Should The Age For Obtaining A Car License (Class D) Be Raised From 17 to 21?

In Malaysia today, the minimum age for a person to obtain his / her license is 17. For a long time now, this topic has been debated over and over again. Some argue its imperative we raise the age for obtaining a car license to 21. Before proceeding any further, lets us all remember, a person can onlyvote when he or she turns 21. There must be a good reason for the Malaysian governments above decision. As a driving instructor, Ive been asked time and time again, what is my opinion on this topic? At 17, most students are still schooling or pursuing their studies. As such, students should in fact be concentrating fully on their education. No thinking about anything else, like getting a car license, for instance. After all, lets say in 4 years time, after they h ave finished their upper sixth form, there will be ample time to ponder about getting a license to drive then. Questions about as to whether a student is matured or otherwise aside, the fact that a boy or a girl is still schooling, still dependent on his parents and has no earning power of his or her own, should be the criteria for us to object to a student learning driving at the present age of 17. Instead, if you ask me, seriously my opinion would be, by all means, go ahead and raise the minimum age to at least 21 years. Yes, I am aware many, especially potential students would blast me for my opinion. Some might even comment What is this crazy instructor attempting to do? Does he know what he is saying? You see, as an instructor for so many years experience, dont you think I should know what Im talking about? As to whether you concur with me or otherwise is not the question.

My experience tells me, there are some at 17 who are actually notmatured enough to taking up driving lessons. As we cannot possibly ban one or two, we have no other alternative but to suggest the age for obtaining a driving license be raised from the present 17 to 21 years. Thinking about it further, by the time you are 21, you most probably would have completed your college or university education. By abstaining from getting your car license now, have you ever contemplated how much financial burden you would have saved or relieved your parents of. Most parents, Im quite certain would agree with my opinion. Parents, if asked would like to agree with my idea. The only drawback is they love their children too much to say no when their children suggest its time for them to get a driving license. There are many other ample reasons to support my decision that the present age of 17 be raised to 21, but at this juncture, the topic should be terminated here. As human beings, we have to be practical. Advocating 21 as the proper and correct age for a student or child to obtain his or her driving license, in fact will affect my business as a driving instructor. Most certainly my business would certainly face a down turn ormerosot as they say in Bahasa Malaysia. To me, the students safety must come first. Malaysias current rate of accidents worry me. We have one of the worlds highest rate of accidents. If the Defensive from of driving we incorporated from Australia, some 10 15 years ago, does not seem to be bearing any concrete result, the time has now come for the government to do something about it. Either we raise the age of obtaining a car license to 21 or come up with a better suggestion to solve it.

The question about raising the minimum age for a driving license has been pushed to the headlines because of the growing amount of automobile accidents. Whether it would reduce or even prevent accidents of this sort or will simply do no good is the heart of this argument. The reason for wanting to raise the driving age is because it has been proven that teenagers have caused most accidents. The argument is a big decision for whether it should be raised or shouldn't it be raised because of the consequences of both sides. Are teenagers responsible enough to have the privilege to driver or are there alternatives to this big issue rather than raising the driving age. Earning a driver's license is most import for most young Americans, but teens are the ones with poor driving performance. According to Memmer, "Traffic accidents are the leading cause of death in people ages sixteen to twenty (Sect. 2). Teens for some reason have road rage and in fact love to drive at night with other teens speeding through the streets like if they were the only drivers on the road. Statistics show that young people age fifteen through twenty make up 6.7 percent of the total driving population in this country, but are involved in 14 percent of all fatal crashes (Memmer 1). This percentage of crashes needs to be reduced. There are plenty of consequences both positive and negative if the driving age is raised. Positive consequences would be that there would be more responsible drivers out in the road, going away from home and job opportunity. Negative consequences are that teens will not obey the law and drive without a license. Teens will also have less of an opportunity to get a job. Last but not least, what some parents don't like is to have to drive their teens to school and all school functions. Another question being asked is, "What is going to happen if the driving age is not raised?" Both positive and negative sides can both be looked at again. A teen is still in school therefore can take driver's education training to help them understand better the concept of driving. There would also be more people paying for insurance. At the age of sixteen and seventeen, teens are not responsible enough to drive. There is a smaller percentage of teens that wear their seatbelts compared to other drivers (Memmer par. 7). It is the law to wear a seatbelt when a person drives because it can reduce the risk of a person going through a windshield. Ya, itu adalah cadangan salah seorang warga prihatin yang pandangannya disiarkan di salah sebuah akhbar harian. Apa pendapat anda? Teruskan membaca keseluruhan pandangan beliau: OPS Sikap datang dan pergi bersama-sama dengan sejumlah nyawa yang terkorban dengan statistik nahas kemalangan yang terus meningkat dan menyayat hati semua pihak. Agensi kerajaan seperti PDRM, Kementerian Pengangkutan, Jabatan Pengangkutan Jalan (JPJ), Jabatan Keselamatan Jalan Raya, MIROS dan sebagainya telah pun memainkan peranan mereka ditahap paling optimum yang mampu mereka lakukan untuk mengatasi ataupun mengurangkan kecelakaan ini. Semua pihak secara terus-terang dan hampir sebulat suara membuat kesimpulan bahawa sikap pemandulah antara punca utama kemalangan yang berlaku. Memang benar sikaplah menjadi dalang utama di sebalik semua kejadian yang tidak diingini ini berlaku, namun sebagai manusia yang waras kita perlu juga mengkaji dan menyiasat kesemua kemalangan yang berlaku ini dari segenap aspek dan sudut supaya mendapat gambaran yang lebih menyeluruh. Saban tahun program Ops Sikap dilancar mengikut keperluan semasa, program dan kempen kesedaran juga semakin rancak dilaksanakan, kajian demi kajian juga dilipatgandakan untuk mengatasi masalah ini namun apa hasilnya dan di mana silapnya? Apa yang pasti jutaan wang ringgit terpaksa dibelanjakan ataupun dibazirkan untuk tujuan tersebut kerana hampir semuanya seolah-olah berakhir dengan kegagalan. Telah terbukti sehingga ke saat ini strategi mengadakan pelbagai kempen dan hukuman berat ternyata tidak dapat mengubah sikap pemandu kita. Ini kerana buktinya makin kita menghukum semakin bertambah jumlah kemalangan yang berlaku. Maka kita perlu menukar strategi dengan mengolah pelan jangka panjang dan jangka pendek dengan menggunakan kaedah yang lebih sistematik dan berhemah agar gejala ini dapat dicantas dari peringkat akar umbi lagi. Antara pelan jangka panjang yang boleh dipertimbangkan ialah:

