Washington Back from a study trip to India last year, a Chicago university recalls it as a visit full of adventures and beauty but also relentless sexual harassment, groping and worse. In a powerful account posted on CNN iReport under the username RoseChasm, Michaela Cross says upon her return, she was diagnosed with posttraumatic stress disorder and is now on a mental leave of absence from the school after a public breakdown in the spring. Her story India: The Story You Never Wanted to Hear has struck a chord around the world, racking up more than 800,000 page views as of Wednesday morning, CNN reported. Cross, a fair-skinned, red-haired South Asian studies major, who left India a few days before the deadly gang rape of a 23-year-old woman in New Delhi, said that helped others understand what she and her classmates went through. On her return, Cross struggled to find a way to talk about a cultural experience that was both beautiful and traumatising, CNN cited her as saying in her essay. She writes: Do I tell them about our first night in the city of Pune, when we danced in the Ganesha festival, and leave it at that? Or do I go on and tell them how the festival actually stopped when the American women started dancing, so that we looked around to see a circle of men filming our every move? I was stalked, groped, masturbated at; and yet I had adventures beyond my imagination. I hoped that my nightmare would end at the tarmac, but that was just the beginning. A University spokesman confirmed to CNN that Cross is a student at the school, but would not comment on her mental leave. He said the school is committed to students safety at home and abroad. The news channel quoted Cross as saying she didnt say anything to the professors on the trip until things reached a boiling point-what she called two rape attempts in 48 hours. New Delhi The central government Friday called the gang rape of a photojournalist in Mumbai extremely unfortunate and said it had sought a detailed report from the Maharashtra government. Speaking in the Rajya Sabha, Minister of State for Home R.P.N. Singh said immediate action should be taken to arrest the guilty and they should be given harsh punishment. It is extremely unfortunate. (We have) asked the state government for a detailed report, Singh said. Earlier, Deputy Chairman P.J. Kurien asked the government to take note of the incident. A 22-year-old photojournalist working for an English magazine was gang-raped in Mumbais Shakti Mills compound Thursday after her male colleague was brutally thrashed. The photojournalist suffered grievous internal injuries. Four people have been detained by police. Mumbai Filmdom is ashamed and devastated after the gangrape of a young woman in the city, which was once considered one of the safest place for women. Four people have been detained for the alleged gangrape in an abandoned mill compound late Thursday. The 22-year-old woman, who suffered grievous internal injuries, has been admitted to the Jaslok Hospital along with her colleague who was brutally thrashed. Both are in a state of shock. The incident came barely five days after an American woman was attacked and robbed in a suburban local train, raising questions over the safety and security of women in the city. NWMI condemns gangrape of journalist in Mumbai

Thiruvananthapuram The Network of Women in Media, India, (NWMI) expressed shock and anger Friday over the gangrape of a journalist and the assault on her male colleague in Mumbai a day ago. In a statement issued here, the NWMI said the incident was a grim reminder of the deteriorating safety for women in Mumbai, and the lack of security for media professionals, especially women. The harassment of women professionals in the media is on the rise and, along with workplace related harassment, journalists also have had to contend with anti-women prejudice and biased reactions from employers as well as law enforce-

ment officers, the release said. NWMI cautions colleagues in the media to report such incidents responsibly and sensitively, without providing unnecessary details that provide markers to the identity of the journalist involved. NWMI also demanded speedy investigation into the assault, so that justice is delivered without delay. It has sought that media houses ensure the safety and security of their staff. The brutal gangrape of a 22-year-old photojournalist while she was at work, taking photographs of an abandoned mill in Mumbai at Mahalaxmi in central Mumbai, has left fellow professionals in the field in shock. The two journalists were accosted and intimidated by a few people who demanded to see their authorisation for shooting in the area. They took the woman journalist aside on the pretext of securing the authorisation for her, and tied up her colleague, and then raped her. The Mumbai police have now arrested one person and identified four other people in the incident. The Kerala chapter of NWMI has scheduled a meeting Friday evening at the Thiruvananthapuram Press Club to condemn the incident.

New Delhi/Islamabad In continuing tensions, Pakistan Wednesday summoned the Indian deputy high commissioner in Islamabad Gopal Baglay to lodge a strong protest over the killing of a Pakistani army captain in Indian firing on the Line of Control (LoC), with India saying it had carried out appropriate retaliation to Pakistani shelling. Baglay was summoned to the foreign office and a strong protest was lodged over the unprovoked firing by Indian army soldiers last night in the Shaqma sector, Kargil, which resulted in the martyrdom of a Pakistan Army captain and injury to another soldier, said a Pakistan foreign office statement. Pakistan conveyed its serious concern on the continued violations of the ceasefire across the LoC by the Indian Army over the past few weeks and the escalation of tensions which is counterproductive and detrimental for stability and peace in the region, it said. It said that Pakistan is committed to a constructive, sustained and result-oriented process of engagement and it calls upon India to take serious and credible measures to prevent further ceasefire violations and reduce tensions. India responded by saying that Pakistan had resorted to unprovoked firing from 9 p.m. Aug 20 till 4 a.m. Aug 21 from the Pakistani post in Marol Sector to the Indian post in Kargil sector.

New Delhi Indian Army chief General Bikram Singh met Prime Minister Manmohan Singh here Monday evening, official sources said. The meeting came in the backdrop of increased ceasefire violations by the Pakistan Army at the LoC in Jammu and Kashmir. The army chief met the prime minister. The meeting lasted for 15 minutes, an official in the Prime Ministers Office told. It is not immediately known what was discussed. But sources said the army chief apprised the prime minister about the steps taken after five Indian soldiers were killed by Pakistani troops who crossed the Line of Control (LoC) in Jammu and Kashmirs Poonch district Aug 6. New Delhi In a quantum boost to its mediumlift capabilities, a newly-acquired C-130J Super Hercules of the Indian Air Force (IAF) touched down Tuesday at the highest airstrip in the world - the Daulat Beg Oldie in Ladakh close to the Chinese border - the region in which the two Asian giants were engaged in an impasse in April. The airstrip, at 5,100 metres was reactivated in 2008 and is one of the most important sectors for India. Built during the Sino-Indian conflict in 1962, the IAF had conducted sorties from the airstrip during the war. In a significant capability demonstration move by the IAF, a C 130J Super Hercules aircraft landed at Daulat Beg Oldie today (Tuesday) located at 16,614 feet in the Aksai Chin area after taking off from its home base at Hindon, an IAF statement said of the flight commanded by Group Captain Tejbir Singh.

The tactical airlift aircraft of the special operations squadron is capable of undertaking quick deployment of forces in all weather conditions. These include airdrops and landings on unprepared or semi-prepared surfaces. Todays achievement will enable the forces induct troops, improve the communications network and also serve as a great morale booster for maintenance of troops positioned there, the statement said. With this enhanced airlift capability, the IAF will now be in a better position to meet the requirements of our land forces who are heavily dependent on the air bridge for sustenance in these higher and inhospitable areas, it added. The decision to deploy the C-130J, which is capable of lifting upto 20 tonnes of load, was taken by the IAF considering the lower load carrying capability of its AN-32s and helicopters.

Chinese troops have transgressed LAC: BJP


New Delhi Chinese troops transgressed the Line of Actual Control (LAC) and had intruded 60 km inside Arunachal Pradesh, a BJP leader from the state said Wednesday. Indian Army officers, however, did not confirm this and said there were differences in perception of the LAC and both sides patrol the area accordingly. Kiren Rijiju, a former Bharatiya Janata Party (BJP) MP from Arunachal Pradesh, said that Indian and Chinese forces were locked in a face-to-face situation in Anjaw district of the state. Chinese troops have erected tents and are carrying military equipment. According to information from our party workers, they have managed to intrude about 60 km inside our territory, Rijiju told. Rijiju said that the intrusion began Aug 13 and the Chinese troops had been able to come deep inside. He said the army was not permanently deployed in the area and Indo-Tibetan Border Police was looking after the security of the area. It is a major intrusion. The government should immediately talk to China and ask it to pull back its troops, Rijiju said. He said that Indian and Chinese troops were near Plamplam post, about 60 km from the LAC, and 20 km from Chaglagam, an administrative centre where the Arunachal Pradesh government has posted its officials. He said party activists had been asked to visit the area. Tapir Gao, a BJP general secretary from Arunachal Pradesh, claimed here were over 100 Chinese troops in the area. ndian Army officers, however, did not say if there was an intrusion. They said there was a difference of perception of the LAC and added that both sides go on long patrols according to their perception of the boundary. There have been a spate of Chinese intrusions in the past few months.Chinese troops had ptiched tents in the Ladakh sector of Jammu and Kashmir in April and had pulled back after 21 days following flag meetings and talks at the official level. Indian and Chinese forces were face-to-face in the Chumar sector of Ladakh after Chinese troops transgressed into the Indian side on June 17 and took away a surveillance camera, which they later returned.

