Ruth Kolta, (626) 823-6886, 6341 Temple City Blvd (9/9/13 call resolved) Resident on Temple City Blvd called reporting that Rosemead Blvd-related utilities work is in front of her driveway, and she needs parking permits. -Was unable to verify whether construction was related to Rosemead Blvd (Transtech staff gone for the day), but gave Ms. Kolta temporary overnight parking permits. Next day verified with Transtech that SCE is performing utilities maintenance on 200 poles citywide; however work is not expected to block resident driveway access in the hours of 2-5 a.m. Adriana, Ark Christian Academy (9/9/13 letter ongoing) Sent letter to City Hall requesting City study traffic conditions in front of Ark Christian Academy. Currently, the new Rosemead Blvd center median does not reach the Callita intersection. As such, northbound drivers are able to turn left into the school's driveway before reaching Callita Street. Adriana would like to meet with the City and have this situation looked into. -Informed Adriana that any design changes will likely occur after constructionas current traffic conditions are not normal and therefore not optimum for studying; and also making changes now may negatively impact the project. Yunus and Mike of Transtech to meet onsite with Adriana 9/9 afternoon. Woody, Metro (9/10/13 email monitoring) Forwarded a customer complaint of bus operator failing to stop for a rider. Metro requests if City might be able to pressure contractor to quicken progress. -Yunus confirms that issue was discussed at 9/9 progress meeting. While corners are currently not serviceable as bus stops, LAE suggests that perhaps the operators pull into the side street intersections of unsignalized streets (I.e., Hermosa, Garibaldi) to allow passenger board/alight. Also, it is expected that some locations may be available again. Metro representative should communicate directly with LAE to arrange space for bus stop. In the meantime, Metro has instructed all bus operators to stop whenever feasible at any time there is a waiting rider, to ensure continued

service. Jian F. Ding, resident at 5923 Rosemead Blvd, (626) 283-1168 (9/10 visit, Chinese translated resolved) Came to City Hall after-hours. His driveway is inaccessible, but he came in with a ticket. He received permits with the advance construction notice but since his family has three cars, one car did not have a permit and got a ticket. -Staff took Mr. Ding's ticket to be excused; also provided him a parking permit thru Friday. Quan Zhuang, resident at 5923 Rosemead Blvd, (626) 329-9281 (9/11 visit resolved) Came to City Hall. His driveway is currently inaccessible, but he came in with a ticket. Household has more than 2 cars (notice provided only 2 permits.). -Took his ticket to be excused; also provided him a parking permit thru Friday. Karen Eui, resident at 6125 Rosemead Blvd (9/11 call to City Hall ongoing) Mike Schnepf received phone call here from resident complaining that while in the construction zone in front of her house, a crew member (in his 20s) shouted at her and told her to get away very rudely. She said she is 7 months pregnant and felt very bad at his rude behavior. -Mike, Yunus will follow-up on this with the contractor. Myrna Bland, resident at 6149 Rosemead Blvd, 285-0580 (9/12 visit to City Hall resolved) Ms. Bland wanted to know whether she can receive an additional parking permit from City Hall when the contractor distributes notices. She has jury duty and wouldn't be able to come physically to obtain. -Forwarded to Transtech to arrange delivery. Betsy, resident at 6215 Rosemead Blvd (626) 872-2425 (9/12 call resolved) Wanted to verify whether she could park in the side streets while her driveway is not accessible. Also wanted to know whether she can park at ValuMart. -Informed Betsy that she can park on side streets with permits. However, in regards to ValuMart, she should check with the owner, as it is a private lot (not in control by the City). Anonymous resident (626) 872-2324 (9/13 call resolved) Woman calls asking if she can park in front of her house when construction crews are not working. -Clarified that there is no parking all along Rosemead Boulevard, so she would not be able to park in front of her home at any time. Anonymous resident (626) 283-3188 (9/13 call resolved) Man called to confirm that his driveway will be reopened tonight. -Confirmed that driveways are supposed to be opened such that residents will be able to park in their homes by Friday evening. Eunice Huang, resident at 6221 Rosemead Blvd (626) 731-3682 (9/13 call received by CDD resolved) Resident says permits were not issued to her for the week, but just for Sunday night. She needs permits for the remainder of construction. She will visit City Hall Monday to obtain permits. -Will verify with LAE to see if they are receiving enough parking permits to distribute with the advance driveway closure notices. May need to adjust amount printed.

