Adrian,

It was a pleasure meeting you at yesterday's meeting. As we discussed, here is a more detailed listing of
topics (that may relate to the items in our FEMA Briefing Request No. 1) that could possibly be discussed
at our FEMA brief(s). Please let me know if you have any questions.

• The staffing structure, organization, and internal FEMA procedures in place on September 11,
2001 for responding to catastrophic terrorism attacks within the United States (including
capabilities for coordinating with other federal, state, and local organizations).

• The Federal Response Plan (FRP), as it existed on September 11, 2001, and the FRP as it
exists today (including detailed descriptions of the rationale for any significant changes or
reforms).

• FEMA's roles and responsibilities regarding the Federal Concept of Operations Plan
(CONPLAN) as it existed on September 11, 2001 (including actions FEMA actually took in
accordance with the CONPLAN in response to the 9/11 Attacks).

• Comparison of the April, 1999 CONPLAN, to the current, January 2003 CONPLAN, and potential
future versions.

• The Robert T. Stafford Disaster Relief and Emergency Assistance Act and how it dictated
response to the 9/11 Attacks (including an explanation of the disaster declaration process, and
how that process was implemented in response to the 9/11 Attacks).

• The rationale and implications of the Homeland Security Presidential Directive 5 (HSPD-5) as it

pertains to changing the Federal Response Plan (FRP) to a National Response Plan (NRP), how the

timeline to approve and implement both.

FEMA BRIEFING REQUEST NO. 1

The National Commission on Terrorist Attacks Upon the United States


the "Commission"), in connection with the Commission's examination of
:mergency response and crisis management in the wake of the September
Thomas H. Kean 11, 2001 terrorist attacks (the "9/11 attacks"), requests that FEMA
schedule an informal briefing (or briefings) by appropriate FEMA
CHAIR personnel on the following topics:

Lee H. Hamilton 1. An overview of FEMA's response to the 9/11 attacks.

VICE CHAIR 2. An overview of The State and Local Guide for All-Hazard
Emergency Operations Planning (SLG-101), including Chapter 6,
Richard Ben-Veniste Annex G, "Terrorism" (April 2001).

Max Cleland 3. An overview of FEMA's roles and responsibilities regarding the


Top Officials (TOPOFF) and Top Officials Two (TOPOFF 2)
exercises (including, but not limited to, information such as
Fred F. Fielding
exercise script, major event sequence list, intelligence scenario
used, after-action reports, summaries, evaluations, reviews,
Jamie S. Gorelick critiques, and studies).
|Slade Gorton 4. An overview of FEMA's role in the new Department of Homeland
Security (DHS) (including, but not limited to, any noteworthy
John Lehman changes, or expected changes, regarding FEMA's organization,
budget, emergency response process, and areas of responsibility).

This preliminary briefing will assist the Commission in focusing any
James R. Thompson additional document requests or requests for interviews. We request that
this informal briefing be scheduled to occur as soon as possible, but no
Philip D. Zelikow later than August 18, 2003.

EXECUTIVE The requested briefing is for general background purposes only and will
DIRECTOR not be a substitute for later interviews the Commission and its staff may
wish to conduct.
