BOARD OF ENGINEERS, MALAYSIA Guidelines on PROFESSIONAL ASSESSMENT EXAMINATION

A Registered Graduate Engineers is only eligible to be a candidadate for the Examimation after he has fulfilled the requirements of Regulation 22 of the Registration of Engineers Regulations 1990 (Amendment 2003) on practical experience. The application to appear for the Examination may be submitted at any time. The applicant who has been accepted as a candidate for the Examination will be informed of the name of the Principal Examiner within 3 months of the date of the receipt of his application. Application Form G is to be submitted together with the prescribed fee. All other documents required to be sent in connection with the Examination should be sent to the Principal Examiner only after being advised by the Principal Examiner to do so in accordance with Para 5. The Board shall appoint a Principal Examiner and advise the candidate on the name and address of this Principal Examiner. The Principal Examiner shall appoint a Second Examiner. The Examiners shall be either of the same or approved allied discipline as that of the candidate. The Principal Examiner shall write to the candidate advising the date by which the documents required for the Examination are to be sent to him and the place, time and date of the Examination. The candidate shall send the documents required for the Examination together with a completed Form I to the Principal Examiner. Every candidate for the Examination shall submit: (a) two copies of a typewritten report, giving account og his training and experience, preapred in accordance with the Para 10; (b) single copy of other documents and/or drawings in accordance with Para 8.

The documents to be submitted under Para 7(b) shall be prepared according to Appendix A of these Guidelines. Every drawing and doument shall be certified by a Professional Engineer who is in a responsible position as the employer or the principal fro whom or under whom it was prepared. The Professional Engineer must also on Form I That these are the work of the candidate. If only a propotion of the documents has been prepared by the candidate this must be clearly indicated and initiated by the Professional Engineer. It is essential that the drawings and documents submitted shall be related to the work of the candidate in the ordinary course of his employment. Drawings and documents prepared as exercises during university or college course are not admissible. All reasonable care will be taken of drawings, sketches, photographs, and other documents which will be returned to candidates, normally immediately after the Examination, but the Board will accept no responsibility for them. In the case of overseas experience, the drawings and documents may be signed by an Engineer approved by the Board.

The report to be submitted by the candidate on training and experience shall be of 1500-2000 words. The report report shall indicate the positions held by the candidate in chronological order and detail duties, responsibilities and experience gained. A summary of time spent in design/office, field/site, management, research/teaching etc shall be included. In the professional interview, the practical experience of the candidate will be assessed by the Examiners not only on a time basis but also on merit. The Examiners shall test the candidate during the Professional Interview on the following: (a) grasp of the application of engineering principles to the solution of problems arising from the investigation, planning, design, construction, operation or maintenance of engineering works, or from research; and (b) ability to communicate

The essays required to be written by the candidate during the Examination may be in Bahasa Malaysia at the choice of the candidate. The first essay is intended primarily as a test of the candidates knowledge and ability to marshall his thoughts and express them on paper in clear and concise manner on the chosen subject. Every candidate shall be given two topics to choose from. The two topics shall be on which the candidate is familiar with based on his report. For the second essay, the candidate will be required to answer a question from two alternative quesions selected by the Examiners on Code of professional conduct. 1 hours will be allowed for each written paper. The candidate who sat for the Examination shall be infromed of the result of the Examination within 4 months of the date the Examination. Every unsuccessful candidate shall be informed of the reasons for the failure. The unsuccessful candidate may within 21 days of being informed of the result appeal to the Board for a review of his result. Upon receipt of such an appeal, the Board shall cause a review of the assessment of the Examiners and then decide on the appeal. The Boards decision shall be final. Every appeal shall be accompanied by a payment of RM150.00 which shall be refunded in the event that the appeal is successful.

A registered Graduate Engineer who has failed the Examination may submit his application to re-sit for the Examination. However, he will not be allowed to sit for the Examination until 6 months from the date of the last Examination. A candidate who has failed in the Examination shall not be examined by the same Examiners at any subsequent Examinations.

APPENDIX A

PREPARATION OF DOCUMENTS AND REPORTS 1. FOR CANDIDATES ENGAGED IN ENGINEERING PRACTICE (EXCLUDING RESEARCH AND TEACHING) GENERAL REQUIREMENTS The documents to be submitted by such candidates shall be:(i) at least two and not more than four working drawings related to the candidates own work; detailed design calculations prepared by him relating to one or more of the aforesaid drawings; specifications and a set of quantities, comprising abstract, taek-off sheets or shop list all prepared by him relating either to one of the aforesaid drawings, or to other drawings which must also be submitted. A candidate may submit an additional drawing to illustrate his experience in the engineering works;

(a)

OR (ii) a part of a feasibility study involving functional and economic comparison of preliminary designs of an engineering system or a comprehensive report of a major engineering project or a system design of a major engineering works. The above documents should include the following: at least one relevant drawings showing essential features of details of the project or system; where appropriate at least three and not more than six sketches containing sufficient details to enable a draughtsman to work them up into working drawings without further guidance; preliminary stress or systems analysis, where applicable, and quantities, cost analysis, or economic analysis as appropriate; OR (iii) in the case of a candidate whose experience is in the installation or operation or maintenance of an engineering plant or engineering system, a detailed description of the installation or operation or maintenance of the plant or system together with the appropriate schedule which he has formulated. In his submission he should clearly indicate his contribution which shows application of sound engineering principles. A critical appraisal of the design of the engineering system which may not necessarily be the work of the candidate, should be includede. Details of modifications, if any, made to the existing system as a result of the work of the candidate should also be submitted.

