Cease fire violations: Omar lashes out at Pakistan, Pakistan shells 10 border posts triggering panic among villagers says India will be forced to respond in kind
SRINAGAR: Amid no signs of cooling of tension on the Indo-Pak border, Jammu and Kashmir chief minister Omar Abdullah on Monday said the Centre will have to look at other options if Pakistan continues to violate ceasefire. "Obviously this cannot be a one-sided affair. It cannot be a situation where we are at the receiving end and no response is given," he told reporters on the sidelines of a function here. Centre should explore other options if Pakistan continues to violate ceasefire along LoC, he said. Referring to the New York meeting between prime ministers of India and Pakistan, Omar said Manmohan Singh was very forthright in putting across India's concerns. "A mechanism had been worked out whereby the DGMOs of both countries would meet to discuss cooling of the LoC and IB (international border). That has not happened so far. I believe that is an option that needs to be exercised, failing which obviously, Government of said. Earlier, addressing police personnel on the occasion of Police Martyrs' Commemoration Day, the chief minister said if Pakistan continued to violate ceasefire, India will have to look at other options. "If they violate the ceasefire, we won't respond by words only. We will have to find some other options. If our people living along the borders are being targeted, we also know how to respond in kind but at present we do not want to do it," he said. Omar said the restraint exercised by India was to avoid sufferings for the masses. "We do not want that common people face problems but continued ceasefire violations will not be tolerated. Today, villages are being deserted ... people are leaving their farms, their houses and children are leaving their schools. The reason is that Pakistan is violating the ceasefire," he said. A BSF jawan and a Special Police Officer (SPO) were injured in Kandi-Arnia and Kanachak belts, they said. The Pak Rangers also shelled civilian hamlets along the Indo-Pak border, triggering panic. BSF troops guarding the borderline with Pakistan took positions and retaliated, resulting in exchanges which continued till this morning, they said. India will have to look at responding in kind," he said. A total of 136 ceasefire violations have been reported in 2013, the highest in the past 8 years. Omar also lashed out at Pakistan Prime Minister Nawaz Sharif for seeking US intervention for resolution of Kashmir issue. "The Pakistani Prime Minister is guilty of playing to his home audience. Clearly, he knows from experience that India will not accept any sort of foreign intervention in the matter of
Jammu & Kashmir. No sort of mediation or any sort of role for a third party exists (in Kashmir). It is something that both the countries have agreed. "Please remember one of the major aspects of Tashkent agreement decades ago was exactly this: for the return of territories that India had won in that war, Pakistan will give up its claim for any third party mediation on the issue of Kashmir. For some reason, Pakistan wants to forget those aspects of these agreements that do not suit it," he

Atlas Elektronik officials, who spoke to a group of visiting Indian journalists at the companys headquarters here last
week, were optimistic of bagging the contract for the Active Towed Away Sonars (ACTAS) which would be mounted on six Indian Navy warships. They said that the low-frequency sonars with active as well as passive operating systems would help vessels locate enemy submarines, torpedoes and ships from a very long range and take suitable safety measures. Naveen Patnaik recommended coal block to Jindal steel during NDA rule
NEW DELHI: While the UPA government allotted a coal mine to Aditya Birla group firm Hindalco on his recommendation, Odisha chief minister Naveen Patnaik's similar petition to NDA government too had resulted in a mine being allocated to Naveen Jindalled Jindal Steel and Power (JSPL). Patnaik, who had in August 2005 recommended to the Prime Minister Manmohan Singh allocation of Talabira II mine to Hindalco, had on June 22, 2002 written to the then coal and mines minister Ravi Shankar Prasad for allotment of the Utkal B-1 mine to JSPL by cancelling an earlier allotment of the coal block to Talcher Mining. Like in the case of Hindalco, the coal ministry agreed and allocated the mine to JSPL. "Since 8Contd p2

at is likely to follow suit. In September, a special CBI court had held Rajya Sabha member Masood guilty in a case of corruption and other offences. Masood, minister of health in the VP Singh government between 1990 and 1991, was held guilty of fraudulently nominating undeserving candidates to MBBS seats allotted to Tripura in medical colleges across the country from the central pool. Special CBI Judge JPS Malik held Masood guilty of offences under the Prevention of Corruption Act and IPC Sections 120-B (criminal conspiracy), 420 (cheating) and 468 (forgery). Masood's conviction is the first case after the July 10 Supreme Court judgement that struck down sub-section 4 of Section 8 of Representation of the People Act, under which incumbent MPs, MLAs and MLCs can avoid disqualification till pendency of the appeal against conviction in a higher court. The appeal has to be made within three months of the conviction. President Pranab Mukherjee had also questioned the government's decision on the ordinance. Clearing the air about the procedure to be followed following conviction of an MP, Attorney General GE Vahanvati has recently told the Lok Sabha secretariat that notification declaring the seats vacant should be issued immediately. Giving his opinion for the second time in two weeks on the same subject, Vahanvati has made it clear that an MP stands disqualified the day he or she is convicted by a court and the notification announcing vacancy in seat should be done immediately. He has also warned that any delay in issuing notification could mean non-compliance of a Supreme Court order. The country's top law officer has made it clear that the notification should be issued by the concerned House from which the MP belongs. the first phase. The company has also a proposal for expansion of capacity and setting up a steel plant and a rolling mill with one million tonnes per annum of capacity after successful completion of phase-I, it added. "Jindal Steel and Power Ltd are very keen to implement their project within a definite time frame," it said. However, the coal ministry had in June, this year issued show cause notice to JSPL for delaying the production from Utkal-B-1 coal block. The coal ministry had also in June,n 2011 issued a warning letter to the company for delaying the development of mine and had directed it to develop it immediately, failing which action, including deallocation of would be taken.

