1. INTRODUCTION
1.1. Project Background
Maroondah City Council engaged Simon Leisure Consulting in February 2009 to undertake market
research into residents patterns of participation in physical activity. The information collected will assist
Council with the future planning for new and upgraded leisure facilities and spaces throughout the City of
Maroondah.
The research and findings from the project provide up-to-date participation data that can be used to review
and update Councils Leisure Plan that was initially prepared in 2006. The project findings will enable
Council to better understand residents preferred (or most popular) participated leisure activities, how often
and where they participate, and the key reasons why they participate (or do not participate) in physical
activity. The project data has the capacity to be cross-tabbed according to a range of respondent
characteristics, such as age, gender, country of birth, and place of residence (suburb).
The key tasks undertaken during the project were:
1. To design a questionnaire to collect information about the physical activity profile of Maroondah
residents.
2. To identify the optimal locations and parameters for conducting interviews with residents to
ensure that the survey sample reflected the current demographic profile of the population of the
City of Maroondah.
3. To undertake the community surveying.
4. To collate and analyse the data and information collected (the project report).

This report provides a comprehensive overview of the data collected through the survey process and a
comparison of the results with recognised national participation data, where such data is available.

1.2. Summary of Key Findings and Themes from the Research
1. The survey sample (418 respondents) generally reflects the demographic profile of the City of
Maroondah, therefore, the results of this research can be used with some confidence when
assessing implications for the whole of the municipality.
2. 78% of respondents participated in physical activity in the previous 12 months, whilst 22% did not
(compares with 79.7% for all Victorians).
3. Of the 22% who did not participate in physical activity in the previous 12 months, over half
identified that lack of time (family / work / study commitments) was the main reason.
4. The most popular physical activities participated in by respondents were walking (28.7% of total
sample), followed by aerobics/fitness gym (14.8%) and swimming (14.4%), and generally, the
rate of participation by Maroondah residents in activities is similar to the rate by all Victorians.
5. In relation to frequency of participation in physical activity, more Maroondah residents participate
up to once a week and 1 2 times a week when compared to all Victorians, with a similar
number participating at the higher frequencies per week.
6. 50.7% of respondents indicated that their participation in their chosen activity(s) was organised
by a club, association or other group (higher than the Victorian average of 39.3%), whilst 49.3%
of respondents participated in non-organised activity(s).

7. 67.9% of all activities participated in are done so within the City of Maroondah, whilst 32.1% are
participated in outside of the municipality. Of those participating outside of Maroondah, the main
reasons are facilities I need are not available locally and I want to participate with friends /
family who are located elsewhere.
8. Health & fitness and fun / enjoyment are the main reasons cited why respondents participate
in physical activity.
9. 56% of all respondents nominated an activity(s) that they do not participate in now but would like
to in the future. Swimming was the most popular choice for a future activity, followed by tennis
and aerobics/fitness gym.

2. IN-FIELD SURVEY
2.1. Methodology
The results from the in-field survey were obtained from one-on-one interviews with Maroondah residents
during the period 26
th
March to 3
rd
April 2009.
A majority of interviews were administered by staff from Australian Fieldwork Solutions (AFS), an
independent market research company engaged by Simon Leisure Consulting for the project. A small
number of surveys were also administered by Councils Leisure Services Planning & Policy Officer at a
community meeting, however, all data collected from both survey sources has been consolidated into the
one set of reports for the project.

Questionnaire and Surveying
The questionnaire was designed to achieve as much compatibility as possible with the ERASS

survey. By
using the same wording for selected questions in the questionnaire as that used for the ERASS survey, it
enabled direct comparisons to be made between the results from the Maroondah survey and the ERASS
survey. (The survey questionnaire is shown in Appendix 1).
AFS provided the data reports from the survey information collected, and additional reports were provided
based on specific cross-tabbed data, as requested.
The survey program is shown in Appendix 2, including the location, date and time of surveying, and the
number of hours of surveying that took place at each location.

Survey Sample Reporting
At the conclusion of the first two days (1

and 2
nd
April), the responses to Questions 11, 12, 13 & 14 of all
completed surveys were keyed into the database by AFS to enable a quota report to be printed which
provided information on:
Number of completed surveys by location (i.e. Ringwood Station, Croydon Station and
Heathmont Station).
Gender breakdown.
Number of completed surveys by suburb.
Number of completed surveys by age category.
Number of completed surveys by country of birth.
This reporting enabled Simon Leisure Consulting and Councils Project Manager to keep track of the
demographic profile of the survey sample during the survey period, and to subsequently make adjustments
to the survey program to ensure the desired quota for the project was achieved.

