standard dewatering. Delivery, laying and compacting of levelling and protective layers as shown on pipe trench profile and described in Technical Requirements, including delivery and laying of warning tape. All costs for delivery and work in connection with backfilling of the pipe trench. All nuisances and works in connection with backfilling around foreign pipes. All costs for delivery and work in connection with re-instatement of base course gravel layers in paved areas according to the Technical Requirements. Re-instatement of pavement over pipe trench and work area. Reinstatement shall also including any topsoil-surfaced areas in paved areas. All works and deliveries connected with re-instatement of parallel types of surfacing shall be included in the service. Also, all deliveries connected with re-instatement and both interim and permanent marking shall be included in the price. All works and deliveries in connection with any cutting back shall be included in the service.

Removal and recovering of sidewalks, tiles etc. Excavation of trench All necessary costs in connection with the works mentioned above.

The service shall include:

All costs for excavation of pipe trench including excavation for welding and jointing with the pipe in final position and difficult passages etc. and storage in depot of necessary subsoil. All necessary reinforcement and other measures which are necessary in order to comply with existing Serbian standards and norms as well as municipal regulations. Pipe trench shall be defined as standard excavation profile according to detailed drawing. The service shall be paid per running meter of excavated pipe trench.

7.9 7.10

Removal, recovering and re-instatement of kerb stones Transport and storage of surplus soil

The service for kerb stones shall be paid per running meter kerb stone re-instated.

The service shall include transport of surplus soil to assigned storage exclusive of storage fee. The service shall be paid as the volume of surplus soil according to the theoretical cross section. The Employer shall any pay fee in connection with the storage.

7.11

Pipe measurement

The service shall include all work in connection with measurement of all systems and storing and transfer of data according to the Technical Requirements. The service shall be paid with a fixed sum, which is paid after the Employers approval of the data transferred.

7.12 Re-instatement of flagstone, grass armament, highroad and paving stones and concrete layers
The service shall include all works and deliveries exclusive of flagstones and kerbs, but inclusive of collection from storage when establishing surfacing with flagstones and concrete kerbs. The service shall be paid per m2 type of surfacing and paid out proportionally concurrently with the execution of the re-instatement work.

7.13

Re-instatement of grass verge

The service shall include all works and deliveries in connection with re-instatement of grass verge. The service shall be paid per meter of pipe trench and shall be paid out proportionally concurrently with the execution of the re-instatement work.

7.14

Road marking

The service shall include all works in connection with re-instatement of road marking and markings on surfaces. The service shall cover both temporary as well as permanent markings. The services shall be paid with a fixed amount, which will be paid when the respective work has been carried out

7.15

Re-instatement of objects in the terrain

The services shall include re-instatement/re-mounting of the cleared objects in the terrain (signs, crash fences etc.) to original state. The services shall be paid with a fixed amount to be paid when the respective work has been carried out.

7.16

Supply and mounting of wells for valves

The service shall include supply and mounting of all concrete and gravel articles shown on the detailed drawings together with curb and cover. The service shall be paid per established well approved by the Employer.

7.17

Supply and mounting of hydrant caps for valves

The service shall include supply and mounting of hydrant caps above pre insulated valves in a layer of concrete. The service shall be paid per established caps approved by the Employer.

7.18 Drilling of hole below railway for installation of preinsulated pipe inside protective pipe
The service shall be done by micro tunneling technology, without stopping railway traffic, which include following: - Ground examination and preparatory works in order to provide necessary conditions. - Drilling the vertical hole in the ground, deep and wide enough, enhanced by piles in order to make chamber tight for water and surrounding ground.

Position of special equipment for tunneling inside the chamber with opening the hole inside it for tunneling. - Tunneling with mounting of protective pipes, have to be done with proven technology that ensures undisturbed functioning of the railway traffic. - The project envisages building two separate protective pipe for supply and return preinsulated pipe. - Earthworks on covering the pipes and backfilling all holes. The service shall be paid per each completed protective pipe.

7.19

Demolishing of concrete fixed points

The service shall include demolishing the concrete fix points on the existing route, removing and transporting of resulting waste and debris. The service shall be paid as cubic meters of demolished concrete fix points.
