pared for this if we were told early on while some barangays have already allotted the amount for other projects, Cari, an ex-officio member of the provincial board, stressed. The Commission on Elections (Comelec) passed Resolution No.9739 mandating all local government units to set aside P10,000 from each clustered precinct to help them defray election expenses. Comelec cited Section 50 of the Omnibus Election Code stating that local government units are required to appropriate funds to defray election expenses.
Under the law, the LGUs shall appropriate funds to defray necessary and reasonable expenses of the members of the board of election tellers, board of canvassers and the printing of election forms and procurement of other election paraphernalia and the installation of polling booths. The Comelec said they are forced to collect the said fund because of the insufficiency of the fund allotted to them by Congress. The Congress has allotted P1.17 billion for the conduct of the 2013 barangay and SK electo page 7

TACLOBAN CITY The National Nutrition Council (NNC) is bracing for the full promotion of the 2012 Nutritional Guidelines for Filipinos (NGF). NNC regional nutrition program coordinator Segundina Devota Dilao said there is ongoing consultation with different stakeholders on drafting the final communication plans. We will have to consult various sectors on how to carry out the promotion of new guidelines. We recognize their contribution on how to better promote NGF, Dilao said. The Department of Interior and Local Government is also drafting guidelines for promotion of NGF in the local government level. Local nutrition official were told to incorporate the promotion of NGF in existing nutrition education activities such as nutrition
school-on-the-air, mothers classes and family development sessions. Similar to the NGF formulated in 2000, the guideline has 10 messages but it now includes the nutritional and health rationale for each message, according to Dilao. These 10 messages are: eat a variety of foods everyday to get the nutrients needed by the body; breastfeed infants exclusively from birth up to 6 months then give appropriate complementary foods while continuing breastfeeding for 2 years and beyond for optimum growth and development; eat more vegetables and fruits everyday to get the essential vitamins, minerals and fiber for regulation of body processes; consume fish, lean meat, poultry, egg, dried beans or nuts daily for growth and repair of body

CAMP KANGLEON, Palo, Leyte- The Barangay Peacekeeping Action Teams (BPATs) have a key role to play in crime prevention, according to the top official of the Philippine National Police in Eastern Visayas. Police Regional Office 8 (PRO8) Director PCSupt. Elmer R. Soria said that the PNP, with its myriad and diverse tasks and functions that are so huge have been slow to respond due to its sheer weight and enormousness as compared to crime and criminality that have become so dynamic, inadvertive and fast. Time calls for the creative dismemberment of such PNP tasks and functions, the empowerment of the community to formulate and implement its
nity-based activities and information campaign in support of the PNPs anticriminality effort, internal security operation, and disaster management and control program. Soria informed that 4,118 out of 4,390 or almost 94 percent of barangays in the region have organized BPATs wherein close to 30,000 participants were trained on the concept of BPAT that include lectures on law enforcement, disaster relief, conflict resolution and environmental protection. They are really of big help as force multiplier in maintaining the tranquil peace and order situation in the region, the police official averred. (INSPECTOR ROMUEL NACAR)
expenditure management mechanisms to enhance transparency and accountability. Among these are organizational performance indicator framework, mediumterm expenditure framework, zero-based budgeting, program budgeting and bottomup budgeting. Laceras pointed out that public expenditure management should mean spending within governments means, spending on the right priorities and spending with maximum impact. No matter how small is the budget as long as it is used properly, it will have an impact to the poor, Laceras said. (SARWELL Q.MENIANO)

Government authorities sought to look into the price increases of rice in Tacloban
TACLOBAN CITY- A councilor of this city has called on government authorities to look on the sudden price increases of rice sold in the market. Councilor Neil Glova, who chairs the committee on urban poor, urged the Department of Agriculture, Department of Trade and Industry, the National Food Authority and the city price monitoring council to take legal actions who could be responsible for the increases particularly on so-called commercial rice. He said that he went around to personally monitor the price of rice being sold in the market and was shocked to know that one can buy a kilogram of rice at P50, a price that is beyond the means of an ordinary and poor Taclobanon. Glova suspected that there are rice traders who took advantage of the situation by hoarding their stocks and sold them later at a much higher price. The councilor chided both the DA and the NFA for announcing that the price of rice would soon stabilized. Both agencies said that the sudden increase on the price of rice sold in the market would be short-lived with the expected harvest in the next few months which would result to a more abundant supply of rice. This would, the agencies added, result to reduction of the price of rice per kilogram. (LIZBETH ANN A.