Restrictions
A couple of key restrictions were enforced during the survey:
Only people aged 15 years and over were interviewed consistent with the ERASS methodology.
Completed surveys were processed only if the respondent was a resident of the City of
Maroondah.

ERASS is a national participation survey administered annually by the Australian Sports Commission. The survey collects information about the physical
activity patterns of people aged 15 years and over. For the 2007 survey (the survey used as the basis for comparison of the data collected in this project),
16,400 respondents across Australia were interviewed. ERASS has been collecting information since the first survey was conducted in 2001.

2.2. Profile of Sample
This section summarises the demographic characteristics of the respondents surveyed. Where
comparisons are made with the City of Maroondah, this data refers to 2006 Census data as sourced from
the Maroondah Community Profile, The Public Practice Pty Ltd (2008).

Gender (Question 11)
Female (57%) and Male (43%)
(compared to all of the City of Maroondah at Female: 52% and Male: 48%).

Place of Residence - Suburb (Question 12)
Table 2 shows the number of respondents surveyed from each suburb within the City of Maroondah (CoM).
The stratification generally reflects the actual distribution of residents throughout the municipality by suburb,
with the main exception of Heathmont which is over represented in the survey sample.

Age (Question 13)
Table 3 shows the age structure of the survey sample.
The survey sample has a younger age profile than all of the City of Maroondah, however, this was
considered acceptable by Council given that the research is related to participation patterns in active
leisure, typically more predominant in younger age cohorts.

Overall, the survey sample generally reflects the demographic profile of the City of Maroondah using the
characteristics of gender, age, place of residence and country of birth, and so the results of this research
can be used with some confidence when assessing implications for the whole of the municipality.

2.3. Survey Questions / Responses
This section provides a detailed reporting of all results collected from the survey, and where possible, the
results from the Maroondah survey have been compared with the results of the Participation in Exercise,
Recreation and Sport Survey (ERASS), 2007.
Please note, that for cross-tabulations by Country of Birth, only Australia, India and the UK are used. This
is due to the small response rate from people from other Countries of Birth (i.e. the response rate was five,
or less, from other Countries of Birth).
2.3.1. Question 1: Rate of Participation

Q. 1 During the last 12 months, did you participate in any physical activities for exercise, recreation or
sport?
This question found that 78% of respondents (or 327 of the total survey sample of 418) participated in
physical activity in the previous 12 months, whilst 22% did not.
This compares with a participation rate of 79.7% for all Victorians

Cross tabulations revealed:
Of those respondents who did participate in physical activity:
Age is not a significant factor in determining participation: there is even rate of participation
between young people and older adults. This is somewhat different to the rate of participation of
all Victorians, where there is a decline in participation rates as age increases. (Refer Table 5)

Place of Residence does influence participation: a low 58% of Ringwood East residents
participate in physical activity, increasing to a high of 90% of Kilsyth residents. (Refer Table 6)

Country of Birth does influence participation: a low 35% of India-born respondents participate
in physical activity, increasing to 81% of UK-born respondents and a high of 82% of Australia-
born residents.

2.3.2. Question 2: Most Popular Activities

Q. 2 And what activities did you participate in?
The most popular physical activities participated in by respondents were walking (28.7% of total sample
of 418), followed by aerobics/fitness gym (14.8%) and swimming (14.4%).
Table 7 shows the most popular activities participated in by the sample and compares these rates of
participation with the participation rate by all Victorians for the same activities.
Generally, the rate of participation by Maroondah residents in the most popular activities is similar
to the rate by all Victorians, with the following exceptions:
The rate of participation in walking and aerobics/fitness gym by Maroondah residents is well
below the rate of participation by all Victorians.
The rate of participation in golf by Maroondah residents (2.4%) is significantly below the rate of
participation by all Victorians (6.8%).
The rate of participation in swimming and basketball by Maroondah residents is well above the
rate of participation by all Victorians.

