Workplace Safety & Health Practices Award 2011

Guidelines and Application Form

Please refer to Application Guidelines on how to apply for this Award. The WSHC will not process the application if Parts 1 and 2 are not completed and/or the required documents or materials are not submitted in a CD.

WORKPLACE SAFETY & HEALTH PRACTICES AWARD INTRODUCTION The Workplace Safety & Health Practices Award is an annual award presented by the Workplace Safety and Health Council (WSHC), in collaboration with the Ministry of Manpower (MOM), to give recognition to companies for their commitment and efforts in eliminating or controlling workplace safety and health (WSH) hazards. Award winners will share their WSH practices and control solutions in our efforts to promote WSH excellence in all workplaces. CRITERIA FOR AWARDS 1. WSH solutions and practices for hazards such as chemicals, noise, work at height, ergonomics etc. Applicants must submit effective Risk Control Measures which do not create or lead to new risks that are not well managed. Applicants who can show a solution that eliminate the risks and can potentially be translated industry-wide will gain more points.

2. Degree of involvement and participation of the employees and contractors. 3. Creativity and innovativeness of the control solutions. 4. Eliminate or effectively control the hazard and / or significantly reduce the risk. 5. Should not infringe any copyright and / or patent law. Applications are open to all workplaces. Past award winners may apply for subsequent awards based on new control measures or improvements to existing controls. Applicants will be considered for the award only if: The control solution must have been implemented for at least six months. No reportable solution-related accident/incident in the workplace following implementation of the control solution No stop work order, remedial order, composition fine or prosecution for control solution related contraventions in the preceding one year at the time of application. Control solutions may be in the form of engineering measures or implementation of safety systems that eliminate or effectively control the hazard and/or significantly reduce the risk. The control solution should not introduce new hazards into the workplace. The solution should not also infringe any copyright and/or patent law.

FACTORS FOR EVALUATION Some of the factors that will be taken into consideration during the evaluation process for the control solution category include: Comprehensive Protection how comprehensive/collective the solution is in providing protection to those exposed to the hazard and whether the solution has addressed the risks adequately. Ease of set-up and use how quickly and easily the device could be set up for use to provide the protection. Expandability whether the solution can be built on/modified so that it could be applied to other situations or adapted to increase the protection where required. Life cycle cost whether the cost of the device/solution encourages usage The applicants overall safety performance record. Effectiveness of the control programme implementation of the control solution. in supporting the successful

The degree of involvement and participation of the employees (includes contractors) in risk management, and development and implementation of the solution The creativity and innovativeness of the control solutions (for the Innovation award).

Bonus Factor: The control solution implemented has led to significant Productivity gains. CATEGORIES FOR AWARDS There are two categories for the awards and they are as follows: Outstanding Achievement and Innovation.

HOW TO APPLY The following documents/materials must be completed and submitted in a CD to support your application: Part 1: General information, agreement on the use of information and materials and declaration of non-infringement of copyright and patent rights. Part 1 should also be printed on A4 sized paper and signed. Part 2: Detailed information on the control solution and supporting documents. PowerPoint presentation required if project is short-listed for presentation before a panel of judges Incomplete applications will not be processed.

JUDGING AND SELECTION All entries short listed by the organiser will be evaluated by a panel of judges comprising technical experts. Applicants for the short listed entries will be required to make presentations to the panel of judges during the evaluation process.

TERMS AND CONDITIONS

Application form must be correctly filled and signed. All supporting materials must be provided in a CD. Late entries will not be accepted. All applicants are expected to ensure that all submitted documents are correct at the point of submission. To ensure fairness of Awards, amendments after submission will not be accepted. Application with inaccurate information will be disqualified. All winners are expected to work with the organiser to share their achievements with the industries following the announcement of the results. The organiser is not responsible for any loss or damage to entries or supporting material. The organiser will not return any entries or supporting material to the entrant. The organiser reserves the right to decline any entry by an applicant or organisation who is being investigated for possible breach of Workplace Safety and Health Act or Work Injury Compensation Act (whether or not prosecution will be initiated) or any other governmental regulations, or where the acceptance of the entry may be detrimental to the objectives of the Workplace Safety & Health Awards 2011. The decision of the judges and/or organiser is final. The organiser will not accept any appeal.

Process of Selection of Control Solution Risks / hazards can be controlled either at the source, along the path, or at the receiver. Control solutions that are placed higher in the hierarchy of control (Elimination, Substitution, Engineering controls) typically address the risks / hazards at source and provide for more effective reduction of the exposure to hazards. It should not create new risks and should not be easily bypassed.

Comprehensive Protection Individual protective systems protect only the individual or the selected few so others may still be exposed to the hazard. Comprehensive protection systems typically address the risks/hazards at its source and provides for more collective protection of anyone likely to be exposed to the hazard and include measures to eliminate the risk altogether. It should not create new risks and should not be easily bypassed.

Ease of Set-up and Use Equipment that is difficult to set up or use will not have long term acceptance in the field. Protection that is automatic, such as self erecting handrail system on road tanker, operated by pulling down ladder is better than a system that requires manual erection. Ease of set-up and use influences the workers willingness to use the solution.

Life Cycle Cost Cost is a factor that influences the companys decision to invest in the control solution. Costs may include initial purchase, maintenance, inspection, training, storage etc. A device that can be used over and over again may be of lower cost than one that can be used only once or needs to be replaced frequently.