By Natalia Ningthoujam New Delhi From drying charcoal to hand-grinding spices, chef Ranveer Brar, the host of Zee Khana Khazanas Snack Attack, did all that as a beginner and feels it is high time the hard work and creativity involved in cooking gets recognition and appreciation. I think it is about time that the creativity, passion and the labour involved in cooking is recognised. Media has played its part in glamorising chef, Brar told. The profession might be seen as a glamorous one by many, but thats not true most of the time, especially when you are a fresher. There were regular industry challenges like tough menial jobs. Drying charcoal, hand-grinding spices, and washing pots were some of the jobs that I had to do, he said while remembering the obstacles he had to face when he started off. Brar, who has worked with hotels like the Taj group, The Oberoi, The Claridges and many more, had a hard time convincing his parents. I told them at the age of 16 that I didnt want to study. I was interested in cooking. This was met with a lot of resistance for two reasons - one, because I would have been the first in the family who wouldnt have graduated and two, because I would be the first bawarchi (cook) in the family,

said Brar whose parents later understood that cooking was his calling. If he did a diploma course at the Institute of Hotel Management in Lucknow, he learned valuable lessons by working with street vendors in Lucknow, Uttar Pradesh. I learnt on the streets of Lucknow with a kebab vendor by the name of Munir Ahmed. The street food there inspired me to be a chef, said the chef who prepared his first dish when he was 12 years old. He may be a perfectionist now, but Brar threw quite a few dishes in the bin when they didnt turn out the way he expected them to be. Talking about the experiments he did, Brar said: There are dishes that involve a heavy interplay of flavours. A lot of times I imagined flavours

marrying well, but they turn out to be a disastrous combination. I had a lot of such dishes that didnt work out like when I combined Asian and French flavours in Boston for my restaurant Banq. Scallops with moong risotto was one, Darjeeling tea crusted swordfish was another, he said. He is currently working with The Novotel in Mumbai as a Senior Executive Chef. Asked him about the tips to make a restaurant run successfully, he said that a clear financial projection, business acumen, great location and the best food are required. Customers are equally important. Social media and food review websites have to be closely monitored too, he added.

Trashion (a portmanteau of trash and fashion) is a term for art, jewelry, fashion and objects for the home created from used, thrown-out, found and repurposed elements. The term was first coined in New Zealand in 2004 and gained in usage through 2005. Trashion is a sub genre of found art, which is basically using objects that already have some other defined purpose, and turning it into art. In this case, trash is used. Initially trashion was used to describe art-couture costume usually linked to contests or fashion shows; however, as recycling and green fashion become more prevalent, trashion has taken a turn for the more wearable. The term is now widely used in creative circles to describe any wearable item or accessory that is constructed using all or part materials that have been recycled, including clothing that has been thrifted and reconditioned. Philosophy[edit source] Trashion is a philosophy and an ethic encompassing environmentalism and innovation. Making traditional objects out of recycled materials can be trashion, as can making avant-garde fashion from cast-offs or junk. It springs from a desire to make the best use of limited resources. Trashion is similar to upcycling and refashion, although it began with specific fashion aspirations. Like upcycling, trashion generates items that are valued again, but these may be low-cost or high-cost, perhaps depending on the skill of the artist. History Indigenous people throughout the world have used salvaged materials to create new objects for an indeterminate number of years. Africans have made bags from rice and juice packets, Haitians have made sculptural jewelry from old oil cans, and American settlers have made quilts and rugs from cast-off clothing and feed sacks. People were making something from nothing long before the word trashion was coined; however, Trashion usually

refers to making something from nothing for aesthetic purposes, not for practical use. In the 1990s, American artist Ann Wizer began using plastic waste in her wearable art. Working in the Philippines, and titling her line the Virus Project, Wizer created a set of costumes made entirely from post consumer plastic waste to celebrate Earth Day. The first plastic packaging tote bags were accessories to these costumes. There are now numerous small scale poverty intervention projects throughout Southeast Asia in the process of creating similar trashion accessories and other fashion and homeware items. This includes the XSProject, a charity originally founded by Wizer and based in Jakarta. The Trashion movement took off in New York City in late 2004, early 2005 through underground parties on the lower east side of Manhattan at a club called Plan B. Trashion was part of the fashion of Urban Gypsy Circus, which is an interactive art party thrown by multi-media artist Miz Metro. These parties exhibited art made out of recycled materials and included monthly TRASHION FACEOFFS where 2 designers would compete to be the TRASHION QUEEN. This led to Matthew Namer & Miz Metro curating the TRASHION Art show at Gallery 151 on exhibit during the summer of 2009 on the lower east side of Manhattan. Trashion has become a very popular style of art. For example, in 2006, Julia Genatossio launched Monsoon Vermont, a trashion design house. The company designs items such as umbrellas, shower curtains and backpacks which are made from Jakartas scavenged trash. Unlike the XSProject, Monsoon Vermont is a for-profit venture. Trashion is also the subject of school projects,local fashion shows, community center exhibits, and fundraisers, among other purposes. Some contemporary trashion artists include Marina DeBris and Nancy Judd.

New Delhi Alleged Lashkar-e-Taiba terrorist Abdul Karim Tunda had planted a bomb in Amritsar in 2009 on the direction of Babbar Khalsa Internation (BKI) operatives, Delhi Police said Wednesday. Tunda, who is in four days police custody, said he placed a 10 kg explosive near Hindu Dhaba in Amritsar in December 2009. However, Punjab Police recovered the explosive and arrested three people. The explosive was brought from Pakistan through Nepal, said a police officer. Iqbal Kana, a Pakistan-based terrorist and Tundas associate in dealing in fake Indian currency, had given the consignment of explosives to Tunda, who then gave it to LeT operatives in India to use, police said. Police claimed that Pakistani Intelligence Service (ISI) and terrorists groups like BKI had used Tundas network to execute their plans in India. His involvement surfaced in 21 terror bombing cases in Delhi between 1993 and 1998. Tunda, who was arrested Aug 16 in Uttarakhands Banbasa area close to the Nepal border when he was trying to enter India, claimed that he sent a consignment of explosives to Delhi before the Commonwealth Games 2010 on BKI member Ratandeep Singhs direction. BKI is a Khalistani militant organisation based in India. However, its operatives work from Pakistan and west-Asian countries.

Shimla Only a year-and-half after a judicial commission indicted colonisers of 62 housing projects in the state for irregularities, the Virbhadra Singh government has renewed the licences and registration certificates of 18 such builders again this year. This came to light Thursday through a written reply by Town and Country Planning Minister Sudhir Sharma in the assembly. In the reply to a question of BJP member and former town and country planning minister Mohinder Singh, Sharma said the registration of 12 builders were renewed, while licences of six colonizers re-issued from Jan 1 to July 31 this year. The development is significant as the Congress party, while in opposition, took advantage of delaying tactics by the previous BJP government, which announced in the assembly that all real estate transactions stood frozen.

The BJP government had admitted in December in the high court that it had not repealed the Himachal Pradesh Apartment and Property Regulation Act of 2005, which enables the builders to construct and sell flats under various categories, in spite of recommendations of a select committee of the house. In an affidavit dated as Dec 4, 2012, the government said the steps have been taken to introduce a new legislation but the fact is that the property regulation act has not been repealed as of now. A division bench observed Dec 7, 2012: Therefore, there will be a direction to the government, subject to the result of the writ petitions, to process the applications of the petitioners for the grant of licences. The courts interim order came on the petitioners who said they were not granted licences under the exist-

