Thefarmwasoneof20protectedatthemeeting,joiningfarmsinAdams,Berks,Bucks, Chester,Fayette,Franklin,Lancaster,Lycoming,Montgomery,Susquehanna,UnionandYork counties. Sincetheprogrambeganin1988,state,countyandlocalgovernmentshaveinvestedmorethan $1.2billiontopreserve480,089acreson4,491farmsin57countiesforfutureagriculturalproduction. ThePennsylvaniaAgriculturalConservationEasementPurchaseProgramidentifiesproperties andslowsthelossofprimefarmlandtononagriculturaluses. Theprogramenablesstate,countyandlocalgovernmentstopurchaseconservationeasements, alsocalleddevelopmentrights,fromownersofqualityfarmland. Insomecases,thefederalFarmandRanchlandsProtectionProgramprovidesadditional assistance.Lastfiscalyear,Pennsylvaniareceivedarecord$6.1millioninfederalreimbursements. TheDepartmentofAgricultureprovidedthistimelineofsignificantmilestonesinPennsylvanias farmlandpreservationefforts 1880:LargestnumberofacresoffarmlandrecordedinPennsylvania19,791,000.Pennsylvania

HecontinuedhisleadershipbyservingontheFranklinCountyAgriculturalLandPreservation BoardfornineyearsandwasaspeakerataNationalNoTillageConference,saidMcElwaine. OnbehalfofAFT,McElwainecongratulatedPennsylvaniasFarmlandPreservationProgram forleadingtheNationinlandconserved,butnotedPennsylvanianeedstofullysupportits awardwinningprogram. Aswecelebratethe25thanniversaryofPennsylvaniasFarmlandPreservationProgramand thefactthatmorethan480,146acresand4,492farmshavebeenpermanentlypreservedhere,we

cannotforgetfarmsareprotectedoneatatime,saidMcElwaine.Iamverygladwecanrecognize thisanniversarytodaywithoneoftheearlyleadersinthiseffort. Koonsbeganfarmingwith111acresandmilking17cowsnearWaynesboro.Overtheyears hisfarmingoperationgrewtoinclude700acressupportingadairyherdofmorethan100cows.Three ofhisfarmsarepreservedtotaling213acres. Hisfarmwasalwaysafamilybusinesswithhischildrenandgrandchildrenhelpingout.Inrecent years,theoperationhasbeenturnedovertohisson,JohnKoons,Jr.,withthehopethethirdgeneration oftheKoonsfamilywilltakeoverinthefuture. Whilewecelebratetoday,wecannotforgetPennsylvaniaislosing40acresofvaluable farmlandperdayandour62,000hardworkingfarmersfacesignificantchallengestostayontheland, saidMcElwaine.Farmersneedallthehelpandsupportwecangivethembecausetheyproduce somethingweallneedfood. Aswestandheretoday,thefederalgovernmenthasbeenshutdownfor10daysand,worse forfarmers,thefarmprogramsweallrelyonhavebeenerasedbythefailureofCongresstopassanew FarmBill,saidMcElwaine. AmericanFarmlandTrustbelievesthislackofactioniscausingsignificantconfusioninthefarm economyanduncertaintyamongfarmerswhorelyontheseprogramstooperateefficientlyand economically,saidMcElwaine.Ultimately,wefear,thepriceofthesetwinfailureswillbeseenby everyconsumerinthesupermarketcheckoutline. AccordingtoasurveyfromtheCenterforSurveyResearchatPennStateHarrisburg,92 percentof608Pennsylvanianssurveyedthinkthatstatefundsdedicatedtopreservingfarmlandand openspace,providingparksandtrailsandprotectingriversandstreamsshouldcontinuetobeusedfor thesepurposes. Inaddition,thesurveyfoundthatnearly78percentofrespondentssupportincreasingstate fundstoconserveandprotectopenspace,cleanwater,naturalareas,wildlifehabitats,parks,historic sites,forestsandfarmsevenifwouldcosttheaveragehousehold$10moreannually.Thesehighlevels ofsupportareconstantthroughouteverygeographicregionandeverygender,ethnic,educationaland economicdemographicthroughoutthestate. PennsylvaniaFarmBureauandtheAmericanFarmBureauFederationareappealingafederaldistrict