ship with BEL under Transfer of Technology (ToT) clause. Officials said that ACTAS could operate in deep as well as shallow waters. With western Indias coastline being shallow and the eastern coastline much deeper, ACTAS would fit the bill for naval ships operating in the two regions in a cost-effective way, officials claimed. With Scorpene submarines still a few years away, the Navy can build up its ASW (Anti Submarine Warfare) capability and upgrade its submarine fleet with new torpedoes and combat management systems. With capabilities of DRDO and BEL, India can develop new Heavy Weight Torpedoes (HWT) and maybe go in for a modern torpedo like SeaHake of Atlas, officials said. UPGRADING TORPEDOES :: Atlas Elektronik is also engaged in upgrading over 64 SUT torpedoes, dubbed the most reliable and safe torpedo in the Navys arsenal. This will extend their life cycle by another 15 years, officials said. SUT torpedoes can be used from all Western platforms. German battery technology for torpedoes is inherently safe and does not trade off performance in terms of speed and range, officials in Atlas Elektronik said, adding that in the aftermath of Sindhurakshak disaster India should evaluate the inherent chemical safety used in torpedo technology. The German defence firm is also in the process of modernising the four Shishumar class submarines, bought from HDW, and while two of them have already undergone the upgrade, two others are under the process. Last year, Atlas had set up its Indian subsidiary Atlas Elektronik India Private Limited with headquarters in New Delhi with the aim of intensifying the partnership with the Indian governmental customer and to initiate and expand cooperative ventures with Indian public and private sector units. Our desire is to further deepen our relationship with India and service the Navy better. We also want to integrate India into the global supply chain, Volker Paltzo, CEO of Atlas Elektronik, told the visiting Indian journalists. Since the 1980s, Atlas has worked closely with the Defence Ministry and the Navy, he said citing the example of delivery of four command and weapon control suites for the submarines of the Shishumar class.

forward posts of the BSF along the International Border(IB) in Jammu district. The Pakistani rangers resorted to unprovoked firing at the six border out posts (BOP) in RS Pura sub-sector. Two of the six posts were pounded with mortar shells. Omar said the ceasefire along the LoC and International border in Jammu and Kashmir was one of the major steps agreed by India and Pakistan which had benefited the people of the state. "If we look at the borders, the ceasefire is being repeatedly violated. The one step agreed by the leaders of the two countries and which had benefited the people of this state, is being harmed frequently," he said. Omar said either the Pakistan prime minister was involved in the regular ceasefire violations or he was not in control of the situation. "I don't understand whether Pak prime minister is involved (in the violations) or he is not in control of the situation. But whatever it is, we must strive to defeat these forces, who are trying to destroy the lives of our people living close to the borders," he said. Omar assured the people living in border areas that his government will take all necessary steps to make their day-to-day lives easier till they are able to return to their homes. "I want to assure the people living in areas affected by cross-LoC shelling that the state government will take all measures needed for making their day-to-day lives easier. A team of ministers is visiting the affected areas to talk to people so that whatever steps are needed will be taken for their welfare till they return to their homes," he said.

national leader's support to it. Referring to the State, Khanna said that recent developments have proved to be turning points for the BJP as it has proved its commitment for justice to the oppressed and wronged. Be it Kishtwar Incident, where its strong and robust protest by BJP ensured resignation of MoS Home, the Rajouri incident, where the administration was forced to release arrested persons who had been wronged by the miscreants, or the Supreme Court's direction for CBI inquiry into custodial killing of Rajneesh Sharma , a Jammu boy at Munshi Bagh Police Station in Srinagar on account of BJP's exertions. Not only this, BJP for the first time contested elections to Kargil Hill Council on 12 seats where as PDP, which has remained in power in the state contested just 8 seats, which is indicative of the BJP's dynamic growth in all the regions and its effective efforts in pursuing public interests. Jugal Kishore Sharma, in his address, while appreciating the efforts and work of party's rank and file, stated that the challenges facing the party are daunting and need sustained and intensive efforts. He added that the people are fed up with the utter corrupt culture of Congress' UPA and state coalition and have developed healthy regard for BJP and which is to be converted into electoral gains. The people are of the considered view that only BJP is the desired alternative. He also drew attention towards the soft approach policy on Pakistan, price rise, unemployment and mis-governance. Ashok Khajuria briefed the meeting about the just concluded assembly session and said that valley -centric government gagged the opposition and instead of utilising the session for positive proceedings, digressed into sterile issue of General VK Singh's utterance and maligning the security forces with Congress' full backing. He also regretted that the issues of refugees were not allowed to be taken up. Shamsher Singh Manhas stressed on decentralisation in the party working and regular interactions of senior leaders and prabharis with their respective districts which would effectuate the general positive attitude of the public towards Narinder Modi into victory. He advised that the party workers should be abreast of the public issues and to be active up to booth level. Ashok Koul, while soliciting the details of party activities at districts level, instructed all the districts the future programmes to be followed by them. He stressed for successful conduct of the scheduled programmes which include Hunger Strike by BJP Refugee Cell, Refugee Adhikaar Yatra, Accession Day celebrations and Secretariat gherao. The proceedings of the meeting were conducted by State General secretary Rajiv Jasrotia while Kavinder Gupta presented vote of thanks.