Kementerian Pelajaran Malaysia (KPM) membantu memperkenalkan mata pelajaran Etika Pemanduan dan Undang-Undang Jalan raya di peringkat sekolah menengah ataupun seawal sekolah rendah lagi jika difikirkan sesuai.

Mata pelajaran ini diajar dalam bentuk teori dan amali supaya anak-anak muda ini diberi pendedahan yang secukupnya terutamanya dari aspek praktikal dalam dunia yang sebenar tentang etika pemanduan dan sikap yang betul semasa berada di atas jalan raya serta bahaya yang wujud semasa memandu jika berlaku kecuaian. Pengaruh para guru terhadap anak murid juga dilihat cukup signifikan justeru ia boleh banyak membantu dalam hal ini untuk memupuk nilai-nilai murni dan etika pemanduan yang betul sejak di bangku sekolah lagi. Mungkin tidak keterlaluan untuk dicadangkan agar subjek-subjek sebegini dijadikan subjek wajib lulus untuk memperoleh sijil PMR mahupun SPM.

Ibu bapa tidak boleh lari dari tanggungjawab hakiki mereka mendidik dan membentuk anak-anak mereka.

Lumrahnya manusia perlu dididik seawal zaman kanak-kanak lagi supaya minda dan tingkah laku mereka dapat dibentuk seperti yang kita hajatkan. Perubahan sikap pula tidak boleh berlaku dalam sekelip mata. Justeru sekolah dan rumah adalah tempat yang paling sesuai untuk tujuan tersebut. Pendidikan awal di sekolah dan rumah tentang aspek keselamatan ini pasti akan meninggalkan kesan yang mendalam dalam sanubari setiap remaja kita. Pelan jangka pendek yang boleh dilaksanakan dengan serta merta:

Cadangan menaikkan lagi had umur bagi mendapatkan lesen memandu motosikal dan kereta misalnya kepada 21 tahun untuk motosikal dan 25 tahun untuk kereta. Memang perlu diakui ini merupakan satu cadangan yang agak kejam dan mungkin juga zalim bagi sesetengah pihak namun apa lagi pilihan yang kita ada dalam erti kata untuk mengawal kecelakaan ini dari peringkat akar umbi lagi.

Statistik menunjukkan golongan penunggang motosikal dan belia merupakan mangsa utama kemalangan jalan raya di negara ini. Umur 21 tahun ke atas dilihat lebih rasional dalam membentuk seorang pemandu yang lebih matang dan berdisiplin di atas jalan raya. Tambahan pula, tindakan penguatkuasaan dan hukuman seperti mewajibkan pemakaian tali pinggang keledar belakang serta menaikkan jumlah denda dan kompaun dilihat masih tidak mampu menyekat golongan ini dari terus menjadi mangsa di atas jalan raya. Sehinggakan Ketua Polis Negara merumuskan bahawahukuman mati sekalipun tidak akan mengubah tabiat buruk pengguna jalan raya yang degil dan rakus.

Keadaan jalan raya perlu dibaiki dan dinaik taraf sewajarnya mengikut keperluan semasa. Walaupun secara keseluruhannya keadaan jalan raya di negara kita boleh dibanggakan malah ada yang menyamakan dengan beberapa buah negara maju namun masih terdapat beberapa buah jalan baik jalan persekutuan, jalan kampung mahupun lebuh raya yang dilihat mampu membahayakan pengguna.

Kemalangan jalan raya sudahpun menjadi satu masalah yang besar kepada kita, malah tidak hairan suatu hari nanti diisytihar darurat jalan raya ataupun penggunaan kenderaan terpaksa dicatu demi mengurangkan bilangan nyawa dari terus menjadi korban jalan raya. Keadaan itu tidak mustahil untuk menjadi realiti kerana trend semasa menunjukkan bilangan rakyat Malaysia yang membeli kenderaan semakin bertambah dan ini secara tidak langsung akan meningkatkan lagi peluang berlakunya lebih banyak lagi kemalangan jalan raya pada masa-masa akan datang. Justeru semua pihak yang berkenaan terutamanya KPM, sekolah serta ibu bapa perlu memainkan peranan masing-masing bagi membendung masalah ini dari terus berleluasa.