Capital curse: Inept local authorities and the blame game


New Delhi A spell of showers - which can be so welcome otherwise - can bring the national capital to its knees, leaving the people always asking the question: Why does Delhi collapse when it rains? Traffic gets gridlocked as many traffic lights stop working, leaving millions of commuters fuming and frustrated. Poorly laid roads develop potholes and sometimes moon craters; water collects at unexpected places spelling danger for both motorists and pedestrians and rickety footpaths crumble, making them into accident and even death traps. Worse, the uncollected and spilling garbage - compounded by lack of civic sense among its people who litter the streets without thinking - flows into the drains and chokes them, making things difficult for both motorists and pedestrians. For those who dont drive but are caught walking on the streets, the pavements - at least in the few places they exist or are not encroached on - are accident prone with open manholes, missing tiles, uneven walking paths, jutting cables, and other unexpected hazards. The capital has about 760 traffic signals but these frequently stop working and serpentine jams result within minutes of a downpour. This is because water invariably seeps into the cable system that are products of poor engineering and maintenance. Soon after rains the traffic signals stop functioning. Most of the transmission cables of traffic signals in the capital are damaged. We are in talks for solar power traffic signals, but the proposal has been pending since 2002, a senior Delhi traffic police officer confessed to IANS, not wishing to be identified, adding that talks had been on with a public sector company, but held out little hope of a solution to a perennial problem which no one bothers to attend. After police helplessness comes civic negligence. Every year the local authorities fail the monsoon test and expose their hollow claims. The civic agencies sanitation staff, after sweeping the streets, shove into the drain rubble, muck and plastic in the absence of more scientific garbage collection. No one bothers to clean that as that is not the sweepers job but someone elses, Randeep Guleria, member, Delhi Resident Welfare Forum, told. According to various Resident Welfare Associations (RWAs), corrupt politicians, colluding civic agencies and scheming contractors ensure that substandard construction material is used and care little about naked electrical cables and open drains and crumbling sidewalks. The civic agency does not question the private contractors who are involved in cleaning the storm water drains, who do not clean the drains properly or any other job for which they are contracted as there is little supervision or audit of their work, V.K Arora, of the RWA East Delhi, told. Under the present system, a contractor working for either the PWD or a civic agency has to give a fiveyear warranty for the roads or pavements they lay. If a road gives way, it is the responsibility of the contractor to repair it. But no civic authorities question the contractors, enquiries reveal as they are colluders in corruption and loot, as a senior resident put it. But when waterlogging happens agencies pass the buck to the Public Works Department (PWD), saying that it handles 90 percent of the desilting of storm water drains. On its part, the PWD blames the civic bodies. And corporation officials in turn blame the increased broken roads and sidewalks to power discoms and gas authority for laying pipelines and then not repairing them. Harassed citizens say the municipal corporations - South, East and North - are indifferent towards their problems and lack accountability and their trifurcation has not helped things one bit. Be it a parking issue, a road cave-in, or overflowing drains, we have to meet a string of authorities and call up a dozen people before anyone attends to our complaints. They are there just there to pass the buck or give some excuse, Raghubir Rai, a member of the Residents Welfare Forum of East Delhi, told. Experts note that the monsoon woes of waterlogging can be tackled in Delhi only when a comprehensive drainage board is set up as the poorly managed Delhi Jal Board (DJB) lacks the requisite expertise or equipment to tackle the recurring problems. We need a comprehensive body for drainage in Delhi, as the drains are interconnected and they fall in each zone. In order to make the multiple agency responsible, a separate body should have members from the three civic agencies, PWD and Delhi Development Authority (DDA), K.K.Kapila, chairman, International Road Federation (IRF), told. He also said that for an immediate solution to waterlogging, authorities can dig huge water-harvesting pits in low-lying areas and concretise them, which will help increase the water table in summer. Noting that due to global climate change, the capital might in future frequently have more high intensity rain, Anumita Roychowdhury, executive director, Centre for Science and Environment (CSE), said poor design and senseless urban planning can make cities chaotic. Sensible urban planning is most important and a proper drainage alignment is necessary on a war footing; right now the drainage capacity of the capital is poor, Chowdhury told warning that worse days were ahead for a city of 17 million people that was bursting at its seams.

Uttarakhands orphaned children may fall prey to traffickers


Dehradun Two months after the Uttarakhand tragedy, the wounds continue to deepen as stories of missing and orphaned children come to the fore with fears expressed that many of them may fall prey to human traffickers. While the state government estimates 455 children missing after the floods ravaged towns and villages, the states child rights commission puts the number much higher. The commission and aid agencies are also worried that orphaned and vulnerable children may be falling prey to traffickers. The risk of children falling prey to traffickers is always there after a natural calamity, especially of this magnitude, Ajay Sethia, chairperson of the Uttarakhand State Commission for Protection of Child Rights, told IANS. My concern is how to handle the more than 300400 orphaned children because the government has no infrastructure. Flash floods and landslides caused by cloudbursts claimed thousands of lives in Uttarakhand in June. Among those killed and affected were both pilgrims and locals. As a result, families have been torn apart, some being entirely washed away, others leaving only a few survivors and orphaned children. Quoting the latest state government figures, Sethia said that as of now, 287 children from other states - mostly pilgrims children - have been reported to have gone missing after the tragedy. The most among these missing children 130 - were from Uttar Pradesh. Others were from Gujarat, Haryana, Jharkhand, Punjab, Chhattisgarh, Odisha, Karnataka, Madhya Pradesh, Rajasthan, Delhi, Maharashtra, Andhra Pradesh and Chandigarh. The district administration figures of children of local people going missing is 168, but the commission believes the figure is higher, Sethiya said. For instance, in Rudraprayag district, the official estimate of missing children is 146, but the commissions figure is 181. So our total figure is 203 missing children, but there may be more. Kailash Satyarthi of the Bachpan Bachao Andolan (BBA) said that the focus of the government has not yet reached the children, which is a matter of concern. The focus was on rescuing the missing people, the pilgrims first because they were in such big numbers and then the locals. Children have still not got the focus, which is worrying, because from our experience, after every natural disaster a place becomes a trafficking zone. We had seen it during and after the Kosi floods, during the Tsunami, and now we fear the same in Uttarakhand. The Uttarakhand SCPCR pushed the central government to start the Integrated Child Protection Scheme in the state under which all existing child protection schemes, with additional interventions, will be brought together to build a protective environment for children. The central government will allot the funds and we have given directions for the care of vulnerable children and orphans. We have said that of the 13 observation homes, only three should remain and the rest should be made childrens homes. In Tehri, there is one shelter home which should be converted into a childrens home, Sethia said. Although no case of trafficking or kidnapping has been reported till now, recognising the looming threat on vulnerable children, Sethia said, he had instructed the director general of police to activate the four anti-trafficking units in the state. Civil society, on the other hand, has been doing its bit to offer a protective environment to the affected children. Save the Children India, for instance, has plans of building 100 child-friendly spaces in as many villages in which trained caregivers will help children learn, play, get medical help and interact with one another for psycho-social support. Children are at a loose end and unprotected, either because their families have disappeared or they are left alone because their parents have gone looking for alternative livelihood. Schools have been washed away and the kids are extremely traumatised. In such a scenario, these child-friendly spaces, which are tented areas, aim to provide support, Devendra Tak of the NGO told. Of the 100 planned, 13 such spaces in three districts - Chamoli, Uttarkashi and Tehri Garhwal - are functional and support 25-30 children each, although their capacity is 50 each. The initiative has the support of both the state government and the Centre. Satyarthi further said that BBA has written to the Uttarakhand government to instruct the local police to prevent outsiders from entering the 2,000 affected villages without verification. Its very easy to lure away children from parents on the pretext of a job in a city and a good livelihood when they have lost everything. Traffickers will be on the lookout for such vulnerable families to source child labourers, he warned.

The telescope has begun gathering the weak radio signals from deep space that will be analysed over the coming years by scientists at RRI and in the US and Australia using parallel computing systems, institute spokesman Ram Subramaniyan told. The MWA is a precursor to the international Square Kilometre Array (SKA), a global project to be built as the worlds largest radio telescope across Australia and South Africa. This next-generation radio telescope (SKA) will herald path-breaking advances in the deployment of distributed and parallel antenna technology, integrated receivers, energy systems, communications and computing, Subramaniyan pointed out. According to Australian Nobel Laureate Brian Schmidt, who participated in the project, the MWA is a momentous step towards setting up the SKA low-frequency telescope nearby over the next five years. Schmidt was a joint winner of the Nobel Prize for Physics in 2011 for proving that the universe is expanding at an accelerating rate. Founded by Nobel Laureate Sir C.V. Raman in 1948, the RRI is an autonomous body engaged in research areas of astronomy, astrophysics, light and matter physics, soft condensed matter and theoretical physics. Since 1972, the institute is funded by the department of science and technology. Sriharikota (Andhra Pradesh) Delaying Indias entry into a select group of nations with cryogenic engine technology, the Indian space agency Monday had to call off the launch of its heavy rocket, the geosynchronous satellite launch vehicle (GSLVD5), after a fuel leak was detected. Indian Space Research Organisation (ISRO) chairman K. Radhakrishnan said: The countdown for the rocket launch was progressing well. (But) Two hours before the scheduled launch time, we observed a leak in the fuel system of the second-stage engine. Because of that, we are calling off the launch. The liquid fuel in the second stage and the four strap-on motors of the first stage and the cryogenic engine will be drained, he told media at the Satish Dhawan Space Centre here. According to him, the rocket, which cost Rs.160 crore, will then be moved to the rocket assembly building to make an assessment of the leaks cause and the action that needs to be taken. The GSAT-4 communication satellite it was was to carry into space costs Rs.45 crore. He said the revised launch date will be announced after the leak assessment. Nearly two hours before the scheduled blast off (4.50 p.m.) while the cryogenic engine - developed by Indian space scientists after around two decades of labour at an outlay of around Rs.400 crore - was being fuelled up, scientists and officials at the mission control centre got suddenly excited and huddled in a serious discussion. Small groups of scientists gathered around some monitors. The countdown was put on hold for some time and an emergency meeting was called where a decision was taken to hold the launch. The fuel leak was also visible on the television screen at the launch centre. The GSLVs success-failure ratio is skewed towards the latter. Out of the seven GSLV rockets that soared into the skies till date, four have turned out to be failures for ISRO. While two missions were successful, one is considered as partial success as the rocket under-performed.