TACLOBAN CITY Students from the Sagkahan National High School, this city, won the first and second places in a poster-making contest sponsored by the regional office of the National Statistics Office recently. The poster-making contest was in line to the month-long anniversary celebration of the NSO 8. Sixteen high school students from various schools in the city participated in the visual interpretation of this years theme Handog ng NSO: 73 Taong Taos-Pusong Serbisyo sa Mundo. Students from the Sagkahan National High School bagged the first and second prizes, Neptune Pilapil and Anthony Dacutanan, respectively. Alyka Sumapig of Sacred heart School landed third place. commit themselves to early politics as he admitted that there were really flaws in the youth organization. For one, he said, the youths are exposed early to the dirty side of politics which is vote-buying. It is easy to have this vote-buying in the SK because there are only a handful of them. (Prospective) candidates can easily buy their voters unlike in the barangay which has a bigger number of voters, Ong said. The committee of suffrage and electoral reform of the Lower House had earlier voted to cancel the scheduled youth elections slated on October 28 this year. The barangay elections, scheduled on the same day, however, will push through. Earlier, Tacloban City SK federation president, Edmund Edward Chua, maintained that their council should not be abolished by Congress saying that it gives them the platform to be heard and gives them the voice

in governance. He instead called for some reforms like increasing the age from 18 to 21 from the current 15 to 17 saying this would give them more maturity to grasp their roles and obligations and youth leaders and be given fiscal autonomy in so far as their own fund is concerned. Meantime, poll assistant director for Eastern Visayas Felicisimo Embalsado said that any moves to cancel altogether the SK elections should be made early. This way, the distribution and printing of the ballots would not be affected. Embalsado said that
printing of the ballots needed for the barangay ad SK polls have begun last Sept.4 with the distribution scheduled to be done on Sept. 17 to 18. But I am in favor for the abolition of the SK. I do not see any improvements among our SK leaders, he said, citing that their projects mostly include construction of signages and basketball courts. Based on the recently held SK registrations, Eastern Visayas has 227,930 youths who could vote for the youth elections while there are 2.64 million eligible voters for the barangay.

A Part of Me Wonders
If you are like me, an average Filipina and confused and alarmed about the PDAF and worried about how my hard-earned taxes gets into the pockets of the honorable senators and congressmen, you have all the right to be concerned. A part of me wonders, whether President Noy is serious about his authority to use his legal powers to abolish PDAF including his own billions. This authority, if put to use, makes sense. Are you paying attention? TO my little mind, it so strikes me as obviously false and hopeless that the politicians would be punished in Noys time. Is the BIR and the Ombudsman have any intention operating in good faith? With the infinite number of boxes of evidences against Napolis, do we expect accountability? I was in the capital city for ten days and paid full attention to the news. From sign in to sign off of the television news edition the PDAF news dominated , not even the news about Claudine Barreto and estranged hubby. Now, will Napolis really cooperate and turn over the precious information to government control. Let us have no illusion. Look at GMA. Maybe, there is a possibility that the PDAF plunderers and their prosecutors are just stalling and will fib and cheat in the end. Just to take care of logistical and political obstacles to secure Napolis swiftly and completely. Indeed, a part of me wonders. Are you wondering too? How do we end or reduce corruption and moral proigacy in the public sector? How do you rethink your conventional notion of morality, of decency, of justice. You hear of someone you know get butchered to death by yet another someone out of whim or trip and you suddenly reconsider the reality that ours is a government of laws and not of men. You remember and hear all these and you wish to epitomize an eye for an eye, a tooth for a tooth. I myself have thought about it. Our criminal justice system sucks as it is and by the rate that our criminal cases are getting disposed, there seems to be no improving it soon. By the delay in which they are brought to jus-