courtdecisionthatpermitstheU.S.EnvironmentalProtectionAgencytouniversallyregulatestateand locallandusedecisionsthroughouttheChesapeakeBayWatershedunderaTotalMaximumDaily Load(TMDL). CongressdidnotintendtograntEPAlimitlesspowertodictatehowprivatelandcanbeused undertheCleanWaterAct.Infact,Congressspecificallyreservedlandusedecisionsforstateand localauthorities,notEPA,saidPFBPresidentCarlT.Shaffer.Weareappealingthecourtdecision, becauseitwouldprovideEPAwithunbridledpowertomakedecisionsthatcouldnegativelyimpact farmers,homeowners,municipalities,schooldistrictsandbusinesseswithinthewatershed. PFBnotesthatfarmersareconcernedaboutEPAsregulatoryplan,alsoreferredtoasa pollutiondiet,becauseitwouldmakeitvirtuallyimpossibleforfarmerstogrowtheirbusiness,severely limitingtheopportunityofthenextgenerationtojointhefamilyfarm. Theimpactofthiscourtcasecouldbesignificant,potentiallyinfluencingthefutureofagriculture asPennsylvaniasleadingindustryandthestateseconomy,alongwiththousandsofagriculturerelated jobs.Farmers,localgovernmentsandawidevarietyofotherlandowners,wouldbesubjecttothe whimofEPAbeforemakingeventhemostbasicdecisionsabouttheirproperty,addedShaffer. FarmBureauaddsthattheappealwillnotimpactagriculturescommitmenttoimprovingwater qualitythroughoutthewatershed. Pennsylvaniafarmershaveimplementedmajorchangesandimprovementsontheirlandto enhancewaterqualityandprotecttheenvironmentovertheyears,andthoseeffortscontinuetomove forward.Farmersarealsoworkingwithstateofficialstofurtherenhanceeffortstoreducerunofffrom farmland,concludedShaffer. Therehavebeenseveralmajor,recentstudiesthatdocumentthecostandeffectivenessofwater pollutioncleanupbyboththeagriculturalcommunityandwastewatertreatmentplants. A2009reportbytheWorldResourcesInstitutefoundthatagriculturalpracticeswhichrelyon theplantingofpermanentandtemporaryvegetation(primarilytrees,grassesandshrubs)andland preservationwerefarlesscostlytoinstallthanpracticeswhichrequiredlargeamountsofcapital investment. AstudypublishedbytheChesapeakeBayCommissionin2004providesabreakdownof costeffectivenessforpollutantreductionfromsixcosteffectivepollutionreductionpracticesapplicable toeitheragriculturalorwastewatersectors. Designedtobeatooltoassistindecisionmaking,thestudyidentifiedthemostcosteffective pollutionreductionpracticeswhichcouldbereadilyimplementedonalargescaletoachievenotable reductionsinpollutantloadingstotheChesapeakeBay. TheU.S.EnvironmentalProtectionAgencyChesapeakeBayProgramhasalsoquantifiedthe costsassociatedwithPennsylvaniaspollutionreductionpracticesthatareacceptedbyUSEPAas practiceswhichPennsylvaniaassessestowardsmeetingwhatwouldbecometheChesapeakeBay CleanWaterBlueprint,WatershedImplementationPlans,andMilestones. Thesearejustafewofthestudiesmentionedandfootnotedinthefactsheet. Whenconsideringtheeconomicbenefitsofconservationpractices,itisimportanttoalso considerancillarybenefitstotheenvironment,healthandhumanwelfare,andindirectfinancialbenefits tofarmersthatresultfromtheirimplementation.Thesebonusbenefitsincludecarbonsequestration, improvedwildlifehabitat,increasedgroundwaterrecharge,reducedflooding,andimprovedwater quality,amongothers. Videosweresubmittedbyorganizations,governmententities,consultingfirms,andequipment manufacturersnationwide.SubmittedvideoswerereviewedbytwentyjudgesfromtheWEFs stormwaterandwatershedcommitteesandreceivedscoresbasedonthefollowingcriteria:innovation, communicationofthemessage,visualappealandquality,andcontentmatterandrelevance. TheLandisHomesRestorationvideofeaturesLandisHomesRetirementCommunitys