Nancy Liu, has rental property at 9000 Hermosa Dr at Rosemead Bl. 626-592-0342 (9/13 call to Yunus ongoing) Ms. Liu does not live there, but her tenants do. She needs to know if the City would replace the fence in front her house that has been taken out due to construction this week. -Yunus returned her call, left her a message to follow-up. Issue needs to be discussed with contractor. Yunus went onsite to see the conditions.

Resident called to verify whether driveways were opening on Thursday or Friday; English says Thursday, Chinese says Friday. -There was a misprint; the notice should have said Friday. Will verify with LAE to see if driveways may be available by Thursday, or if an additional notice is necessary to inform residents driveways are expected to open Friday. William Brinkley (9/14 email ongoing) Re: N/B Rosemead at Las Tunas: Wants to know why one northbound lane is taken away on Rosemead; and also why a left turn lane is removed and barriers gone up in replacement of the lanes. -Informed Mr. Brinkley that the traffic restrictions are a temporary, necessary measure to allow construction to proceed, and also in the interest of safety (for the public and construction crew). Austin Barkley, resident at Golden Motel, 6353 Rosemead Blvd (9/13 email resolved) Mr. Barkley commented that the sidewalks have been taken out, and he has to walk to his bus stop. He also reports that some operators are passing up waiting riders. -Forwarded message to Metro; also to contractor. Contractor is advised to improve safety and accessibility of construction site. Lindsay Wagner, Pepe's Restaurant, (909)744-7691 (9/18 call to Yunus resolved) Business complaint: Contractor closed Hermosa Dr west of Rosemead Bl. Pepe's has one way driveway in at Hermosa and out at Rosemead. With Hermosa closed, business has no access open. Ms. Wagner says she is losing customers because the driveway is inaccessible. Because of loss of business due to construction closure of Hermosa Dr, she wanted the City to pay her to compensate. -Mike Schnepf went to check the condition and installed corrective measures to make her driveway accessible for business. He met with the manager of Pepes to explain the situation and wanted the manager to inform Ms. Wagner about the corrective measures. Joe Russi, Pepe's Restaurant, (626) 893-5500 (9/19 call ongoing) Complaint: Pepe's drive-thru is one way in at Hermosa and exit at Rosemead. Due to cross gutter construction at Hermosa, there is no access to Pepe's, and Mr. Russi says business is hurtingespecially as Pepe's is primarily a drive-thru operation. Also says that there was no notification that Hermosa was going to be closed. -Apologized to Mr. Russiit was oversight that nobody realized his business entered at Hermosa and exited at Rosemead. However, there were message boards put up for Hermosa closure between Rosemead and Reno. Followed up with construction management team to visit him ASAP. -Yunus and Mike of Transtech visited Pepe's to work with Mr. Rossi on temporary solutions to the limited Hermosa driveway access. Following Ms. Wagner's phone call yesterday, Mike made arrangements to provide local access to business near Hermosa/Reno. However, Mr. Roussi reports it did not help much. As temporary measure, Yunus recommends the following: Pepes can open the Rosemead Bl driveway temporarily for both inbound and outbound movements (right turn in and right turn out only). Through verbal communications and also via this email, they are permitted to block off outbound arrow marking at the driveway, block off DO NOT ENTER signs at the driveway, and make necessary arrangement within their property to allow inbound traffic at the driveway from Rosemead Bl. This is only a temporary (construction duration) permit, and if they would like to modify this driveway permanently, they are encouraged to submit a formal application to the Citys public works and engineering dept. and we will revisit the driveway conditions at the time and advise accordingly. Rosemead Bl construction zone speed limit is currently 30 mph (so, there is minimal impact on Rosemead Bl traffic as inbound movement is permitted at the driveway). We will continue to monitor the conditions periodically.The speed limit will return to 40 mph after completion of construction on Rosemead Bl which is expected by April- June 2014. Mary Hunter, rents out apartments at 6415 Rosemead Blvd (626) 286-7828 (9/20 call to City Hall resolved) Asked Sandra if she is able to use ValuMart. She has concerns because there are 100 cars at her complex, and many are elderly/handicap. -Informed Mary that she can ask ValuMart directly, but that the City has made no arrangements, as it is a private parking lot. Yunus and Mike went onsite to speak with Mrs. Hunter, and will instruct LAE to construct driveway half at a time to preserve driveway access. Heather Endow, (626) 548-5033 (9/20 call resolved) Just got notice that driveway will be closed next week. Asks if there are any limitations as to how far out she can