Bangalore Stars born billions of years ago emit signals, and a specialised radio telescope can capture such signals. Indian astronomers have been part of an international team building such radio telescopes to increase our knowledge of the early universe. Four astronomers of the Raman Research Institute (RRI) in Bangalore participated in building a new radio telescope in Australia to track and receive signals from distant stars and galaxies, which emerged at cosmic dawn, 13 billion years ago. We participated in building the Murchison Widefield Array (MWA) radio telescope in Western Australia outback to unfold the cosmic history that remained a mystery so far, RRI director Ravi Subrahmanyan told. Unlike an optical telescope through which planets, stars and galaxies are viewed and studied from the earth, a radio telescope uses antennas, which operate in the radio frequency of the electromagnetic spectrum to detect signals emitted by celestial bodies and objects in the outer space for studying their phenomena. The primary goal of the radio telescope is to view the birth of the first stars and galaxies - the cosmic dawn - almost 13 billion years ago. The telescope entered the operational phase July 9 to get a deep insight into cosmic phenomena, Subrahmanyan said. Besides Subrahmanyan and three other astro-physicists -- Uday Shankar, K.S. First Indian floating solar power station by 2014


Kolkata Following in the footsteps of Asian giants Japan and Singapore, this West Bengal capital may soon get Indias first floating solar power station by 2014. Such solar power stations comprise floating platforms (usually hexagonal)fitted with solar panels to generate more energy than land-based plants. The brainchild of solar energy expert S.P. Gon Chaudhuri, the proposed sites for the maiden floating solar power station are ponds surrounding the iconic Victoria Memorial and some other water bodies in Kolkata. Such floating solar stations would generate more energy as research has shown that if the panels stay cooler, they generate more energy, up by 16 percent, Gon Chaudhuri told IANS. According to him, applications have been forwarded to Victoria Memorial authorities and plans to utilise other areas near EM Bypass are also on the anvil. Each station would require around 3,000 square feet of space to generate 20 kilo watt of power. There are many water bodies that could be used for this, said Gon Chaudhury. The research has been completed and the project, funded by Ministry of New and Renewable Energy, is expected to be implemented by 2014.

Deshpande -- four top engineers from the institute also partnered with counterparts from Australia, New Zealand and the US in building the mammoth radio telescope to enable astronomers to glean insights into the Milky Way and galaxies beyond, pulsing and exploding stellar objects. We have designed and built the digital receivers of the telescope at the institute, installed and commissioned them to also study the influence of the sun on interplanetary space weather close to the earth, Subrahmanyan said. The digital receivers pick signals from the antennas and perform complex algorithms to process the data for transmitting it to a central processing unit, which computes the imaging information. The MWA will survey the entire southern sky and make sensitive images of targetted regions. The data will provide astronomers insights into the dramatic evolution of the primordial cosmic gas that led to the formation of the first stars and galaxies in the early universe. As a joint initiative of Australia, India, New Zealand and the US, the MWA consists of 2,048 wideband antennas optimised to operate in 80330MHz frequency. The antennas are arranged as 128 square tiles, each of which has 16 pairs of receivers spread across 3 km at the Murchison Radio-astronomy Observatory, about 200 km from the Western Australian coast and 700 km

The two successful launches were in 2003 and 2004 when the rocket launched GSAT-2 and Edusat, an educational satellite. The rockets maiden flight in 2001 was a failure as it was not able to sling GSAT-1 into its intended orbit. The 2006 mission was sort of an historic flight for a dubious reason. For the first time, ISRO destroyed the rocket mid-air soon after the take-off as it started backing up. The 2007 flight is considered as a partial success. At that time, 15 seconds before the lift-off, the rockets computers -- which takeover checking of the systems 12 minutes before lift-off -- put GSLV on hold after detecting anomalies in the cryogenic fuel stage. The launch was postponed by two hours to set right the problem even as ISRO officials were considering rescheduling the launch by another two days. However, the detection of one of the vent valves in the cryogenic engine that had not shut properly led to its immediate rectification. ISRO scientists were on tenterhooks till the last moment as for a few seconds during the final cryogenic stage signals from the rocket failed to reach the ground stations. After a threeyear gap, ISRO flew a GSLV in April 2010 with its own cryogenic engine. The mission failed due to the problem in the cryogenic engines fuel booster turbo pump. Another GSLV went down in December 2010 after it veered off its designated path and exploded mid-air. For the second time, a GSLV rocket was destroyed mid-air for safety.

Activists urge PM to prioritise womens bill


New Delhi Womens rights activists Wednesday urged Prime Minister Manmohan Singh to prioritise the Womens Reservation Bill and pass it in the monsoon session of parliament. The bill was passed by the Rajya Sabha in March 2010. The Centre for Social Research (CSR) issued an online petition to the prime minister on the urgency of passing the bill during the monsoon session of parliament. The aim of the petition is to garner enough mass support so that a bill as vital as this can be passed in the Lok Sabha, it said in a release. With so few women in governance at this level, the environment in these institutions is unsupportive of womens growth and engagement and serves to perpetuate their exclusion from the higher levels of political process, Ranjana Kumari, director, CSR said.The Womens Reservation Bill proposes to amend the constitution to reserve one-third seats in the Lok Sabha and in all state legislative assemblies for women. This will result in a reservation of 181 seats out of a total of 543 seats in the Lok Sabha and 1,370 out of a total of 4,109 seats in all assemblies.

Parliament disrupted over missing coal block files


New Delhi Both houses of parliament were disrupted over the missing files on the allocation of coal blocks last week, with the BJP contending it was an effort to shield Prime Minister Manmohan Singh while the government said it has set up a probe panel.The CBI has asked for 157 documents of companies which had applied prior to June 2004 but have not been allocated coal blocks, apart from few other files and documents, Coal Minister Sriprakash Jaiswal said in a statement in the Rajya Sabha.Since some documents could not be located in the coal ministry, I have constituted an inter-ministerial committee under the chairmanship of additional secretary (coal) on July 11 to look into the matter, he said. I would like to assure the house that my ministry would leave no stone unturned in tracing and providing the documents sought by the CBI, he added, amidst sloganeering by the Bharatiya Janata Party (BJP) members. Jaiswal rejected allegations that files related to a family that was close to him were among the missing documents. If these allegations are proven right, I am ready for any punishment, he asserted. His assurance could not pacify the BJP, which said it was an effort to save the prime minister, who held the coal portfolio during the period under probe. Jammu Curfew continued for the 12th day Tuesday in Kishtwar town of Jammu and Kashmir. Police said they have recovered nine guns looted from a gun-shop by rioters. Curfew was relaxed for four hours Monday, during which the situation remained peaceful with no report of any untoward incident. Kishtwar District Magistrate Basheer Ahmad Khan said curfew was relaxed for two hours in one portion of the town and for another two hours in the other portion. The situation remained completely peaceful during the curfew relax-

ation period, he said. Police in Kishtwar have recovered nine of the 22 guns looted from a local gun-shop by rioters in Kishtwar. Some people have been arrested in this connection, police told. An allparty delegation comprising representatives of the regional National Conference (NC), the Congress, Bharatiya Janata Party, Samajwadi Party, Jammu and Kashmir National Panthers Party, Communist Party of India (Marxist), Shiromani Akali Dal, Bahujan Samaj Party and Nationalist Congress Party met 70 representatives of the minority community in Kishtwar Monday evening.

The delegation is scheduled to meet representatives of the majority community Tuesday. The main opposition party in the state, the Peoples Democratic Party (PDP), did not participate in the all-party delegation, with its leaders claiming that they were kept out of the delegation by the NC-Congress ruling alliance. An official statement by the administration, however, said all political parties had been advised that the delegation would leave for Kishtwar from Jammu at 8 a.m. Monday. All those leaders who came to the departure venue were included in the delegation, the statement said.

Kolkata The Gorkha Janmukti Morcha (GJM) Wednesday accused West Bengal Chief Minister Mamata Banerjee of going on a rampant arrest spree but asserted the crackdown cannot wipe out peoples aspirations for a separate Gorkhaland state. The demand for Gorkhaland is an aspiration of Gorkhas and other hill communities. Instead of respecting this sentiment, the chief minister (Banerjee) has talked of being rough and tough and going on a rampant arrest spree, GJM supremo Bimal Gurung said. After the GJM intensified its separatist movement by clamping an indefinite shutdown in the Darjeeling hills, the Banerjee regime has been arresting key Morcha leaders along with hundreds of supporters and activists to crack down on the movement. Central security forces have also been deployed in the region. Gurung said arrests of GJM leaders were in violation of the 2011 tripartite agreement between the GJM and the central and state governments giving birth to the Gorkhaland Territorial Administration (GTA) - the autonomous hill development council.