Cross tabulations revealed:
Of the five most popular activities walking, aerobics/fitness gym, swimming, running and cycling -
Age can be a factor when selecting activity type: walking becomes more popular as people
age, whilst aerobics/fitness gym loses appeal as people age. Swimming, running and cycling
generally hold their appeal for between 10 20% of people in each age cohort. (Refer Table 8
on the next page).
Place of Residence does not greatly influence activity type: except for Ringwood East
residents, where 23.1% of residents participate in swimming (compared to the City-wide
participation rate of 14.4%), and in Croydon where 22.2% of residents participate in
aerobics/fitness gym (compared to the City-wide participation rate of 14.8%).

For the five most popular sports, the rate of participation in Maroondah is generally consistent with
the rate of participation for all Australians in specific each age cohorts (see graphs below). The
exceptions are the below average rates of participation in Maroondah for aerobics/fitness gym across most
age cohorts, and the high rates of participation by Maroondah 35 44 year olds in swimming and cycling
and by 25 34 year olds in running.

2.3.3. Question 3: Frequency of Participation

Q. 3 Approximately how often did you participate in your chosen activity(s), including any practice or
training?
Table 9 shows the frequency of participation by Maroondah residents in physical activities and compares
these frequencies of participation with those of all Victorians.
In relation to frequency of participation in physical activity, more Maroondah residents participate
up to once a week and 1 2 times a week when compared to all Victorians, with a similar
number participating at the higher frequencies per week.

A more detailed analysis was undertaken of the frequency of participation in physical activity by all people
within the survey sample, by age cohort (see Table 10 over the page). The analysis revealed that:
For residents aged under 55 years, the most common frequency of participation is 1 2 times a
week, whilst for residents aged 55 years and over it is five or more times a week (the latter partly
explained by the fact that 23 of the 62 respondents in these two age cohorts who participate in
physical activity, do so in walking five or more times a week).
The frequency of participation of 15 24 year olds in Maroondah is significantly higher in the up
to once a week and 1 2 times a week categories when compared to all Victorians, but similar
for the other two categories.
The frequency of participation of 25 34 year olds in Maroondah is almost identical for all
categories when compared to all Victorians.
The frequency of participation of 35 44 year olds in Maroondah is significantly higher in the up
to once a week and 1 2 times a week categories when compared to all Victorians, but similar
for the other two categories.
The frequency of participation of 45 54 year olds in Maroondah is higher in all categories when
compared to all Victorians, except for the 5 times or more a week category which is similar.
The frequency of participation of 65+ year olds in Maroondah is higher all categories when
compared to all Victorians, except for the 3 - 4 times a week category which is similar.

2.3.4. Question 4: Rate of Participation in Organised Activities

Q. 4 And was your participation in your chosen activity(s) organised by a club, association or other
group?
This question identified that 50.7% of respondents indicated that their participation in their chosen
activity(s) was organised by a club, association or other group, whilst 49.3% of respondents participated
in non-organised activity(s).
This compares with a participation rate of 39.3% by all Victorians in organised activities, and 60.7% in
non-organised activities

A more detailed analysis was undertaken of the rate of participation in organised activities by all
participants by age (see Table 11). The analysis shows that the rate of participation in organised activities
is higher in Maroondah for people aged 35 64 years, but similar for all others.

In relation to the rate of participation in organised activities by all participants by suburb (see Table 12), the
analysis shows that the rate of participation in organised activities is generally between 40% 55%, with
the exception of Croydon North/Croydon Hills and Warranwood where there is a propensity to favour
participation in organised activities.

2.3.5. Question 5: Place of Participation

Q. 5 And was your participation in your chosen activity(s) mostly based in the Maroondah Council
area?
This question identified that 67.9% of all activities participated in are done so within the City of
Maroondah, whilst 32.1% are participated in outside of the municipality.
A more detailed analysis shows that older adults are more likely to participate in physical activities within
the municipality (see Table 13). This is most likely explained by older adults being less mobile.

In relation to participation in activities within the City of Maroondah by suburb (see Table 14), the analysis
shows that residents in Kilsyth South and Bayswater North are more likely to use venues/facilities outside of
the municipality, whilst residents in Warranwood, Heathmont and Ringwood East are more likely to use
venues/facilities within Maroondah.