These are the usual lingo of netizens who love to post photos on social networking sites, such as the universally renowned Facebook. Filipinos, who eventually have earned the global fame of being the most enthusiastic texters and social media users in the world, significantly contribute to the volume of messages scooting across the cyber highway every second of the day. Largely, they come with images, such as graphics, codes and photos. This potency of the virtual portals poses, however, the great challenge to netizens to be more circumspect in posting their messages and still and motion pictures on the World Wide Web. Worse it could create two implications: either such post incriminates one person to an unwholesome incident or expose how carefree he could become. Lately, Pres. Noynoy Aquino is persistently being linked to the popularly derided Janet Napoles simply because of few snapshots taken of him in her company or of her showoff daughter Jeane Napoles. Alright, this is just loose talk and will not help in any way. Really, our President is challenged to confront his own allies and possibly his own self too. So
give President Aquino the credit for standing up for an important principle in a dishonored nation. But let us also give the Filipinos some credit. They are telling our legislators something important: It is hard to keep facing down the Upper and Lower Houses, when there are prudent, dedicated and accountable officials on the other side.

It has long abandoned its symbolism of protection, it has long ceased even to become an implement of defence. A door now isnt just enough instrument to keep intruders away, to keep criminals at bay. It has, by itself, ceased to become a warning to keep away but rather has become an invitation to barge in. But then you realize dispensing justice in these parts isnt just for the mere sake of dispensing it. It is dispensing it with due process; it is dishing it out with fair play. tions. The Comelec said that they need P3.45 billion to conduct the village elections. The augment fund would come from the general fund of the barangays which have been reserved and set aside for Sangguniang Kabataan. However, Board Member Cari said that not all barangays might be able to afford this as some barangays host multiple clustered precincts. In Baybay City, where she is the ABC municipal federation president, there are barangays which have a total six clustered precincts. It would mean they would share to as much as P60, 000. There is no problem though for barangays with only one clustered precinct. The amount would be easy to shoulder, Cari said. For Baybay alone, the expected augment share from the LGU is P1.76 million for its 92 barangays. With 42,000 barangays nationwide, the Comelec can collect around P420 million, an amount that can augment the expenses the election will incur. The amount that will be forwarded to the Comelec pursuant to the resolution teachings at that, could veer his mind away from judgmental myopia and be somehow pragmatic and legalistic. How much for those who know even just an iota of the basics of law, such as those in the now called quad-media? If this expos is not simply what Sen. Jinggoy Estrada tagged as bar of public opinion, it is sheer insinuation. shall be used to defray the expenses of the board of election tellers (BETs) for the meal allowance at P500 each; transportation allowance in the amount of P500; trainings, seminars and meetings in the amount of P4,500 and supplies at P1,000 for each clustered precinct.

them when occasion warrants. In the same vein, not all who take chance for photo ops with the president of the nation is known to him even though all those with the hall are filtered down. Although photos are mementoes of the captured moment of togetherness of certain individuals in one place at one time, it is not conclusive of their being close friends, lovers, relations or in any manner connected among themselves. It may be an indication but not an irrefutable evidence. Rev. Fr. Amadeo Corpuz Alvero, a licentiate in social communications after finishing a course in it in Rome and a steadfast promoter of responsible use of social media, harbors the same thought. In a text message he stated that it is not proper to judge a person by mere picture or pictures. PNoy having pictures with Janet Napoles or with her daughter doesnt mean that he knows them personally or much more a conduit of corruption, he stated. He encouraged the people to turn ourselves to the main issue, and that is, finding the truth on the Pork Barrel Scam. Let the evidences and testimonies be known so that the truth come out so that those behind this scam, may they be ordinary men or congressmen, or senators, or even a president, will be brought to justice.