These sonars have been fitted on Navys front line combat ships, sources in the Navy said. The Navy has 14 submarines but only eight are in operation at any given time. While 10 of them are Russian, others were supplied by HDW of Germany. There was firing and shelling on eight posts in R S Pura forward area along IB in Jammu district last night (October 20), they said. There has continuous and daily firing along 190km-long IB in Jammu, Samba and Kathua sectors, besides LOC areas in Poonch sinceAugust 14. There were nearly 140 ceasefire violations reported this year, highest in the last eight years. In the backdrop of the increased ceasefire violations, Union Home Minister Sushilkumar Shinde will visit forward areas along the IB to review the security situation tomorrow. Jammu and Kashmir Chief Minister Omar Abdullah today said the Centre will have to look at other options if Pakistan continues to violate ceasefire. The firing by Pakistani troops on civilian areas has also caused villagers from border hamlets to flee.

Masood was held guilty in a case of corruption and other offences in September. His conviction was the first after the Supreme Court struck down a provision in the electoral law that provided immunity to MPs and MLAs from immediate disqualification. Sources said the notification formally announcing a vacancy in the Rajya Sabha following Masood's disqualification was issued by Rajya Sabha secretary general Shumsher K Sheriff. A copy of the notification has been sent to the Election Commission for necessary action, the sources said. Lok Sabha MPs Lalu Prasad and Jagdish Sharma, both convicted in the fodder scam, are set to be formally disqualified as the Lok Sabha secretari-
the Indian territory after the government decided to create a mountain corps of Indian Army, and deploy a Sukhoi squadron and reactive advanced landing grounds in the border states. Earlier this year, there was a threeweek standoff between Indian and Chinese troops 30 km southeast of Daulat Beg Oldi in Ladakh. Settlement of the boundary dispute remains an uphill task, evident from the efforts required to reach a consensus on the pact. "The two sides exchanged three to four drafts of BDCM before it could be finalised," Jawaharlal Nehru University's Professor Srikanth Kondapalli, a noted China expert told ET. "While India insisted on equal security along the LAC, the Chinese side called for demobilisation of troops by 20 km by both countries along the boundary. India is already at a disadvantage, with China placed at higher altitude in the Tibetan region ," said Kondapalli . India and China are currently holding negotiations across the three sectors of LAC. The LAC traverses western (Ladakh, Kashmir), middle ( Uttarakhand, Himachal) and
eastern (Sikkim, Arunachal) sectors. The term LAC gained legal recognition in Sino-Indian pacts signed in 1993 and 1996. The 1996 pact stated, "No activities of either side shall overstep the line of actual control." India alleges that China has illegally occupied 38,000 sq km in J&K (Aksai Chin). At the heart of Sino-Indian boundary dispute is the issue of Arunachal Pradesh (90,000 sq km), which China describes as "Southern Tibet". China is demanding that at least the Tawang tract of Arunachal should be transferred to China before any settlement of dispute. To bolster disputed status of J&K and Arunachal, China had issued stapled visas to the residents of these two states. China has also emphasised that the Sikkim issue will be resolved with the border dispute, a position very different from the earlier understanding that Beijing had accepted Sikkim as part of India. A section of the Indian establishment believes that Beijing wants to delay resolution of the dispute by another two decades. These officials say the Chinese believe they will be decisively ahead of India by 2032-35.

Rather for safeguarding J&K's special status while introducing GST in the Country
NEW DELHI, OCT 21: The Jammu and Kashmir Finance Minister, Mr. Abdul Rahim Rather who is also the Chairman of the Empowered Committee of the State Finance Ministers has said that the State of Jammu and Kashmir enjoys a special status under the Constitution of India and its constitutional relationship with the Union of India is governed by Article 370 of the Indian Constitution. The division of powers between the Union of India and the State of Jammu and Kashmir is not at the same footing as it is in respect of other states of the Union, he added. Speaking at a meeting of the Empowerment Committee of State Finance Ministers held at New Delhi today, Mr. Rather said that the Union List and the Concurrent List of the Seventh Schedule of the Constitution of India as applicable to the State of Jammu and Kashmir are not the same as the Union List and the Concurrent List applicable to the rest of the States of the Union while making Seventh Schedule applicable to the State of Jammu and Kashmir, certain entries of the Union List and the Concurrent List have been omitted. Likewise, while making Seventh Schedule applicable to the State of Jammu and Kashmir, State List has been omitted. As a corollary Article 246 and Article 248 of the Constitution of India which govern the division of legislative powers between the Centre and the States apply in a modified form to the State of Jammu and Kashmir. Thus Parliament is vested with the power to make laws in respect of Jammu and Kashmir pertaining to the matters enumerated in entries 1 to 96 of the Union List. The residuary power vests with the State of Jammu and Kashmir. As a consequence except the law relating to entries 1 to 96 of the Union List, the Legislature of the State of Jammu and Kashmir can legislate on every other matter i.e. even on the subjects which do not fall directly within the ambit of the State List or the Concurrent List. Mr. Rather said that while introducing Goods and Services Tax, the special status of J&K State guaranteed under the constitution of India has to be safeguarded at all costs. "We cannot afford to tamper with the autonomous position enjoyed by a politically sensitive State like Jammu and Kashmir", Mr. Rather asserted. He said that some tax models are available at the international level which can be conveniently applied to J&K State while introducing GST. That would ensure the protection of Special constitutional position as also the smooth implementation of GST.