By not withdrawing pending cases against Morcha leaders, the government has violated the agreement. Every clause of the GTA says with the approval of the government which proves that GTA is not autonomous, said Gurung. Claiming that over 600 persons have been arrested so far which is unprecedented, Gurung said: Is this the respect the chief minister is showing to the hill people for peacefully voicing their aspirations? People are willingly going to jail, but how many people can they arrest? It will be wrong for Banerjee to think that the aspirations of the hill people will be wiped out by merely arresting Morcha activists. The demand will only get stronger just as it has gone from strength to strength for more than 100 years. New Delhi Delhi Police Tuesday sought from a city court 10 days police custody of Abdul Karim Tunda, an alleged LeT terrorist arrested near the India-Nepal border. Metropolitan Magistrate Jay Thareja, before whom Tunda was presented, ordered in-camera proceedings of the case Tuesday after an advocate created ruckus inside the court room. Brought in the court under heavy security by the Delhi Police, Tunda was slapped by Hindu Sena President Vishnu Gupta inside the court premises. Tunda, the Delhi-born, one-handed extremist was in the list of top 20 terrorists wanted by India. He is allegedly involved in around 40 bombings in the country. An aide of fugitive don Dawood Ibrahim and an operative of Lashkar-e-Taiba, he was also wanted for suspected involvement in the 1993 Mumbai serial blasts. Tunda was arrested Friday in Uttarakhands Banbasa area close to the Nepal border when he was trying to enter India.

New Delhi India and China Monday discussed ways to maintain peace and tranquility along the Line of Actual Control (LAC) as well as the recent incidents of incursions. The two sides discussed issues of mutual interest including ways to reduce trade deficit during the 5th round of India-China Strategic Dialogue, a ministry of external affairs release said. The discussions covered bilateral, regional and global issues of mutual interest, it said. The Indian side was led by Foreign Secretary Sujatha Singh and the Chinese side by Vice Foreign Minister Liu Zhenmin. The two sides discussed ways to enhance understanding on using transborder river waters, expanding bilateral trade and investment and ways of maintaining peace and tranquility along the LAC. There have been Chinese incursions in Ladakh sector including the stand off in April after Chinese troops pitched tents but pulled back after 21 days following flag meetings and talks at official level.

The two sides also took stock of developments in bilateral ties since the visit of Chinese Premier Li Keqiang to India and discussed ways to boost cultural cooperation, people-topeople exchanges and expansion of scientific and technological cooperation. They also prepared the ground for a possible visit of Prime Minister Manmohan Singh to China later this year. The speaker then named the 12 -four from the Telugu Desam Party (TDP) and eight from the Congress -- under rule 374 (A) of parliamentary proceedings, which automatically suspends them for the next five sittings. Lucknow BJP president Rajnath Singh Friday accused the Congress-led United Progressive Alliance government of pushing the country into an unprecedented economic crisis. Addressing a traders convention here, the Bharatiya Janata Party (BJP) leader exhorted the traders community to rise to the occasion and vote out the government in the next Lok Sabha battle. He alleged that the Congress was conspiring to crush the 4.5 crore small time traders in the country by allowing foreign direct investment (FDI) in multi-brand retail. New Delhi The Indian government was opposed to anyone accessing content of internet communications emanating from the country, Communications and Information Technology Minister Kapil Sibal told parliament Friday. He also assured members that steps had been taken to protect communications sent by missions abroad. Responding to concern of Rajya Sabha members over reports of access by US agencies to internet communications emanating from India, Sibal said the issue had been very seriously raised by the government. He said US Secretary of State John Kerry, who visited India in June, had defended the electronic surveillance programmes of his country and said

that it had led to uncovering of terrorist plots. Sibal said the US had conveyed that its surveillance programmes monitor only broad patterns of internet traffic with the objective of thwarting terrorist attacks and the content of data was not being accessed or monitored. He said the US authorities had also informed that content of internet traffic could be accessed only through court orders. Sibal said there was no information that content of internet communications emanating from India had been accessed. No evidence, nor has the US said (they) accessed content information. (We are) certainly opposed to anybody accessing content, he said. Answering a query, he said servers of internet search engines Google and Yahoo were located in the US. He also said servers of some Indian companies providing e-mail services were located in India. They can protect e-mails within India, he said. Sibal said that Indian embassies had linkage to the National Informatics Centre server for protection of government information. He said that officials in the missions abroad had also been sensitised to the steps they should take so that communications sent by them come in an encrypted form only known to us. Answering another query, he said blacking out of Google will not serve interests of people. However, he said the government intervenes if there is any content which has consequences on India.

Tunda got fake currency from ISI brigadier: Cops

They extorted money from Pakistani traders by posing as ISI officials. However, their extortion racket was busted by the ISI and they were nabbed. Later, the ISI let them go after a warning, the officer said. Tunda was arrested Friday in Uttarakhands Banbasa area close to the Nepal border when he was trying to enter India.

New Delhi Abdul Karim Tunda, the alleged Lashkar-e-Taiba operative and expert bombmaker, has surprised police interrogators with his deep knowledge of religion and literature and feels he was Gods chosen man who has no regrets for his actions. What surprised interrogators was that, despite his humble background, he seemed to familiar with the works of Nobel Prize-winning playwright George Bernard Shaw and with the Gita, Hinduisms sacred text and philosophy. Tunda is highly intellectual and well-read in the works of social activists and their revolutions in world history, the sources told IANS declining to be named. Tunda was arrested by Delhi Police Aug 16 from the India-Nepal border as he was trying to enter India. Tunda, who studied till Class 7 and came from a very poor family of Ghaziabad, expanded his intellectual vision after the age of 40 when he had taken to jehad, one officer said. He quotes extensively from the writings of Shaw and the Irish playwrights observations of the inequalities in society during his interrogation by police. Shaw was one of the founders of the London School of Economics. Many times he talks about Shaw, quoting from his writings and contribution to society. He describes himself as Allah ke nek bande (Gods chosen people), said the officer. Tunda, who is accused in more than 40 serial bombings in India, has been lodged in the Delhi Police Special Cell. He is a great observer too. When the officers start asking him about his involvement in bombings, Tunda first closely observes the officer and listens to the question properly, said another officer. Tunda, who has a beard dyed a flaming red with henna, is very canny. He sometimes tries to sidetrack the quizzing officer by quoting from the works of social activists and writers like Shaw, and then holds forth for sometime, said a officer.

The two operated with the help of a conduit. Tunda has received several consignments of fake Indian currency arranged by an ISI brigadier, but he doesnt know his name, said a police officer. Tunda, who was arrested Aug 16 from the India-Nepal border, claimed that he didnt know the name of the brigadier because he was not in direct touch with him, said investigators. A man named Iqbal Kana worked as a conduit between Tunda and the ISI brigadier. The brigadier would give fake currency to Kana who delivered it to Tunda to circulate it in India through his network, said the officer. He got the moniker Tunda - Hindi for without a hand - after his left hand got severed in an accident while preparing a bomb in 1985 in Mumbai. Born in a poor family in 1943 at Chatta Lal Miya area in central Delhis Daryaganj, Tunda started his career as a carpenter at his native village in Bazaar Khurd area in Pilkhuwa in Uttar Pradeshs Ghaziabad district. He started supporting his father who used to melt metal like copper, zinc and aluminium to earn livelihood. After his fathers death, he was the lone earner of his family so he started working in scrap dealing to earn more money, but it was not enough to met his expenses. Later he became a cloth merchant before becoming a radicalized jehadi militant. He married thrice, including for the third time a 18-year-old girl, at the age of 65. His younger brother Abdul Malik, who still is a carpenter, is reportedly the only immediate family member alive in India. He also stayed in Pakistan where he is known to have imparted training on fabrication of IED and other explosives to mujahids, who are sent to India from Pakistan for jehad.He returned from Dhaka to India to mastermind the deadly 1996 and 1998 bombings. In almost all the bombings in Delhi during 1996 and 98, Tundas men, who were from Pakistan and Bangladesh, had detonated the bomb bombs using pencil batteries, police said.The most devastating of these blasts was in a crowded private bus at Punjabi Bagh in Delhi in December 1997 which occurred when the bus, running between Ajmeri Gate and Nangloi, reached Rampura in Punjabi

He knows about Hinduism and Hindu philosophy as enshrined in the Gita, said the officer. He also knows about Jainism and other religions across the world. He can read and write Urdu and Hindi and read English too, though he cannot write in the language. Tunda had run many madrassas in Bangladesh and Pakistan where he indoctrinated Muslim youths for jihad as a religious duty of Muslims. He offers namaz five times everyday in police custody. The LeT is believed to be one of the largest and most active Islamist terrorist organizations in South Asia, operating mainly from Pakistan.

