Organization, Functions and Duties

Organization AP Society for Knowledge Networks (APSFKNW) / Institute for Electronic Governance (IEG) Uptown Cyberabad Building, Plot No: 5, A Block, 1st Floor, Ayyappa Society, Madhapur, Hyderabad - 500081 Functions and Duties To support E-Governance initiatives through a cadre of IT Associates / Technical experts To technical Consultancy to Government departments in outsourced projects, To develop in-house e-Governance applications, To offer IT training courses, To develop standards for E-Governance framework To monitor / evaluate / disseminate information relating to EGovernance and give advice on IT security requirements.

II.

The Power and duties of its officers and employees Chief Executive Officer (CEO) Shall be responsible for the day to day functioning and

administration of the institute; Shall be the responsible to see that all moneys are expended for the purpose for which they are granted or allotted; Shall be the custodian of the records and such other property of the Institute as the Governing Council or the Executive Committee may commit to his charge Shall take decisions on policy matters or others that may affect the functioning of Jawahar Knowledge Centers; Shall approve the eligibility conditions, duration and the selection process of the technical experts to be used in all e-governance projects at the institute;

Shall approve standards and procedures for quality assurance for all projects; Shall decide in consultation with the GC Chairman or EC Chairman budget allocation for Jawahar Knowledge Centers and outsourced projects;

Shall head the selection committee for appointment of the Directors of the institute and all other senior positions, as he may deem necessary;

Shall approve standards, procedures and practices for the training, operation of CERT teams; Submit the accounts, the budget estimates and other proposals of the Institute to the Governing Committee for its consideration; Conduct all official correspondence on behalf of the Institute, Governing Council and the Executive Committee;

Convene meetings of the Governing Council with the approval of the Chairman; Be responsible for implementation of the resolutions passed by the Governing Council;

Shall manage and control execution of projects outsourced to the Institute and be responsible for timely delivery and quality assurance.

Exercise such powers and carry out such functions as may be delegated by the Governing Councilor the Chairman of Executive Committee;

Assign tasks to the staff members of the Institute, manage the undertaking of these tasks and exercise overall control including disciplinary control on staff members;

Appoint Committees or sub-Committees by whatever name called, of members of the staff to manage such activities as he may deem fit and/or otherwise Authorize any officer of the Institute to appoint such Committees;

Participate or nominate members of staff to participate in national conferences and in international conferences in the areas of interest to the Institute;

Execute all contracts, deeds and assurances of property made on behalf of the Institute after obtaining the approval of the Governing Councilor the Executive Committee;

Deploy Computer Emergency Response Teams as and when required; Draw, make, accept, and endorse cheques, notes or other negotiable instruments for the purpose of the Institute in terms of delegation by the Executive Committee;

Re-delegate some of his powers to any of his subordinates; Exercise such other powers as may be assigned to him by these Byelaws framedthere under.

Director, HR & Administration Be responsible for the custody of the records and the common seal of the Institute; Exercise such other powers and perform such other duties as may be assigned to him by or under these presents or as may be delegated to him by the CEO; Be responsible to the CEO for the proper discharge of his functions; Convene meetings of the Executive Committee with the approval of the CEO and the Chairman; Attest and execute the documents on behalf of the Institute; Be responsible for the satisfactory functioning of finance, accounts, audit, communication, administration, security system, transport, MIS, Public Relations and other general facilities of the Institute including Jawahar Knowledge Centers;

Be responsible for maintaining the Institute's HR policy that includes establishing TA, DA procedures and health coverage policy, creating employee handbook and policies related to any benefits;

Exercise such powers and carry out such functions as may be delegated by the CEO;

Director, Academic Affairs Be responsible for modeling Jawahar Knowledge Centers and making changes to the model as necessary; Be responsible for day to day operations of the Jawahar Knowledge Centers; Be responsible for designing and conducting any training activity of AP Society Governance; Be responsible for relationship management with the Academic Institutions and Training Institutes; Exercise such other powers and perform such other duties as may be assigned to him by or under these presents or as may be for Knowledge Networks/ Institute for Electronic

delegated to him by the CEO; Re-delegate some of his powers to any of his subordinates, with the prior approval of the CEO; Director, Promotions Be responsible for conducting Placement activities for the students and unemployed youth trained in Jawahar Knowledge Centers or any other training programs conducted by AP Society for Knowledge Networks/ Institute for Electronic Governance;

Be responsible for creating partnership models with the Industry for the benefit of the Jawahar Knowledge Centers; Be responsible for marketing of lEG programs at various forums; Exercise such other powers and perform such other duties as may be assigned to him by or under these presents or as may be delegated to him by the CEO;

Re-delegate some of his powers to any of his subordinates, with the prior approval of the CEO;

Director, IT Projects Be responsible for execution of departmental projects; Be responsible for supplying manpower to Government

departments; Be responsible for contract management for the Government departments; Be responsible for the procurement and management of Infrastructure; Exercise such other powers and perform such other duties as may be assigned to him by or under these presents or as may be delegated to him by the CEO; Re-delegate some of his powers to any of his subordinates, with the prior approval of the CEO; Employees On appointment, an employee shall be given a job description. This shall specify the scope and terms of reference for their position. Each member of staff is expected to devote their time and attention to their work and not engage in activities that may conflict with IEGs interests or negatively affect their performance.

The procedure followed in the decision making process including channels of supervision and accountability