ManheimTownshipcampus,whichishomefor700+residentslivingincottages,apartments,suites,and personalcareandhealthcarefacilities. Withstewardshipasaguidingprincipaloftheretirementcommunity,theprimarygoalofthis restorationprojectwastovastlyimprovestreamfunctionandthesitesecologicalbiodiversitywhile makingefficientuseoftheland. Theseareadiversegroupofchemicalsthatincludeproductslikeoverthecounterdrugs, prescriptionmedicines,nutritionalsupplements,andveterinarydrugsproductsweusetoadornand cleanourselves,suchasfragrances,lotions,antibacterialsoaps,detergents,sunscreens,andcosmetics, andotherchemicalsusedinvariousimportantapplications,includingpesticides,plasticizers,andcertain typesofflameretardants. Allofthesechemicalsarefindingtheirwayintoourwatersuppliesonewayoranother. Medicinesareproducedandusedinverylargevolumes.Fiftypercentofthepopulationusesat leastoneprescriptiondrugdailyandfouroutoffivepatientsleavethedoctorsofficewitha prescription.Theseentertheenvironmentbyexcretionbyhumansanddomesticanimalsandbyflushing unneededorexpiredmedicationsdownatoiletordrain. Itisestimatedthathospitalsandlongtermcarefacilitiesintentionallydiscard250millionpounds ofunusedorunwantedmedicineseachyear. Untilveryrecentlytechnologywasnotabletodetectthesechemicalsinwaterbecausethe concentrationswerebelowdetectablelimits.Nowthatitispossibletodetectthemwearefrequently findingoneormoreofthesechemicalsinourwater.Eventhoughtheconcentrationsseemverysmall andinsignificantthereareanextremelylargenumberofmoleculesoftheseproductsinthewaterwe drink. Thereisnodoubtthesechemicalsarebeginningtoshowupinourdrinkingwatersupplies. Well,sowhat?Aretheyreallyharmfultous?Thereisnotagreatdealofcredibleinformationtoshow thatwehumansarebeingaffected,healthwise,bytheseverylowconcentrationsofchemicalsinour drinkingwater. Thereis,however,growingevidencethatsomeofthesechemicalsdisrupttheendocrinebalance invariousspeciesinnatureandcanadverselyaffectfishandotheraquaticspecieslivinginthe contaminatedwaters.Someofthesechemicalsinterferewithormimicnaturalhormonesanddisrupt reproduction,development,andbehavioroffishandotherorganisms.Noonecurrentlyknowsatwhat concentrationssimilarimpactswillbedetectedinhuman. Keepingthesechemicalsfromourwatersuppliesisalmostimpossiblebecausethetechnology doesnotexistthatwillcompletelyremovethemfromwater.Reducingtheuseoftheseproductsisthe

onlywaytoreducethevolumeoftheseproductsthatreachourwatersupply. Whileitistoughertoreducetheamountofdrugsbeingexcretedbyhumans,theonlytrulysafe waytodisposeofunusedmedicationsisbyhightemperatureincineration. Theseincinerationsitesareusuallyunderthecontroloflawenforcement.Insteadofflushing thoseunwantedmedications,disposeofunusedprescriptiondrugsthroughpharmaceuticaltakeback programshappeninginourareamoreandmorefrequently. About6,000wellshavebeendrilledinPennsylvania,andthenumberofmonitoringsitesisvery lowincomparison,Brantleysaid.Wesimplydonothaveanadequatenumberofmonitoringsites,nor dataavailablefromenoughsitesoverenoughtimetodetectpotentialenvironmentalissuesiftheyoccur. Shalecanbefoundbelowabout85percentoftheSusquehannaRiverBasinandmuchofthatis beingdevelopedfornaturalgas. Startedin2007,theShaleHillsprojectisoneofseveralthatarepartoftheNSFinitiativeaimed atunderstandingtheEarthscriticalzonetheouterlayerwhererock,water,air,soilandliving organismscometogether.TheNSFgrantwillallowtheresearcherstocontinuetheircurrent investigationsandtoexpandthescopeoftheprojecttoincludethepotentialimpactsofnaturalgas development.