Bhangarh Fort: The most Stay in a floating cottage: At Keralas haunted place in India?

Bhangarh (Rajasthan) How many of us believe in ghosts? Do they actually exist? Can they be felt? Believers will reply in affirmative and non-believers will perish the thought. But everybody would like to take a trip to THE den of the ghosts and such was the trip to Bhangarh, considered Indias most haunted place. Although it is a 300-km drive away from Delhi, yet a handful of people know about it. We started driving towards Bhangarh from Delhi early morning, expecting the journey to last not more than four hours. As not many people frequent the place, we did not have any first hand information and took guidance from a map and distance measurements available on the internet. After crossing Gurgaon we proceeded towards Bhiwadi and turned to Alwar district in Rajasthan. Till this point we did not encounter any problem; it was a nice long drive and a little anxiety about what we would encounter at the fort. From Alwar, as we crossed the Sariska reserve, the weather conditions changed. The sky became completely dark and in the afternoon it seemed like 7 o clock in the evening. Dark clouds started descending over the Aravalli range and both melted into each other. The weather condition was becoming hostile the more we approached the fort. To add to our plight, we bumped our way over at least two kilometres where there was no asphalt on the surface. After crossing Ajabgarh, we entered into Bhangarh territory. It started raining profusely. It rained so much that visibility was down to 500 me-

tres. Luckily we were carrying umbrellas and so without wasting a minutes time, we jumped out of the car and entered the fort. The lush green grass in the fort and its adjoining area surprised us. It did not at all seem like a place in the desert state of Rajasthan. There were many local tourists who came in groups, mostly youngsters. The dilapidated fort and the ruins welcomed us. As we entered we found a Hanuman temple right next to the main gate. The sprawling premises has more than half a dozen temples: Hanuman Temple, Gopinath Temple, Someswar Temple, Keshav Rai Temple, Mangla Devi Temple, Ganesh Temple and Naveen Temple and a very strategically positioned Purohitji ki Haveli. It left us wondering how ghosts stay in a premises where there are so many temples! A young tourist, Babulal, who was in a group of 10, said: We all have come to see bhoot bangla (the fort of the ghosts)! We have heard about this place a lot and hence thought of coming once. As we entered, we saw a Dancers Haveli and Jauhari Bazar. All dilapidated now, but locals say paranormal activities are observed in these places at night. Further down the sprawling expanse of the fort was the Gopinath Temple, crossing which we reached the Royal Palace. It is located at the farthest end of the fort area. The architecture of the buildings and the fort speaks volumes of the talent and acumen of the people during the rule of Bhagwant Das who established the town in 1573. There are many myths about the place. It is believed that the entire

township was obliterated in a day. But no written evidence has been found till date. Against the backdrop of the Royal Palace stands the Aravalli Range. Bisram Nath, who works in the Someswar Temple said at times wild animals come down from the mountain ranges at night. A few families like ours stay within the premise. We stay near the Ganesh Temple. The biggest problem is that the area does not have electricity. The Archeological Survey of India has put up a board on the fort gate that it is prohibited for tourists to stay inside the fort area after sunset and before sunrise. Locals say whoever has tried to stay inside after sunset was never found. Standing on the terrace of the Royal Palace one can view the vast expanse of the fort. It has four gates - Lahori Gate, Ajmeri Gate, Phulbari Gate and Delhi Gate. It seems life has come to a standstill in this area. Like all other tourists, we also left the place before sunset with many questions remaining still unanswered in our minds. How to get there: 1. Route: Delhi-Gurgaon-BhiwadiAlwar-Sariska-Thanagazhi-Pratapgarh-Ajabgarh-Bhangarh. Its a nearly 300-km drive. Best to travel in a SUV and always carry a spare tyre as there are stretches where for kilometres there are no petrol pumps or habitations. 2. Always carry some dry food as good dhabas and eateries are rare. 3. Carry a torch with you as the fort does not have electricity and even in day time, a torch will help you to see parts of the fort better.

The problem is that a whole tribe of petty thieves has raided the city, residents said. Chinese daily lauds Indias Sri Lanka indigenous aircraft carrier to cooperate
Colombo The Sri Lankan government will place no restrictions on the forthcoming visit of United Nations High Commissioner for Human Rights Navi Pillay, a minister assured Wednesday. Pillay, who is expected to arrive in the country Aug 25, will meet a range of government officials, including President Mahinda Rajapaksa, and is also scheduled to visit the former civil wartorn areas of Sri Lanka, reported. Sajin Vass Gunawardena, monitoring minister for the external affairs ministry, told the media that no attempt would be made by officials to intervene in these visits even though critical opinions of the government would likely be shared. The agenda of her (Pillays) visit has been coordinated with the government and will happen under its preview. But we see no reason to restrict access to her and nor will we, emphasised Gunawardena. During her stay, Pillay will meet members of Sri Lankas main Tamil political entity, the Tamil National Alliance, to discuss the human rights situation in the country and the forthcoming northern provincial council elections. Pillay and the Sri Lankan government have often bumped heads over the countrys lacklustre human rights record since the end of a brutal three-decade war with the LTTE in 2009.

Seoul Retail sales in South Korea fell last month as the prolonged rainy season has weakened domestic demands, a government report showed Thursday. have a very comprehensive agenda as they review the full spectrum of the relationship encompassing agriculture, industry and trade, science and technology, anti-terrorism, security aspects and a whole range of global issues.It has been one of our most important relationships which has been transformed over the last few years, Menon said noting the two countries had as many as 32 separate dialogues going on on a broad range of relations. Menon also reported steady progress on the implementation of the landmark India-US civil nuclear deal which has stalled over Indias tough nuclear liability law, but declined to say if any agreement would be signed during the Manmohan Singh visit.Describing it as a complex project he suggested there would be a series of agreements leading to the actual construction of a US built nuclear plant. Right now it was down to a discussion of commercial and technical details between Nuclear Power Corporation of India Limited (NPCL) as the buyer and operator and Westinghouse Electric Company as the seller of the nuclear plant, Menon said. The basic idea behind this is that we move from a buyer seller situation to actually co-developing and co-producing various defence acquisitions and that could involve transfer and working together, he said. Echoing Menons views a White House statement on his meeting with Rice said the Prime Ministers visit will highlight Indias role in regional security and stability and provide an opportunity for the two leaders to chart a course toward enhanced trade, investment, and development cooperation between the United States and India. The meeting follows Manmohan Singhs visit to Washington in 2009, and Obamas visit to India in 2010, US National Security Council spokesperson Caitlin Hayden noted. As she reviewed the US-India strategic partnership with Menon, Rice took note of growing US bilateral ties with India and reaffirmed the US commitment to further expanding and strengthening our bilateral relationship, including economic and commercial ties. The two exchanged ideas on enhancing our security cooperation, reviewed progress on our civil nuclear and clean energy cooperation, and explored greater collaboration on climate change, Hayden said. Rice and Menon also discussed Indias continued support for a stable, secure, and prosperous Afghanistan. Nine people were killed and 27 wounded when a roadside bomb exploded during a wedding ceremony of a Shiite family in Dujail Thursday, 60 km north of Baghdad, reported Xinhua citing a police officer. Dujail is a Shiite muslim town surrounded by Sunni areas. Tensions between the two communities have escalated because the Sunnis feel increasingly marginalised by the Shiite-led government in Iraq. Beijing In the second day of trial against disgraced Chinese leader Bo Xilai Friday, prosecutors provided evidence to show that Bo, through his wife, Bogu Kailai, and his son, Bo Guagua, accepted a large sum of money and property from two businessmen. During the trial at the Jinan Intermediate Peoples Court in Chinas Shandong Province, prosecutors said Bo accepted bribes worth $3.5 million from businessmen Tang Xiaolin and Xu Ming. In 2002, while serving as the governor of Liaoning province, Bo used his post to conspire with others to embezzle five million yuan of public funds from the Dalian city government, the prosecutors added. He was also accused of abusing power when dealing with his wife Bogu Kailais murder case and the defection of his associate, Wang Lijun, in 2012. Prosecutors presented documentary evidence and played a video recording in which Bogu Kailai gave testimony while being questioned Aug 10 this year, reported. Prosecutors also read testimony given by witnesses Bogu Kailai and Frenchman Patrick Devillers. Relevant video and audio evidences were presented in court to show that Xu Ming provided funds for Bogu Kailai to buy a villa in France and that Bo Xilai was aware of this. Address human rights abuses, Pakistan told


