E XECUTIVE S UMMARY
Throughout this semester a graduate student project team from Florida State University collaborated with representatives from STKIP Surya in Indonesia. STKIP Surya is a college of teacher education with a mission to produce excellent science, math, and computer teachers who will positively impact education and the quality of life across Indonesia. The school heavily recruits students from extremely rural locations, like Papua, where many residents still subsist as hunter/gatherers. The team from the Instructional Systems graduate program at Florida State University was tasked with developing tools to help STKIP Surya instructors better meet the needs of this challenging population of students. To accomplish this mission, the FSU Instructional Systems project team agreed to produce four deliverables that are discussed below.

D ELIVERABLES O VERVIEW
Learner Analysis Tool: Instructors Manual This document includes background information on the purpose of Learner Analysis for instructional decision-making. It also includes detailed instructions for delivering the Learner Analysis Survey electronically or in print. The manual also includes an additional Data Summary Worksheet to assist instructors in compiling survey results and targeting student characteristics for differentiation. Learner Analysis Tool This tool consists of a survey to be given to students at STKIP Surya with questions on student readiness, interests, and learner profiles. Two versions are available: an online version utilizing Google Forms and a printable version. Differentiated Instruction Guide: Instructors Manual This document includes background information on differentiated instruction. There is a discussion of student characteristics upon which differentiation decisions rely and instructional components that are normally adjusted through the use of differentiated instructional strategies. Detailed instructions for using the Differentiated Instruction Guide are included as well as tips for integrating it with the STKIP Surya Lesson Plan Template. Differentiated Instruction Guide This quick-reference guide provides teachers with 25 differentiated instruction ideas that are correlated to categories from the Learner Analysis Tool. Descriptions and Examples are provided, along with numerous links to more detailed information on the strategies. Each strategy also contains specific suggestions for integrating them into various phases of the STKIP Surya lesson plan template.

D ISCL AIMERS

The design and content of these deliverables is likely to meet actual needs at STKIP Surya because of the extensive time the team spent researching and analyzing information, including survey results, about the students, instructors and learning context at the college. Teachers in many contexts have successfully used the differentiated instruction strategies that were chosen, and they are specially designed to help struggling students. Finally, the tools in the deliverables are designed to fully integrate with the current lesson planning

methods at STKIP Surya, and the list of strategies is expandable based on the needs and ingenuity of the instructors at the college.

A risk that may limit the effectiveness of these tools is the sizable challenge of educating young adults who the equivalent of an elementary education. They have tremendous potential, but the strategies provided in the deliverables are unlikely to solve the larger problems faced by the students and their instructors in the short term.