4 Even Alex Ferguson can't help India qualify for World Cup: Baichung Bhutia
SPORTS
RANCHI: Former Indian football captain Baichung Bhutia today said that even renowned coach Alex Ferguson would not be able to take India into World Cup without proper infrastructure and involvement of committed people in the running of the game in the country. "We need right people, right infrastructure, right motivation and willingness to take the game forward. They (people involved in betterment of football in India) should not be there just to take positions," Bhutia said. "Tomorrow (even if) you bring Alex Ferguson to India he is not going to take us to World Cup. But what Fergusons can do is to train 20 to 25 guys who will get the benefit and later these players will impart their ideas to other players," he said. Asked whether football fans from his heart. It's nice that players like Dhoni are engaged in promoting football," Bhutia said. Stating that football has been going through a phase where a lot of things have to be done in the country, Bhutia said people involved in the game should show their commitment to work for its development. "I am not only saying about football federation but also states and district associations should also get totally involved if they really want to do something better for the game," Bhutia said. Asked whether the associations should be manned by professional footballers, Bhutia said there should be a mixture of professional footballers and others in the administration. "Like the technical side of the game should be looked after by footballers and other things by administrators, who are aware of the game," he said. Pointing out how I-league was struggling to draw spectators and sponsors, the former poster boy of Indian football said some clubs were still not having sponsors. "I-league started well, but now is struggling in terms of crowd turn out and lacks sponsorship, and is in a difficult situation. Even clubs are without sponsors. United Sikkim is one of them struggling for sponsors. Something has to be done," he said. Bhutia, however, did not agree with the view that cricket has been responsible for football's lack of sponsorship. "Football itself has to do a lot of things. A lot of planning has to be done. Soccer has to come up with results." he said.
the seven-match series 2-1, had a full practice session in the morning. Meanwhile, heavy rains lashed the city for more than an hour in the evening even as the ground remained under cover leading to a rain scare for the fourth one-dayer. But the weather did not dampen the mood of the
Ranchiites as the tickets for the 40,000 capacity stadium were almost sold out. This would be the second international match to be played here in a year as the newly-built JSCA Stadium had hosted its first match on January 19, with India thrashing England by seven wickets.
could see India qualifying World Cup in their life time, he said, "It is possible. When North Korea has done it, I think India can do it too. But people involved in the game like players coaches and district to state associations should really be quality people dedicated to the sport. We need infrastructure and exposure." Bhutia was here along with
Indian cricket captain Mahendra Singh Dhoni to associate with NGO 'Hip Hip Hurray' to promote a sportsbased curriculum to engage children and youth in Jharkhand. He cited the example how Dhoni loves football from his heart. "Good thing is that Dhoni enjoys and loves sports and football. It is not only (a kind of) show-off thing. It comes

The visitors, who lead the series 2-1, won the Mohali rubber by four wickets riding on James Faulkner's matchwinning innings. The Australians will now take on India skipper Mahendra Singh Dhoni in his home town at the JSCA International Stadium Complex.

NEW DELHI: Indian tennis ace Sania Mirza has broken back into the top 10 of the world women's doubles by gaining two spots to ninth place in the latest WTA Team Rankings issued on Monday. Sania jumped from 11th spot despite not playing any event this week. The 26-year-old moved up as a result of other players dropping points. Sania had won back-to-back titles as she lifted the China
Open trophy earlier this month, followed by another triumph in Pan Pacific Open in Tokyo. Her partner Cara Black of Zimbabwe too gained a position to be at number 13. Italians Sara Errani and Roberta Vinci hold on to the joint number one ranking, while Su-Wei Hseih climbed two spots to number four and Katrina Srebotnik moved one spot higher to number three.
ICC to persist with two-ball rule despite BCCI opposition North and South Zone declared
NEW DELHI: The contentious two-ball rule is here to stay. The conclave of the International Cricket Council (ICC), which concluded in London on Saturday, chose not to tamper with the rule. It means status quo remains on the playing conditions in one-day internationals, despite opposition from the Board of Control for Cricket in India (BCCI). Mirror reported last week that the rule is here to stay, for the time being at least, notwithstanding India's call for a change. The rule was given a go-ahead at the Chief Executives Committee (CEC) meeting in Dubai last month. The ICC confirmed the status quo in as many words after the London conclave. "The ICC board was briefed on the ICC Chief Executives' Committee (CEC) meeting that was held in Dubai last month and noted the CEC's discussions on a number of issues, including maintaining the current playing conditions for ODI cricket and bad light, and the Decision Review System (DRS)," the ICC said in a statement on Saturday. During the course of the board meeting in London, BCCI president N Srinivasan and a few other directors of the ICC, including those from Sri Lanka and Pakistan, raised the issue, but they were explained in detail that the two-ball rule is not hampering spin bowling as has been thought. The evidence that was put forth was the latest ICC ODI bowling rankings. Three spinners - Sunil Narine, Ravindra Jadeja and Saeed Ajmal are in the top three positions and the myth that the two-ball rule is not helpful for the spinners was busted. It was also pointed out that among the top 10 international bowlers, four are spinners, with Mohammad Hafeez ranked 10. Another point that was hammered upon by the board members was that the rule has actually enhanced the quality of ODIs, particularly in the middle overs. The ICC officials had prepared a chart showing the number of runs from 1-10, 11-20, 21-30, 31-40 and 41-50 overs. From the chart, it was concluded that more runs were being scored in the middle overs since the time the rule was introduced. The rule came into existence in October 2011, and the chart containing the data before and after that date has established the fact that ODIs have become more exciting of late. There was an attempt to prove that middle overs in ODIs had become exciting. It was also pointed out during the meeting that before the new rule was implemented, balls had to be changed twice in a game at times. , there were occasions when a team demanded a change of ball as early as the 20th over and again had a different ball after the 34th over. The ICC took note of the points and did not demand a vote. Even Srinivasan, who is also known to be a strong critic of the rule, did not insist on a change. The BCCI president, sure, had supporters in the representatives from Sri Lanka, Bangladesh and Pakistan, but the Asian block knew that they cannot alter the rule for want of numbers. They would have needed seven votes to change it and they were nowhere near the magical number. India skipper MS Dhoni has been a staunch critic of the new law but he will have to live with it, for the time being. EXPERT VIEW Obviously, there has been a big change since the harder seam helps fast bowlers a lot. So, now instead of one ball getting old in 25 overs like it used to happen earlier, we have a lot more time to work on new balls. This is very beneficial for fast bowlers as you can hit the deck hard with a newer ball and also it swings a lot more: Ishant Sharma. (It is) important we don't give runs with the two new balls and take wickets. It is always good to have bowlers who can bowl well at the death also. Especially the three fast bowlers should be able to bowl at the end: MS Dhoni.
KOCHI: With unrelenting bad weather playing spoilsport, North Zone and South Zone were declared joint winners of the Duleep Trophy this year after the fifth day's play of the final match was also called off without a ball being bowled on Monday. Only 10 overs - on the second day on October 18 -- were possible in the five-day match as wet ground conditions at the Nehru Stadium due to persistent rain played spoilsport. The city again experienced a morning shower and the umpires decided for a delayed start of the final day. The umpires inspected the
ground at around 2:45pm and decided to call off the match. It was the fourth instance in the history of Duleep Trophy when the title has been shared. Previous instances were West Zone/South Zone in 1963-64), North Zone/West Zone in 1988-89 and Central Zone/West Zone in 1997-98. The tournament had been hit by bad weather as the winner of the first semifinal here was also decided by the toss of coins after wet outfield did not even allow for a first innings lead. North had reached the finals after calling the coin correctly in the first semifinal.