New York Pakistans new government should urgently address serious human rights abuses, Human Rights Watch said Friday. In a letter to Prime Minister Nawaz Sharif, the rights body outlined 10 steps to improve human rights in the country. The abuses include attacks on religious minorities, disappearances in Balochistan and impunity for abusive militant groups, it said. Sharif has an important opportunity to create a rights-respecting government that abides by the rule of law and restores the publics faith in democratic institutions, Human Rights Watch said. Pakistan has made impressive gains in very challenging circumstances since democracy was restored in 2008, it said. But unless the government calls a halt to serious human rights abuses, these gains may slip away. Since 2012, well over 650 Shia Muslims have been killed in targeted attacks across Pakistan, the majority from the Hazara community in Balochistan. Bhubaneswar Authorities in Odisha Friday said the 3.1 million tonne per annum steel plant of Bhushan Steel Ltd in the state could face closure if it failed to comply with prescribed pollution norms by Sep 30. The State Pollution Control Board (SPCB), which has already ordered closed a coal-based power plant of the company in Dhenkanal district nine days ago over pollution concerns, said it had also inspected the steel plant located nearby last month, and found several instances of noncompliance with norms. We have given them the opportunity to correct it. If they dont comply, we would be harsh on them, member secretary of the board Lalit Kumar Tewari told. The steel plant, located at Narendrapur in Dhenkanal, about 150 km from here, was granted consent to operate by the SPCB, valid till Sep 30. A senior board official said the unit had been served notice a number of times in the past, seeking corrective measures, but company officials had not paid heed to them. This prompted the board to issue a direction June 25 asking the unit officials

Gap between elite schools and mass institutes will slow growth
New Delhi The gap between top schools and mass institutions in India is widening and has the potential to slow domestic economic growth, deepen income inequality and create less social mobility, warns a study. The country is investing in elite science and technology colleges in a bid to create world-class institutions and gain a long-distance edge over developed nations like the United States and Europe. But the mass institutions are receiving fewer resources, and thats where most of the students go. Students who go to the mass institutions are not getting high quality, competitive educational experiences, and many of the students also get stuck with big bills as funding assistance is directed towards the elite universities. This redistribution of funds away from second-tier institutions has serious implications as the engine of the economy is those who attend mass institutions, says the multidisciplinary Stanford University study. What happens, then, is they are doing a good job of educating students at the elite levels, but they are not doing a good job of educating students at the non-elite levels who are also fundamental for the economy, said Prashant Loyalka, research fellow at the universitys Freeman Spogli Institute for International Studies and one of the studys authors. The study covered the growth of higher education in the worlds four largest emerging economies -- Brazil, Russia, India and China-- where in the past 20 years, university systems have just exploded. So the questions are why did it happen and what are the implications? What happens to their societies if all the energy is focussed on elite institutions? The researchers approached these questions with the belief that societies and governments can be judged by the way they invest in and organise their public higher education systems, said Martin Carnoy, professor of education. Money involved in bank frauds has increased: CBI chief
New Delhi The money involved in bank frauds has increased substantially over the years despite a decline in the number of such cases, Central Bureau of Investigation (CBI) chief Ranjit Sinha said Wednesday. While the number of bank frauds cases has shown a decline of 46.37 percent, the amount of money involved has quadrupled, showing an enormous increase of 324.27 percent, Sinha said while quoting a Reserve Bank of India analyses of the year 2009-10. According to Sinha, while the number of fraud cases has shown a decreasing trend from 24,791 cases in 2009-10 to 13,293 cases in 201213, a decline of 46.37 percent, the amount involved has quadrupled from Rs.2,037.81 crores to Rs.8,646 crores, an increase of 324.27 percent. Similarly, large value fraud cases involving Rs.50 crores and above, has also increased more than 10-fold from three cases in 2009-10 (involving an amount of Rs.404.13 crores) to 45 cases in 2013 (involving an amount of Rs.5,334.75 crores), he said. He was addressing the 5th Annual Conference of CBI officers and chief vigilance officers of banks and financial institutions organised by the CBI.

Bajaj Allianz Life fined Rs.3.10 crore

Chennai Shareholders of private life insurer Bajaj Allianz Life Insurance Company Ltd were fined a whopping Rs.3.10 crore Wednesday by the insurance regulator for deliberate nonsettlement of claims and other violations. The company is a joint venture between global insurance major Allianz and Bajaj Finserv, part of the Pune-based Bajaj Auto group. In an order issued by the Insurance Regulatory and Development Authority (IRDA) chairman T.S. Vijayan, the life insurer has been directed to pay a penalty of Rs.3.10 crore within 15 days debiting the shareholders account of the company and not the policy holders account.

Telecom regulator asked to give views soon on media FDI caps

The penalty is levied for non-payment of death claims, payment of excess remuneration for intermediaries and group companies and violation of IRDA regulations. The IRDA rejected Bajaj Allainzs contention that 78 death claims were rejected as the contract was unconcluded because the policy was not received by the policyholder before his death. The regulator termed Bajaj Allianzs practice as unfair and against the policyholders interests levied a penalty of Rs.78,00,000 and warned the insurer. The regulator also ordered the life insurer to settle the 78 repudiated claims within 180 days along with interest.

New Delhi The information and broadcasting ministry has requested Telecom Regulatory Authority of India (TRAI) to speed up its response on the existing sectoral caps of FDI in the broadcastsector, an official release said. The ministry has also urged Press Council of India (PCI) to give its advice soon on the proposal to increase the FDI in print media. In its communications to TRAI and PCI, the ministry has sought comments regarding the paper prepared by the finance ministry relating to revision in existing FDI caps in the two sectors. The finance ministry paper has proposed to raise the existing FDI cap of 26 percent through Foreign Investment Promotion Board (FIPB) route to 49 percent through automatic route in the news sector. In the non-news sector, the existing

FDI cap is 100 percent through FIPB route which has been proposed to be 100 percent through automatic route without the requirement of FIPB approval.The ministry has said last month that it had sought the views of TRAI and PCI on the caps in the broadcasting and print media.

New Delhi There was more embarrassment for India Tuesday at the ongoing Asian Youth Games in Chinas Nanjing as three weightlifters were barred for taking part in the event after they were found to be overage. The three lifters, all 1996 born, are Chandrika Tarafdar, Jyoti Mal and Akshay Bhagwan. They were asked to pack their bags and go back home. Indian weightlifting officials told IANS that overage weightlifters were selected because of confusion in the eligibility criteria. We went by the rules of our international body according to which athletes born in 1996 were eligible. But only after reaching there we came to know of the criteria applied by the organisers - those born between 1997 to 1999 (i.e. 14 to 16 years of age in 2013), an official on the condition of anonymity told IANS. The official wondered how the tournament organisers granted visa and accreditation to the athletes. The event is affliated to the Olympic Council of Asia (OCA), of which Randhir Singh is the secretarygeneral. This comes after 18 Indian athletes were sent back home for the same reason. Four Indian badminton players also failed to take part after their names were not entered by the Badminton Federation of India (BFI). Indians are participating in the Asian Youth Games as independent Olympic athletes because the Indian Olympic Association (IOA) has been banned by the International Olympic Committee (IOC). Sports minister Jitendra Singh Monday has already ordered an inquiry into the incident. The minister has asked Director General, Sports Authority of India (SAI) to conduct an inquiry into both the incidents and fix the responsibility on the individuals responsible for the lapses. The minister has also directed DG, SAI to put in place a mechanism so that such incidents do not occur in future, a statement from the ministry read.

New Delhi Only Pune FC were granted exemption to play in the I-League by the All India Football Federation (AIFF) Wednesday while the cases of the 12 I-League clubs will be taken up by club licensing committees first instance body when it meets Aug 27. United Sikkim was the only club, among the 14 to flunk club licensing test, that didnt appeal for exemption since they have been relegated to the second division. The exemption is mandatory, without which the clubs will not be allowed to compete in the I-League. The committee, headed by retired judge N.K. Sud, reviewed the appeal filed by Pune FC and felt that the first instance body should have considered the supplementary report placed by the licensing manager. The committee felt that there was no non compliance with A Grade criteria and the only non compliance was really delayed submission of certain documents regarding criteria A. Since the club licensing regulations empowers the licensing manager to entertain documents if sufficient reasons exist after the deadline, the committee accepted the appeal of

Pune FC and ordered the grant of both Asian Football Confederation (AFC) and national license to Pune for the 2013-14 season. The committee alo referred the case of 12 clubs to the first instance body. It felt that the applications merely was a prayer for seeking exemption and are not appeals against the decision of the first instance body. The 12 clubs are Dempo SC, Salgaocar SC, Churchill Brothers, East Bengal, Mohun Bagan, Sporting Clube de Goa, Prayag United SC, Mohammedan Sporting, Mumbai FC, Rangdajied FC, Shillong Lajong FC and Pailan Arrows. The AIFFs Club Licensing Committee, headed by Girija Shanker Mungali, had refused to clear the 14 applicants. The decision in this regard was based on the report of a five-member AIFF team that inspected all the clubs during May-June. The AIFF started the process in January 2013 to implement Indian Club Licensing for the first time. This included an inspection of all the clubs in May and June when a five-member team, that included national coach Wim Koevermans, visited the I-League clubs.