park. -Followed up with Public Safety: Avon is too far; if park near Avon, she would need to purchase overnight parking permits. Jing, (626) 347-6698, biella99@yahoo.com (9/20 call requires follow-up) Expressed concern about sidewalk accessibility for students in front of preschool between Emperor/Callita. Following concrete demo, it is currently dirt. Asks when they will be repaved. -Informed Jing that there is a construction phasing plandemo was first, then driveway reconstruction and then sidewalk reconstruction. Also that this issue will be addressed at the weekly construction meeting on Monday, for any temporary measures to improve safety/accessibility, as well as a more solid timeframe for sidewalk repaving. Dave, daveclarke73@earthlink.net (9/20 Rosemeadblvd.com inquiry requires follow-up) Wonders why sidewalk segments south of Las Tunas only partially done? -Informed Mr. Clarke that parts of the sidewalk segments require coordination with SC Edison to remove all streetlight/electrical equipment; other areas are also pending design of public art and fabrication of street furniture (bus shelters, etc.). **This issue will be discussed at the weekly construction meeting, and City will update Mr. Clarke when scheduling info is available, as well as any temporary measures to improve sidewalk accessibility. ** MISC/FOLLOW-UP Nancy Liu, rents out apartments at 9000 Hermosa Dr. Had question about whether fence will be replaced Transtech confirmed with LAE that they will restore Ms. Liu's fence back to existing condition after construction is complete. Karen Eui, pregnant woman with complaint about crew member conduct Transtech has had lengthy discussion with contractor at weekly meeting that crew should remain courteous to the public at all times. William Brinkley, man sent email with complaints about lane reductions at northbound Rosemead at Las Tunas Following explanation from City that the lane reductions are to align traffic for construction purposes, Mr. Brinkley thanks the City and reports he now understands why the temporary lane configuration is in place. Austin Barkley, resident at Golden Motel (9/23 email logged) Mr. Barkley reports frustration and shared observations of construction near his residence at Golden Motel removed sidewalk, construction vehicles onsite, and west parking lot driveway closed. -This message is logged. Conditions were all known and reported in advance in the weekly Rosemead Blvd advisory (which Mr. Barkley receives). Construction management team is continually monitoring for accessibility and safety of the work zone. Jing Tung, parent at Ark Christian Academy (9/23 call resolved) Called multiple times beginning Friday, 9/20 to report two primary concerns: 1) sidewalk has been left as dirt for awhile, and the condition is not suitable for the students during dropoff/pickup; 2) driveway closure beginning Monday was "unexpected" and impeding normal drop off. -Construction management team visited site. As response, City explained to Ms. Tung that the construction management team and school admin had met prior to demolition to inform scheduling details for driveway closure. It was understood by City that school was sending advance notification to parents of driveway closurewhich Ms. Tung apparently did not receive. Apologized for the temporary inconvenience; school has a person assigned on traffic control to assist guiding dropoff/pickup traffic, while crews are available during work hours to assist pedestrians. With regard to sidewalks, contractor was made aware of the complaint and advised to further improve safety/accessibility. Per construction schedule, sidewalk is being poured week of 9/30 between Hermosa/Callita, with completion by 10/4. Mary Hunter, Kona Kai Apartments (9/25 call resolved) Called to report that contractor had agreed to install temporary measures for enhanced driveway accessibility, but measures were not installed. -Construction management team visited the site and found that the measures discussed earlier would not necessarily improve accessibility. Instead, other adequate measures were taken to allow crews to complete driveway construction by the end of the week (Friday, 9/27). Annette Clark, Young People's Village (9/27 call resolved) Ms. Clark called to report that Garibaldi at Reno was fully closed and impeding access into her school. She was moving cones herself to allow parents access. -Yunus visited the site and found access was restored. Mary Hunter, Kona Kai Apartments (9/27 call to Yunus resolved) Called to request 80 more parking permits for week of 9/30. -Yunus informed that driveways are opening Friday afternoon, so the permits are not necessary. Armen (9/27 email to pio@templecity.us ongoing) In response to latest Weekly Construction Update (9/30), asked when and how long Longden Avenue would be closed. Comments that Emperor/Rosemead is congested and affects southbound Rosemead traffic. Remarks that progress seems to have slowed and is taking longer than previous phases. Urges construction team to expedite project completion. -Informed Armen that the construction management team is still coordinating with the contractor on definite dates for the Longden Avenue activities, and that it will take a week for cross gutter reconstruction and sewer line replacement. Details will be reported in upcoming advisories; inclusion in the last advisory was just courtesy advance notice. Per deputy resident engineer, there is nothing of note that would specifically cause traffic congestion at Emperor/Rosemead; but Rosemead remains reduced to one travel lane between Callita/Hermosa until sidewalk and bike lane reconstruction is completed. Reassured Armen that progress has not slowed, and the project overall is
