In the early morning hours in Travnik, a person too lazy to take their trash to the dumpster simply drops it on the side of the road. Meanwhile, in Banja Luka, a company is secretly dumping toxic chemicals into the Vrbas river. In both cases, a passerby takes a photo of the offense as evidence of the offender with a smart phone. Using a special mobile web application, the act and the geographical coordinates of the site are then uploaded into an online database and map. The Travnik and Banja Luka examples are theoretical, but represent those which Sanel Hodi had in mind when he created EkoVizija (in English: EcoVision), a smart phone app which allows citizens to document environmental offenses, from minor littering to serious environmental crimes. He describes the project as a "dynamic ecology atlas" which will enable people to visualize all the problems which exist in a particular place, and give a better sense of the size of environmental problems. People will be able to comment on the map: an additional interactive feature. He says that it will be plugged into social media as well. Hodi, a 21-year-old from Tuzla, has never attended formal university. Instead, he has chosen an alternative path of education through the Belgrade-based IT Academy (IT Akademija). He says the idea for EkoVizija came to him a few months ago when he saw a call for proposals offering a $5,000 USD start-up grant. Before applying, he first sought approval from Kristijan Smiljani, director of the software development and web-hosting company Leftor d.o.o., who had already provided him with a scholarship for his IT education. Smiljani told him to go for it. Needless to say, he got the grant. The funders include Doku Kino, Tech Soup, and the American Embassy. He has gotten legal support from another NGO, Vesta. "I wasnt always an environmentalist," Hodi says. "But, over time, I started to notice serious environmental problems, and think about the reasons for them." According to Hodi, the main environmental problem is peoples consciousness, or rather lack thereof. He does acknowledges the important actions which NGOs take to solve increasing environmental problems, but also has noticed that time is a critical factor which impedes progress. "Often times," he says, "organizations notice problems and collect info too late. This will be faster." He sees EkoVizija as a powerful environmental tool that does many things at once it empowers citizens to take action, and it can act as a preventative measure through the public pressure it creates. It can also be a tool for environmental NGOs and activists. His vision for it is wider than Bosnia-Herzegovina and the region he sees it becoming a world-wide application.
