Description of Essential Job Duties:

Directs, manages and evaluates all Boiler and Pressure Safety Compliance operations and staff including Compliance/Inspection and Administrative Staff. The
Boiler Safety Program Director ensures consistent interpretation and application of state laws, regulations and agency policies/operational procedures; conducts
informal conferences and negotiates settlement agreements with owners/users. Allocates resources and develops budget recommendations. Develops &
implements training and strategic plans in support of Agency mission and strategic performance measures. Identifies trends and patterns related to boiler and
pressure vessel safety and aligns staffing resources to address critical needs. Works with Agency's top management to establish program objectives, goals &
priorities, and develops short & long-term plans for the program in relation to current statutes. The candidate will serve as a representative of the Agency to the
public, regulated industries, contracted insurance inspectors, and State Legislators to interpret, administer and explain Virginia’s Boiler and Pressure Vessel Rules
and Regulations and Safety Act to ensure safe installation, operation, maintenance and repair of boilers and pressure vessels.

Qualifications:

Preferred candidates will possess a college degree with coursework in engineering or graduation from high school with extensive training or coursework related to
the Boiler Pressure Vessel operations or inspections. Must be certified by the National Board of Boiler and Pressure Vessel Inspectors – basic commission. A “B”
endorsement is preferred; nuclear training certification with “N” endorsement is preferred. Must be able to qualify for and attain National Board Team Leader
credentials and ASME Team Leader designation within 180 days of hire. Considerable progressively responsible experience involving design, inspection,
construction, maintenance, repair, or operation of boilers, and pressure vessels; and the supervision of inspection personnel on fossil fuel boilers and nuclear
plants is required. The management of a related program is helpful. Considerable public contact experience involving explaining/interpreting laws/regulations is
required. Successful candidate must demonstrate comprehensive knowledge/experience in occupational safety/health laws, regulations and related inspection
and/or investigative best practices. Requires a proven ability to plan, organize, implement & direct complex operations of diverse programs; experience
supervising and evaluating staff and operational activities; demonstrate effective verbal and written communication skills; as well as a proven ability to negotiate
settlement agreements or abatement solutions. Verifiable bi-lingual skills in Spanish are preferred. Selected candidates must successfully complete a credit and
background investigation.