NH 54 at Kawnpui-Khamrang sector has left hundreds of trucks carrying essential commodities and other grocery items stranded causing immense hardship to the common man in this remote North-Eastern State. But the issue does not figure at all in by Sunil Deodhar. In fact, more proactive in curbing poll expenses than even the Election Commission in the State is the Mizoram Peoples Forum, a church-sponsored election watchdog, which has gone to the extent of even urging political parties not to employ musicians to woo voters, a move that has come in for sharp criticism from the music fraternity in the State. Ironically, even a local cleric issuing a fatwa against an all-girls band in Kashmir hogs the national headlines. In the cacophony surrounding the upcoming Assembly election, the voice of the remote North-East seems to have got lost. Why is it that its issues are not raised in the national media and discussed by the intelligentsia in Delhi is a common refrain in the North-Eastern States? Are we the children of a lesser god, they ask. Unfortunately, most of the NorthEastern States, except for Assam to some extent, dont even have a vibrant local media to highlight their problems. Organisations such as Global Foundation for Civilisational Harmony (India), My Home India, Ekal Vidyalaya, Vanvasi Kalyan Ashram, Ramakrishna Mission, and even the state-controlled media have been contributing their bit in raising their concerns and sentiments. Thanks to institutions, such as the Vivekananda Kendra which runs a network of about three dozen schools across States such as Arunachal Pradesh and inculcates patriotism and other traditional and cultural values among the students, the youth in Arunachal Pradesh are not only literate but also nationalists to the core. The recent three-day Vijay hi Vijay programme, which witnessed participation from about 500 students from far flung areas of the State at the Vivekananda Kendra Vidyalaya at Nirjuli, was a testimony to the monumental work being undertaken by such organisations. But there should be more initiatives from both the civil society and the national media to bridge the ever-widening chasm between the North-East and the rest of the country. Our friends on both sides of the border are always on the look out for opportunities to fish in troubled waters. It is important to ensure that such golden opportunities are not provided to them on a platter.
EDITORIAL
POKING IN THE EYE AGAIN
India's decision to call off the proposed liberalised visa regime with China is appropriate given Beijing's continued provocations on the Arunachal Pradesh border issue. As recently as early this month, two Indian athletes could not travel to Wuxi because China had issued them stapled visas. A stapled visa may appear to be a better choice than no visa China had earlier denied residents of Arunachal Pradesh, which China claims as its own territory, a visa to travel. However, if New Delhi had accepted the stapled visa as some sort of a middlepath even as it agrees to a more free travel across the border, it would have come across as capitulating before Beijing. Equally importantly, it would have given credence to Chinese claims over Arunachal Pradesh and legitimised Chinas stand that the State is disputed territory'. By cancelling plans to liberalise its visa regime for Chinese travellers in protest, India has sent out a message, loud and clear, that Arunachal Pradesh is an integral and inalienable part of the country. China will undoubtedly seek to portray this last minute decision as India's failure to open its doors, but such an argument will carry little weight. The liberalised visa regime agreement had been finalised by the Indian side, it was ready to be cleared by the Cabinet Committee on Security this past Thursday and was just one short step away from being signed into existence during the Prime Ministers China trip which begins on Tuesday. Those who doubt India's sincerity must keep in mind that New Delhi did not put the brakes on the deal even after China's 20-day-long incursion into Indian territory earlier this year, that had brought the two countries to the brink of a serious confrontation. Interestingly, the incursion at Daulat Beg Oldie sector of Ladakh took place just a month before the Chinese Premier's maiden visit to India, thereby retraining the spotlight on the India-China border dispute, which has been festering for decades now. Similarly, back in 2006, the Chinese Ambassador's audacious comments on Arunachal Pradesh came only days before then Chinese President Hu Jintao's visit to New Delhi and had a similar impact. This time around, the stapled visa issue has been re-ignited days before Prime Minister Manmohan Singhs Beijing trip, during which he is expected to sign the Border Defence Cooperation Agreement and build upon previous confidence building measures. Against this background, it is unfortunate that Beijing's aggressive policies and posturing have deeply diminished the value and effectiveness of such measures. It also makes it enormously difficult for New Delhi to pursue positive policies with China in other areas. Take the proposed liberalisation of the visa regime as an example. Though the cancellation was necessary from a strategic viewpoint, it is also a setback to increasing bilateral cooperation. In the recent past, there has been a significant, two-way rise in traffic between India and China much of which has been propelled by business travellers and a liberalised visa regime is needed to remove the bottlenecks that currently hinder trade and commerce between the two countries. If Beijing had not been up to its old provocative game, things would have turned differently.
Serious and sustained efforts should be made to bridge the widening chasm between North-East States and the rest of the country. We must remember that our friends' on both sides of the border are on the look-out for opportunities to fish in troubled waters
other States, most villages in Arunachal Pradesh are unable to avail of the funds. But the mandarins in Delhi have neither the time nor the inclination to spare a thought for them. In the land of the rising sun, it is totally dark by 5 pm, when people are still working in offices in the mainland. Yet, they have to follow the Indian Standard Time. Why is it that India cant have different time zones suitable for specific regions of the country? Why is it that we are called foreigners by other Indians when we are ready to die for the country?, asks Nikam, an engineer by education and a social worker by choice. There cannot be anything more unfortunate that such an approach is being adopted towards the people of a State, which is claimed by China as part of South Tibet and whose youth have never taken even to the streets, forget taking up arms, unlike their counterparts in other North-Eastern States. In fact, with scores of tribes inhabiting the State, Hindi has emerged as the lingua franca of the people who still greet each other with the Jai Hind slogan. Can there be a greater bulwark against Chinese expansionism? Can the Indian Army get a more supportive local populace in the event of any Chinese aggression? In Mizoram, which goes to the poll on December 4, prices of essential commodities have soared due to a large number of trucks being stranded in the National Highway 54, the States lifeline from the rest of the world. Prolonged repairs of the the national media or Press conference of leaders and spokespersons of different political parties. Misgovernance, lack of development including basic infrastructure, intermittent power supply and shortage of cooking gas, inflation, rampant corruption, teachers and other Government employees not receiving their salaries on time are among the key issues in the upcoming election in the State, which hardly find an echo in national media. Among social issues, there is widespread concern over increasing drug addiction and HIV cases among the youth, The issue of minorities Hmars and Brus also known as Reangs, is also a major challenge before the State. The new land-use policy introduced by the incumbent Pu Lalthanhawla-led Congress State Government to counter the traditional jhoom cultivation is a subject of debate in the current poll. Though the BJP is trying hard to sew up a pre-poll alliance with non-Congress political parties in the State, it has not received an enthusiastic response in this Christiandominated State so far. There is, however, a small but growing group of people in favour of indigenous tribal culture, rather than the Western culture influenced by the Church. This segment may later evolve into a strong base for the saffron party. Nevertheless, the BJP would be coming out with a vision document for the state, prepared by its North-East Sampark Cell led
Detractors of the Bharatiya Janata Party would love to believe that the party is preparing to dump the development plank and return to core Hindutva issues in its forthcoming manifesto. The belief is triggered by news that the manifesto will include the BJP's commitment to the construction of a Ram temple at the disputed site in Ayodhya, the abrogation of Article 370 and the introduction of a uniform civil code. Given that the party has always held the three matters as part of its basic ideology, the brouhaha being sought to be generated is really a damp squib. Even when the BJP-led National Democratic Alliance was in power, the party had not given up on these demands, though the matter did not figure in the common minimum programme of the coalition because the allies did not agree with the principal partner on the contentious subjects. While the BJP held on unwaveringly to its philosophy, it did not allow the narrative to dictate issues of good governance. Therefore, there is no reason to suspect anything different if the BJP-led NDA returns to power. In any case, none of these issues is communal in nature, though the partys rivals propagate otherwise. Matters of development are not going to disappear from the manifesto. If anything, one can expect a fresh thrust in this direction given that Mr Narendra Modi is the party's prime ministerial candidate. Mr Modi has made a mark by his inclusive-development brand of politics and has attracted laurels from various sections of society here and abroad. Through clarity of thought and firm leadership, he has taken Gujarat on a path of growth at a time when the country is reeling from the economic misadventures of the Congress-led UPA regime at the Centre. Senior leaders of the BJP, including Mr Modi, have been speaking the language of good governance and development, and they have kept away from rhetoric that would seem to appease a particular community. Also, it is not as if the party will, in case the three issues are included in its manifesto, forcibly convert the desires into reality. Manifesto committee chief and senior BJP leader Murli Manohar Joshi has said unambiguously that the solution to the issue of a Ram temple in Ayodhya would be arrived at through either the judicial process or consensus between the stakeholders in the dispute. This has been the stand of the party for long now, and nothing has happened in recent times to doubt the position. As far as the abrogation of Article 370 and the introduction of a uniform civil code are concerned, they can be done only through constitutional amendments, which can come about after a larger political consensus, including among the partys existing and potential allies. Desperate detractors of the BJP will have to do better than to rake up non-existent issues in a bid to frighten the voters. The strategy is doomed to fail, just as attempts to appease the minorities are beginning to boomerang.
A Supreme Court verdict that a candidate who fails to fill the blanks in the affidavit towards furnishing a host of information, along with the nomination paper, will have his papers rejected, is welcome