The two key reasons identified by respondents for not participating in their chosen activity(s) within

A detailed analysis of the data identified the following information:
Of the 44 walking participants that indicated they do not participate in Maroondah, 14 identified
that facilities were not available locally, and 12 participate at venues used by friends/families that
are located outside Maroondah.
Of the 27 aerobics/fitness gym participants, 8 participate at venues used by friends/families, and
5 indicated local facilities didnt suit them.
Of the 25 swimming participants, 9 participate at venues used by friends/families, and 8
indicated facilities are not available locally.
Of the 20 cycling participants, 9 participate at venues used by friends/families, and 7 indicated
local facilities didnt suit them.
Of the 20 running participants, 9 use facilities close to home but which are not located in
Maroondah and 8 use venues used by friends/families.
Of the 18 basketball participants, 7 use facilities close to home but which are not located in
Maroondah and 6 indicated local facilities didnt suit them.

fitness benefits proportionally more important than fun / enjoyment, compared to residents

Q. 8 What are the THREE MAIN reasons (or constraints) why you do not participate in physical
activity for exercise, recreation or sport?
Table 20 shows the main reasons why the non-active respondents did not participate in physical activity
for exercise, recreation or sport in the previous 12 months.
Of the 91 respondents who did not participate in physical activity in the previous 12 months, over
half identified that lack of time (family / work / study commitments) was the main reason.
It is important to note that the two most common responses are not factors that can be directly attributed to
Council.

2.3.9. Question 9: Future Activity(s) for Potential Participation

Q. 9 Is there ONE specific sporting, recreation or fitness activity that you do not currently participate in
but would like to participate in on a regular basis in the future, being at least once per month?
The total sample of 418 respondents were asked to nominate any activities that they do not participate in
now but would like to in the future. A total 236 respondents (or 56%) identified a potential future activity,
whilst 176 did not offer an activity, and 6 respondents did not answer.
Table 23 shows that swimming was the most popular choice of those who nominated an activity,
followed by a large range of activities with equal popularity.

Cross tabulations by Age revealed the following:
There was an even spread of people from all age groups who nominated a future activity.
35% (or 11) of the 31 respondents who nominated swimming as a future activity were aged
25 34 years, and this represented 16% of all 25 34 year olds within the total sample (68).
36% (or 5) of the 14 respondents who nominated yoga / pilates were aged 35 44 years.
38% (or 5) of the 13 respondents who nominated netball and basketball were aged
18 - 24 years.
Cross tabulations by Country of Birth revealed the following:
74% (or 17) of all India-born respondents nominated a future activity, compared to only 56% of
Australia-born and 52% of UK-born respondents.
Swimming (4) and badminton (3) were the most popular future activities nominated by
India-born respondents.

Cross tabulations by Suburb (see Table 24) revealed the following:
Residents from Bayswater North, Ringwood East and Croydon North / Croydon Hills are more
likely to nominate a future activity than residents living in other suburbs, and residents in Kilsyth
South were least likely to nominate a future activity.
35% (or 11) of the 31 respondents who nominated swimming as a future activity reside in
Heathmont, and this represented 10% of all Heathmont residents surveyed (105).
Heathmont also had the highest support for tennis, yoga/pilates, soccer and golf.

Respondents currently participating in a physical activity(s), and who also nominated a future activity that
they would like to participate in, were asked to identify what the reasons were why they are not able to
participate in their nominated future activity. Given the criteria to be eligible to be asked this question, the
sample was reduced 174 respondents.
Table 25 shows the most poplar responses. Of the 174 respondents, one in two identified that lack of
time (family / work / study commitments) was the main reason.

Survey Program


Maroondah Active Leisure Participation Survey

Program for Survey Administration

The following describes important information relating to the administration of the Active Leisure Participation
Survey Questionnaire, including the time and locations at which the surveys were administered at the various
pre-determined locations within the City of Maroondah. Unless noted, all surveys were administered by
interviewers provided by Australian Fieldwork Solutions (AFS).

Organisational Matters

1. Total survey hours by AFS staff = 72 hours.
2. Surveys were administered at the Ringwood railway station (Mel Map 49 H9), at the Croydon railway
station (Mel Map 50 J3) and the Heathmont railway station (Mel Map 50 A12).
3. For each day and designated location where AFS staff administered surveys, there were two AFS staff
working in tandem.
4. AFS staff were not permitted onto station platforms to conduct surveys the surveying of commuters
was restricted to the station entrance areas and the ticketing concourses of the railway stations.
5. At Ringwood and Croydon stations there are several bus stops adjacent to the station entrances.
Commuters waiting at these bus stops were also surveyed.