New Delhi A Delhi court Wednesday issued nonbailable warrants (NBWs) against three Pakistan-based close associates of fugitive underworld don Dawood Ibrahim in connection with the IPL spot-fixing case. Additional Sessions Judge Dharmesh Sharma issued open NBWs against Pakistan-based Javed Chutani, Salman alias Master and Ehteysham, considered to be close aides of Dawood. The courts direction came on an application filed by Special Cell of Delhi Police seeking issuance of warrants against the three, saying they had played a key role in the entire conspiracy. An open NBW is one in which no time limit is fixed for its execution. The three, suspected to be based in Karachi and Lahore, and were instrumental in the conspiracy behind spot fixing during the IPL matches, police said in the application. The court in its order said: The crux of the argument is that it is not possible to execute warrants to these accused in Pakistan. In view of the above, issue open NBWs against three accused as requested. The judge also issued NBWs against four alleged bookies - Sanjay Aggarwal, Mohd. Shakeel Amir, Praveen Kumar G. Thakkar and Sandeep Sharma for Sep 30 on the plea of police. The plea of police sought issuance of NBWs against alleged bookies saying that during interrogation of other arrested accused, their names had cropped up but they evading arrest.

The four weightlifters - Chandrika Tarafdar (Women`s 48kg), Jyoti Mal (women`s 53kg), Akshay Bhagwan (Men`s 62kg) and Manpreet Kaur (women`s 63kg) - were not considered for medals but were provided with certificates of participation, reports. Indian weightlifting coach Narendra Kumar said he was at a loss when he learnt of the disqualification.We came here and no one told us theres a problem. And before the match, they were disqualified, said Kumar. Rules stipulate that only weightlifters born in 1997 or later - meaning under 16 - are eligible to compete at the Aug 16-24 Games. Bangalore Veteran Delhi golfer Smriti Mehra pulled off a stunning final round of four under 68 to win the eighth leg of the Hero-KGA Pro Golf Championships here Friday. Smriti, who finished with a total score of 217 (79, 70, 68), stunned overnight leader Ankita Tiwana to bag the winners cheque. Ankita had to settle for the runners up position trailing Smriti by one stroke. Vani Kapoor finished third carding 219 (72, 74, 73) at the end of the final round. The Rs.5,00,000 event was being played at the picturesque KGA golf course. Smriti showcased her experience against city mate Ankita carding the days and the tournaments best single round score of four under 68. Smriti had a modest start to her round with three birdies on the 2nd, 5th and 9th holes in her front nine. She consolidated her lead with three more birdies on the 10th, 15th and 16th holes in her back nine. Al Jazeeras fluctuating fortunes


Saudi Arabia and Qatar fell out because they supported conflicting interests primarily in Egypt. Elsewhere too - Turkey, Jordan, Syria, Gaza (Hamas). But their coming together in any case was for limited tactical reasons: to stall the Arab Spring. The big asset the Qataris brought to the union, hurriedly put together, was the incomparable credibility of their TV channel, Al Jazeera. Qatar launched Al Jazeera, initially only in Arabic. Later, superior retirees from the BBC like Sir David Frost were enlisted to launch its English service. In February 1991, a year after the collapse of the Soviet Union, CNN inaugurated the era of global TV by covering Operation Desert Storm, bringing to the worlds drawing rooms, on live TV, the defeat of an Arab country. The BBC World Service TV was launched in April of that year. If a nation is at war, its media will automatically become part of the war effort. Since, the US and its allies have been in a state of conflict almost continuously since Operation Desert Storm, BBC and CNN have had to pay a price for their unbroken spell of patriotism. Their credibility has plummeted, particularly in Muslim countries. Even when the US or NATO were not involved in a conflict, the sanitized coverage of, say, the Bosnian war or the two Intefadas impacted differently on Muslim and non-Muslim audiences worldwide. Samuel Huntingtons Clash of Civilizations would have remained a dark prophecy had the global media, BBC and CNN, not excavated deep along the civilizational fault lines to give it credence. After 9/11, and the manner in which the war on terror was conducted and covered, divided the world totally. It was during this period that the Muslim Brotherhood grew exponentially in Egypt; Nekmetin Arbakans Islamist Refah party came to power in Turkey. The Kemalist army snuffed him out, just as the Egyptian army has snuffed out Mohamed Morsi. Teyyep Erdo-

gan and Abdullah Gul are Arbakans spiritual descendents but packaged for a secular, Kemalist constitution. On them later. Much more than the one sided coverage of conflicts, the anger among Muslims was on account of a suffocating absence from their TV screens of views they could identify with. This was an enormous gap which Al Jazeera stepped in to fill. Its coverage was professional and thorough exposing BBC and CNN as vehicles of Western propaganda. Its viewership crossed 65 million in the early stages of the occupation of Afghanistan and Iraq. A rattled Western war machine bombed its offices in Kabul and Baghdad. The channels credibility was sky high when it telecast Osama bin Ladens taped interviews. This kind of scooping was so totally against the current that a question mark did stick to its image. Then came the Arab Spring. In February 2011, King Abdullah of Saudi Arabia mobilized the monarchies, sheikhdoms and Emirates to join hands first in Libya and then in Syria to affect regime change. Otherwise, Peoples Power would consume the monarchies, including the Emir of Qatar. That is when the Al Jazeeras enormous credibility was placed at

the disposal of less than credible military operations in the two theatres - Libya and Syria. Somewhat carried away by his role in the region, the Emir began to play a larger role linking the Brothers in Egypt, Gaza (Hamas), Turkey, Syria and Tunisia. He stepped on Saudi toes by trying to mediate between Afghan groups. If there is one group the Saudis suspect more than Iran and Shiaism, it is the Muslim Brotherhood. Iran is an outside power. Brothers are available even within Saudi society and they are opposed to monarchies. So, the coffers of the House of Saud have been opened for Gen. Abdel Fattah el Sisi to break the back of the Brothers. Al Jazeera, which became a mouthpiece for the Brothers during the year that Morsi was in power, is in the process of packing up its bags in Egypt. Just when Al Jazeeras partisan coverage in Libya, Syria and in Egypt caused it to barter away the hard earned credibility it had built up since 1996, new avenues have opened up for the channel in the West. All legal hurdles have been removed from its path in the US and Britain. Yes, there will be an Al Jazeera in the US and in Britain. Some day we should decode the real story: whose baby is Al Jazeera?

An Indian soldier stood at the window of a Ladakh lookout point and peered into the darkening sky. There it was again! Low on the horizon, a spy ship flew directly into Indian airspace. By now, the soldier knew The Enemys modus operandi. It would hover most of the night until it was relieved by a second spy plane at about 4 am. Over six months, he and his colleagues recorded 329 airspace violations by this pair of drones, which they were convinced had been sent by China. Earlier this month, astronomer Tushar Prabhu pointed out that they were actually Jupiter and Saturn. Indias army chief responded: I dont care if they are planets. Were still going to shoot them down. No, actually I made up that last quote, but the rest is true, as reported by the Telegraph newspaper of Kolkata earlier this month. You cant really blame the soldier. Last year, an Air Canada pilot mistook the planet Venus for an oncoming aircraft, and took evasive action, diving 180 meters and sending passengers hurtling to the ceiling. Only after crew assured him that chances of actually hitting Venus were on the lowish side did he return to his regular flight path. Still, one might wonder how the two get mixed up. I mean, planes are small, thin, metal things, while Jupiter is an astonishing large round ball of gas, think of Oprah Winfrey naked. (Sorry, I dont mean to put you off your food.) Readers I consulted pointed me to the writings of UFO debunker Tim Printy, who has recorded many reports of planets allegedly visiting earth. Airmen piloting planes over Japan have reported being chased by planets, Mr. Printy says. (Japan being Japan, this is probably some sort of prototype Nintendo toy.) In the US state of Georgia in 1967, a pair of police officers were spooked by the planet Venus following their patrol car. It gained on us and was going about 75 mph (120 kph), one of the officers said. After the object caught up with us, it pulled into the sky. (I didnt make those quotes up.) One reader said that if we took the reports at face value, it would mean that the planets are much smaller than we think they are and their inhabitants are steering them to earth to have a look-see at what were up to.

Lucknow BJP president Rajnath Singh Friday accused the Congressled United Progressive Alliance government of pushing the country into an unprecedented economic crisis. Addressing a traders convention here, the Bharatiya Janata Party (BJP) leader exhorted the traders community to rise to the occasion and vote out the government in the next Lok Sabha battle. He alleged that the Congress was conspiring to crush the 4.5 crore small time traders in the country by allowing foreign direct investment (FDI) in multibrand retail. He said the stand of the BJP on FDI had been communicated to the US ambassador to India and it was one of the reasons no company had so far come through the FDI route to invest in India.