The report mentions that the EC, consequent to the judgement, issued an order on March 27, 2003, clarifying that a nomination shall not be rejected on the ground of wrong information furnished in the affidavit. The order of the EC further directs Returning Officers to file complaints before a competent magistrate for prosecuting the connomination paper in sync with the statutory power of a Returning Officer under Section 36(2)(b) of the Representation of People Act, 1951, to reject a nomination paper. Un-controlled basmati prices
Dear Editor, Daily rising prices of commodities like rice, vegetables, cereals, mutton and milk products etc seem to be unabated. Common man middle class generation is suffering a lot but there seems no end to these soaring prices, administration is silent acting as mute spectators to all this. The rates of commodities vary from shop to shop, vendor to vendor, there's no guarantee of quality product. Take the example of basmati rice, where is original basmati of Jammu (RS Pura) which was world famous previous some years back. Nowadays only well decorated packing of 10 kg rice bags of different mills of RS Pura are available in the market. The taste of rice is far lagging behind from original basmati whereas consumers are charged at the rate of Rs 800 or more per 10 kg bag. There's no aroma for which basmati rice was famous. Government has no check on the quality and prices of basmati. Every shopkeeper sells on his own rate. Take example of non vegetarian items like mutton, chicken, fish etc story is same. And now, veg-
etables which have broken all the records. Every vendor sells at his own price. The rates in the morning are high in comparison to late evening. There's no rate list of items displayed by vegetable sellers and rates from shop to shop, vendor to vendor. But still administration is silent as there seems no control on them by government which is functioning to serve common people. The department related to check these malfunctioning are answerable to the public at large. Are they doing justice to their jobs. The higher ups in administration took serious note on these problems and sort out the difficulties faced by public and daily customers. Yours faithfully, Kaushal Kotwal Jammu..
Government has now set December, 2013 as new deadline for the completion of this prestigious project. Minister for PHE, Irrigation & Flood Control Sham Lal Sharma who reviewed the pace of work on the project recently, was informed by the engineering staff that about 85 percent civil and 65 percent mechanical work had been completed till date. The Tawi barrage project is likely to be accomplished within the revised scheduled time. The minister said that this artificial lake is a prestigious project for Jammu city which would further add to the beauty of the City of Temples thus enhancing tourist influx to the region. This artificial lake, when completed in all respects, would definitely be an important asset for the State that could serve multiple beneficial purposes to include fishing, sports and waterside developments. Besides, it will help to boost tourism. It will also attract a lot of birds and the water body will help to bring down the temperature in Jammu city a little bit and recharge the ground water. People here will be at an advantage as it will enhance their business and attract more tourists. Yours faithfully, R L Kaith, Jammu .

