Board of Supervisors

BRIDGEWATER TOWNSHIP

County of Rice, State of Minnesota

June 9, 2009

The meeting was called to order by vice-chair, Glen Castore. In attendance


were Kathleen Doran-Norton, supervisor, Brad Pfahning, treasurer, Jim Braun,
zoning administrator, and Pam Petersen, clerk. Absent was Leif Knecht,
supervisor.

The Pledge of Allegiance was said by all present.

The agenda was approved by a motion from K Doran-Norton, second by G


Castore, motion carried.

The treasurer’s report was read and approved by a motion by K Doran-


Norton, second by G Castore, motion carried. The balance in the checking
account as of April 30, 2009 is $50,885.17, total assets come to
$389,071.76, and total liabilities total $228,943.95, leaving $160,127.81,
(See attached for full details). B Pfahning stated that the July meeting there
would be an update on the finances and budget to date.

The claims were approved to be paid by a motion from K Doran-Norton,


second by G Castore. The motion carried.

The minutes from the May 12, 2009 meeting were approved with a motion
from K Doran-Norton, second made by G Castore, the motion carried.

There were no comments on the correspondence.

Stephanie Henriksen updated all in attendance on the possible Gill-Prawer


annexation with the city of Northfield. Some of the members of the EDA from
Northfield (Rick Estenson, Engler) had told her that they expected the
landowners to file for annexation soon.

There is great concern from the residents of the Edgebrook Drive housing
development for the following:

• Railroad line and spur

• What type of industry

• Devaluation of their property

• Loss of lifestyle

• Possible conflict of interest due to close relationship/friendship


between Leif Knecht , supervisor and Bob Gill, landowner.

• Past promises to the residents of Edgebrook from Knecht/Gill not


fulfilled; some items mentioned were field runoff, flooded
basements, and road paving issues.

• Support the residents. Leave the annexation agreement as it is.


Respect the landowner’s way of life.

Road Issues; Dennis Brown. Roads gravels are Baseline, Baldwin, 125th. There
will be heavy dust control on Decker Ave. this year. The pipeline company
will help with the dust control as they are traveling the township roads again
this season.

Dennis will also start replacing the worn and damaged street signs this year.
He will keep detailed records to comply with the retro reflectivity
requirements for all signage.

The bridge over Wolf Creek on County Road 8 will be replaced this summer,
start date of July 13, 2009. The work is expected to take 2 to 4 weeks to
complete. According to Dennis it will consist 2 large culverts.

MN LTD will reimburse the township for any extra work needed on the
township roads they cause due to their job requirements (pipeline).

Bruce Albers will again mow the township road ditch edges.

Right-of-Way Resolution with the City of Northfield; K Doran-Norton made a


motion to pass the resolution with one additional sentence inserted in #6;
The Township Right-of Way is 33 feet from the center line. G Castore
seconded the motion, the motion passed. The Resolution will be #2009-11.
This document will be signed when the changes have been made.

Hazard Mitigation Plan: G Castore made a motion to approve, second by K


Doran-Noton, the motion passed. This is Resolution #2009-12. This is in
conjunction with Rice County. A copy will be sent to Julie Runkel.

G Castore made a motion to adjourn the meeting at 9:00 PM, second by K
Doran-Norton, the motion passed.
