Our Future!
The disaster at the World Trade Center may have caught us off guard, but it did
not catch us unprepared. The bombing of the Twin Towers in 1993 served as a
wake up call to the men and woman who are charged with the security of-the
people and property in Lower Manhattan. In its' aftermath, we gathered together
at Community Council meetings, seminars and conferences to review then
current security and safety and improved on both. Representatives from law
enforcement and security specialists from the private sector gathered together to pool their
knowledge and resources in order to provide a plan for the future. A proactive plan that would
assist us in dealing with a similar attack; one that we all hoped would never happen.

Whenever possible the First Precinct Community Council Financial Area, Inc. acted as a
vehicle to provide its members with information and the wherewithal to improve their security
designs for the future. The success that we achieved can be seen today in the contingency
plans that we initiated after the bombing. Businesses from Lower Manhattan are up and
running in New Jersey and Connecticut because of taking this proactive approach.

None of us could have anticipated the cowardly acts of terror that took place on September
11th. But as security professionals, in our hearts we knew that its' potential was always
present. There has been talk by some of permanently relocating outside of New York City.
Although our off-site contingency planning has worked out well for most of us, we must
remember that our homes are here in Wall Street and Lower Manhattan. To leave and not
return would give the terrorists the satisfaction of knowing that they succeeded in their mission.

We must not let fear overcome us. Nor can we forget those who gave their lives; whether in
their offices, as police officers, fireman and rescue personnel.

Lower Manhattan is and will always be the financial and business center for the world. With
your help, we will rebuild and we will become greater and stronger. Do not abandon her, but
share in her rebirth!

AREA POLICE/PRIVATE SECURITY LIAISON

Dear Security Director,

The New York City Police Department invites you to join a growing association between public and private law
enforcement personnel, the Area Police/Private Security Liaison program better known as A.P.P.L.

A.P.P.L. was established in 1986 in the midtown area of Manhattan, originally consisted of approximately thirty
(30) member organizations. It has since expanded throughout the city and has a current membership of over
1300 organizations.

The goals of A.P.P.L. are to share information, identify and discuss crime trends and solutions, work together
toward the common goal of protection of persons and assets and create a better working relationship between
law enforcement and private security personnel.

Regular meetings are held between A.P.P.L. members and Division Commanders, Precinct Commanders and
key precinct personnel. Lecturers from other Police Department units, the District Attorney's Office and the
private sector use these meetings as a forum for the exchange of information. Topics are diverse, covering such
areas as terrorism, auto crime and legislation such as the Security Guard Act.

Eligibility for membership in A.P.P.L. is limited to security directors having an


established proprietary or contractual security force within New York City.
