TERMS OF REFERENCE

Title Purpose International Consultant for Training Course on Gender Theories and Studies in Viet Nam (one position) To lead the training team (two national trainers contracted by the Institute for Family and Gender Studies (IFGS)/Viet Nam Academy of Social Sciences (VASS) and him/herself) in the preparation and delivery of a five day training course to provide advanced knowledge and build capacity of on gender issues, gender analysis and feminist research methodologies. I.

BACKGROUND

With the financial support of the Government of Australia (AusAID), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is working with the Institute for Family and Gender Studies (IFGS) through the project Capacity building for IFGS on Gender Equality 20132014. The main goal of this project is to increase the capacity of the Vietnamese research community to conduct robust research which contributes to building the evidence base about gender equality in Viet Nam. This is part of a broader goal to support the Government of Viet Nam to implement and monitor its national and international commitments to gender equality. To this end, UN Women is supporting IFGS to organise a five day training course for IFGS staff and other Vietnamese researchers and gender practitioners. The purpose of the training is to build common understanding and increase the technical knowledge of participants on gender equality theories and research methodologies, as well as to map/analyse existing gender studies and most relevant research findings in Viet Nam. II. SCOPE OF WORK AND SPECIFIC TASKS The international consultant will lead the training team (including two national researchers contracted by IFGS) in the preparation and delivery of a five day training course with the following objectives: Participants will have a common in-depth understanding of gender theories, approaches and feminist research methodologies, as well as knowledge about existing studies in this area in Viet Nam;

Participants will be provided with practical tools for gender analysis, encouraging them to rethink concepts such as gender equality, womens empowerment and gender mainstreaming, formulate relevant questions and develop appropriate research methods; Participants will be encouraged to identify research gaps in substantive areas of gender equality in Viet Nam (for example, related to important dimensions like work and family, health and quality of life, governance, empowerment, victimization and violence); Participants will discuss the application of gender theories and research methodologies into their studies; Participants will elaborate proposals for new or further research and create an online network for practitioners to share their experiences and work in this area to facilitate future research on priority gender equality issues in Viet Nam.

Consistent with the principles of adult learning, the training methodologies should comprise of a combination of presentations, group discussions and practical exercises. This is to promote the active participation and engagement of trainees, and provide ample opportunities to practice application of gender theory, principles and methodologies during the training. Practical exercises may include (and the consultant will be expected to propose in the course design) how to apply gender analysis; how to identify and develop research topics and proposals from a gender equality or feminist perspective (focusing on gender equality and inequality, degrees of social stratification related to gender, and the different forms of gender stratification); how to formulate relevant questions; and how to utilise appropriate gender equality and feminist research methods/approaches. The development of an informal network for peer learning and support to enable trainees to apply their new knowledge will be supported by IFGS. The international consultant is expected to take the lead on the following tasks, working closely with the training team, and under the supervision of the UN Women Gender Policy Officer: 1. 2. Technical coordination of the training needs assessment, to be conducted by the national trainers. Develop the course outline and detailed session plans with the training team (and in consultation with UN Women), including the division of labour, agenda, presentations, handouts/reading materials and practical exercises using appropriate methodologies and covering the following components: i. Theories and practices of gender equality and its cultural, social, economic and political implications; ii. Mapping existing research on gender equality in Viet Nam; iii. Theories, analysis and application of gender and feminist research methodologies. Act as the primary trainer for the course while providing technical guidance to the national consultants on the sessions that they are responsible for. Provide technical assistance to the two national trainers contracted by IFGS in the preparation of the training report and evaluation assessment to be developed by IFGS. Assist the training team to identify, if possible, areas for potential future research.

III. CONTRACT SUPERVISION

The work of the international consultant will be supervised by the UN Women Gender Policy Officer. The consultant will ultimately be accountable to the UN Women Country Representative in Viet Nam. IV. LOCATION OF WORK Home-based with one trip to Ha Noi, Viet Nam see details below in the schedule of work. V. SCHEDULE OF WORK The duration of the consultancy is 14 days as per below. The final training report and evaluation assessment should be submitted and accepted by the UN Women Country Representative before 31 October 2013.

VI. FINAL PRODUCTS / DELIVERABLES The following final products are required: Training content and materials; Training report and evaluation assessment. The international consultant is responsible for leading and coordinating with the two trainers contracted by IFGS to deliver these products, and ensuring that they are of suitably high quality. VII.

SCHEDULE OF PAYMENT

Tentative contractual period is from 5 October 2013 to 31 October 2013 with total 14 working days. Date Deliverables

Training content and materials have been developed, training has successfully been conducted, and training and evaluation assessment reports have been submitted to UN Women with approval from UN Women Country Representative.

VIII.QUALIFICATIONS Education: Ph.D in social sciences preferably with a focus on gender equality issues (sociology, law, education, feminist theories or gender studies). Required experience and skills: 1. At least ten years of international work experience in the area of gender equality; 2. Extensive experience conducting gender equality focused research; 3. Outstanding knowledge of gender equality/feminist research methodologies; 4. At least five years of experience designing and delivering training or academic courses on gender theories and research methodologies; 5. Experience working with research community is preferable; 6. Familiarity with South East Asia region (especially the Vietnamese context) would be an asset. Language skills: Fluent in English Other necessary skills: Computer skills IX.
