Definition of Categories a). NewandExistingBuilding (i) Open category (ii) Building must be not more than 5 years old b). Tropical Building (i) Open category (ii) Air-conditioning of less than fifty (50) percent of total gross floor area (GFA); give high emphasis on effective use of passive design (iii) Not less than GFA 500 square meters excluding car park area (iv) Exclude religious buildings (v) Building must not be more than 15 years old c). RetrofittedBuilding (i) This category refers to building where major changes and improvements have already been introduced to improve energy efficiency (ii) The age of the building must be more than five (5) years old. 4). Special Submission (i) This category refers to special projects which study, apply, and/ or develop innovative use of technologies (including R&D projects) which could be applied to reduce energy consumption in buildings. (ii) The aim is to promote the development of innovative energy efficiency-related solutions together with ASEAN wisdom. The Guidelines for Special Submission appears as ANNEX A. B. For the Special Submission, the rule of Yes/No J udging Method shall be applied. Winners will be determined by majority vote rule. D. RULES AND FORMAT OF SUBMISSION 1. SUBMI SSI ONPROCEDURE: All submissions must the channeled through the ASEAN EE&C-SSN Focal Points who shall ensure that all submissions are in full compliance with the rules and Rules and Guidelines of the Board of Judges ASEAN EE&CBest Practices Competition for Energy Efficient Buildings ASEAN Energy Awards 2008 3 requirements of the competition. The Focal Points shall forward the submissions, both hardandsoft copy, to ACE two (2) weeks prior to the final judging session of the Board. 2. PRE-QUALI FI CATI ONREQUI REMENTS: The pre-qualification requirements for the following categories, namely: 1) New and Existing Building; and 2) Retrofitted Building are described in ANNEX D. For the Tropical Building Category, the following pre-qualification requirements shall apply: a) overall maximum permissible energy efficiency index: 150 kWh/m 2 /year, calculated based on GFA instead of air-conditioned area. Air- conditioned area should not be used as it would be small; and b) lighting and others remained the same. 3. SCORING, SELECTION AND ANNOUNCEMENT OF WINNERS Submissions will be assessed and marked according to the mark structures given in Reference Table 2. The grading (score) sheets will be submitted to, verified, tallied, and computed by ACE in the presence of two witnesses from among the judges. The entry that was dropped from the group of winners will automatically (be) a runner-up. The same pri nciple applies to the runner-up but the number will be restricted to only 2. ***: Tally (row 4, 6, 8, 10. etc.) refers to the number of judges that gave X marks. The Chairman will report to the Annual Meeting of the EE&C-SSN the proceedings of the competition, announcing, among others, the winners and runner- ups in various categories. In turn, the Coordinator of the EE&C-SSN will inform ACE through writing the winners and runner-ups of the best practices competition. ACE, in turn, will notify all the nominees of the results of the Best Practices Competition, copy furnished to the ASEAN EE&C-SSN Focal Points and ASEAN SOE Leaders. The judges would not be given the detailed mark scores to take home. This is a way of ensuring that the judges integrity is protected. Once winners are identified the BOJ would respect the majoritys decision and draw the judging to the conclusion at the Meeting, subsequent personal investigation and scrutiny should not be encouraged under the ASEAN spirit of friendship and solidarity. Specific details of the competition will be kept in the custody of ACE. E. Objective This category refers to special projects which study, apply, and/ or develop innovative use of technologies which could be applied to reduce energy consumption in buildings. The aim is to promote the development of innovative energy efficiency-related solutions together with ASEAN wisdom. 2. Type and Nature of Project for Special Submission Special submissions are projects which involve significant development in the field of energy efficiency in buildings. Such development may be achieved in the areas of equipment, material, system applications, design and management processes. Such development and innovation may be demonstrated through actual application in real project(s). To qualify under Special Submission, a project must involve the development and/or innovative use of technology, materials, equipment and processes. Special focus will be given to projects which contribute to the promotion and development of ASEAN wisdom. The application of new technology has not yet been applied in other countries. The project should present new idea, new concept, and new design. 3. General Guidelines and Conditions for Special Submissions a. Each country can submit only one (1) project. b. The project must satisfy the objectives and scope of Special Submission as above. c. The entry must submit a proposal of not more than 10 pages to the EE&C-SSN Focal Point. The proposal should contain the following: i. Objectives of the project ii. Detailed description of the project iii. The special contributions and benefits of the project to the nations iv. The special contributions and benefits of the project to the ASEAN Region v. The special contributions and benefits of the project to the International Development of EE&C vi. Other relevant information 4.