(b)

REQUIREMENTS FOR VARIOUS ENGINEERING DISCIPLINES: The following are requirements specified for various engineering disciplines on submission of documents:-

(i)

Aeronautical Drawings and calculations for the design, in whole or in part, of an aircraft or guided missile, or the estimation of the performance of its engines or its structures, maintenance schedules for commercial airlines or the armed services; and Notes or records, such as wind tunnel test on models of aircraft or on parts thereof; flights trials; strenghth tests on wings or other components; vibration and stiffness tests; methods of construction and joining parts.

(ii)

Chemical Drawings and calculations for the design, in whole or in part, of an item of work realting to chemical or process engineering, e.g. heat exchanger; absorption towers; distillation plant; liquor filters; gas dedusting equipment; plant layouts. and Notes or records such as: the opration and/or testing of chemical plant and items of equipment; preparation of process flow sheets showing heat and mass balances; maintenance and planning co-ordination; the economic assessment of alternative schemes; the instrumentation and automatic engineering techniques.

(iii)

Civil Drawings and calculations for the design of a civil engineering work. and A set of quantities realting to one of the drawings or, if this is not possible, quantities taken by the candidate from drawings not preapred by him will be accpeted and in this case, a tracing or print of the drawings should be attached. In lieu of the above, civil engineering candidates of specialised area of study may submit their documents as follows: Hydrology Draiwings and calculations and qauntities for the design of an item of work relating to hydrology, e.g. river gauging stations, lysimeters or percolation gauges; climatological stations; test wells. and Records of fieldwork in surface or ground water hyrology; statistical analysis of hydrological date leading to the evaluation of water resources; methods of flood and drought forecasting. Drawings and calculations for the design of a project involving soil or rock mechanics, such as the stability of a dam and the adjoining valley; the satability and anticipated settlement of buildings; reatining walls, railway embankments, etc. and

Note and records from site investigations; field and laboratory test; trail sections etc. for the purpose of the foregoing. Permanent way

Drawings and calculations for the detailed design of a major junction layout with a schedule of materials; details of timbering and programme for carrying out the work. and

Notes or records such as the survey for and setting out of a layout; investigation into the strength or stability of tracks, assessment of permissible speeds Note: Design and construction experience in some other branch of civil engineering will be required in addition to that described unedr Permanent Way.

Public health Engineering and Environmental Drawings and calculations for the design of a works realted to any branch of public health engineering, e.g. water supply treatment, sewerage and sewerage treatment; land drainage and river improvement; refuse disposal plants, noise pollution, dust pollution, radiation pollution. and

Notes records of a firled study for a public heath and environment engineering project. Highway Drawings, calculations and quantities to show adeaquate knowledge of the practical application of the theory of civil engineering design in realtion to highway engineering e.g. the design of bridges; retaining wall; earthworks, paving and drainage. and

Notes or records on highway capacity standards in realtion to estimated traffic volumes with particular reference to junction layout; highway materails and pavement design; road location in urban or rural areas. Transportation Drawings, daigrams and appropriate calculations to show adeaquate knowledge of the application of the principles of transportation engineering to parctical problems and of the use of current techniques in the analysis and planning of transport systems. and

Notes or records on the conduct of traffic surveys, and estimation of future tarnsport needs, and any item such as the follwoing:-

Statistical analysis of data derived from traffic studies; economic factors in relation to a transportation scheme; the functional design of terminal facilities for road, rail or air transport; design and operation of traffic management schemes; the function design of road or rail networks; the design of traffic signal systems. Town Planning Drawing and maps, written statement, ad report of the surveys which have been preaored for submission to the appropriate authority in the form of a Development Plan under the Town and Country Planning Act, or similar legislation. and Notes on the factors governing the proposals fro population densities, zoning, communications, and basic layout. Drainage and irrigation Drawings and Calculations for the Design of a Drainage, Irrigation or Flood Mitigation System. and (iv) Records of field Work in Drainage, Irrigation or Flood Mitigation Works

Electrical, Electronic and Communications Drawings, charts, calculations for the design, installation, construction and operation in whole or in part of a system or and item of work related to electrical engineering for example, utilization of electric plant and equipment such as generation plant, switchgear, transformer, substations, transmission and distribution, electric drive, communications, radio, electronic, instrumentation and control, etc. and Notes or records on operation, maintenance, testing of electrical pant and equipment of telecommunications equipment; generation, transmission and distribution of power; applications of electricity to transport, industry, radio broadcasting and commercial and domesticn premises, etc.

(v)

Gas Darwings and appropriate calculations, including basic considerationsfor design of item of work related to gas engineering e.g gaswork plant in general; gas transmission or dsitribution system; boosting, storage, and control equipment; gas-consuming unit- domestic, commercial or industrial and A record of some particular practical work in the field such as; the operation of a gas-making plant and the evaluation of any special features; the installation of a gas-transmission pipeline; the performance of a gasfired industrial furnace for a specific duty.

(vi)

Marine Drawings and calculations for the design in whole or in part, of an item of work related to marine engineering, such as: steam or internal combustion propulsion, or auxiliary machinery, such as electrical generating sets: and Notes or records, such as the operation or testing of one or more of the foregoing.

(vii)

Mechanical Drawings and calculations for the design of an item of work related to mechanical engineering, such as: machinery or machine parts; powerhouse or machine-shop equipment; factory or workshop layouts; earth moving and quarry palnt, compressed air, equipment, disel traction units, pumps, engines, etc. and Notes or records on methods of machinery; accuracy; workmanship; tolerances; testing properties of materials; performance of and tests on plant and machines; workshop organisation; maintenance; work study; etc.

Mining Drawings nd calculations relating to a mining or metallurgical project such as: shaft design; winding or haulage systems;