Two girls elope, marry each other in Bihar
PATNA: In probably the first case of same sex marriage in Bihar, two girls ran away from their homes here to get married to each other, a police official said on Monday. The father of one of the girl's had lodged a case of kidnapping against the other girl's family. MOSCOW, OCTOBER 21: In a clear attempt to allay Russias apprehensions, Prime Minister Manmohan Singh on Monday said it will remain an indispensable partner for Indias defence needs even as he underlined that the bilateral ties should adapt to changing times to address challenges. Dr. Singh hailed the IndiaRussia relations, saying it is marked by abiding comfort with each other and the warmth and goodwill between the people ensure that the strategic partnership will continue to grow in strength and relevance in the changing world. He highlighted various elements of partnership covering the fields of nuclear energy, defence, hydrocarbons and trade besides cooperation in international matters to portray the promising future for the relationship. Even this brief overview of the fruits of our cooperation should be enough to justify fully the description of our relationship as a special and privileged strategic partnership, Dr. Singh said in his address at the Moscow State Institute of International Relations. Noting that observers may well ask how this relationship could
be taken to greater heights, he said, I am convinced that while the strength and the intensity of our relationship will remain undiminished, it must also adapt itself to the changing times so that we can address the full range of current opportunities and challenges. I am also sure that, as in the past, we shall face these challenges together. At the bilateral level, the Prime Minister said, while Russia will remain an indispensable partner for our defence needs, our future defence partnership must be increasingly based on technology transfer, joint ventures and co-development and co-production.
The statement assumes significance as India has lately been looking at new vendors like the U.S. and Israel for its military hardware, creating apprehensions in Russia which has been long-standing major supplier of the defence equipment. We also see Russia as a key partner for our energy security. We have an ambitious longterm plan of cooperation in nuclear energy. The programme of cooperation in hydrocarbons that we are drawing up will further intensify our partnership in oil and gas and renewable energy sources, he said. Acknowledging that Russia has stood by India at
in nuclear energy when the world still shunned nuclear commerce with us...the first unit of the Kudankulam Nuclear Power Plant, built with Russian assistance, went critical in July this year and that the second one should be commissioned early next year, he said.Dr. Singh pointed out that the Indian oil company ONGCs largest overseas presence is in Russia and Indias largest science and technology cooperation programme is also with Russia.Noting that sustained expansion of trade and investment flows had added a new dimension to the bilateral relationship, Dr. Singh said, We should harness the full potential of our two economies to impart even greater depth and dynamism to it. "The unprecedented level of growth in tourism between India and Russia not only brings us economic benefits, but also deepens the contact between our peoples, he said. Dr. Singh highlighted that one of the fundamental foundations of Indias foreign policy is its partnership with Russia. We are both impacted by developments in our common neighbourhood, making our strategic partnership even more relevant than ever before, he said.

France summons US ambassador over fresh NSA spying claims New York Mayor Bloomberg wins 'Jewish Nobel'
PARIS, OCTOBER 21: French Foreign Minister Laurent Fabius said on Monday he had summoned the U.S. ambassador over allegations that the US National Security Agency monitored millions of French telephone calls between December 2012 and January 2013. Le Monde newspaper, citing documents leaked by US whistleblower Edward Snowden, reported that the NSA collected 70.3 million telephone recordings over a 30-day period. The paper said that the targets of the spying were both people suspected of links with terrorist activities as well as individuals targeted simply for their links to the world of business, politics or the French administration. In light of the information from Le Monde I immediately summoned the US ambassador, who will be received this morning at the Quai dOrsay (the address of the foreign ministry in Paris), Mr. Fabius said on the sidelines of an EU foreign ministers meeting in Luxembourg. This type of practice between partners, which violates privacy, is totally unacceptable and we must ensure very quick that it is not still continuing, Mr. Fabius said. Interior Minister Manuel Valls also labelled the revelations shocking and completely unacceptable on the part of an ally. Le Monde said that the NSA had several ways of spying on the French. When some telephone numbers are used in France they activate a signal which automatically triggers a recording of certain conversations. The NSA also used key words to retrieve text messages and their content and systematically recorded the history of their targets communications, the paper added. Malala inspires development AUD launches centre of psyof school curriculum in US chotherapy and clinical research
WASHINGTON, OCT 21: The 16-year-old Pakistani teenager targeted for a Taliban assassination because she championed education for girls has inspired the development of a school curriculum encouraging advocacy. George Washington University announced on Monday that faculty members are creating multimedia curriculum tools to accompany a book recently released by the teen, Malala Yousafzai. Several faculty members will pilot the curriculum early next year for both college and high school instruction. Free of charge, it will focus on themes such as the importance of a woman's voice and political extremism, the university said. The tools won't just look at the teen's story, but also how the same issues get reflected elsewhere, such as when girls face child marriage and pressures to leave school, said Mary Ellsberg, the director of the university's Global Women's Institute. "It's going to be really interactive and really encourage students to do ... activities outside of school, it will encourage them to get engaged in the communities and as well to help the Malala Fund directly,'' Ellsberg said. The university's Global Women's Institute is partnered with the Malala Fund, a nonprofit that seeks to ensure girls around the world have access to education. In 2012 when a Taliban gunman walked up to a bus taking Malala and other children home from school in Pakistan's volatile northern SwatValley and shot Malala in the head and neck. Another girl on the bus was also wounded. Malala now resides in Britain, where she was flown for medical care. Her memoir is "I am Malala.'' NEW DELHI, OCT 21: Ambedkar University Delhi (AUD) has launched the Centre of Psychotherapy andClinical Research (CPCR) at the School of Human Studies. "One of the unique features of CPCR is to provide free and low cost psychological services to those in need. This is in contrast to the stress on commercialisation of healthcare, including mental healthcare services in the country," says Honey Oberoi Vahali, dean, School of Human Studies,AUD. The five-fold aim of the Centre would be research, facilitating clinical thinking about states of psychological health and breakdown, offering free and low fee psychotherapy and counselling services, training psychotherapists and anchoring a three-year-long psychotherapy training programme in the country - MPhil in psychotherapy and clinical thinking. The Centre will also provide short-term training to psychiatrists, psychiatric social workers, clinical psychologists and nurses. It will also raise awareness on mental health issues and network with advocacy groups and the legal system. On the research front, the Centre will promote psychoanalytic research focused on the understanding of the human mind. "Research in areas such as trans-generational trauma, emotional vulnerabilities caused by political and social displacements, implications of community and individual work, etc, would be the focal points," adds Vahali.

interest in Antarctic science. She says, "My experience at NCAOR was enriching as I learnt and employed new tools and techniques that contributed to my understanding of the history of our planet." Being new to the field, her supervisors played an important role in guiding her. "I am excited to be a member of the 33rd Indian Scientific Expedition to Antarctica from December 2013 to March 2014 and to work at the Indian stations, Bharati and Maitri. My research is on the biogeochemical studies of blue ice (it looks blue in colour) in coastal East Antarctica. For the project, I will collect ice cores (one metre in length) and carry out the research to find
out what microbes inhabit the ice core, the ionic composition, the total organic carbon, dissolved organic compound, etc. This project is important since the microbes inhabiting the blue ice regions have the potential to fix carbon and influence climate change and by knowing more about them a lot can be explored," she adds. Archana is the only student researcher in this expedition. She will be joining the group as they fly to Cape Town in December followed by a two-week voyage by ship to the Indian research station, Bharati. Archana wants to pursue a career in polar science. a group you have not put together yourself. Teams in most organisations are heterogeneous, unbalanced and held together by a common goal rather than by personal relationships. You just have to learn to work together, like each other or not, and accomplish the task youve been given. There are some things you have to accept when working in a group. For instance, that the work distribution may be seen as unequal, but everyones role is important and crucial.

crazy in the process. Working in groups can be both a pleasure and a pain, but theres logic and usefulness to doing it. If you get the dynamics right, it can be a lot of fun and very productive. Heres how teachers (by and large) think about groups. They think students will learn from each other, and so they put together individuals with a range of skills and interests. It is a way to assign a task that might be too complex or detailed for an individual student to do on her/his own within the given time. They try to balance complementary abilities so that the task can get done with as much learning as possible. Of course, when the students form their own groups, this may not happen, and you may end up having many people with similar and overlapping skills. Often students end up working with their friends or people whom they are used to being around, and a lot of the fringe benefits of group work are missed. Working together In many ways, group work is the closest one can get to a simulation of the real world workplace, particularly if it is
